1.0 Introduction This document provides a review of technical information relating to the selection, design, specification and installation of the Rocla ecoTechnic range of products. The ecoTechnic product range includes of range of oil-water separators and spill control devices which Rocla exclusively license from ecoTechnic. ecoTechnic is an Austrian based enterprise that is a world leader in separating light liquids from water. The ecoTechnic product range includes - ecoStop, spill control system; ecoSep, oil-water separator; ecoTop, above ground oil-water separator; and ecoLine, portable oil-water separator. Further technical information is available from Rocla Water Quality. All ecoTechnic concrete components comply generally with the following Australian Standards where relevant. AS3600-2001: Concrete Structures AS/NZS3725-2007: Loads on buried Concrete pipes AS3996-1992: Metal access covers, road grates and frames AS/NZS4058-2007: Precast concrete pipes (pressure and non-pressure) AS5100-2004: Bridge design, Part 2: Design loads AS5056-2005: Polyethylene and polypropylene pipes and fittings for

drainage and sewer applications

2.0 ecoStop Spill control system

2.1 Product Description

The Rocla ecoStopTM

Spill control system is a secure and reliable hydrocarbon spill management system suitable for any site with a potential for concentrated spills. The system is design to continuously monitor and automatically respond to spills of hydrocarbons and other light liquids. The ecoStop

TM

internal mechanism is fitted within a precast concrete chamber and should be positioned downstream of a designated hydrocarbon potential spill location. The ecoStop

TM

mechanism incorporates a stainless steel shut-off valve rate to 50 KPa or 5 metres of head and a stainless steel float that is designed to float in water and sink in hydrocarbons. The ecoStop

TM

functions on the difference in specific gravity between hydrocarbons and water. As flow enters the chamber containing the ecoStop

TM

its velocity is reduced allowing light liquids such as hydrocarbons to float to the water surface. As light liquid accumulate they displace water from the chamber and as they are less dense than water a large volume is required to displace the

Page 7: ecoTechnic Technical Manual

- 7 -

water thus increasing the overall liquid depth in the chamber. The low specific gravity of the liquid also means that a greater volume is required to keep the float suspended. Both these factors play a role in causing the float to sink and subsequently shut off the valve.

2.3 Components

The control system is installed in precast concrete chambers and fitted in the factory with the internal mechanisms so it can be quickly and easily installed once on site. The ecoStop

TM

valve serves as a shut off mechanism, as well as a submerged inlet, greatly reducing the risk of ignition and ensuring that the flow does not short circuit the chamber. The valve is controlled by an arm which is attached to the float using a pin and washer as shown below in figures 2 and 3.

2.4 Materials

The ecoStopTM

spill control system is constructed from high density precast concrete designed to withstand traffic loading in accordance with AS5100.2-2004. The internal components are manufactured from stainless steel (304 Grade) and the seal in the stop valves is manufactured from oil resistant Nitra Butyl Rubber (NBR).

2.5 Product Range

ecoStopTM

is supplied in three standard sizes based on inlet pipe diameter and is configured in DN1050, DN1350 and DN1500 chambers which reflect the flow rates typical of each pipe size. For larger flow rate designs can be customised to meet the majority of requirements.

2.6 Product Performance

2.6.1 Unit Operation Water and light liquids enter the ecoStop

TM

through the stop valve and are directed downward through a submerged inlet reducing the risk of short circuiting and maximising the retention time within the device. Under normal operating

conditions water will continue across the chamber and out of the device through a submerged standpipe. When a spill occurs light liquids/hydrocarbons rise to the surface of the chamber due to the differential in specific gravity (oil floats on water). As the light liquids accumulate on the surface, the float sits lowers in the liquid until the oil layer reaches its maximum depth of approximately 230mm where the float is inundated and sinks causing the stop valve to actuate. The ecoStop

TM

has been designed for liquids with specific gravity up to 0.95 and the stop valve has a maximum operating head of 50 KPa or 5 metres.

2.6.2 Performance Verification The ecoStop

TM

spill control system has been designed and tested in accordance with the following specifications:

• DIN 1999-100 (2003-10) : Installations for separation of light liquids - Part 100: Requirements on application of installations for separation of light liquids in accordance with DIN EN 858

• EN 858 -1:2002; Separator Systems for Light Liquids (e.g. Oil and Petrol) - Part 1: Principles of Product Design, Performance and Testing, Marking and Quality Control.

