Let us raise our revolutionary struggle to a new and higher level. The daily worsening conditions of crisis are favorable for advancing the Philippine revolution and the world proletarian revolution. Oppression and exploitation drive the broad masses of the people to fight for their rights and interests. The revolutionary parties of the proletariat are called upon to lead the people in revolutionary struggles for national liberation, democracy and socialism. Imperialist crisis and war of terrorism Since the collapse of the revisionist regimes and the disintegration of the Soviet Union in the 1989-91 period, the US imperialists have carried out a three-pronged offensive, consisting of an ideological offensive proclaiming the end of the socialist cause, an economic offensive using the slogan of “free market” globalization and a politico- military offensive by which the sole superpower seeks to impose Pax America in a new world order. All three prongs have roused the resistance of the proletariat and the people. The Party has made a major contribution in standing up for socialism against imperialism and modern revisionism through publications and conferences of communist parties. Other parties have listened to our party because they respect the correct Marxist-Leninist line that we take on issues and follow in our work. Imperialist crisis and war ofterrorism

Since the collapse of the revisionistregimes and the disintegration of theSoviet Union in the 1989-91 period, theUS imperialists have carried out athree-pronged offensive, consisting ofan ideological offensive proclaiming theend of the socialist cause, an economicoffensive using the slogan of “freemarket” globalization and a politico-military offensive by which the solesuperpower seeks to impose PaxAmerica in a new world order. Allthree prongs have roused the resistanceof the proletariat and the people.

The Party has made a majorcontribution in standing up forsocialism against imperialism andmodern revisionism throughpublications and conferences ofcommunist parties. The Party has also made a majorcontribution in removing from the faceof monopoly capitalism the veil of“free market” globalization andexposing beyond doubt the ugly realityof an imperialism that is decadent andmoribund, convulsed by a deep-seatedcrisis and given to the worst forms ofterrorism, such as wars of aggressionand repressive regimes.

The Party has exchanged views andexperiences with other parties on thevarious forms of revolutionarystruggle and has encouraged otherparties to develop the forms ofrevolutionary struggle suited to theirconcrete circumstances. It has taken aspecial interest in encouraging thepreparation and development ofpeople’s war, particularly in semifeudaland semicolonial countries.

It is of great importance that sincethe 1989-91 period, when imperialismgloated over the disintegration of therevisionist regimes and the SovietUnion, the Party has persevered inleading the new-democratic revolutionin the Philippines and upholding thehistoric mission of the proletariat inbuilding socialism.

Now, our Party is among the partiesmost prepared for and most confidentin taking advantage of the rapidlyworsening crisis of the entire worldcapitalist system and leading therevolutionary struggle of the people.The crisis of overproduction andfinancial collapses are unprecedented.All three centers of global capitalism,the US, Japan and Euroland, areconspicuously crisis-stricken.

The lesser capitalist countries thathave some basic industries are moreseriously stricken. But the most gravelystricken are the overwhelming majorityof countries. These include thesemicolonial and semifeudal countriesof the third world and the countriesthat have long retrogressed underrevisionist rule and continue todeteriorate even more rapidly underundisguised capitalism.

The rapid extraction of profitsfrom the working class and peoples ofthe world and the acceleratedconcentration and centralization ofsuch profits in a few imperialistcountries under the slogan of “freemarket” globalization have served todecrease the income and purchasingpower of the working people and tocontract the global and nationalmarkets.

Since the 1989-91 period, Japan,Germany and the former Soviet-bloccountries have been conspicuouslycaught in the vise of economicstagnation and prolonged periods ofrecession. But in most of the 1990s, theUS still appeared to be the irrepressibleengine of growth that was expected toultimately pull up the other centers ofcapitalism and the rest of the worldcapitalist system.

The US attracted and drew fundsfrom abroad and whipped up aninvestment boom in US bonds andstocks. It stimulated overproduction inhigh-tech goods and services. Itboasted of a “new economy”supposedly of high growth and highconsumption but with no inflation, untilthe crisis of overproduction hit high-tech goods and services. Since March

2000, the boom has become aprotracted bust, reminiscent of theGreat Depression.

The solution being offered by theBush regime to the US and globalcapitalist crisis is the delivery of morefunds to the monopoly firms, especiallyto those in the military-industrialcomplex, and the stepping up of warproduction, under the stimulus of taxexemptions, research and developmentsubsidies and federal governmentpurchase contracts.

