Minutes of the 5th Meeting of the Empowered Committee for the National rollout of the e-District MMP, 20th February 2013.
1. The 5th meeting of the Empowered Committee (EC) for the National rollout of the e-District MMP was held on 20th February at 5:30 PM in Room No 4009, 4th Floor, Electronics Niketan, 6, CGO Complex, Lodhi Road, New Delhi 110003.
2. List of Attendees is placed at Annexure I.
3. Dr. Rajendra Kumar, Joint Secretary (eGov), DeitY, presented the agenda and explained the salient features of each point. The agenda papers are placed at Annexure II.
AGENDA NO. 1: CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON 25th October 2012 .
4. The Committee confirmed the Minutes of the 4th Empowered Committee Meeting held on 25th October 2012.
AGENDA NO. 2: CURRENT IMPLEMENTATION STATUS OF NATIONAL ROLL-OUT OF E-DISTRICT MMP
5. The Empowered Committee was apprised of the current implementation status of the national roll-out of the e-District MMP including the physical and financial progress.
6. The EC was informed that there have been some slippages with regard to the committed timelines for the implementation of the project despite regular follow-up with the States/ UTs. The key reasons for the slippages are:
a) Delay in signing of contract by the State / UT with the SPMU Agencyb) Preparation of SI RFP taking longer time than estimatedc) Delay in convening meetings of the State Apex Committees d) States/UTs not having pilot or legacy applications taking longer time than anticipated in taking decisions regarding the rollout plan.
7. The Committee suggested that the following steps be taken to expedite the project implementation:
a) Letters to Chief Secretaries seeking their intervention may be sent. It was informed that letters from Secretary, DeitY to the Chief Secretaries of all the
states have already been sent during February 2013 requesting their intervention to expedite the roll-out of the e-District MMP in their states. b) A VC/physical meeting under the chairmanship of Secretray, DeitY may be scheduled in March or April to review the progress with the States.
8. The Committee also recommended the following actions to expedite the application development and BPR phases:
a) Successful pilot eDistrict applications may be hosted on the cloud and made available to the States/UTs for implementation. NIC was requested to provide necessary support in this regard.b) NPMU should conduct Business Process Re-engineering for 10 high-demand services which should be significantly beyond the automation of current manual processes. This BPR document should provide a direction to the States on how the processes need to be designed in the long run. c) Explore the possibility of productizing the MeeSeva application of Andhra Pradesh for use by other States/UTs. It was informed that this initiative has already been taken up in the e-Gov Division.
9. The Empowered Committee reiterated that the States/UTs, which have opted for NIC as System Integrator, should agree on the Statement of Requirements with NIC that covers the Scope of Work, Responsibility, Timelines and Service Level Agreements (SLAs) in compliance with that specified in the e-District Model SI RFP.
AGENDA NO. 3: APPROVAL OF DPR SUBMITTED BY STATES
10. 4 DPRs from Haryana, Karnataka, Delhi, Andaman & Nichobar were placed for approval in the meeting.
11. The DPRs from each State were discussed as per the appraisal criteria provided in the Annexure A of the Agenda (placed at Annexure II). The DPRs were appraised on the methodology based on the Cabinet Note, Guidelines issued to the State Governments and the appraisal basis established in previous Empowered Committee meetings. Subsequently, the Empowered Committee approved the 4 DPRs of Haryana, Karnataka, Delhi and Andaman & Nichobar and asked Karnataka and Haryana to expedite the rollout of CSCs to enable the delivery of e-services to the largest possible number of citizens. The committee also suggested that there should be quantifiable progress in the integration of “CSC like centers” with the CSC network.
12. The Empowered Committee also approved the release of the second installment to the 4 States/UT in line with the decision taken in the previous EC meeting held on 25th October 2012. This would also be subject to these States submitting all UCs pertaining to funds released before 1st April 2011 for all the other Schemes.
AGENDA NO. 4: Additional funding for the State of Tamil Nadu :
13. The Empowered Committee approved the release of additional funds of Rs 141.00 lakhs to the State of Tamil Nadu within the budget under suggested heads for statewide rollout in accordance with the provisions in the Scheme Guidelines.
