EXECUTIVE SUMMARY

1. This is the 2nd quarterly progress report which was prepared by the project team of MON (3787/3788): Sustainable Tourism Development Project for the period from January 1 to March 31, 2020. 2. During the reporting period, the PIU closely worked with relevant stakeholders including ministries, state and local agencies as well as CSOs to ensure multi-sectoral engagement and professional support for effectiveness of the project implementation. As a result, 5 working groups were established to provide professional methodology and technical support to the PIU. 3. According to the procurement plan 2020, the PIU kicked off the procurement for the packages of 6 consulting services and 2 goods between January-February 2020. Subsequently, 8 evaluation committee (EC)s were established by orders of the MET SS. In cumulative number, ECs comprise of 76 members, out of which 48 (63%) are women, 40 (53%) are representatives of the MET, and 15 (21%) are members from CSOs.

Progress toward project outputs:

Output 1. Inclusive planning and capacity for community-based tourism achieved.

4. Activities include: (i) Development plan for Khankh soum; (ii) Tourism plan for Dadal soum, design and adoption of a tourism concessions manual and ecotourism voluntary certification scheme for tour camps in KLNP and OBNP; (iii) Implementation of tourist square in Murun city; (iv) Establishing a destination management organization in OBNP; (v) Organizing community run: small tourism facilities and events;

5. Key activities implemented during the reporting period: (i) The invitation of EOI for the CS20 package was advertised between February 7- March 7, 2020. An EC, headed by MET official, was established with 11 members on February 18, 2020. Detailed TOR for the CS20 package was developed including comments and inputs from relevant stakeholders; (ii), (iv), (v) The invitation of EOI for the CS16 package was advertised between February 5-March 12, 2020. An EC, headed by MET official, was established on February 18, 2020 with 9 members. Development of the detailed TOR for the CS16 package is underway; (iii) The invitation of EOI for the CS19 package was advertised between January 16-February 28, 2020. An EC, headed by MET official, was established on February 14, 2020 with 11 members. Detailed TOR for this package was developed and discussed with relevant stakeholders. The MET proposed to re-consider the establishment of the tourist square of Murun city in terms of its location.

6. Next step: (i) Organize EC meetings for CS20 and take follow-up actions. (ii), (iv), (v) Organize EC meetings for CS16 package, finalize detailed TOR and take further actions for shortlisting and selection of the CS firm; (iii) Organize EC meetings for CS19 package, finalize the detailed TOR, the SS of the MET will work in Murun to check the selected site of the tourist square;

Output 2. Enabling infrastructure for tourism constructed.

7. Activities include: (i) KLNP: Road link between town center and local tourism road, rehabilitate and upgrade unsealed roads and vehicle parking in KLNP main tourism cluster; (ii) OBNP: CKTC access road, vehicle parking at CKTC; (iii) CKTC in Dadal soum, soum entrance and power supply;

8. Key activities implemented during the reporting period:

The road TWG was established. (i), (ii) The invitation of EOI for the CS17 package was advertised between January 15-February 28, 2020. An EC, headed by MET official, was established with 9 members on February 17, 2020. Detailed TOR for the CS17 package was developed and sent to the ADB for comments and inputs. EC meetings were held. (iii) The invitation of EOI for the CS21 package was advertised between January 14-February 26, 2020. An EC, headed by MET official, was established on February 14, 2020 and met twice in March. Detailed TOR for the CS21 package was developed including comments and inputs from relevant stakeholders.

9. Next steps: Organize EC meetings and take further actions.

Output 3. Waste management improved.

10. Activities include: (i) Sanitation systems for tour camps; (ii) Sanitation systems for public places; (iii) Wastewater collection and treatment; (iv) Landfill sites; (v) Wastewater collection and recycling.

Key activities implemented during the reporting period:

11. (i-v) The invitation of EOI for the CS18 package was advertised between February 6-March 16, 2020. An EC was established at the MET with 11 members. The MET developed technical requirements for public sanitation systems to meet the national standards.

12. Next steps: Re-advertise the EOI. Check the existing spots of 22 campsites with KLNPA. Finalize the detailed TOR. Organize EC meeting and take follow-up actions.

Output 4. Park management strengthened.

