Directorate of Economics and Statistics
(DES) apart from its regular publications has been
bringing out newsletter named 'Economics and
Statistics Review UP' on quarterly basis. Five
issues are already in the hands of readers. It is
indeed a great pleasure and privilege for me to
write for the present edition of ESR.
To embark on a journey of economic
growth and development one needs the tools of
preparedness, foresight and strategy. It is
imperative to combine these three forces in an
economy, where every aspect of statistics acts like
a pivot tilting the balance of planning.
I am extremely glad to note that the
Directorate of Economics and Statistics (DES) is
the key force at State level to achieve the above
objectives. All the more it is the process of
modernising its statistical systems based on the
latest information technological tools. The
processes of data collection, compilation,
analysis and reporting are going to change
tremendously to suit to the timely and quality data
requirements. This will enhance the decision
support system at the State level.
I wish DES and its newsletter ESR UP to
accomplish the dreams and goals to bring greater
impact on better planning of the State in future.

One never knows how time flies. Only on the
advent of the New Year do we realise that the
journey of 365 days is over.
We present the first edition of this calender
year and are quite pleased to say that we have lots
of information to share with our valuable readers.
Like previous issues, this issue of ESR, UP also
attempts to present statistical news, along with the
main findings of reports, in simple but effective
manner to augment the knowledge of readers and
keep them abreast with the latest developments at
DES.
During this quarter Economic and Purpose
Classification of U.P. Budget 2009-10, Economic
Review of UP 2008-2009, Statistical Diary UP-
2009 and UP at a Glance-2009 were published and
distributed in the Budget session of the Assembly.
The details of some of the important findings
that are the part of these publications are also
incorporated in this edition of Newsletter.Other
latest estimates like IIP, Price and Wage Indices,
BCCI etc. have also been presented in this
newsletter.
It is pertinent to mention at this juncture that
DES being the nodal agency at the state level for
all statistical activities is trying to strengthen the
Statistical System in the State. It is also an
opportune time to avail the facilities of a cent
percent centrally sponsored scheme named "State
Strategic Statistical Plan (SSSP)" for this
purpose.
FROM DIRECTOR’S DESK Apart from this, DES has also started
implementing one project named "Modernisation
of Statistical Information System" to strengthen
the statistical system within DES at first hand. The
same will be shared to upgrade the system of
statistical information in line departments too.
Under this project, On-line data entry system will
be introduced where the data collected from the
remote areas under various surveys will be fed
directly on-line.
This will bring qualitative change in the
process adopted for collection, compilation,
tabulation and reporting along with a markable
time and manpower saving. A data centre will also
be setup under this scheme, which will cater to the
needs of a data warehouse for DES at the State
level.
To make the planning process more
purposeful for eradication of regional disparities
at the micro level, DES is also implementing a
GIS infrastructure development project with the
technical support of NIC, UP Unit.
I hope the data and reports given in this
Newsletter will be of much use for the readers. We
value the creative suggestions and ideas of our
readers.

STATE INCOME
State Domestic Product:(1999-2000=100)
District Domestic Product(1999-2000=100)
The income estimates of the state from 1999-2000 to 2008-09 have been prepared at current and constant prices. As per the quick estimate of 2008-09 growth in Gross State Domestic Product (GSDP) was estimated 7.2 percent over 2007-08. Sectorwise growth in Primary, Secondary & Tertiary Sectors was 4.9, 5.6 & 9.6 percent respectively over previous year.
In Net State Domestic Product (NSDP) the contribution of Primary, Secondary & Tertiary Sectors at current prices were 31.7, 21.2 and 47.1 percent respectively in the year 2008-09 while in 1999-2000, these contributions were 37.7, 18.7 and 43.6 percent respectively
The Per Capita Income of the state is estimated Rs.18710 in 2008-09 as compared to Rs. 16436 in 2007-08. At All India level Per Capita Income for the year 2008-09 wasRs. 37490.
The estimates of District Domestic Product have been prepared for 2007-08 at current and constant prices. Gautam Budh Nagar had the highest Per Capita Income of Rs. 50373, while District Shravasti had the lowest Per Capita Income of Rs. 6111 in the State. The Districts with highest and lowest Per Capita Income are given below–

The latest index for the second quarter of
financial year 2009-10 is available.The index for
mining is 96.91, for electricity it is 354.44, for
manufacturing it is 149.48 and the general index
is 206.39
The agriculture volume index and
agriculture value index for 2008-09 are 107.98
and 184.52 respectively.
In third quarter of the financial year 2009-

10, Whole Sale Price Index stood at 2093.1,
Urban Consumer Price Index and Rural
Consumer Price Index were 2156.7 and 2008.4
respectively.
Urban Wage Index for mason, carpenter
and unskilled labour for the third quarter of 2009-
10 were 2829.9, 2546.0 and 3075.6 respectively.
Rural Wage Index for mason, carpenter
and agricultural labour for the third quarter of the
financial year 2009-10 were 2756.2, 2925.9 and
3797.3 respectively.
Agriculture parity index for the year
2008-09 was 99.2.

INDEX
(1999-2000=100)
In the third subround of NSS 66th round,
1692 units were allocated out of which 1678 units
have been surveyed and scrutiny of 1140 units
have been carried out.
A training programme on validation
software was organised for the assistants of
district validation centres in January 2010.
The BCCI estimates for the third quarter of
the financial year 2009-10 have been prepared.
The maximum index for lower income group
buildings was registered for Gorakhpur -285.82
and the minimum index was registered for
Mau-121.68.

Economics and Statistics Division is the
nodal agency for all Statistical Activities at the
State level, but the process adopted for data
collection, compilation, analysis and reporting
are very cumbersome, time consuming and now
outdated. In this age of Information Technology
boom it was imparative for the department to
modernise its Statistical Information System.
With this objective "Modernisation of
Statistical Information System" project worth Rs.
10.56 crore has been sanctioned with the release
of its first phase amount of Rs. 4.11 crore during
the year 2009-10.
The vision of this project is to build an
effective and efficient decision support system
capable of providing analytical and timely
information to the policy framers and researches.
The project has been designed with the
following objectives-
To develop browser based data entry
application, which shall be accessed by remote
users.
Creation of an intelligent and centralized
data storage retrieval and analytical system.
Data entry modules, analysis modules,
reporting and publishing data on the web-portal.
The application should have on- line
facilities of segregataion, aggregation of
information and extracting reports.