Upon the utter failure of “freemarket” globalization, the Bush regimeseeks to find a way out in militaristKeynesianism, pump-priming theeconomy by stepping up warproduction and military expenditures.Along this line, the regime is whippingup a hysteria of “war on terrorism”,using the September 11 attacks as thelicense for waging wars of aggressionand pushing fascist policies and laws ona global scale.

Within the US itself, the Bushadministration is generating jingoismand fascism through the Patriot Actand other so-called anti-terrorist laws.Farther afield, it is spreading the termsof repression among its imperialistallies and puppets in order to facilitatethe wars of aggression in which the USmerely bombs the civilian populationand fixed structures to compelsubmission of a target state.

In the wake of the September 11attacks, the US has used the pretext ofgoing after the Al Qaeda to conquerAfghanistan through a war ofaggression. The conquest has enabledthe US to acquire control over thesources of oil in the Caspian Sea andCentral Asia and over a planned supplyroute to the Indian Ocean viaAfghanistan and Pakistan.

Driven by the same greed for oil,the US has also used the pretext ofgoing after the Abu Sayyaf bandit gangin Basilan island in order to open a“second front” of the so-called war onterrorism in Asia. The real objective ofthe US imperialists is to strengthen theirstrategic position in the Philippines and

tighten their control over oil and othernatural resources in Southeast Asia. Ithas found the Al Qaeda scare a moreconvenient pretext than the old Chinascare.

The world is again on the verge ofwitnessing a new round of full-scaleUS war of aggression against Iraq. Theobjective for the US imperialists is totake direct control over the oilresources of Iraq and to further tightentheir control over the Middle East andfurther humiliate the Palestinian andArab peoples.

The US imperialists wish torecolonize peoples but also wish toavoid US casualties. Thus they resort tobombing or threatening to bombcivilian communities and infrastructures.This is generating the people’s outrageand inciting broader and fiercerpopular resistance than ever before.

The oppressed peoples of theworld are invoking the right of nationalliberation and democracy and areresisting the impositions of UShegemony and the intensification ofplunder, repression and war. A numberof states in the third world are alsoasserting their national independence,especially because the US has classifiedthem as “rogue” states, as “axis ofevil” or as potential rivals.

The US and its imperialist allies arestill united in oppressing and exploitingthe people in the third world and inretrogressive countries. But Japan andWestern Europe are increasinglybecoming wary over US unilateralactions to threaten and wage wars andto monopolize oil and other naturalresources and to seize markets, fieldsof investment and strategic points ofcontrol.

Within the imperialist countries,there is mass discontent among theworkers and petty bourgeoisie whonow suffer mass unemployment,reduced wages and erosion of socialbenefits. Popular resistance isdeveloping against imperialist war andfascism, chauvinism and racism. Themonopoly bourgeoisie is trying toobscure its responsibility for the crisis

by seeking to split the proletariat andshifting the blame to immigrants andforeign countries. Communist parties inimperialist countries are beingchallenged to convert imperialist warsinto civil wars.

Depression and repressionFor so long as it wishes to keep the

semicolonial and semifeudal rulingsystem in our country, the US-directedMacapagal-Arroyo regime has no wayout of the worsening crisis of theworld capitalist system. The economy issinking into a prolonged state ofdepression. And the regime hasbecome ever more repressive in itsattempt to silence the people.

The lack of basic industries hasbecome even more pronounced. Theonly industries there are, that areimport-dependent, have all gone into a

state of depression. Office andresidential towers have become largelyvacant since the end of the privateconstruction boom in 1997 when theSoutheast Asian financial crisis struck asa result of overborrowing for theproduction of export-orientedsemimanufactures and for real estatespeculation.

The raw materials and low value-added semimanufactures that thePhilippine economy brings to theworld market are globally inoversupply relative to the depressedmarket. Even as the economy is mainlyagrarian, agricultural production hasdecreased as a result of importliberalization and the high cost ofimported agro-chemicals, millingequipment, transport and oil.

Foreign loans needed for coveringtrade deficits are in short supply. In themeantime, the amount required fordebt service keeps on increasing. LikeEstrada in the recent past, Macapagal-Arroyo keeps on begging Japan forinfrastructure loans in order to be ableto show some semblance of economicactivity. But such loans in fact furtherburden the economy as they come withever-heavier conditionalities and as theyare prime target of bureaucraticcorruption.

The bankruptcy of the Philippineeconomy is manifested by the plungingvalue of the peso in relation to the USdollar, the widening trade andbudgetary deficits and the rapid growthof foreign and domestic public debts.