AGENDA NO. 5: Additional funding for the State of Punjab :
14. Based on the decision taken in the 4th Empowered Committee Meeting for funding of additional districts created by the States/UTs, the Empowered Committee approved additional funds for the State of Punjab amounting to Rs. 486.37 lakhs (GIA – Rs. 343.03 lakhs and ACA – Rs. 143.33 lakhs) for two new districts (Fazilka and Pathankot).
AGENDA NO. 6: Confirmation of decision on use of handheld mobile devices for
delivery of services under e-District project by the State of UP:
15. The Empowered Committee appreciated the State’s intention to undertake business process improvements through technology interventions such as handheld mobile devices for delivery of services. To take this initiative forward, the Committee recommended the following steps:
a) A working group should be constituted with representatives from DeitY and States of Andhra Pradesh, Kerala and Uttar Pradesh.b) This working group should examine and provide recommendations for use of handheld mobile devices for delivery of services under the e-District project.c) These recommendations can be presented to the Empowered Committee for guidance for further action.
AGENDA NO. 7: Presentation from the 5 States on progress of nationwide
implementation e-District project:
16. The representative from the States of Andhra Pradesh, Kerala, Orissa and Uttar Pradesh made the presentation on the status of e-District MMP in their respective States. The State of Assam could not participate in the meeting.

AGENDA NO. 1:CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON 24th October 2012 -LAST EMPOWERED COMMITTEE MEETING (Annexure K)
AGENDA NO. 2:CURRENT IMPLEMENTATION STATUS OF EDISTRICT NATIONAL ROLL-OUT MMP
A) Physical progress1. Guidelines for National Rollout of e-District MMP (http://www.mit.gov.in/content/e-district-
guidelines) have been issued and circulated to all the States/UTs.
2. Consulting Agency has been selected for providing Project Management Services for the
National Program Management Unit for Scheme for National Rollout of e-District MMP.
3. State Project Management Unit (SPMU) has been selected for 31 States/UTs for assisting
the States/UTs in the statewide rollout of e-District project (Annexure J). Deployment of
resources by SPMU is in progress in all these States / UTs. Selection of SPMUs for
balance 4 States/ UTs is being done by the concerned State / UT Governments.
4. e-District Project Manager Hiring Guidelines have been released and subsequently an
advisory has been issued after seeking inputs from various States / UTs. 5 States
(Arunachal Pradesh, Assam, Kerala, Maharashtra and Nagaland) and 1 UT (Puducherry)
have published hiring advertisements and commenced the process for selection of the e-
District Project Managers.
5. “Integrated Framework for Delivery of Services” for implementation with outcome based
approach has been released.
6. Implementation Guidelines – 2012 have been issued to States / UTs for providing flexibility
to States / UTs for faster implementation of the project.
7. Draft Model RFP for selection of SI at State / UT level has been issued to States/ UTs. In 4
States (UP, Assam, AP and Punjab) the Bid Process is in Progress. 4 States (Maharashtra
(M/s MahaOnline), MP (NIC), Mizoram (M/s Interlace), and Kerala (NIC)) have selected the
SI. Odisha has selected SRIT as SI for the implementation of 6 pilot services across the
State.
8. Deployment of PMIS tool is in progress. This tool will help State & Districts in monitoring
the progress of project. STQC certification of tool is currently in progress and is likely to be
completed in 2 weeks.
9. DPRs submission & approval status is as follows:

b. Approval of DPRs for Haryana and Karnataka was deferred by the Empowered
Committee on 25th October 2012 on the grounds that the States had not decided on
the service delivery mechanism which is a mandatory criterion. Haryana and
Karnataka have now proposed the service delivery mechanism to DeitY. Hence the
DPRs are being for submitted for approval in this Empowered Committee meeting.
(1) Karnataka has re-considered their decision of not rolling out CSCs. The
Chief Secretary has approved the proposal to establish CSCs. The
preparation of RFP for selection of suitable SCA is in progress. The State
has communicated that it shall endeavor to roll out CSCs in all the Districts
by end of December 2013.
