• The East New York Neighborhood Plan is acoordinated plan to strengthen East New York with:

• Affordable housing

• Economic opportunities

• New Community Resources

• Approved by the City Council in April 2016• Projected to create nearly 6,000 units of housing in

the next 15 years, with deep affordability commitments from the City

• City committed $267 million in capital projects and services for East New York

East New York Neighborhood Plan

Since approval, the City has made significant strides towards meeting the plan commitments including:

• Awarded a City-owned site for the development of 275 units of affordable housing

• Opened a new Workforce1 Center• Selected a site for a new 1,000 seat school• Gathered public input and began design on

three parks improvement projects• Nearing start of construction on the Atlantic

Avenue improvement project• Advanced the design and construction of a

new community center• Released the first annual Progress Report

Preserve Existing Affordable Housing• Financed the preservation of

589 affordable homes serving primarily extremely low- to low-income households in CD5

• Launched the Green Housing Preservation Program and Community Retrofit NYC • Engaged over 100 building

owners in CD5, representing roughly 1,000 homes. Over 30 buildings have initiated or completed retrofits.

Support Homeowners• Distributed $144,192 to six low-

income homeowners for home repairs and improvements in East New York through SCHAP and NHS

• NHS facilitated more than a dozen workshops, seminars, and presentations in ENY.

• Launched the East New York Homeowner Help Desk and reached out to over 3,500 homeowners

• Hosted 12 Help Desk events• Educated more than 2,000

homeowners • Assisted more than 350

homeowners with foreclosure prevention, financial/legal counseling, and other services.

Protect Tenants• Provided free legal assistance to

2,330 households in East New York facing eviction or harassmentbetween Oct 2015 –Sept 2017

• Tenant Support Unit knocked on 19,258 doors and assisted 1,523 tenants in East New York

• Conducted 23,763 inspections, issued 18,856 violations, dismissed 16,655 violations; spent $881,593 in emergency repairs; involved in 560 housing court cases, including 48comprehensive cases brought by HPD

Provide Permanent and Stable Housing• Transitioned three shelters out of

operation

• 436 homeless families and individuals from East New York have moved into permanent housing through City rental assistance and other housing assistance programs (as of December 2016).

• HPD continues to incentivize and even require developers to set aside units for formerly homeless households in new affordable housing built in East New York.

• Issued RFP for Christopher-Glenmore site based on input received through Brownsville Plan community engagement

• Continue working with private site owners to develop affordable housing using HPD’s revised ELLA program
