TThe story of the Cork Institute ofTechnology (CIT) is repeated inmany third level colleges around

the country. They have invested heavily inupgrading their Automation Equipment tosupport the opportunities offered inAutomation & Control Industries. Thepicture (Pic 1) shows the new Siemens S7.The S7 1200 and the Siemens Logo areboth used in various training modules onautomation by the college in many of theirengineer courses.

That there is a major shortage of Skillautomation engineers and technicians isrecognised throughout the world. Theseconcerns have been express by majormultinational manufacturers, vendor’s ofautomation products and Integrators asthey struggle to find the skilled automationengineers they need to keep the highlyautomation systems going. (see also ouritem on page 1)

There is also a recognition by manycompanies that the first generation ofAutomation professionals are now reachingretiring age and the shortage of trainedautomation people to replace them as wellas the loss of there expertise is a growingconcern The competitiveness of industryaround the world is dependent on theincreased level of automation and onreliable support of this 24hr a day 365 daysa year.

Ireland has a reputation of well educatedand trained graduates. Over the last 10 andmore years we have invested in upgradingthe equipment and laboratories used bythese engineers. The quality of ourengineers and technicians is recognisedaround the world with companies nowtravelling to Ireland to interview thesegraduates and offer them positions acrossEurope and further afield. Engineers inresponsible positions in many automation,engineering and pharma-ceuticalcompanies are in many cases trained at CITand other Irish establishments.

Qualified to work in automation?Declan Lordan of Douglas Control & Automation recently visited the Cork Institute of Technology (CIT)

generation using a Siemens S7 1200 andSiemens energy monitoring meters. When I asked about computer simulationfor projects, the response were notsurprising but still reassuring to hear. Thelecturers felt that the experience a studentgets from the hands on practicalapplications gives them a much greaterunderstanding of the technologies involved,and how everything works especially whenfinding faults that may have occurred orinserted by a lecturer during a class. While

mistakes are made by most students it ismuch better to makes these while at collegewhile learning in a safe environment andthey will then be much better prepared forIndustry.Many other uses are made of thisautomation equipment with course modulesbeing given on other engineeringdisciplines. The modules are also used inretraining of electricians and other trades tomake them more attractive to potentialemployers at home and abroad.

AAvillage in the Englishcounty of Notting-hamshire has installed a

new high-tech river monitoringsystem that automatically issuestext (sms) message alarms sothat residents can implementflood protection measures.Oxton has a history of floodingproblems and with an increasedfrequency of flood events,Parish Councillor Dr. IanKilpatrick says: “Themonitoring system is designed toprovide sufficient advancenotice to enable the village’semergency response flood teamto try to protect the propertiesthat are most at risk.”According to the British MetOffice, 2012 was the secondwettest year since records began,and whilst the effects of climatechange on rainfall are stillunclear, it is likely that morefrequent extreme weather eventsincluding the prolonged andintense rainfall that results inflooding will occur.Flood warnings in England andWales are issued by theEnvironment Agency (EA)which records rainfall andoperates a network ofmonitoring stations that measureriver and sea levels. Data fromthis network are used to generateflood warnings and the EA aimsto issue these at least 2 hours inadvance of flooding. Over 5 million people inEngland and Wales live andwork in properties that are at risk

of flooding from rivers or thesea, and the cost of flooding in2012 has been estimated at£1billion (1.17euro) which isalmost double the annualinvestment in England andWales for building andmaintaining flood defenses.

The problem in OxtonOxton village has a long historyof flood-related prob-lemscaused in large part by the localgeography which during timesof high rainfall, funnels land,road surface and lake water intoa stream (known locally as theOxton Dumble) which passesthrough the village andeventually flows into the DoverBeck. The construction of aflood relief channel in 1984 wasdesigned to take much of thisexcess water around the villageperimeter and whilst this hasundoubtedly been beneficial,the channel needs to beregularly maintained and keptclear of bushes, trees and otherdebris if it is to be given achance to cope with the moreextreme rainfall events.Subscription to the EA’s floodwarning system can providetimely alerts to those in flood-susceptible areas. Occasion-allyand for various reasons,however, even the flood reliefchannel in Oxton cannot copeand in both 2007 and 2009,flooding caused devastation to anumber of residents’ homes andlocal businesses; 14 homes weredamaged in 2007. Even as

recently as December 2012 andJanuary 2013, propertiesnarrowly escaped floodingalthough roads in the villagebecame impassable and waterwas brought up to doorsteps.Flooding in Oxton is thereforerelated to the river levels andrainfall that are recorded by theEA, but because of localconditions, flooding can occureven when the EA has notissued a warning.

The solutionRecognising a need to be able tomonitor water level in thevillage stream with an ability toraise an alarm when certainconditions arise, Oxton’s ParishCouncil obtained a monitorfrom OTT Hydrometry knownas an ‘Orpheus Mini’ (right)which has been installed in thewater course and now monitorsand logs water temperature andlevel continuously. An alarmlevel has been set and when thisis reached, the instrumentautomatically issues an alarmtext message to members ofOxton’s volunteer emergencyresponse flood team and tothose residents whose propertiesare most susceptible to flooding.After receiving an alert, theflood team assembles at itsresilience store to begin thedeployment and building oftemporary flood defenses,including Aqua-Sacs, to preventthe rising waters from reachingresidents’ homes.In December last year, the levelmonitor raised the alarm threetimes, initiating the successfuldeployment of the village floodplan and prevented anysignificant damage.Explaining the advantages ofOxton’s early flood warningsystem, Dr. Kilpatrick says, “Asa result of recent events, theresidents are more sensitive towater levels than most.However, we can’t watch thestream every day of the year or

at night, so a continuousautomatic monitor is the idealsolution.“The instrument has raisedseveral flood alerts since itsinstallation in July 2012 andthereby helped us to preventsimilar disasters to thoseexperienced in 2009, 2007 andearlier.”

Clearly, Oxton’s floodingpotential is affected by anumber of local conditions.However, OTT Hydrometry’sManaging Director, SimonWills, believes that many morecommunities suffer from asimilar susceptibility and wouldtherefore benefit from thistechnology. “Both sensor andtelemetry technology haveadvanced considerably in recentyears, so we are now able tosupply low cost, easy to use, ‘offthe shelf ’ equipment that canprovide residents with vitaladvance notice of local floodconditions.This does not in any way replacethe flood warnings that areissued by the EnvironmentAgency, but it does enable localpeople to build a reliable low-cost warning system that isdedicated to their specificneeds.”