13. Activities include: (i) KLNP HQ and VC; (ii) KLNP and OBNP management plan; (iii) Capacity building.

Key activities implemented during the reporting period:

14. (i) The invitation of EOI for the CS19 package was advertised between January 16-February 28, 2020. An EC, headed by MET official, was established with 11 members on February 14, 2020. Development of the detailed TOR for the CS19 package is underway. The MET proposed to change the location and conceptual design of the KLNP HQ/VC building. (ii), (iii) The procurement progress of the CS16 package is underway as mentioned above.

15. Next steps: Organize EC meetings and take follow-up actions. The MET will re-consider the location and conceptual design of the KLNP HQ/VC and discuss with relevant stakeholders.

1. INTRODUCTION

16. Mongolia has a small but growing tourism sector that is heavily dependent upon its natural and cultural heritage. Government efforts to expand tourism emphasize the country’s large protected areas network, which encompasses 21% of Mongolia’s total land area and is targeted to reach 30% by 2030. Tourism is seen as having the potential to provide new job opportunities and income diversification for rural communities, and new revenue streams for parks and reserves, however, unregulated tourism frequently results in the degradation of tourism values, ecological impacts, and few benefits to communities. 17. The project will help transform two national parks in Khuvsgul and Khentii aimags as models for economically inclusive tourism and conservation in the protected area network, by improving park infrastructure, sanitation, and capacity to manage tourism growth sustainably. 18. The expected impacts of the project are increased per capita income and improved sustainability of the tourism sector in the Khuvsgul and Khentii aimags. The expected project outcome is sustainable tourism development at the KLNP and OBNP. Four integrated outputs have been designed to deliver the desired outcome: Output 1: Inclusive planning and capacity for community-based tourism enhanced. Output 2: Enabling infrastructure for tourism constructed. Output 3: Waste management improved. Output 4: Park management strengthened. 2. PROJECT ADMINISTRATION

2.1 Project management

19. During the reporting period, under the PIU, 5 working groups were established and 6 rounds of meetings were held to discuss project-related issues respectively.

2.1.1 The Road Technical Working Group

20. A working group, comprising of 14 members, was established by the Order No. A/14 of the SS of the MET on January 14, 2020. The main roles and responsibilities of the TWG are to provide the PIU with regular and specific technical supports in implementing of roads, car parks, and relevant facilities at KLNP and OBNP. 21. The working group is headed by the Director General of the DTPC and sub-headed by the technical representative from MRTD who is also a member of the PSC. The other technical representatives included members from the GASI, KAG, Khatgal village government, KhAG, Dadal soum government, WWF, Khuvsgul aimag tourism association, and the PIU.

22. The first meeting of the TWG was held on January 28, 2020 at the PIU office. The meeting was attended by 8 members (60%). The PIU presented the draft detailed TOR for the CS17 package to the TWG members for comments. The PIU consolidated the given comments and inputs into the TOR.

2.1.2 The CKTC Working Group

23. A working group, comprising of 15 members, was established by the Decree No. 23 of the Prime Minister of Mongolia on February 20, 2020 to provide administrative management and coordination to the establishment of the CKTC at OBNP. The CKTC will be a model for economically inclusive tourism and conservation in the protected area. The working group is headed by the Chief Cabinet Secretary and the members include of the Governor of Khentii aimag, the SS of the MOF, representatives from the Ministry of Foreign Affairs, MCUD, MRTD, Ministry of Education, Culture and Science, MOE and MET, as well as the General Director of DTPC, the General Architect of Khentii aimag, and the Coordinator and Deputy Coordinator of the STDP.

24. The first meeting of the WG was held on March 03, 2020 at the State house. The WG discussed the importance of multi-sectoral participation in the Khentii subproject implementation to achieve the project goals. In total, 12 people attended the meeting and the 10 of them (66%) were WG members. Also, an analyst from the MOE and Mr. Erdembileg, a designer and an author of the CKTC conceptual drawing, were present. At the meeting, it was decided to establish 2 sub-working groups at the MRTD and the MOE to provide road and energy-related technical support to the PIU. The working group composition was extended by 3 additional members from the Science Academy of Mongolia and relevant agencies by the Decree No.38 of the Prime minster on March 17, 2020. 2.1.3 The MRTD sub-working group

25. This sub-working group, comprising of 11 members, was formed under the CKTC working group by the Order No. 20 of the Chief Cabinet Secretary on March 19, 2020. The main objective of the sub-working group is to assist the CKTC working group to coordinate all state and donor-funded road projects and to accomplish activities under the Khentii subproject. The first meeting, headed by the SS of the MRTD, was held on March 22, 2020. During the meeting, the PIU made a presentation on the CKTC and its subsidiary infrastructure facilities including roads, car parks, fee collection points, etc.