The Macapagal-Arroyo regime isaggravating the exploitation of thetoiling masses and the middle social

strata. It encourages mass layoffs, risingprices of basic goods and services,sharp reduction of real incomes, theerosion of social benefits andovercharging done by the privateowners of public utilities. It considersthese as measures necessary for theowners of capital to solve theirproblems and stabilize the “freemarket” economy.

The big monopoly capitalist ownersof the privatized public utilities inenergy and water have amassed hugeprofits and the consumers aredemanding that these utility companiesreimburse to them the overcharges.Their services have gone from bad toworse and yet they are demanding theincrease of rates to be paid by theconsumers. After pretending to threatenthe companies with nationalization, the

Arroyo regime now collaborates withthem on how they can keep their assetsand further gouge the consumers.

The grave economic crisis isresulting in seething social discontent.The regime continue to inflame thetoiling masses by its disdain for theworkers’ demand for across the boardwage adjustment and the peasants’demand for land reform. Other socialsectors are also aggrieved by thedisregard for their demands.Discontent is breaking out in the formof sectoral and multisectoral strikes andother mass protests by workers,peasants, fishermen, women, youth,teachers, health workers and othersectors.

The economic crisis has resulted in asevere political crisis. Several factionswithin the ruling system as well aswithin the ruling coalition are in bitterrivalry. The national pie available forbureaucratic looting has become sosmall that the tendency of the rulingclique to monopolize the loot provokeswhistle blowing even within the rulingcoalition.

Cases of corruption at variouslevels of the reactionary governmenthave become more rampant and moreconspicuous than ever before. Mostshocking to the people are the cases ofcorruption being brought against thepresidential couple and those closest tothem.

Within the ruling coalition, there isgrumbling and a growing view that Ms.Macapagal-Arroyo will have difficultykeeping her office before the 2004elections or making a creditable run forthe presidency in 2004. Vice-presidentGuingona is open to replacing herbefore 2004. The De Venecia faction ispublicly proposing the adoption of aparliamentary system throughconstitutional amendment as thegracious way out for Ms Macapagal-Arroyo.

The opposition parties andorganizations are now intensifying theircampaign to expose anomalies of theregime and to discredit the regimetotally. Certain forces that participated

But it has only succeeded inexposing its inability to destroy evensuch a small gang using the rough andwell-foliaged terrain of its native island.The imperialist and puppet troops canonly fare worse against the nationwiderevolutionary movement led by ourParty.

Within the ruling circle of Arroyo,cabinet members in charge of nationaldefense, national security advice andpeace negotiations have directed theregime towards repressiveness andbellicosity. They have paralyzed theGRP-NDFP peace negotiations andasked the US to put the CPP, NPA andthe NDFP chief political consultant inthe US list of terrorists, therebyviolating the GRP-NDFP JointAgreement on Safety and ImmunityGuarantees and other joint agreementsbetween the GRP and the NDFP.

They are pushing Macapagal-Arroyoto go berserk on her all-out war policy.They imagine that they can compel theNDFP to capitulate by escalatingmilitary and police campaigns ofsuppression against the workers andpeasants and by putting under duressthe NDFP negotiators, consultants,staffers and supporters abroad. Theyare behind the scheme of kidnapping,torturing and murdering local leadersand members of Bayan Muna.

In the meantime, the reactionaryarmed forces and national policeremain fractious as a result of thefactional strife among military andpolice officers who have alignedthemselves with various political leadersor who run competing criminalsyndicates engaged in smuggling, drugs,gambling, prostitution and the like.

The puppetry and corruption of theruling reactionary politicians and themilitary and police officers outrage thepeople. As more public funds areallocated to the military and police, thepeople rise in protest against thediversion of funds from publiceducation, health, low-cost housing andthe like, especially in the regions outsideMetro Manila.

Even if she is not removed fromoffice by popular uprising, she wouldbecome debilitated and isolated beforethe 2004 elections. Out of desperation, the regime isfollowing the most brutal dictates ofthe US and is parroting the Bushslogans of “war on terrorism” and“preemptive strikes”. In abject

puppetry, the regime has collaboratedwith the US to violate Philippinenational sovereignty and territorialintegrity.

It has acceded to the US-RP MutualLogistical Support Agreement, whichcomes on top of the US-RP MilitaryAssistance Agreement, the MutualDefense Pact and the Visiting ForcesAgreement. US military forces canenter Philippine territory as they pleaseand occupy any part of it for anylength of time under such pretexts asfighting terrorism, training exercises,civic action and what else.

