ABSTRACTThe first part of this National Library Service for
the Blind and Physically Handicapped (NLS) directory lists NLSnetwork libraries and machine-lending agencies arrangedalphabetically by state. The information about each library includesaddress, telephone number, hours of operation, book collection,special collections, assistive devices, special services, andpublications. Other library resources at the national level arelisted in the second part of the directory, arranged alphabeticallyby the name of the organization. Each entry indicates eligibilityrequirements, special media available, subject coverage, and lendingpolicies, which may vary from one organization to another. Twoappendices give NLS network library statistics for FY 1992(October-September) on readership and circulation divided by medium,including recorded disc, braille, and recorded cassette; and onbudget, staff, and collections. National Library Service
A free national library service providing recordedand braille materials to blind and physically handi-capped persons is administered by the NationalLibrary Service for the Blind and Physically Handi-capped, Library of Congress (NLS). With thecooperation of authors and publishers who grantpermission to use copyrighted works, NLS selectsand produces full-length books and magazines inbraille and on recorded disc and cassette. Thereading materials produced are then distributed to acooperating network of regional and subregionallibraries that circulate them to eligible borrowersby postage-free mail. Network libraries also offerreference, readers' advisory, and other services.
Established by an act of Congress in 1931 toserve blind adults, the program was expanded in1952 to include children, and again in 1966 byPublic Law 89-552 to include individuals withphysical impairments that prevent the reading ofstandard print. Fifty-six regional and eighty-eightsubregional libraries are currently part of thenetwork, serving all parts of the United States,Puerto Rico, the Virgin Islands, and Guam.
Playback equipment is loaned free for use withbooks and magazines recorded on disc at 8 and 16rpm and on cassette at 1-7/s and 15/16 ips. Specialaccessories supplied on request include specialamplifiers, remote control units, breath switches,extension levers, and pillowphones. Libraries andother designated machine-lending agencies serve asdistribution points for playback equipment andaccessories.
Applications for library service from eligiblepersons or institutions such as hospitals and nurs-ing homes are made directly to the network libraryor machine-lending agency serving a particulargeographic area. Application forms, demonstrationequipment, and sample reading materials areavailable in many local public libraries.
American citizens temporarily living abroadreceive service directly from NLS and should applyto the Network Services Section. Internationalinterlibrary loans may be arranged with NLS;however, direct service is not extended to individu-als outside the United States, its territories, andpossessions unless they are American citizens.
Music services are provided by the NLS MusicSection which has an extensive collection of musicscores, books, and instructional materials in braille,large print, and recorded media. Through its Refer-ence Section, NLS serves as a national informationresource on various aspects of disability. TheNational Library Service also functions as a biblio-graphic center on reading materials for people withdisabilities and can make referrals to libraries andorganizations that have materials in special media.
A number of not-for-profit organizations andvolunteer groups that are not part of the NLSnetwork also provide reading materials in specialmedia on loan to print-handicapped individuals.Criteria for inclusion of these organization are:services offered nationwide; a book collectionsufficiently broad in subject matter to be of generalinterest; a minimum of two hundred titles availableon loan; and circulation on the basis of free loan orfor a minimal fee to cover basic costs. As addi-tional organizations meeting these criteria becomeknown, they will be included in future editions ofthe directory.

How to use the directory
Beginning on page 1, NLS network libraries andmachine-lending agencies are arranged alphabeti-cally by state. Within each state the regional libraryappears first, followed by subregional libraries (ifany) listed alphabetically by city. In several statestwo regional libraries have been established; inthese instances, the specific service area of eachlibrary is shown.
Regional libraries that also function as machine-lending agencies are identified by an asterisk (*)immediately following the name of the library.Separate machine-lending agencies (if any) arelisted as the final entry for a state.
Regional libraries designated as braille-lendinglibraries are identified by a number symbol (#).Braille is listed under the book collection for eachof these libraries. For libraries not designated asbraille-lending libraries, braille collections arelisted under the special collections category.
The information about NLS network librariesand machine-lending agencies contained in thebody of the directory and in Appendix II wasprovided by each network library and machine-lending agency in response to a questionnairecirculated in February 1993; readership and circu-lation statistics in Appendix I are for federal fiscalyear (October-September) 1992. In the few caseswhere responses were not received or informationwas not available, data from the previous edition ofthe directory have been reprinted and footnoted. Aneffort was made to record changes in names,addresses, and telephone numbers up to July 1993.
Beginning on page 51, other library resources atthe national level are arranged alphabetically by thename of the organization. Each entry indicateseligibility requirements, special media available,subject coverage, and lending policies, all of whichmay vary from one organization to another.Requests for catalogs or further information abouttheir services should be addressed to the appropri-ate organization and not to the National LibraryService for the Blind and Physically Handicappedor its cooperating network libraries.