2.1.4 The MOE sub-working group

26. Under the CKTC working group, the MOE sub-working group, comprising of 8 members, was established on March 19, 2020 by the Order No. 21 of the Chief Cabinet Secretary. This sub-working group is headed by the SS of the MOE and the members include from the MOE, the MET, the PIU, and state-owned energy enterprises. The main roles and responsibilities of the working group are to provide technical and methodological support in energy-related issues for the establishment of the CKTC. 27. The sub-working group is working on the calculation of anticipated power consumption of the CKTC and its subsidiary buildings and facilities, including a WWTP with 30 m³ per day capacity, car parks, waste storage area, the construction of a 2.6 km sealed access road and a 4.5 km transmission line of 15 kW. Based on the calculation, the MOE will introduce some alternative options of the growing power consumption for the following years. 2.1.5 The Khuvsgul subproject working group

28. The Khuvsgul subproject working group, comprising of 11 members, was established under the Order No.198 by the Minister of the MET on March 23, 2020. The main objective of the working group is to provide administrative support, management, and coordination to the implementation of all infrastructural and non-infrastructural activities to be conducted under the

Khuvsgul subproject at KLNP. The working group is headed by the SS of the MET and the members include 4 representatives from the MET, namely the Director General of DTPC and DPAM, DCTIP, 3 representatives from Khuvsgul aimag, and 2 representatives from the PIU. Mr. Ganbold was appointed as a SS of the MET on February 05, 2020. The WG is planning to organize its first meeting early May 2020. 2.2 Financial management 29. During the reported period, the project delivered the 2019 Financial report to the National Audit Office on January 23 and to the MOF on March 30, 2020. From January 1 to March 31, 2020 the project requested WA00002 and WA00003 which are shown in Tables 1 and 2 respectively.

30. WA00003 covers the projected expenses for the forthcoming 6 months from March 1 to August 31, 2020. The Consulting services category comprises of the projected costs for CS11-CS15, CS16 and CS20. As for the Civil Works category, it includes the projected costs for CS17, CS18, CS19 and CS20 for the year of 2020. An increase of the PIU vehicle budget by $40,000 has been approved by the ADB, hence the goods category is $40,000.

2.3 Contract awards

31. Table 3 shows the contracts awarded during the reported period. It was projected in the last quarter that there would be contracts awarded for CS8, CS9, CS10, CS11, CS 12, CS13, CS14, CS15, PIU Vehicle and 2 boats for the Khuvsgul subproject. However, only 2 contracts CS11 and CS12 were awarded. The other contracts are planned to be awarded in Q2 of 2020.

2.5 Procurement

33. During the reporting period, the invitations of EIOs for 6 CS packages (СS16-21) and 2 goods packages (G1-G2) were announced using the ADB CMS, the MET website and a daily newspaper. Subsequently, 8 evaluation committees (ECs) were established by the orders of the MET SS. 9 rounds of EC meetings were held for CS17, CS19, CS21, G1 and G2. The EC for the CS17 made a shortlist of candidates. The Table 5 shows the summary of the procurement for G1-G2.

34. CS12 Road Construction Engineer signed her contract in January 2020. CS11 Ecotourism Specialist signed his contract in March 2020. Positions for CS13 Waste and sanitation specialist, CS14 Protected area specialist and CS15 Building construction engineer were re-advertised in February 2020, as consulted with the ADB. The applicants’ materials are currently under review. 35. In March 2020, a no-objection letter was received from ADB for the candidates of the Khuvsgul and Khentii liaison officers as well as a driver, and an official endorsement letter of the salary from the MOF is pending. Minor delays in procurement process occurred due to COVID-19, (e.g. some meetings were delayed, re-scheduled, or canceled). 2.6 Project Performance Monitoring System

36. The PPMS was developed in December 2019 and the basic data of the project implementation will be entered based on quarterly progress. During the reporting period, all procurement processes were led by the PIU. As of March 31, 2020, no target/indicator has been achieved against the project DMF yet.