The violations of the economic,social, cultural, civil and political rightsof the people are intensifying. Thedemand of the workers for betterwages and living conditions is brutallysuppressed. Likewise the peasantdemand for land is met with increasedmilitary and political campaigns tosuppress the land reform beingundertaken by the organized massesand the revolutionary forces and tofurther dispossess the poor peasantsand national minorities of their landand communal resources.

The puppetry, incompetence,corruption and brutality of the regimeincite the broad masses of the peopleto rise up. The growing contradictionsamong the reactionaries indicate to thepeople that the entire ruling system can

be overthrown because it is rotten tothe core.

Rising revolutionary massmovement

Since the beginning, our Party hasintegrated Marxism-Leninism-Maoismwith the concrete conditions of thePhilippines and has thereby correctly setforth the general line of new-democratic revolution throughprotracted people’s war. This linecorresponds to the semicolonial andsemifeudal character of the rulingsystem.

We score great political victorieswhen we pursue the general line set bythe Party. Otherwise, we incur seriouserrors and suffer serious setbacks thatonly a movement of self-criticism andrectification, like the Second GreatRectification Movement, can solve.

We have criticized and repudiatedthe erroneous line that the Philippines

has ceased to be semifeudal — a falseand treacherous assumption as it creditsMarcos with having carried outindustrial development and landreform. We have thereby rooted outthe “Left” opportunist line that urbanarmed insurrection is the main form ofarmed struggle as well as the Rightopportunist line that legal struggle is themain form of struggle.

We have also criticized andrepudiated the erroneous line that thestruggle for national liberation hasbecome passe on the erroneous andtreasonous assumption that under “freemarket” globalization the question ofnational sovereignty is renderedirrelevant by the supposeddevelopment of a prosperousborderless global economy.

Through the Second GreatRectification Movement, we haveovercome not only the “Left”opportunist errors but also thedestructive effects of the bloodycrimes perpetrated by the worst of the“Left” opportunists who whipped upanti-informer hysteria to rationalize thefailure of their erroneous line as thehandiwork of “deep penetrationagents”.

We have overcome not only theRight opportunist errors but also theschemes of the Right opportunists toliquidate the Party, capitulate to theenemy and drum up reformism andrevisionism. The counterrevolutionarieswould have wrecked the Party and theentire revolutionary movement had itnot been for the rectificationmovement launched by the CentralCommittee in 1992.

In the course of our ideological andpolitical struggle against the traitors

who were using a confused babble ofblatant bourgeois liberalism,Gorbachovite revisionism andTrotskyite petty-bourgeoisrevolutionism, our Party hasstrengthened itself ideologically andbecome recognized as an outstandingdefender of the socialist cause and anexemplary leader and fighter for thecause of national liberation anddemocracy.

The claims of the enemy that wehave lost the struggle because there areno more big socialist countries tofinance our revolutionary efforts aresimply ludicrous. We regard as absurdthe shallow misrepresentation of therevisionist regimes as socialist and assources of inspiration or financialsupport. As a revolutionary party ofthe proletariat such as ours, we have

long upheld Marxism-Leninism againstmodern revisionism and have followedthe principle of self-reliance in ourrevolutionary struggle.

We have reasserted in our countrythe strategic line of protracted people’swar, which involves encircling the citiesfrom the countryside and accumulatingstrength until we gain the capability tooverthrow the enemy forces in thecities. We have built the New People’sArmy as the main organization of thepeople for waging the armedrevolution, carrying out the antifeudalstruggle and building massorganizations and the organs ofdemocratic power.

Right now, the NPA has a sum totalof at least three divisions or ninebrigades or 27 battalions of full-timeRed fighters with high-powered rifles.These are augmented by tens ofthousands in the people’s militias andfurther on by hundreds of thousands in

self-defense units of the massorganizations.

Our Red fighters are deployed in128 guerrilla fronts, which includesignificant portions of 800municipalities and 70 provinces. Everyguerrilla front has a center of gravityconsisting of a platoon or an over-sized platoon within the radius of afew barrios. Relatively more dispersedsquads are deployed for mass workand are further divisible into armedpropaganda teams. We are resolutelyand militantly consolidating andexpanding these guerrilla fronts.

We have given stress to theantifeudal struggle because this is theway to fulfill the democratic demandfor land among the peasant masses. We

reduce land rent, eliminate usury, raisethe wages of farm workers (taking intoaccount whether the buyers of laborpower are other peasants or arelandlords), raise farm-gate prices forthe peasants’ produce and promoteagricultural and sideline occupations.We carry out minimum land reform aswe look forward to the maximum landreform program.

