Dear Sirs, It is with great pleasure I submit to you the Eaton Police Division's Annual Report for 2015. Since reporting to you in 2014, the Eaton Police Division has continued to be a leader both in the delivery of law enforcement services and in developing strong ties with our community. The Annual Report contains a variety of information from 2015 but I wanted to take this opportunity to inform of you of some of the highlights from 2015 not mentioned in the report including:

• Sergeants Beeghly and Hurd attended administrative and leadership training through the Ohio Association of Chiefs of Police. Sgt. Eric Beeghly attended the Certified Law Enforcement Executive program and Sgt. Steve Hurd attended the Police Executive Leadership College. Through the courses Sergeants Beeghly and Hurd learned law enforcement trends and techniques that will help EPD continue to be a progressive police agency in our community.

• Our employee training program consisted of over 40 hours of training with staff members. Our

team of in house instructors and efficient scheduling allowed us to train on a wide variety of law enforcement topics on a monthly basis. Our training program ensures our dispatchers and officers are well trained to meet the needs of our community.

• Thanks to generous donations from the Helen Barnes Estate and Grandview Hospital we were

able to purchase a new patrol canine, K9 Argo. Officer Craig Jones was selected as the new K9 handler and he and partner Argo became a certified canine team through the State of Ohio on November 25, 2015.

The City of Eaton changes year to year, progressing in a positive direction, and we strive to make sure we are changing and adapting to meet the needs of the community. We appreciate the opportunities afforded to us and the support given to us by City Council members that allow us to effectively serve the citizens of Eaton. Mission

The mission of the City of Eaton Police Division and Communications Division is to help save lives, protect property, and assist the citizens of the City of Eaton in their

time of need.

Vision

Personnel We are proud of our team at the Eaton Police Division and would like to commend them to our Council, and our Community. They are professional men and women that take pride in their service. We have a dedicated and well trained staff that has served an average of 14.5 years with the City of Eaton. Below is our roster for 2015. Activity Levels During 2015 there were 17,795 occurrences of public safety services. This includes citizen calls for Police, Fire, & EMS services as well as Police officer self-initiated activity. This is an 8.9% increase over last year’s 16,342 occurrences. The breakdown of the 17,795 occurrences is as follows:

• 15,109 were for Police services; • 2,686 were for Fire and/or EMS services.

Of the 15,109 Police occurrences: • 7,559 were citizen initiated calls for service; • 7,550 were officer initiated activity.

2015 is the first year we’ve separated calls for service from citizen driven calls. • 15,109 Police occurrences is a 10.1% increase from the 13,700 occurrences in 2014.

Of the total public safety calls received in 2015, 2,827 were received as a 911 call. An increase of 4.1% over last year’s 2,715 911 calls. 911 Calls have increased 79.9% since 2010 (1,571 in 2010).

Index Crimes

Index Crimes are those crimes which are considered violent crimes, crimes that affect the very fiber of society. Eaton continues to have a relatively low index crime rate. The strength (personnel and other resources) and the aggressiveness of the Eaton Police Division in conjunction with the support of the law abiding citizens of Eaton are key factors in keeping these levels low. Crimes can be cleared by arrest, or with a disposition of “exceptional,” which means when some element beyond the control of law enforcement precludes the filing of formal charges against a suspect. The arrest of one person may clear several crimes or several persons may be arrested in connection with a single incident. As indicated below overall index crimes for 2015 decreased by 18.4% from 2014.

Arrests

There were 544 people arrested in 2015, 67 arrests less than the 611 in 2014, or a decrease of 12.3%. Total arrests include 475 adults and 69 juveniles. Arrested persons often are charged with more than one crime and as a result the total charges filed will exceed the total number of people arrested.

Traffic Violations In 2015 Eaton Police Officers handled 243 incidents where at least one (1) traffic citation was issued. The bottom line in the graph below represents the monthly breakdown of those incidents. Of those incidents, one or more citations may be issued. In 2015, 276 citations were filed from those 243 incidents. Each citation corresponds to a violation of City or State traffic laws. The top line in the graph below represents the monthly break down of the citations filed by the Eaton Police Division in 2015. A majority of the citations stemmed from 833 traffic stops and 270 motor vehicle accidents.

Motor Vehicle Crashes The 270 Motor Vehicle Crashes that occurred on City streets was a 14.8% decrease over last year’s 317 crashes (these totals do not include private property crashes). The table below shows the monthly break down of crash reports handled and their totals. There was 1 fatal crash in 2015.