2.6.3 Treatment flow The system is designed to operate at the maximum specified flow. Any flow in excess of this may cause the float to sink and the stop valve to be actuated. This may also be caused by additional head loss associated with the higher flow rate and subsequent increased water level within the chamber. This false trigger may occur prior to the accumulated hydrocarbon layer reaching its full depth. The maximum flow capacities are shown below in Table 1.

2.7 Design considerations

The ecoTechnic range of products is designed specifically for small catchments that are of high risk of hydrocarbon spills, which would usually be protected by bunded areas or covered zones resulting in only minimal direct rainfall run-off. When designing for an ecoStop

TM

or any other ecoTechnic product it is critical to ensure that the maximum pipe flow is catered for and all levels are carefully detailed. The units operate on the water level within the chamber so it is a necessity to ensure that the units are free drain and have no downstream head or pressure that will cause water to back up within the chamber. The depth to invert needs to be considered as each unit has a minimum depth to invert set by the maximum height position of the float. There is no maximum depth restriction on the system but it must be kept in mind that the unit needs to be maintained from the surface and needs to be accessible. For deep installations it is suggest that a working platform is used to allow maintenance workers safe and efficient access to the system if a spill occurs. The float should be keep within arms reach of the concrete cover or working platform at all times. This will ensure that when a spill occurs the float can be easily reset once the spill has been cleaned up. The pollutant load within the water also needs to be considered, as large pollutants and sediment may accumulate in the device and interfere with its operation. For sites with high pollutant loads, some type of upstream treatment may be required to ensure the system operates effectively. Please refer to Rocla Water Quality’s range of stormwater treatment products. It should be noted that the ecoStop

TM

is not a treatment device and is only designed to stop catastrophic spills from passing into the downstream stormwater system. If the water passing through the device is likely to be continually contaminated with hydrocarbons, an ecoSep

TM

Oil-Water Separator should be considered.

2.7.1 ecoStopTM

Sizing Below is a summary of aspects that need to be considered when selecting an ecoStop

TM

spill control system:

• Pipe Diameter at the inlet/outlet determines the size.

• Depth to Pipe Invert needs to be determined based on how maintenance will be performed. Minimum depths apply.

• Pipe Design Flow should match the stated flow capacity and be based on a recurrence interval consistent with the minimum

Page 12: ecoTechnic Technical Manual

- 12 -

maintenance frequency. This will reduce the risk of premature activation of the float valve.

• Trafficable covers are available and standard designs allow for road registered vehicles only. Special heavy load class covers can be manufactured upon request.

• Location of any stormwater treatment device needs to consider its relation to other infrastructure. It is also necessary to consider the location of the unit with regard to maintenance. Below is a brief list of location considerations:

• Access to the site for both machinery and maintenance personnel. Locating within high traffic areas may disrupt day to day transport operations and breach OH&S requirements.

• In ground services such as fibre optics, electrical cables, gas lines, water mains, sewer, etc.

• Ground/soil conditions.

• Water level in and around the structure.

2.7.2 Maintenance Planning/Frequency Recommended maintenance is discussed in the Operation and Maintenance Manual. The unit will require maintenance whenever the stop valve is actuated. Rocla recommends the unit to be frequently inspected during the first year of operation approximately once per month. Based on observation of the rate of accumulation of hydrocarbons on the water surface and sediment in the sump, maintenance staff should be able to determine the maintenance interval. The optional ecoWarn

TM

accessory may be used to assist in determining maintenance frequency.

3.0 ecoSepTM Oil-water Separator

3.1 Product Description

The Rocla ecoSepTM

oil-water separator is a below grade device that permanently separates oil from water. The system provides a cost effective, highly efficient elimination of sediment and hydrocarbons from point source run-off and non-point source in stormwater. The system is design to continuously separate and automatically respond to spills of hydrocarbons and other light liquids. The ecoSep

TM

oil-water separator is normally supplied as two precast concrete chambers fitted with internal components, refer to Figure 4. The system is commonly positioned downstream of a designated hydrocarbon source. The ecoSep

TM

components are all manufactured from stainless steel and incorporate a coalescing media separator, an oil storage chamber and an ecoStop

TM

spill control valve.