(2) Haryana has submitted revised DPR with detailed plan and approach for
providing the services from CSCs (e-Ghar) to be set up at Gram
Panchayat level. The State is targeting to rollout 1000 e-Ghar centers. The
District Magistrates have been made responsible for rolling out e-Ghar
centers through the DeGS. (Annexure C)
c. DPR of Delhi and Andaman and Nicobar are also being submitted for approval in
this Empowered Committee meeting.
10. Project review meetings with all States / UTs through VC under the chairmanship of Joint
Secretary (eGovernance) were held on 22nd, 23rd, 24th and 28th January 2013.
B) Financial progress1. Total Budget for National Rollout of e-District project is Rs. 1663.08 Cr (GIA - Rs. 1233.08
Cr and ACA - Rs. 430.00 Cr)
2. DPRs worth Rs. 1431.53 (GIA - Rs.1050.56 Cr and ACA – Rs 380.97 Cr) have been
approved covering 31 States / UTs for 554 districts.
3. DPRs worth Rs. 174.23 (GIA - Rs.128.37 Cr and ACA – Rs 45.86 Cr) are being proposed
for approval in this Empowered Committee Meeting covering 4 States / UTs for 64 districts.

APPROVAL SOUGHTThe Empowered Committee may approve DPRs from Haryana, Karnataka, Delhi andAndaman & Nicobar and the release of funds as second installment.
Agenda No. 4:Additional funding for State of Tamil Nadu
Tamil Nadu is a Pilot State with 6 Pilot districts. The Pilot Application was developed by NIC
and is also STQC certified. The State has planned to use the NIC developed application for
statewide roll-out after enhancement of the same to meet the requirements of the Integrated
Framework for Delivery of Services. This is a quicker strategy compared to hiring a new SI for
fresh development of application for statewide roll-out. Since the DPR was prepared and
approved in the 1st EC meeting before the recommendations in the Integrated Framework for
Delivery of Services, the State had not estimated the project cost as per the recommended
solution architecture for statewide roll-out. The State has communicated to DeitY through Letter
Ref. No. 1419/TNeGA/SeMT/2012, dated 19th Oct 2012 (Annexure E) that the modifications
include developing e-Forms and connectors to make the identified lists of eDistrict services
accessible through the State Portal and SSDG framework. The State had also highlighted this
during the eDistrict Southern Regional Conference held on 16th October, 2012 in Chennai.
State has also informed that State portal/ SSDG has been hosted in SDC and 19 services are
being offered as part of e-District program.
The State did not request for fund under some of the approved heads in their initial DPR
submitted to DeitY which was approved by the Empowered Committee on 28-12-2011. The
State has now requested money under these head and thus increasing the project cost by Rs.
141.00 lakhs. State has requested DeitY to provide fund under the following heads (allowed as
per the eDistrict Guidelines):

The State-wide roll-out of e-District project in the State of Tamil Nadu was approved at the total
cost of Rs. 6685.67 lakhs (GIA - Rs. 4822.34 lakhs and ACA - Rs. 1863.33 lakhs). If the above
request is approved the total approved amount for the State of Tamil Nadu would be Rs.
6826.67 lakhs (GIA - Rs. 4963.34 lakhs and ACA - Rs. 1863.33 lakhs). The proposal is in line
with DeitY guidelines.
APPROVAL SOUGHTBased on the above reasons, the Empowered Committee may approve the additionalfund of Rs. 141.00 lakhs to Tamil Nadu under the suggested heads for statewide rollout.
