SOLAS Chapter V, Safety of Navigation
Regulation 19: Carriage requirement for shipborn navigation systems and Equipment
19.2.1.4: All ships irrespective of size shall have nautical charts and nautical publications to plan and displaysthe ship’s route for the intended voyage and to plot and monitor positions throughout the voyage; anelectronic charts display and information system (ECDIS) may be accepted as meeting the chart carriagerequirement of this subparagraph;19.2.1.5: All ships irrespective of size shall have back‐up arrangements to meet the functional requirements ofsubparagraph .4, if this function is partly or fully fulfilled by electronic means.*
*An appropriate folio of paper nautical charts may be used as an back‐up arrangements for ECDIS. Otherback‐up arrangements for ECDIS are acceptable (see appendix 6 resolution A.817(19), as amended).
IMO ECDIS Performance Standard A817(19)
Electronic Chart Display and Information System (ECDIS) means a navigation information system which, with adequate back up arrangements, can be accepted as complying with the up‐to‐date chart required by regulation V/19 & V/27 of the 1974 SOLAS Convention.

In its 54th session the IMO Sub‐Committee on Safety of Navigation decided that ECDIS has to be fitted on ships engaged in international voyages. According to SOLAS V Rule 19, the following timeline for a mandatory ECDIS fit is in force.

ECDIS is a System which consists of many parts. All of them have to comply one by one and together (Monitor‐Computer‐Keyboard‐Software)Maker’s responsibility, but crew should have the knowledge
ECDIS carriage requirement means an ECDIS should be fitted. This does not automatically enable the vessel to sail paperless as the requirement is for a single ECDIS

Previous FSA studies on ECDIS reported to IMO
ECDIS is a cost effective risk control option for large passenger ships, with a significant potential to save lives by reducing the frequency of collision and grounding. Our recommendation when purchasing official charts:
If your vessel is sailing on the spot market we recommend you to purchase your charts for 3 months. The minimum subscription period is at the moment 3 months; however some countries only allow 12 months subscriptions.

All navigation officers onboard are required to be trained in the use of ECDIS as per:
IMO Model course 1.27, conducted by approved training center (IMO recommendation and mandatory in many Flag states)
Ships Specific Equipment Training – Hands‐on, conducted e.g. by ECDIS maker or via Computer Based Training (Mandatory by ISM Code and required by local administrations)
Starting on the 1st of January 2012 all officers on‐board of ECDIS fitted vessels have to be trained according to the revised STCW Convention and Code