Figure 4: ecoSep

TM

Oil-water Separator The ecoSep

TM

functions using a combination of gravity settling and a coalescing media to remove free oils with a specific gravity up to 0.95 to less then 5 ppm. The two chambers used in the treatment process are designed to perform different functions. Flow enters the grit chamber after passing through a flow dissipater on the inlet which ensures that the water completely circulates within the chamber, allowing course sediment to settle to the bottom and free floating oils to rise to the surface. Water/oil mixture passes out of the grit chamber through a perforated outlet, stopping large floatable pollutants from moving into the separation chamber. The flow then passes into the separation chamber through an ecoStop

TM

spill control valve (refer to section 2.0). Gravity separation continues to occur, with a hydrocarbon layer building on the surface and fine sediment accumulation on the bottom. The outlet to the separation chamber is fitted with a coalescing media which removes free oils to less than 5 ppm. The coalescing media is manufactured from a reticular (net like) polyether-polyurethane foam, having a very high surface area to volume ratio, allowing for extremely efficient treatment.

3.5 Product Range

ecoSepTM

is supplied in three standard sizes treating 3, 10 and 20 litres per second and configured in DN1500, DN1800 and DN2400 chambers respectively. For larger flow rate designs can be customised to meet the majority of requirements.

3.6 Product Performance

3.6.1 Unit Operation Water and light liquids entering the ecoSep

TM

are separated using three methods of treatment - sedimentation, gravity separation of hydrocarbons, and coalescing separation. As the liquid enters the Grit Chamber sedimentation and gravity separation of hydrocarbons occurs, removing a large percentage of suspended solids and free floating hydrocarbons. The liquid then passes to the separation chamber where gravity separation continues to occur. Hydrocarbon droplets too small to be removed by gravity alone are removed by the coalescing media. The coalescing media is designed to intercept oil/hydrocarbon globules greater than 20 microns with a specific gravity of 0.95 or less. Refer below to Figure 10 which gives are graphical representation of how the coalescing media works.

Coalescing Separation

The ecoSep

TM

outlet structure also contains an oil storage chamber which allows accumulated hydrocarbons to be stored. As hydrocarbons accumulate on the water surface they can be manually drawn away by opening a valve and allowing the oil to drain into an independent storage chamber. The oil passes through a piece of coalescing media on the inlet to the valve, further refining it. An optional automatic drawing off device is also available refer to Section 3.8.

3.6.2 Performance Verification The ecoSep

TM

Oil-Water separator has been designed and tested in accordance with the following specifications:

• The coalescing media is designed to intercept oil globules greater than 20 microns for oils with a specific gravity of 0.95 or less.

• The oil water separator has been tested and certified to achieve an oil removal efficiency of 5ppm for effluent oil content for non emulsified free oils in fresh water, with a specific gravity of 0.86 or less. Oil removal efficiency is based on a 5000ppm influent oil concentration, introduced at peak flow rates for a specific model.

• DIN 1999: Installations for separation of light liquids - Part 4-6: Requirements for oil/water separators.

The fall and pipe levels through an ecoSep

TM

are critical to its successful operation, so careful detailing is required. Installation needs to ensure that all levels and pipe orientations match the design drawings.

3.7.1 ecoSepTM

Sizing Below is a summary of considerations when selecting an ecoSep

TM

oil-water separator:

• Pipe Design Flow should match the ecoSepTM

capacity flows, and be based on a recurrence interval consistent with the minimum maintenance frequency. This will reduce the risk of premature activation of the ecoStop

TM

valve.

• Pipe Diameters for the inlet/outlet pipes are model specific.

• Depth to Pipe Invert needs to be determined how maintenance will be performed. It is also necessary to maintain the design fall through the system.

Rocla recommends the unit to be frequently inspected during the first year of operation approximately once per month. Based on observations rate of accumulation of hydrocarbons on the water surface and sediment in the sump, maintenance staff should be able to determine the maintenance interval. The optional ecoWarn

TM

accessory may be used to assist in determining maintenance frequency.

3.8 Optional Extras

3.8.1 Automatic Draw off Device (ADD) The standard version of the ecoSep

TM

units are equipped with a manual oil draw-off, which is a valve that can be opened and closed to collect oil into the independent storage vessel. The ADD is an optional extra that can be fitted to both the ecoSep

TM

and ecoTopTM

Oil-water separators.