2.7 Project inception workshop

37. The PIU organized an inception workshop meeting on January 10, 2020. The workshop meeting was attended by the MET officers from the DTPC, DPAM, DCTIP, Department of Monitoring, Evaluation and Internal Audit, Department of Climate Change and Foreign Cooperation, Project manager of the MON-9183 grant project.

38. The project specialists made presentations on the project introduction, outputs, overall project implementation plan for 2019-2024 and procurement plan for 2020, endorsed by the PSC. The ADB procurement guidelines and financial management, SGAP, and overall project reporting were also introduced.

39. Departments from the MET also made presentations to introduce their main activities, roles and responsibilities for project implementation. The workshop meeting gave an ample opportunity to the participants in terms of getting to know each other and establishing professional network.

3. PHYSICAL PROGRESS TOWARDS THE OUTPUTS 3.1 Output 1: Inclusive planning and capacity for community-based tourism enhanced

40. This section will comprise status updates of CS16 and CS20 as following.

3.1.1 CS16-Ecotourism planning firm

41. On February 5, 2020, the invitation of EOI for recruiting an ecotourism planning firm was posted on the ADB CMS, daily newspaper, and the MET website. The closing date for receiving EOIs was extended once on March 4, 2020, and closed on March 12, 2020. The EC for selecting the ecotourism planning firm was established on February 18, 2020 by the Order No. A/79 of the MET SS. The EC comprises of 9 members including 5 officials from the MET, 2 representatives from CSOs, 1 representative from state-owned enterprise, and 1 representative from the PIU. 42. According to the outline of the TOR for the ecotourism planning firm in the PAM, the ecotourism specialist of the PIU started to prepare a detailed TOR on February 5, 2020. In the meantime, the PIU sent an official letter requesting comments on the TOR to the MET and received comments from DTPC and DPAM between March 11-16, 2020. 43. The ecotourism specialist of the PIU has prepared a draft of milestones and a schedule for output 1 in 2020 and onwards. The draft of milestones and schedule has been discussed within the PIU and will be introduced to the consulting firm during the pre-proposal meeting anticipated in May 2020. Table 7 shows the detailed activity of the CS16.

intergovernmental scientific programme that, from its beginning, has aimed to establish a

scientific basis for the improvement of relationships between people and their environments.

MAB combines the practical application of natural and social sciences, economics and

education to improve human livelihoods and the equitable sharing of benefits, and to

safeguard natural and managed ecosystems, promoting innovative approaches to economic

development that are socially and culturally appropriate and environmentally sustainable.

Biosphere reserve should combine three interconnected functions – conservation,

development and logistical support – through appropriate zoning, comprising: 1) one or more

legally constituted core areas, devoted to long-term protection; 2) adjacent buffer zones; and

3) an outer transition area where sustainable development is promoted and developed by

public authorities, local communities and enterprises.

3.1.2 CS20-Urban planning of Khankh soum

46. During the reporting period, based on the PAM and project feasibility study report, the PIU drafted detailed TOR for the Urban planning of Khankh soum. An invitation of EOI for the CS20 package was advertised on February 7 and closed on March 7, 2020. An EC for the CS20, comprising of 11 members, was established on February 18, 2020. The EC will make a shortlist of candidates in April, 2020. Table 8 shows the detailed activity of the CS20.

3.2.2 CS21-Architectural design and supervision (CKTC)

48. One of the main project milestones is to construct CKTC with its subsidiary infrastructure in Dadal soum of Khentii aimag as new historical tourism destination and real opportunity to support community competitiveness and sustainable income generation through the tourism sector development. 49. As mentioned in the Q1 progress report, by the Order No. A639 of the MET SS dated December 2019, the PIU established a construction TWG comprising of 13 members. During the reporting period, this TWG met 3 times to discuss the technical issues related to the establishment of the CKTC and development of the detailed TOR for CS21 giving technical

50. In February 2020, the PIU organized an initial consultation meeting with a team of historians and scholars in the fields of historical sciences and linguistics, to discuss the conceptual meaning of the CKTC building based on historical evidence and Mongol tradition. The exterior design of the CKTC façade /face, hair and marks of the stamps of Mongols tribes will be agreed through a series of consultations with the historians and scholars.