Employee Recognition

Employee of the Year

Selecting an Employee of the Year is a tradition that began in 2011 for the Eaton Police Division. Each year staff members get the opportunity to nominate a co-worker who they feel best exhibits the agency's Guiding Principles of Teamwork, Integrity, Commitment to Excellence, Ethics, and Professionalism. Our 2015 winner was Officer Dale Haney. Dale began his career with the Eaton Police Division in 1970 as a Dispatcher and became a Police Officer in 1972. Back when he was a dispatcher, in addition to their regular duties, the dispatchers were also the first responders for fire calls so if someone reported a fire (Dispatcher) Haney would have to leave his post in dispatch so he could drive the fire truck to the scene. Many things have changed since Officer Haney joined the EPD over 45 years ago but his dedication to our community hasn't. He remains one of the best and most active officers on the department.

Dispatcher Tonya Hickman won the 2015 “Proud to Serve” Award. Proud to Serve is our motto at the Eaton Police Division and the recipient of this award

is selected by the administrative team. In addition to her dispatch duties, Dispatcher Hickman is our property room manager, she gathers and collects

statistical data for the agency on a monthly basis, and she plays a large role in preparing the annual report. Tonya also won the Zero Sick time award in 2015 for the 5th year in a row. Tonya has never used a sick day in the 5 years she has

worked for the Eaton Police Division. Tonya is a 5 year veteran at EPD and has 7 years of dispatch experience.

“Proud to Serve Award

Investigation of the Year Award

The 2015 Investigation of the Year Award went to Detective Pete Wray for EPD case #2015-119. The investigation took 11 months to complete and Detective Wray had to conduct over 30 follow ups in order to gain enough evidence to files charges on the suspect. The investigation began in January and went before Grand Jury in November resulting in the suspect being indicted on 3 felony charges. Detective Wray’s hard work on this case was a great example of our Guiding Principle of Commitment to Excellence.

Employee Recognition Activity Awards

Activity Awards are presented to officers for the amount of activity they performed throughout the year. Activity includes calls for service as well as officer initiated activity such as business checks, foot patrols, traffic stops, arrests, etc. Each officer initiated event or incident counts as 1 line of activity for the officers. Officers are proud of the proactive work they do in our community and we make sure to recognize them for their hard work.

1500+ Activity Award: 2,500+ Activity Award &

Most Active Officer Award:

Officers Scott Eversole and Dale Haney received the 1,500+ Activity Award.

Officer Stevenson’s 4,181 actions of activity made him the most active officer on the department for the 5th year in a row. Clinnie doesn’t know the meaning of downtime because he takes advantage of every opportunity to pro-actively patrol the City of Eaton. Clinnie takes great pride in preventing crimes from occurring and works diligently to solve challenging cases. Officer Stevenson also had the highest amount of business checks on the department with 1,724, the highest amount of traffic stops with 243, and the highest number of OVI’s with 5.

ZERO Sick Time Award

Dispatchers Terri Shepherd and Tonya Hickman, Officer Brian Carpenter, Detective Pete Wray, Officers Clinnie Stevenson, Craig Jones, Sean Mackey, Sgt. Hurd and Chief DePew all used 0 hours of sick leave in 2015. We applaud them on their dedication to the agency and their accomplishment in not using any sick time. Dispatcher Tonya Hickman has never used a sick day during her time with the Eaton Police Division.

Years of Service Awards

Officer David Sizemore reached 30 years of service in 2015. Officer Sizemore began his career with the Lewisburg Police Department in 1985. Officer Brian Carpenter reached 20 years of service in 2015. Officer Carpenter began his career with the Jackson Township Police Department in 1995.

Top Driver Award:

The “Top Driver” award went to the Officer that completed the tactical driving courses during training in the fastest time with the fewest amount of

errors and exhibited driving safety practices. The 2015 Top Driver was Detective Pete Wray.

2015 Community Involvement

In 2015 we worked with several community members to re-launch our Neighbors Against Crime program. We held several meetings with community members where we talked about issues affecting the City of Eaton and developed action plans to better the quality of life for all citizens.

3rd Annual Hot Pursuit 5k

Eaton Police Scholarship

The Eaton Police Scholarship is awarded to an Eaton High School Senior pursuing a college degree in criminal justice, law, or law enforcement related field. Our 2015 recipient was Garret Eiler. Garret plans on pursuing a career in law enforcement after graduating college. 2015 marked the 2nd year we have given the award. To date, we have awarded scholarships to 3 Eaton High School Seniors (2 recipients in 2014).

The Eaton Police Association along with the Eaton Fire & EMS Association were proud co-sponsors of the Old Fashioned Downtown Saturday Night event for the 3rd year with Downtown Eaton Inc.

The 3rd Annual Hot Pursuit 5k sponsored by the Eaton Police Association was held on May 19,

2015. Proceeds from the race help sponsor the Eaton Police Scholarship.

Kids & Cops

With the help of deputies from the Preble County Sheriff’s Office and the Grandview Police Department we hosted a Kids & Cops day at the YMCA with a group of kids from Ed’s Kids Ministries in Cincinnati.