Agenda No. 5:Additional funding for State of Punjab
The DPR for Punjab was approved in the 2nd EC Meeting held on 29th March 2012 in which a
total amount of Rs. 4848.36 lakhs was approved for 20 districts. However, the State later
communicated to DeitY about the formation of two new districts in the State (vide letter no:
12/3/2011 – GMP/DGR/568 dated 03.09.2012) (Annexure F). In the 4th EC meeting, this was
discussed and the Committee had expressed the view that since e-District National Rollout
scheme is citizen centric in design / approach, it is envisaged that all the districts in the State
should provide services through this Scheme. It was decided that to incorporate demands for
funds for newly created administrative units, it is proposed that the States / UTs, who’s DPRs
are already approved, will be requested to submit the details of newly formed administrative
units at the earliest. The Empowered Committee had approved the funding of additional
Districts created by the States / UTs, subject to the ceiling of funding available within the
Scheme.
Now, the State of Punjab has communicated the details about the creation of two new districts
(Fazilka & Pathankot) on 6th February 2013 (letter no 1/2012/DGR/NeGP/525) and has
requested for additional funds of Rs.486.37 lakhs.
State-wide roll-out of e-District project in the State of Punjab was approved at the total cost of
Rs. 4848.36 lakhs (GIA - Rs. 3558.36 lakhs and ACA - Rs. 1290 lakhs). If the above request is
approved the total approved amount for the State of Punjab would be Rs. 5334.72 lakhs (GIA -
Rs. 3901.39 lakhs and ACA - Rs. 1433.33 lakhs).
APPROVAL SOUGHTBased on the above, the Empowered Committee may approve additional funds for theState of Punjab amounting to Rs. 486.37 (GIA – Rs. 343.03 lakhs and ACA – Rs. 143.33lakhs) for two new districts.
Agenda 6Confirmation of decision to use of handheld mobile devices for delivery of servicesunder e-District project by the State of UP
The State of Uttar Pradesh has sought DeitY’s approval of the financial implication for including
handheld mobile devices to be provided to the Lekhpals of the Revenue Department for
accessing the eDistrict application and also submitting their verification report to the authorities
(vide D.O. No: 3483/PSIT/2012 dated 17th December, 2012) (Annexure G). Under the current
process, the Lekhpal has to go to the Block / Tehsil office to access the eDistrict application
which increases the time for the disposal of the services to the citizens. The State has
expressed the view that providing handheld mobile devices with connectivity to the Lekhpals
and other field level officers/functionaries in the chain of command in the respective
departments shall smoothen the process of submission of verification reports. This would result
in reduced time for issuance of various certificates to the citizens.
The State has estimated requirement of Rs. 15.00 cr to 18.00 cr for the procurement of 30,000
such devices for around 25,000 Lekhpals in the Revenue Department and 5,000 officers of
other departments. However, the State may also need to consider the following cost besides
the cost of the device:
1. Cost of providing connectivity to all handheld mobile devices
2. Cost of training the Lekhpals and other field level functionaries using the devices
3. Cost of developing application for such devices
4. Total cost (including time) of procurement and deployment of such devices, including
maintenance/AMC
DeitY has responded to this (Annexure H) by informing that the request of the State to include
Hand-held Mobile devices to the Lekhpals for accessing the eDistrict application is over and
above the limit prescribed in the Guidelines for National Rollout of eDistrict project. To consider
this request further, it is essential to understand in detail the appropriate intervention of these
hand-held mobile devices in the existing business processes. It is suggested that the State,
with the help of SPMU undertakes a detailed business process re-engineering exercise upto
village level functionaries for the eDistrict services identified for state-wide rollout and identify
the intervention points for these hand-held mobile devices to make the business processes
efficient and effective. This GPR exercise should be followed-up with an appropriate
assessment of:
(a) The number of locations and the number of officers required to be provided with these
hand-held mobile devices, and
(b) The software application module for hand-held mobile devices to provide online back-end
workflow integration.
The State was further requested that it may submit a proposal covering the above mentioned
detailed assessment along with its financial implications to DeitY for further consideration. A
template for the project proposal was also shared. It was reiterated that DeitY encourages
States / UTs to undertake business process improvements through technology interventions
and would explore options to fund such initiatives.
This communication to Uttar Pradesh has also been copied to all States / UTs - IT Secretaries
in pursuance to the discussions during the IT Secretaries Conference held on 11th Dec 2012.