Figure 11: Automatic Draw off Device (ADD)

The ADD constantly removes accumulated hydrocarbons and light liquid from the water surface and stores them in the internal receptacle in the ecoSep

TM

. When being used in conjunction with an ecoTop

TM

the ADD is fitted externally. The collected oil which is free of water can be pumped out and disposed of, reducing oil disposal costs due to the low water content. The ADD can be compared to a separator within a separator. The unit works on the physical principles of the different specific gravity of oil and water. The mixture of oil and water enters the ADD through the inlet valve, which is located at the oil water interface of the separation chamber (refer to Figure 12)

Page 22: ecoTechnic Technical Manual

ecoTechnic – Oil-Water Separators and Spill Control

Version 1.3 - August 2012

- 22 -

Figure 12: ADD Fitter with ecoSep Oil Storage Chamber

In the first chamber oil is once again separated from water and builds up a layer on the surface of the water. Due to the height difference (refer Figure 13) only light liquid can be discharged to the oil vessel. When the maximum level in the oil vessel is reached, a float closes the inlet valve of the ADD. The second float controls the water level in the separator and closes the inlet and outlet valve of the ADD when the water level in the separator rises. These valves ensure that the oil collected in the tank cannot be mixed with water once again.

Figure 13: ADD Schematic Drawing

3.8.2 ecoWarn The ecoWarn is an alarm device used to monitors the depth of accumulated oil within the separator and warns operators when spills have occurred. The device user’s two probes to monitor the oil/water level within the chamber as well as the oil depth. The high level probe will activate in both oil and water and is design to warn maintenance staff when the ecoStop

TM

valve has been actuated or when the system is malfunctioning.

Figure 14: ecoWarn Schematic Drawing

- 24 -

The oil alarm probe is design to activate if in contact with air or oil, therefore it is operating normally when submerged in water. The probe is 214mm in length and has two alarm functions, one when the top sensor is immersed in oil or air and another when the bottom of the probe is immersed in oil or air. By varying the location of he probe you can alter when each alarm activates. The idea being to have an indicator when oils start to accumulate and then a following alarm when it needs to be maintained. Refer to the ecoWarn

TM

operation and maintenance Manual.

4.0 ecoTop TM

Oil-water Separator

4.1 Product Description

The Rocla ecoTopTM

Oil-water Separator is an above grade separator ideal for temporary point source run-off. The system is designed to be sited above ground on a level solid surface in a location close to the source of the waste. It can be moved as required but its location should take maintenance access into consideration and be as isolated as possible from the source of any mechanical emulsification. The oil-water influent may require pumping to the ecoTop

TM

vessel, in which case only positive displacement, diaphragm or screw type pumps should be used to avoid mechanical emulsification of the influent. The system is designed to continuously separate hydrocarbons and other light liquids from water using gravity separation and coalescing media, as per the ecoSep

TM

Oil-water separator.

Figure 15: ecoTop

TM

Oil-water Separator

Page 25: ecoTechnic Technical Manual

ecoTechnic – Oil-Water Separators and Spill Control

Version 1.3 - August 2012

- 25 -

The ecoTopTM

is supplied as a stainless steel rectangular chamber fitted with internal baffles and coalescing media to effectively remove non-emulsified hydrocarbons from water - refer to Figure 15. The ecoTop

TM

functions using a combination of gravity settling to remove sediment and free floating oils, and a coalescing media to remove free oils with a specific gravity up to 0.95 to less then 5 ppm. The chamber is divided in half length ways by a wall which effectively lengthens the flow path between inlet and outlet. The flow initially enters through a submerged inlet and subsequently passes through a baffled chamber where sediment and large oil globules are removed via gravity. The influent then passes through a coalescing filter module which is located in the centre dividing wall. The water then continues through another baffled chamber to a submerged outlet. The first chamber can be fitted with an ecoWarn if required and the second chamber fitted with an ADD installed on the outside to allow concentrated oil to be stored in a separate vessel - refer to Figure 16.

