PROGRESS REPORT NO. 25JULY 1988

REMEDIAL INVESTIGATION/FEASIBILITY STUDY/REMEDIAL MEASUREFOR

NATIONAL PRESTO INDUSTRIES, INC.EAU CLAIRE, WISCONSIN

This progress report 1s prepared and submitted 1n accordance withthe reporting requirements summarized In the Administrative Orderbetween National Presto Industries, Inc. (NPI), the United StatesEnvironmental Protection Agency (USEPA), and the Wisconsin Departmentof Natural Resources (DNR), effective July 8, 1986.

Remedial Investigation/Feasibility Studies (RI/FS) activities inJuly 1988 consisted primarily of the collection of soil and wastesamples as described in the Work Plan and Quality Assurance ProjectPlan (QAPP) documents. Copies of field notes are attached and thediscussion below describes the sampling activities.

Additional activities in July consisted of continued efforts byWadsworth/Alert Laboratories for USEPA approval of a method oflow-level semivolatile analysis of water samples. At the presenttime, the lack of USEPA approval is delaying the second round ofmonitoring well sampling.

Activities in August w i l l consist primarily of the preparation of anoff-site groundwater sampling program to be carried out in September.

Melbv Road Site

Soil and waste samples were collected from borings in numbered blocksselected by a random number generator. Briefly, five locations werechosen for each grid block which contained up to 25 locations. If

In each of the grid blocks, at least five borings revealed forgecompound. Grid Block G had no forge compound in any of the boringstested. Grid Block H had only two borings where waste compounds werefound.

At each boring location, a sample of forge compound and a sample fromthe underlying natural subsoils was collected. Each sample was fieldscreened with an OVA to determine the highest levels for VOC analysiswhich was also analyzed for nine metals specified in the QAPP.

The following table describes the Melby Road site samples. Anasterisk indicates samples submitted for VOC and metals analyses.

East Disposal Site

In January 1988, a survey was performed using a metal detectiondevice. The purpose was to detect any buried drums that may remain atthe site where drums had been removed and stored on the loading dockat NPI.

At that time, six locations showed positive readings and were markedout for future investigation.

In July, a soil boring was carried out at each of these locations.Two of the locations showed signs of buried waste material. Most ofthe positive readings found in January can be attributed to surficialmetal scraps which are found throughout the site.

In the locations where burled drums have been removed, there isevidence of surface wastes. In these areas, two soil borings wereperformed and soil samples were collected for analyses in the wasteand in the underlying natural sand.

The waste extended to a depth of 8 feet in EDS-A. The material can bedescribed as a white ash-like crumbly substance almost "lime-like"intermingled with rusted metal sheets and metal slag material.

In EDS-C which is another location where waste was found, the materialresembles that of the first but only extended to 2 feet below grade.

Samples were collected as follows at the east disposal site.

Samples were collected using split spoons through hollow stem augers.Borings were collected in two locations, D3-A and D3-B. Two sampleswere taken at each location. One in the forge compound stained sandsand another in the underlying natural subsoils.

The samples which were taken in these areas were collected manuallywith a stainless steel tube sampler.

Note that no evidence of forge compound or other waste materials wereobserved at any of the sampling locations in Ditch 2.

The soils in Lagoon 2 resembled sand, but had residues resemblingforge compound incorporated in the matrix.

The sampling 1n Lagoon 2 was completed 1n protection Level C. Airmonitoring in Lagoon 2 did not reveal any organic vapor readings abovebackground levels. Level C was used to minimize potential dermalcontact.

Background Samples

The background soil samples were collected with a manually driven tubesampling device 1n the vicinity of background monitor well MW-25.Care was taken 1n choosing a specific spot which would be away fromany possible contamination from recent drilling operations at thebackground monitor well.

Lagoon 1

Two locations were sampled 1n Lagoon 1 using a crane operated bucket.Prior to sampling operations and between sample locations, the bucketwas steam cleaned.

Samples were extracted from the bucket using the tube sampler.

A sample duplicate was taken at the second sampling location at theeast end of the lagoon.

The forge compound resembled a black tar-Uke matrix somewhat liquidin places but relatively "thick" in others.

Probe Hole Survey

In order to properly define the extent of the Lagoon 1 extension, 11probe holes were completed. Where each probe was conducted a stakewas placed for future Identification.

Solid stem augers were used to drill to a depth of at least 15 feet.

There 1s a layer of forge compound under parts of the site extendingfrom 5-12 feet. This area seems to be adjacent to the existing lagoonextending less than 125 feet to the south.

The waste material resembled that which was found 1n Lagoon 1, butcontained some sand. Locations are shown on site map.

Hell Abandonment

Two monitor well clusters which existed prior to remedialinvestigation activities were abandoned. These wells were MW-2A, 2Band MH-3A, 3B and 3C.

Each well was over drilled with 6-1/4 inch outside diameter hollowstem augers to the total well depth.

The existing well casing was then removed and the remaining hole wasgrouted with a cement/bentonite mixture. The grout was tremied downthrough the augers while the augers were pulled up.

The well abandonments were performed by Wisconsin Test Drilling.

Additional Comments

Pace Laboratories has informed Eder Associates that two errors weremade during the analysis of the waste and soil samples describedabove. First, six sets of Melby Road samples were not properlycomposited due to the inclusion of the wrong sample type. Secondly,30 samples were analyzed outside of the holding time for volatilesanalysis. These samples will be recollected during August. A moredetailed description will be provided in the August Progress Report.