We have built organs of politicalpower, from appointed ones to electedones. At their base, we have built massorganizations of peasants, workers,fishermen, women, youth and culturalactivists. Aside from land reform, wehave been able to carry out massmovements in production, masseducation, self-defense, health andsanitation, cultural work, settlingdisputes and so forth.

The mass movements that we carryout in the countryside, especially land

reform, liberate and empower thepeasants who have long beenoppressed and exploited. They haveencouraged mass activists to comeforward in the rural areas and have alsoattracted cadres and activists from theurban-based mass movement to learnfrom the peasants and exchangeexperiences.

The rural-based mass movementsand urban-based ones interact witheach other and strengthen each other.All revolutionaries are conscious that incase of a fascist crackdown in urbanareas, as in the time of Marcos, massactivists can seek refuge by shiftingfrom the urban areas to the countrysideand can serve the mass revolutionarymass movement there.

We have developed the mass baseand skills for wielding the nationalunited front as a weapon of the armedrevolution under the leadership of theworking class. The basic alliance of theworking class and peasantry constitutesthe mass base for both the antifeudalstruggle for democracy and the anti-imperialist struggle for nationalliberation.

By strengthening the basic allianceof the toiling masses, we are in a betterposition at every step to build thealliance of the progressive forces(which includes the urban petty-bourgeoisie), the alliance of thepatriotic forces (which includes themiddle bourgeoisie) and the broadunited front (which includes sections ofthe reactionary classes) for the purposeof isolating, weakening and defeatingthe enemy.

We have twice employed the broadunited front to overthrow a rulingclique in the Philippines, the first in theantifascist movement against Marcosand the second in the anticorruptionmovement against Estrada. We canavail of the broad united front tooverthrow the Macapagal-Arroyoruling clique before 2004 or make itlose the 2004 presidential elections.

It may suffice for a broad unitedfront to use legal means foroverthrowing a ruling clique. But it

cannot overthrow an entire rulingsystem. For that, it is necessary for thearmed struggle to become the principalform of struggle and to actuallydestroy the bureaucratic and militarymachinery of the joint class dictatorshipof the comprador big bourgeoisie andthe landlord class.

It is absolutely necessary to wagepeople’s war and win victory by forceof arms. It is only thus that we candestroy the domestic ruling system andthwart the US imperialist scheme topreserve such system through militaryintervention or a full-scale war ofaggression.

Strive to win ever greater victoriesThe Party can maintain its high level

of theoretical knowledge andrevolutionary consciousness as theadvanced detachment of the proletariatonly by continuing to build itself alongthe ideological line of Marxism-Leninism-Maoism. All Party membersmust be made conscious of theintegration of this revolutionary theoryof the proletariat with concretePhilippine conditions and with theconcrete practice of the Philippinerevolution.

They must understand how theMarxist-Leninist stand, viewpoint andmethod are applied in the Program fora People’s Democratic Revolution, inthe documents of the First and SecondGreat Rectification Movements, in thedocuments issued by the CentralCommittee and in the summing up ofexperience and learning of lessonsissued by various organs and units ofthe Party.

All Party members must undergothe primary Party course within the firstyear of their Party membership. Withsuch education, they gain sufficientunderstanding of their commitmentand work and the capability to readand study further within their units andon their free time.

Subsequently, they can take theintermediate course, which has theobjective of enabling them to drawlessons from their experience in the

Bayoneta: What is your current status with regard to the government of the Netherlands?Sison: I am a political refugee recognized by the Office of the UN High Commissioner for

Refugees, the Dutch Council of State and the Dutch government. However, due to long-runningU.S. pressure, I have not been admitted as a political refugee to the Netherlands. Neither have Ibeen granted a permit to reside. Sometimes, I am called a “tolerated alien.”

As a recognized political refugee, I am protected by the Refugee Convention and by theEuropean Convention for the Protection of Human Rights and Fundamental Freedoms. Don’t beconfused by the Dutch hairsplitting between the terms “recognized” and “admitted” politicalrefugee. It is the confusion of the Dutch authorities as a result of the unlawful U.S. meddling in myasylum case in violation of the Refugee Convention. Lately, since Aug. 13, the Dutch governmenthas issued the so-called sanction regulation against terrorism in order to subject me to persecutionand repressive measures.

