    Perhaps more importantly there is no way for Klick ad Stratmann to separate the effects of increased sexual activity from the

    effects of substituting away from alterate forms of birth controlat is it is also the case that the legaliaion of aorion maesthe relative value of using condoms declie If idividuals wereess likely to use condoms when abortio was legalized we wouldobserve increasing STD rates even if idividuals had no more sexas a result of the legaliatio I essece Klick and Statmansresut indicates an increase in risky sex but that icrease is pooeefect of more sex in the aggregate and a replacement of safe sexfor unsafe sex ere is no way to tell from their analysis what therelative proportions are of the two causal mechaisms in their etfindings

    Also though not a problem from a positie standpoint the normative welfare impications of Klick and Stratmanns findings areunclear ile increased STD rates are an uambiguous loss tosociety costing a additional $ milio in treatment expenses

    per year51 this might be a smal cost relative to the value derivedby individuals from the increase in risky sex Thus it is unclearwhether Klick and Stratmanns results have any implications foraortion policy They certainly have a bearing on future epidemioogica research on STDs however

    Reaching a similar though weaker conclusion is Sen who examnes the effect of restrictions on Medicaid funding of abortios onfemale goorrhea rates It is assumed that reductons in public

    funding of abortions increases the cost of obtaining an abortio ateast for some suset of a state's populatio. Ths decrease in aborton access should lead to a reduction i risky sexual behaviorwhich will be manfested through lower STD rates53
