Central Association of Private Security Industry

(CAPSI) in association with the International

Institute of Security & Safety Management

(IISSM) IISSM organized Abhinandan Samaroh on

8th March 2017 at NDMC Convention Centre to

thank the Labour and Employment Minister, Shri

Bandaru Dattatreya, for his bold decision to

classify SECURITY GUARDS as ''SKILLED

WORKERS''.

The Ministry of Labour and Employment has

notified to categorize Security Guards ''SKILLED

WORKERS'' and Armed Security Guards and

Security Supervisors as ''HIGHLY SKILLED''.

The notification entitled security guards to receive

a minimum wage of Rs 15,000 for Skilled workers

and Rs 25,000 for Highly Skilled workers under

the Minimum Wage Act.

On behalf of the entire Private Security Industry,

the CAPSI and IISSM thanked the Minister.

Mr. V V Katti President, CAPSI in his welcome

address said the decision taken by the Labour and

Employment is indeed a positive development for

the private security industry and it will impact the

overall quality of service standards and image of

the sector.

Kunwar Vikram Singh expressed his happiness

over the major milestone for the security industry,

He said it’s a great opportunity to take the industry

in the next orbit of growth in terms of better talent

quality, higher manpower retention and superior

training and certification standards.

He further added ''We are happy with the landmark

decision of the Ministry of Labour and

Employment and hope that it will also enable

private security agencies to recruit, train and

employ quality workforce for the sector, which has

been a demand of all industry stakeholders”.

Kunwar Vikram Singh, Chairman on behalf of

CAPSI urged Minister to direct all state

governments to implement Minimum Wage Act

across the country as the current notification is

applied on security guards working for the

Central Government and Public Sector Units.

Minister said, ''The notification regarding the

classification of security guards is part of the larger

goal of the ongoing labour reforms. It will not only

bring enhanced wages to over 70 lakh security

personnel pan-India, but will also provide social

security cover to their family members.''

He further said that his Ministry will soon call

upon state Labour Ministers and work out the

policy modalities for introducing the new labour

laws in states that seek to bring the private security

guards under the organised sector."

Mr. R K Sinha, Member of Parliament and

Executive Chairman of IISSM delivered

Abhinandan Sandesh. He thanked the government

for this path-breaking move and said it will help

the private security industry set up new standards

of services and growth.

RPL Project Launch Ceremony was organized by

SSSDC on 6th March 2017 at the United Services

Institute (USI), Rao Tula Marg, New Delhi at 3:00

pm.

Kunwar Vikram Singh, Chairman SSSDC was the

Chief Guest. Mahesh Sharma, Director SSSDC,

Shri C Pal Singh, Hony Director General, CAPSI

were also present. MDs/CEO of various agencies

to whom the bucket for pilot batch was given were

present. Participating agencies were:-

• Peregrine Guarding Pvt Ltd

• Atidipta Solutions Pvt Ltd

• Nexus Security Services Private Limited

• Pratap Security and Allied Training Institute

• Mi2C Security & Facilities Pvt Ltd

A large number of security guards of the

participating mobilizing agencies were also

present.

Maj Gen A K Sakhuja CEO, SSSDC gave opening

address. MDs/CEOs of the mobilizing agencies

also shared their experiences & the difficulties on

ground faced by them during the implementation.

One of the participating guard from Peregrine

Guarding Pvt Ltd also appraised the audience

about the change in his compensation/designation

after his certification under RPL, PMKVY.

The participating guard spoke regarding his

experience and benefits of the scheme. He

expressed his happiness and thanked the Govt. for

giving the opportunity to certify their prior learning

which will help them for future growth in the

industry.

The event was also attended by 50 smartly turned

out guards from all the 5 companies who will be

the future beneficiaries of the scheme.

Distribution of Star Badges was also carried out for

the guards of the Peregrine Guarding Pvt Ltd.

These guards were trained & certified under the

scheme RPL, PMKVY 1.

Kunwar Vikram Singh, Chairman SSSDC in his

address mentioned that RPL is the great

opportunity for the existing workforce to be skilled

& to qualify for higher wages. He also mentioned

that after the certification under RPL, PMKVY 2,

Security Guard can be prepared for the career

progression from Security Guard to Supervisor.

The ceremony ended by the closing remarks by the

Maj Gen K Majumdar, COO, SSSDC.

VIEWS OF CAPSI ON PRIVATE

DETECTIVE AGENCIES REGULATION

BILL, 2007 Meeting of the Committee under the Chairmanship

of Secretary (BM) for consideration of the Private

Detective Agencies (Regulation) Bill 2007 was

held on 1st March at Ministry of Home Affairs,

North Block at 3:00 pm. The main agenda was to

finalize its report for consideration of department

related Parliamentary Standing Committee

(DrPSC) on Home Affairs.

The Meeting was held in presence of Mrs

Sanjeevanee Kutty Secretary (BM), Mr. Jaideep

Govind, Addl Secretary, T.V.S.N. Prasad JS(PM),

Amrik Singh, Deputy Secretary (PM).

Secretary (Border Management) welcomed all the

participants and asked to share their views on the

PDAR Bill which is pending from a long time.

Kunwar Vikram Singh, Chairman presented

overall industry views on the Bill and also

informed them about role of CAPSI & APDI.

Chairman informed that recommendation on the

Bill was submitted by Association of Private

Detective & Investigators (APDI) to the

Secretary, MHA earlier in 2014.

Chairman also mentioned that clause by clause

analysis done by APDI should be considered

before enacting the law to regulate Private

Detective Agencies.

Everybody present there was in favor of Bill but

with specific amendments to carry out their

business in the four corners of law. It was informed

that many foreign agencies are working in India

without license. They are carrying out 70% of

Investigation business.

Chairman also informed that we have set standards

& prepared National Occupational Standards

(NOS) for the investigators with permissible norms

prescribed by NSDC. This is also vetted by the

industry leaders and approved by Ministry. A copy

of National Occupational Standards (NOS) of

Private Investigators was submitted to Secretary

(BM) by Chairman.

Mr. Pawan Ahluwalia, Board of Governor &

Advisor, CAPSI said that there should not be any

Do’s & Don’ts in any of the clause in the Bill

binding the private investigator.

Mr. V M Pandit, Former President APDI requested

for a positive legislation.

Later the issue of imparting training to an

investigator was raised by the officials. It was

mentioned that in Security sector training is in

regard to the uniform and etiquettes to be followed

at their workplace whereas there is no such

requirement of private investigator. Mr. V M

Pandit presented the fact that 60 subjects of

investigation and Laws involved are required to be

imparted to Private Investigators.

It was suggested by Addl Secretary, MHA to form

a committee of Police officials to assess few

training institutes giving training to investigators.

This is to analyze the standards followed by

training of investigators and view the course

curriculum.

All the points raised received due attention of the

Ministry officials. Secretary (BM) asked APDI to

represent their concern for appropriate legislation

in view of the discussion held today. It was

decided to submit the report by next week.

Secretary ( BM ) thanked all the participants for

interactive deliberations with a hope that the

suggestions will give a new dimension to the Bill.