The said sanction regulation parrots the Aug. 9 decision of the U.S. State Departmentdesignating the Communist Party of the Philippines/New Peoples Army as a “foreign terroristorganization” and the Aug. 12 decision of the U.S. Treasury Department listing the CPP, NPA andmyself as targets for the freeze of assets.B: What have been some of the immediate effects of this change in your status on you and the

Filipino movement?S: I have been criminalized as a “terrorist” without due process. I have been defamed,

demonized and subjected to the incitement of public hatred by official propaganda mills. I havethereby suffered material and moral damages and grave threats to my life.

My joint bank account with my wife has been frozen, despite the fact that the money that goesin and out of there comes from the social welfare agency. The measly social benefits, which Ireceive in exchange for being banned from work as a “tolerated alien,” have been terminated. TheDutch authorities offer the restoration of said benefits, but only on condition that these are on“humanitarian grounds” within the framework of the sanction regulation against terrorism.

The U.S.-Dutch imperialist collaboration against me is extremely cruel. I am deprived of thebasic necessities of life and my basic human right to life is thus violated. My family manages tosurvive because we borrow money from friends. By the way, the sanction regulation also threatensto punish any entity for providing me any kind of goods and services, even if for mere subsistence.

The attack on me is meant by the governments in Washington, The Hague and Manila toterrorize the members, consultants, staffers and supporters of the NDFP negotiating panel based inEurope and to push them towards capitulation in the peace negotiations with the Manilagovernment. But the imperialists, together with their puppets, are merely daydreaming by imaginingthat they can shake down the NDFP towards capitulation. They are in fact goading therevolutionary forces and people in the Philippines to struggle more resolutely and more militantlythan ever before for national liberation and democracy.

The U.S. has its own unilateral strategic objective. If the shakedown on the NDFP does notresult in capitulation of the revolutionary forces but the collapse of the peace negotiations, the U.S.is ready to escalate its military intervention in the Philippines and launch a war of aggression for thepurpose of tightening U.S. control over the Philippines and all Southeast Asia.

But this early the revolutionary forces and people in the Philippines, including overseasFilipinos, know what the U.S. is up to. And they are more determined than ever before to fight fortheir national and democratic rights against U.S. imperialism and its puppets in the Philippines.B: After so many years as a recognized political refugee, why do you think the Netherlands

has so abruptly changed its attitude towards you in particular? Do you expect your personalsituation to become worse?S: The Dutch government is consistently against my residence in the Netherlands. I have

light of successful revolutionarystruggles in the Philippines and abroad.Then they can proceed to the advancecourse, which has the objective ofdeepening their knowledge ofphilosophy, political economy, socialrevolution, revolutionary strategy andtactics and the history of theinternational communist movement.

The Party has accumulated politicalstrength through armed struggle andunited front work. Thus it has gainedall-round capability to lead the armedrevolutionary movement in advancingat an accelerated rate. The CentralCommittee issues the guidelines for theregional Party committees and the Partycommittees and NPA commands at theguerrilla front level to take stock of thebalance of forces, study thevulnerabilities of the enemy, sharpenintelligence work and plan tacticaloffensives within their capability.

Let us undertake tactical offensivesat a rate that does not prejudiceattention to mass work. At any giventime, the existing mass base and armedstrength allow tactical offensives forseizing more weapons from the enemy,either by arrest operations, raids orambushes. The success of our tacticaloffensives must be measured mainly interms of favorable political effect andcapturing weapons.

The people and the NPA mustintensify the people’s war to fight theall-out war policy of the US-Arroyoregime and the escalating US militaryintervention under the pretext of anti-terrorism. The daily worsening crisis ofthe world capitalist system is driving theUS imperialists to launch wars ofaggression and promote stateterrorism. In turn these generate greaterpopular resistance and revolutionarystruggles that are lethal to imperialismand all reaction.

The basic alliance of workers andpeasants provides the great mass basefor both the antifeudal struggle and thestruggle for national liberation. Alltypes of alliances, the progressive,

attempts of the Dutch government to violate the Refugee Convention andEuropean Convention. The abrupt change is not in the attitude of theDutch government but in the intensity of its intolerance and arbitrarinesstowards me. The Dutch government follows the baton of the U.S.government in this regard.

It is not at all surprising that the Dutch government does the biddingof the U.S. in using the pretext of anti-terrorism against me and in applyingthe most unjust and most cruel repressive measures against me. The U.S.and Dutch governments and multinational firms are long-time partners inthe exploitation of the peoples of Southeast Asia and other parts of theworld.

