Program Standards
• Eligibility for EAS Services
– TAFDC Applicants
– TAFDC Recipients
Former TAFDC Recipients whose case closed in the past 12 months
Program Standards
• Eligibility for:
Structured Job Search (SJS)-Participants who are in their last three months of TAFDC or who are applying for or are on extensions of their 24 month clock.
Basic Job Search (BJS)-All other EAS eligible customers.

DTA will refer eligible participants using either the Beacon BJS or SJS referral forms.
SJS form is used only for participants in their last three months of TAFDC eligibility or who are applying for or are on an extension.

- EAS participants who have childcare issues should be referred to their DTA caseworker for childcare issue resolution.

EAS Enrollment • Obtain a Beacon Referral.
– If no Beacon referral is provided , get a written referral with a ticket number.

– Note the Registration Date is critical

• Each customer will receive services that meet their needs. (SJS participants will be scheduled for a minimum of 20 hours of activity per week).
• Each client must have a Case Plan and be case managed.

• SJS Component requirements– Each SJS Participant is scheduled for a minimum of
20 hours of services/activities per week.– Each SJS participant must have a case plan and be
case managed. – SJS participant provides ESP 7 for monthly EAS
signoff.– There is no maximum time limit for SJS
participation.

• Each customer must have a case plan and be case managed.

• Upgrade Eligibility– An employed Applicant, Current TAFDC
Recipient or Former TAFDC Recipient whose case closed within the past 12 Months.
– EAS placed customers are eligible after 30 day Follow Up is recorded on MOSES.

• Upgrade Eligibility – Customers employed at time of EAS
enrollment are eligible immediately.
(The original employment is entered on MOSES as “Found Employment”).

Upgrade Component requirement for services:
• At least two employment services between date of enrollment in Upgrade Component and start date of upgraded employment.

• The minimum requirement to claim a creditable job placement. – Enrolled in EAS (BJS or SJS)
– Must have at at least one accomplished case management goal.

Creditable job placement (cont.) – Employment must be:
• unsubsidized
• at least 20 hours per week
• at least minimum wage
• held for 30 continuous days

• Minimum requirements to claim an employment upgrade– Earnings from employment must increase
by 5% within six months of placement.
– Upgraded earnings must be maintained for at least 30 days.
Fy’04 Compensation Levels
Compensation Levels:• Initial Placement $2,800
• Second Placement $1,900
• Upgrades $1,900
Program Standards
• Payment Limits-EAS is limited to:– A maximum of $4700 per customer in
FY04.
– One (1) Upgrade payment per participant per contract year.
– Two (2) Placement payments per participant per contract year.
Transportation Reimbursement Allowances
• Flat Rate of $15 per week (whether in BJS or SJS). No transportation for upgrades.
• Minimum standard of 4 services per week, on at least two different days.
• At least 1 day’s service must be at the service location.
• The other day’s service can be either at the service location or at the employer.

• MOSES travel voucher screen will populate EAS $15 travel screen with individuals who meet above standard.
• Effective TBA (September 2003).
• No retroactive payments.

Program Operation
• All participant services and activities (including those identified in the Case Management plan) must be entered onto MOSES through the Services tab in a timely manner.

Current EAS enrollees who received
EAS related services since June 1, 2003:
- Review list w/DTA counterparts to ensure enrollment at correct level (BJS vs SJS).
- Ensure each customer has a Case Plan.

Current EAS Enrollees who have NOT received EAS related service since June 1, 2003 will be exited from the EAS program.