4.6 Product Performance

4.6.1 Unit Operation Water and light liquids entering the ecoTop

TM

are separated using the three methods of purification - sedimentation, gravity separation of hydrocarbons, and coalescing separation. As the liquid enters the first chamber, sedimentation and gravity separation of hydrocarbons occurs, removing a large percentage of suspended solids and free floating hydrocarbons. The liquid then passes through the coalescing media into the secondary chamber, where small globules of hydrocarbons that are not easily removed by gravity are removed by the coalescing media. The coalescing media is designed to intercept oil/hydrocarbon globules greater than 20 microns with a specific gravity of 0.95 or less. The coalescing media allows these globules to accumulate and bond together on its surface until they are buoyant enough to float. Hydrocarbon storage within the ecoTop

TM

is limited to the liquid surface layer so it is recommended that an ADD is used in conjunction. Water that enters the ADD is returned back to the outlet pipe.

4.6.2 Performance Verification The ecoTop

TM

oil-water separator has been designed and tested in accordance with the following specifications:

• The coalescing media is designed to intercept oil globules greater than 20 microns with a specific gravity of 0.95 or less.

• The oil-water separator is tested and certified to achieve an oil removal efficiency of 5ppm for effluent oil content for non emulsified free oils in fresh water, with a specific gravity of 0.86 or less. Oil removal efficiency is based on a 5000ppm influent oil concentration, introduced at peak flow rates for a specific model.

• DIN 1999 - Installations for Separation of Light Liquids - Part 4-6: Requirements for Oil/water Separators.

• EN 858-1:2002 - Separator Systems for Light Liquids (e.g. Oil and Petrol) - Part 1: Principles of Product Design, Performance and Testing, Marking and Quality Control.

4.6.3 Treatment flow The system is designed to operate at the maximum specified flow and any flow in excess of this may result in a lower than specified treatment performance and the possible loss of already accumulated sediment and hydrocarbons.

4.7 Design Considerations

The ecoTechnic range of products is design specifically for small catchments that are of high risk of hydrocarbon spills, therefore they have a relatively low flow capacity. When designing for an ecoTop

TM

it is critical to ensure that the maximum inflow pumped or otherwise is catered for and all levels are correct. The units operate using gravity separation therefore the flow rate and cross sectional velocity through the units is of vital importance to allow the gravitational forces to remove the buoyant hydrocarbons. It is also a necessity to ensure that the units are free drain and have no downstream head or pressure that will cause water to back up with in the chamber. In the majority of cases it will not be possible to feed the ecoTop

TM

via gravity and some degree of pumping will be required. With that in mind it is important to understand that hydrocarbons can be mechanically emulsified by impeller type pumps so it is necessary to use a positive displacement, diaphragm or screw type pump. It is important to consider the location of the unit. It requires a solid base, in a low traffic location which also allows for easy and efficient maintenance access. The pollutant load within the water also needs to be considered, as large pollutants and sediment may accumulate in the device interfere with its operation. For sites with high pollutant loads some type of upstream treatment may be required to ensure the system operates effectively. Please refer to Rocla Water Quality’s range of stormwater treatment products.

4.7.1 ecoTopTM

Sizing Below is a summary of aspects that need to be considered when selecting an ecoTop

TM

Oil-water separator:

Page 29: ecoTechnic Technical Manual

ecoTechnic – Oil-Water Separators and Spill Control

Version 1.3 - August 2012

- 29 -

• Pipe Diameter at the inlet/outlet determines the size.

• Pipe Design Flow should match the stated flow capacity and be based on the maximum pump duty.

• Location, when locating any stormwater treatment device it is important to consider its location in relation to other infrastructure. It is also necessary to consider the location of the unit with regard to maintenance. Below is a brief list of location considerations that should be considered:

• Access to the site for both machinery and personnel, to conduct maintenance, including OH&S considerations in both dry and wet conditions.

• Location of surrounding infrastructure, such as buildings so as to not restrict fire or emergency access etc.

4.7.2 Maintenance Planning/Frequency Recommended maintenance is discussed in the Operational and Maintenance Manual referenced in Appendix B. Rocla recommends the unit to be frequently inspected during the first year of operation approximately once per month. Based on observations rate of accumulation of hydrocarbons on the water surface and sediment in the sump, maintenance staff should be able to determine the maintenance interval.

4.8 Optional Extras

As per the ecoSepTM

the ecoTopTM

can be fitted with both an ADD and ecoWarn, refer to Section 3.8 for more information.