I am now taking legal actions to have my name removed from the listof “terrorists” and free myself from the adverse consequences of the witchhunt. These legal actions cost time, effort and money. The costs arepunishing, too. But supporters are working hard to raise a legal defensefund for me.

I face far worse possibilities, including extradition and evenassassination by the CIA. According to certain high officials of the Manilagovernment, especially national security adviser Roilo Golez, the U.S. ispreparing to request the Dutch government to extradite me to U.S. territoryor to put me under provisional detention pending the fabrication of acriminal charge for my extradition.

The U.S. and Dutch governments are quite capable of using theirextradition treaty against me despite the clear political motivation of theU.S. in fabricating the charge of terrorism against me.B:How do you assess the “war on terrorism” of the Bush

administration?S: The so-called Bush war on terrorism is actually a war of imperialist

terrorism. The Bush administration has used the horrific terrorist attacks oncivilians on Sept. 11 as the excuse for unleashing the super-terrorism ofU.S. imperialism on the people of the world. Such super-terrorism includeswars of aggression, widespread military intervention, internationalizationof repressive policies, escalation of state terrorism, intensified U.S. militaryspending and war production, assertions of monopoly right overweapons of mass destruction and the doctrine and practice of preemptivestrikes.

A German leader has aptly compared Bush to Hitler. He whips up warhysteria, steps up war production and seeks to suppress dissent andrevolutionary resistance in order to deflect attention from the dailyworsening economic and social crisis of the world capitalist system.B:Comment on the relationship of this “war on terrorism” to the

century-long struggle of the Philippines to achieve true sovereignty andindependence.S: It is clear that the Bush war of terrorism is aimed at violating the

national sovereignty and independence of countries and peoples all overthe world. We are therefore reminded of the century-long struggle of theFilipino people for national independence.

The 1899-1902 U.S. war of aggression against the Filipino people andthe subsequent pacification campaigns lasting up to 1914 killed 1.4 millionFilipinos, suppressed Philippine independence and put the Filipino peopleunder U.S. colonial rule.

The U.S. also instigated, directed and propped up the Marcos fascistdictatorship for 14 years in order to retain all-round U.S. control over thePhilippines in the face of a rising patriotic and progressive massmovement. In the process, the U.S. encouraged the Marcos fascist regimeto torture and kill at least 200,000 people.

Now, Bush is using the pretext of war on terrorism in order to bringU.S. combat forces into the Philippines, re-establish the U.S. military bases

The Filipino people canachieve complete victory in their revolutionary struggle for nationalliberation and democracy only by contending with and defeating thebrutal military power of the U.S. and its puppets in the Philippines.B: Recently, with the collaboration of the government of Gloria

Macapagal Arroyo, the U.S. has indeed reintroduced U.S. combat troopsinto the Philippines. Please comment further on the goals and tactics ofboth the U.S. and Filipino governments.S: The U.S. strategic planners think that the U.S. can grab anything

while it is the sole superpower in the world. They have reintroduced U.S.combat troops into the Philippines initially under the pretext of going afterthe Abu Sayyaf.

After failing to destroy this small bandit group in the tiny island ofBasilan, they announce that they wish to fight the revolutionary forces ona nationwide scale. They wish to extend so-called access rights, build upthe military infrastructure and ultimately get basing rights for U.S. militaryforces.

Gloria Macapagal Arroyo is a worse puppet than any presidentialpredecessors. Even at the height of the Cold War, none found it necessaryto call on U.S. military forces to fight the revolutionary forces in thecountry. She is obsessed with the notion that U.S. military and other kindsof intervention will ensure her victory in the 2004 elections.B: How important is the Philippines to the goals of U.S. imperialism

in Asia and the surrounding region?S: The Philippines is strategically important to the U.S. It is historically

and currently a reliable launching base of the U.S. for its initiatives in themilitary, economic, political and cultural fields in Southeast Asia, in thewhole of Asia and as far as the Middle East. The U.S. is hell bent oncontrolling the Philippines because it is the key point for controlling thewhole of Southeast Asia. This region is on the path of the trading fleetsand rapid deployment forces of the U.S. As in the past, the Philippines canbe used by the U.S. to swing the other Southeast Asian countries insupport of a U.S. dual policy of engagement and containment towardsChina.B: Getting back to your situation as a political refugee, what can the

worldwide movement, and particularly people in the United States, do toassist your struggle?S: The most important thing to do is to gather moral and political

support. For that purpose, information about my situation and strugglemust be disseminated and must enlighten the people about the avariceand cruelty of imperialism.