3.3 Output 3: Waste management improved.

3.3.1 CS18- Solid Waste Engineering and Supervision Firm

51. An EOI advertisement for CS18-Solid Waste Engineering and Supervision Firm was published on February 6 and closed on March 16, 2020. Unfortunately, an insufficient number of EOIs were received. In accordance with Order No. A/80 by the MET SS, an EC, comprising of 11 members, was established but did not meet. Table 11 shows the detailed progress of the CS18 package. The PIU plans to re-advertise the EOI in May 2020.

52. The PIU had a meeting with Ms. Erdenejargal., manager of MON-9183: Integrated Livelihoods Improvement and Sustainable Tourism in Khuvsgul Lake National Park Project, regarding outputs 1&3. Ms. Erdenejargal made a presentation on the project activities implemented at KLNP and handed-over some materials to the PIU including DED of sanitation facilities, brochures and code of conduct for tourists and tour operators in KLNP in digital format. 53. The MET established a working group, headed by the Minister of MET, to develop technical specifications of the sanitation systems to be built in 3 different locations (ger area district, tour camps, and campsites) to meet national standards. 54. The PIU sent an official letter No. 20/23 to the Administration of KLNP on March 26 with an attachment containing a list of 3 road routes, car parks at 8 locations, and 29 sanitation systems to be constructed under the Khuvsgul subproject. In the letter, the PIU requested the administration to check the land acquisition of sites of the above-mentioned infrastructural facilities, identified during the preliminary feasibility study.

55. An invitation of EOI for CS19-Simple Architectural Design and Supervision Firm (KLNP HQ/visitor center and Murun square) was advertised on January 16, 2020 and closed on February 28, 2020. The Table 12 show the summary of the package status.

3.4.2 CS16 Ecotourism planning firm

56. The ecotourism planning firm will develop program on community and KLNPA capacity building training and management plan. The capacity building program should identify the most effective methods for tourism management, conservation and strategy on the O&M of the project facilities. The PIU will introduce a work plan and proposed activities to the consulting firm during the pre-proposal meeting.

4. KEY ISSUES AND ACTIONS TAKEN

57. During the reporting period, the following key issues were addressed regarding to the package CS18, 19 and 21.

4.1 CS19- Simple architectural design and supervision firm

58. The construction TWG members gave some comments and recommendations on the building structures and engineering solutions of the KLNP HQ/VC building as following:

The use of rammed earth walls and a timber truss roof may not be suitable for Khuvsgul area cold and humid weather condition. It is recommended to discuss structural materials and conceptual design with the CS19 consulting firm.

In the feasibility study report, 500 m2 of solar panels was considered to obtain 150 solar hours per month. As Khuvsgul has cold weather condition, this number of solar hours may not be generated and may lead to an insufficient supply of power. It is also recommended to re-discuss this issue with the consulting firm.

59. The MET ministerial council meeting, attended by the MET minister, the SS and relevant officials, was held in March 2020 and discussed the following issues:

The proposed KLNP HQ and VC building is sited on the edge of the moraine wall on the east side of the adjacent road. As this site is located in the Eg river basin, this may be a potential risk of flash flooding. Therefore, the MET made a proposal to change the selected site location.

Murun square of Khuvsgul aimag has been selected to be constructed as a tourist square. As this is the main square of the aimag for festivities and formal ceremonies, it may not be suitable to construct information panels and stalls. The MET proposed to change the selected site of the tourist square in close consultation with local authorities.

MET decided to re-consider the conceptual design of the KLNP HQ/VC building itself.

In regard to the above issues raised by the MET, a newly appointed SS Mr. Ganbold plans to visit Khuvsgul aimag in order to check the proposed sites of Murun square, KLNP HQ/VC building and sanitation systems early April 2020.