5.0 ecoLineTM Oil-water Separator

5.1 Product Description

The Rocla ecoLineTM

range of Oil-water Separators offers both above and below grade separators known as ecoLine

TM

–a and ecoLineTM

-b. Both units are designed to be a simpler and cost effective alternative to the ecoTop

TM

and ecoSep

TM

units, while still providing and extremely high level of performance.

5.2 ecoLineTM

-a

The ecoLineTM

-a is an above grade oil-water separator, using a combination of gravity separation and coalescing media to remove hydrocarbons and light liquids down to 5 ppm. The units are designed to be used at small facilities that are frequently hots spots for hydrocarbon runoff but can not economically justify the construction and purchase price for a below grade unit.

Page 30: ecoTechnic Technical Manual

ecoTechnic – Oil-Water Separators and Spill Control

Version 1.3 - August 2012

- 30 -

The units are oval in shape and are constructed from High Density Polyethylene (HDPE) - refer to Figure 17 below.

Figure 17: ecoLineTM

– a Oil-water Separator The sediment and solids are pre-treated by other means and the runoff is fed into the unit via gravity or pumping (typically using a positive displacement or diaphragm pump) through a submerged inlet pipe. The separation process relies on the principle that light liquids have a lower specific gravity than water and thus float on the water surface. The fine residual oil droplets that are too small to be separated by gravity in their own right are accumulated into bigger droplets on the surface of the coalescing media until they are of sufficient size and buoyancy to rise to the surface. As per the ecoSep

TM

and ecoTopTM

separators.

5.3 ecoLineTM

- b

ecoLineTM

– b is a below grade device that permanently separates oil from water. The system provides a cost effective, high efficient elimination of sediment and hydrocarbons from point source run-off and non-point source in stormwater. The system is design to continuously separate and automatically respond to spills of hydrocarbons and other light liquids. The ecoLine

TM

– b Oil-water separator is normally supplied as a single precast concrete chamber fitted with internal components with an optional upstream sedimentation chamber - refer to Figure 19. The system is commonly positioned downstream of a designated hydrocarbon source. The ecoLine

The influent enters the chamber through a submerged inlet pipe and gravity separation of sediment and hydrocarbons occurs. As the flow moves toward the outlet it is deflected around a baffle prior to passing through a coalescing media panel. As per other ecoTechnic products the coalescing media causes the hydrocarbons to form large globules that are capable of floating to the water surface. The liquid then passes over another baffle and discharges from the chamber through a submerged standpipe. The outlet standpipe is fitted with a float and compression sealing gasket which will isolate the device in case an oil spill occurs or due to lack of maintenance - refer Figure 20.

5.3.7 Design Considerations

The ecoTechnic range of products is design specifically for small catchments that are of high risk of hydrocarbon spills, therefore they have a relatively low flow capacity. Below is a summary of aspects that need to be considered when selecting an ecoLine

TM

– b Oil-water separator:

• Pipe Diameter at the inlet/outlet determines the size.

• Depth to Pipe Invert needs to be determined based on how maintenance will be performed. Minimum depths apply.

• Pipe Design Flow should match the stated flow capacity and be based on a recurrence interval consistent with the minimum maintenance frequency.

5.3.8 Maintenance Planning/Frequency

Recommended maintenance is discussed in the Operation and Maintenance Manual.

6.2.5 Installation Considerations

Installing the ecoSepTM

is as quick and easy as installing a standard precast stormwater pit or sewer access chamber. All necessary sealants and fixings for the assembly are provided by Rocla as part of the product. The system is to be installed in strict accordance with the site plans and Rocla’s site specific general arrangement drawings, and handling, storage and installation instructions. The contractor is responsible for installing the product using the correct equipment and sealing all necessary on-site connections as per instructions. The precast concrete structure should be set on a granular or compacted gravel sub-base in accordance with local authority requirements for standard stormwater pit installation. For projects that have critical finished surfaces level or cross-fall requirements (such as sealed parking lot and roadways, etc) a standard converter slab with a cast iron cover and frame are provided. This allows the contractor to construct an insitu custom surround meeting the desired surface level and cross-fall requirements of the site. For more information please refer to the Installation and Handling Manual.