APPROVAL SOUGHTThe request of the State to include Hand-held Mobile devices to the Lekhpals foraccessing the eDistrict application is over and above the limit prescribed in theGuidelines for National Rollout of eDistrict project. With the intent of encouraging States/ UTs to undertake business process improvements through technology intervention,guidance is sought from the Empowered Committee on funding such initiatives.

In the 4th Empowered Committee Meeting held on 25th Oct 2012, it was decided that 10 states
need to be identified for early state-wide Implementation of e-District project and some of these
States may be invited in next Empowered Committee meeting for presenting the progress
made by State.
In view of above, the states of Andhra Pradesh, Assam, Kerala, Orissa and Uttar Pradesh have
been identified for making the presentation in this EC meeting. The summary of the progress of
the eDistrict MMP - statewide rollout in these States is presented in Annexure I.

Dear Mr. DwivediAs discussed during my visit to your office last week and during the Video Conference held on28thJanuary 2013 at 2.30 p.m., Government of Haryana is taking concrete steps to implement the variouscomponents of the e-District project and the CSC project in the State as per the guidelines ofGovernment of India.In this regard, the Apex Committee of the State is to meet on 12.02.2013 (instead of 29th Januarywhich was earlier fixed for the meeting) and would approve the DPR for the e-District project.Meanwhile, I am pleased to inform you that the following timelines have been decided by us forimplementing the various important steps of the project as discussed during the VC:- Approval of DPR- 12th February, 2013 Preparation of RFP - 15th March, 2013 STQC certification of e-District, Rohtak– 15th February, 2013 Conversion of DITS in the districts to DEGS -28th February, 2013 In thisregard, I would also bring to your notice that the CSC roll-out is being planned simultaneously and weare already in touch with the districts and the Director, Panchayats for this purpose.I will keep you updated in this regard constantly.Thank you for your guidance and support.Warm regardsVivek AtraySpecial Secretary, IT, Haryana & MD,Hartron
Abstract from DPRGoH is keen to provide service delivery channels to the residents of the State which facilitatetransparent, efficient and hassle free delivery of services. Therefore it is envisaged that the setting upof CSC’s, called e-Ghars, at 1000 panchayat cluster heads in the State would provide such servicedelivery to the residents.The CSC’s would be setup at Panchayat Ghar’s which would ensure that they are identified with thePanchayat system by the residents. This would enable us to align the civil and power infrastructurerequirements of the CSC’s with the e-panchayat MMP as and when it is formally rolled out.Regarding the delay in implementation of CSC scheme roll-out in Haryana, it is clarified that Haryanawas the first State to roll out all CSCs in the country in April, 2008. However, the rolled out CSCsstarted closing down due to non-availability of enough B2C and B2B services. Accordingly all theSCAs were terminated by August, 2010.The grant in aid released by DeitY, GoI was utilized for incurring administrative expenses only, asmost of the SCAs quoted zero revenue support for running CSCs. Tender for selection of replacementSCAs for all the four divisions of Haryana was released in September, 2010. However, theprospective SCAs again quoted very low revenue support, which was not found feasible for runningthe operations of CSCs by the tender evaluation committee.In view of the above, an alternative model is now proposed to launch Common Services Centres(CSC’s) at the Panchayat Ghars with the help of the Department of Panchayats and an ServiceCenter Agency (SCA). The SCA (Service Center Agency) shall oversee the creation of the ruralCommon Services Centres network.e-Ghars as CSCs (located at Panchayat level): The e-Ghars are being created with the help of SCA.The selection of VLE will be responsibility of DeGS headed by DC of each District. These VLEs shallbe located in the e-Ghar. These centers will cater to the rural citizens of Haryana and are envisagedto deliver citizen services at their doorstep. The minimum infrastructure at these centers shall becreated by VLE whereas the space, electricity and water will be provided by Panchayat department.
The proposed model has been agreed in-principle with the Panchayat Department and tostudy the feasibility, pilots have been made operational at 7 locations in the districts of Ambala andPanchkula since Jan 2013. The feedback received so far has been quite encouraging.