4.2 CS21- Architectural design and supervision (CKTC)

60. Some issues addressed on the establishment of the CKTC have been summarized in Table

5. SOCIAL TARGETS AND ENVIRONMENTAL SAFEGUARD

5.1 Social and gender action plan

61. The Social, gender and civil society specialist (SGCSS) had a meeting with Ms. Mandal, ADB MNRM CSO consultant on February 11, 2020 and discussed on the CSO engagement opportunities within the project implementation. During the meeting, the parties agreed to

organize an extended workshop with CSOs within the framework of Khuvsgul and Khentii subprojects in collaboration with the CS16 Ecotourism planning firm in Q2-3, 2020. 62. The PIU developed a gender-disaggregated data collection sheet. Data can be entered by all relevant specialists and the SGCSC will be responsible for collecting and reporting of the data. During the reporting period, multiple TWG and EC meetings including a project inception workshop meeting were organized by the PIU, with the attendance of 143 participants in total, out of which 85 (59%) were women.

63. The SGCSS prepared a detailed SGAP in order to achieve anticipated targets and/or indicators and track the ongoing process under 2 subprojects. Also targets/indicators were classified by outputs or CS packages. During the reporting period, no actions were conducted against the SGAP targets.

5.2 Environmental Safeguards

64. The project is classified as category B for environment. The Initial Environmental Examination (IEE), including an environmental management plan, was prepared and disclosed on the ADB website. The IEE concluded that full and effective implementation of the project environmental management plan (EMP), together with the training and project assurances, will minimize the environmental risks of the project and achieve compliance with the policy and regulatory standards applied in this project environmental impact assessment.

65. During preparation of the detailed engineering designs (after loan effectiveness), the domestic GEIAs and DEIAs will be prepared, and EMPs will be updated in accordance with GEIA and DEIAs requirements. Process for preparation of domestic DEIAs according to Mongolian Law on Environmental Impact Assessment:

1. Prepare Environmental Baseline Assessment (EBA) report; 2. Hand over the EBA report with other additional documentation specified on the website

of the MET to get approval of the General Environmental Impact Assessment (GEIA) statement from MET;

3. Prepare DEIA and EMP according to GEIA statement, national laws, regulations and standards in related environmental sector;

4. Comment on drafts of DEIAs and EMPs from PIU and MET; 5. Approval of DEIAs and EMPs from MET and finalize; 6. Send official translations to ADB and PIU; and 7. Prepare annual EMPs There are 8 deep wells registered in Dadal soum. Table 15 shows information on the wells.

66. The PIU listed environmental documents to hand over to the CS firms. There are 3 EBA reports prepared by domestic professional firms from 2017 to 2018 for Khuvsgul (one for road, and one for sanitation and landfill facilities) and Khentii (one for the CKTC). Also, the PIU received an official letter from Governor of Dadal soum giving approval for the GEIA of Khentii project (including CKTC, Road, Car parks, Sanitation systems, WWTP and Landfill Facilities). Table 16 shows a list of environmental documentation.

6. Grievance Redress Mechanism

67. The PIU will work proactively towards preventing grievances through the implementation of mitigation measures and community consultations. The PIU prepared an initial version of the project grievance redress mechanism (GRM) procedures along with a tracking and documentation system in Q1, 2020. Within the PIU, Environmental Safeguard Specialist, SGCSS as well as Khuvsgul and Khentii liaison specialists will be responsible for managing the GRM tracking and documentation system including receiving, tracking and reporting of complaints.

In order to make it accessible to diverse members of the local communities, including vulnerable groups such as women, youth and the elderly, the PIU defined multiple points of contact for complaints, including face-to-face meetings, written complaints, telephone calls and complaints submitted by website or emails. In the next quarter, the PIU will inform and educate all relevant stakeholders and local communities on the project GRM procedures. During the reporting period, the project hasn’t received any grievance or complaints.

7. KEY ACTIVITIES FOR NEXT QUARTER

7.1 Project management

69. The PIU will hire a technical team who will be developing a project website for the purpose of informing the overall implementation progress of the activities under 2 subprojects not only to the local community in target areas within 2 national parks but also to the general public. The project has obtained the domain name www.stdp.mn. 70. Upon the arrival of the official statement on salary from the MOF Khuvsgul and Khentii liaison specialists and driver will commence their duties and tasks indicated in the TOR based in Murun and Dadal. Their first tasks will be to get acquainted with project outputs and activities as well as with the relevant stakeholders. 7.2 Procurement plan

71. All of the planned procurement packages for 2020 were advertised and are currently under evaluation. The evaluation process for selection of the consulting firms will continue in Q2 2020. The evaluation of individual consultants will be submitted for ADB review in Q2 2020.