Kung tutuusin, maspangit pa siya kay Estrada kung angpagbabatayan ay ang bilyun-bilyongkinurakot na ng mag-asawang Arroyo atng mga taong nasa paligid nila, lalo nangayong nagkakandarapa silangmakapag-ipon ng malaking pondo parasa eleksyon sa 2004.

Isang malaking milagro kungmananalo pa si Macapagal-Arroyo sa2004. Hinahangad niyang makuha angbasbas ng US at desperadong nag-iiponng malaking kaban ng pondong pang-eleksyon.

Bagsak na bagsak ang kanyangpopularidad at lubos na siyangnahihiwalay dahil sa kanyang sobra-sobrang pagkapapet, malupit na pasismoat terorismo at walang-awat napangungurakot. Dumarami angumaasang papalit sa kanya kabilang naang dati at kasalukuyang niyang mgakaalyado. Nagdudulot ito ng pagsidhi ngbangayan sa hanay ng mga reaksyunaryo.Ang papasidhing pang-aapi at panunupilsa mamamayan ay nagbubunsod ngmalawakang paglaban sa kalunsuran atkanayunan.

Itinataguyod ng PKP at mga rebolusyonaryong pwersa ang pinakamalawak na pagkakaisa ng mga patriyotikong pwersalaban sa panghihimasok-militar at pakikialam ng imperyalismong US at sa sobrang pagkapapet ng rehimeng Macapagal-Arroyo. Itinataguyod rin ng PKP ang pinakamalawak na pagkakaisa laban sa walang-habas na terorismo at garapalangpandarambong ng rehimeng Macapagal-Arroyo. Nakahanda ang PKP na makipagkaisa sa mga patriyotiko at demokratikongpwersa at malawak na mamamayan upang patalsikin sa Malakanyang si Macapagal-Arroyo.

Disyembre 26, 2002— Sa iba’t ibang bahagi ng kapuluan, muling nagbuklod ang kabataan atmamamayan upang gunitain at ipagdiwang ang ika-34 anibersaryo ng pagkakatatag ng Partido Komunistang Pilipinas (PKP-MLM). Sa iba’t ibang pamamaraan, sinariwa ng KM ang 34 na maniningning atmatatagumpay na taon ng PKP at mahusay na pamumuno nito sa kilusang kabataan at sa buongrebolusyonaryong kilusan.

Tinatayang may mahigit isandaang (100) kasapi ng KM mula sa NCR ang sumampa ng mga sonanggerilya sa iba’t ibang probinsya upangisagawa ang anibersaryo kasamaang mga pulang mandirigma ngBagong Hukbong Bayan (BHB) atang masa sa kanayunan.

Ang mga isinagawangselebrasyon ay kinatangian ngmaikling diskusyon sa mgapambansang isyu at mga partikularna isyu na hinaharap ng masangmagsasaka sa kanayunan. Sinariwarin nito ang mga naipon at bagongtagumpay na nakamit ng Partido saloob ng 34 taong pamumuno nito sarebolusyong Pilipino. Gayundin angpagsasagawa ng mga pangkulturangpagtatanghal na nagsasalarawan ngpaglawak ng kilusang magsasaka atrebolusyonaryong agraryo sakanayunan at malusog napakikipagrelasyon nito sa BHB. Hindi rin nagpahuli ang mga kabataang lumahok sa selebrasyon na ipamalasang kanilang kakayahan sa pag-arte at pag-awit ng mga makabayan at rebolusyonaryong awitin.

Binigyang pagpupugay at parangal rin ang lahat ng mga kasamang nagbuwis ng buhay para sarebolusyon. Sa listahan ng mga martir ng rebolusyon ay napapaloob rin ang ilan sa mga kasamang nagmulasa hanay ng kabataan-estudyante. Kabilang sa mga binigyang parangal ay sina kasamang Lucille GypsyZabala, Choy Napoles,Erwin Bacarra, Janet Taguba at Bheng Hernandez.

Ang naturang pagdiriwang ay nagbigay ng inspirasyon at hamon sa lahat ng kabataan at iba pangkalahok nito para sa mga susunod na mga taon na kakaharapin ng rebolusyonaryong kilusan at ngsambayanang Pilipino. Karamihan rin sa mga kabataan ay nagkaroon ng mas matibay na paninidigan atkapasyahan upang magtuluy-tuloy sa armadong pag-aambag sa kanayunan.
