1. WHAT IS THE E18 GREEN MOTORWAY?WHAT IS E18?
E18 is a Northern European route (1890 km) from Craigavon in the United Kingdom to Saint Petersburg in Russia, passing through Norway, Sweden, and Finland. E18 continues as E105 from Saint Petersburg to Moscow and further to Crimean peninsula.
E18 is Finland’s most significant road connection internationally and it is part of EU’s TEN-T transport infrastructure.
In Finland, E18 is a road connection from the ports of Turku and Naantali in southwest Finland through the Helsinki metropolitan area to the Vaalimaa border crossing (Naantali–Turku–Salo–Lohja–Helsinki–Porvoo–Loviisa–Kotka–Hamina–Vaalimaa).
At Russian side E18 goes along the Russian route M10 from Finnish border to Saint Petersburg.

• The concept of the chain of infrastructure nodes is comprised of green transportation, business and energy corridors, the EU–Russian border and urban area zones and their interfaces.
• The chain promotes transportation intermodality and supporting infrastructure: e.g. ports, railway, roads, telecommunications.
• The chain of nodes defines a framework consisting all elements from comprehensive systems to individual development initiatives and focuses especially on public and private supply and demand including all corridor related investments and spending. The framework indicates the business potential of Green Motorway infrastructure, markets and services.
• The border between the EU and Russia opens up possibilities to promote business and tourism as well as expand economic and governance co-operation, e.g. in terms of EU’s interoperability initiatives over EU boundaries.
• One of the key targets of E18 GMW is to promote cross-border and regional business: imports, exports, tourism, agriculture, education, etc.
• The green corridor creates a sustainable marketplace for services and infrastructure, e.g. for border transit advancements.
• In essence, the corridor promotes productivity, innovation and new business.
• The test bed creates a platform for experimentation of especially new technologies by equipping certain parts of the road with enabling technologies, such as sensors and tubing.

3. THE E18 GREEN MOTORWAY INITIATIVE CONTENTSSHOK INITIATIVE: RATIONALE AND PREREQUISITES FOR THE E18 GMW INITIATIVE
The current structures in infrastructure related R&D have not lead to successful service implementations. Focusing on pilot projects only expands the current, non-service-creating, R&D market further for research institutions and
universities without focusing on the root causes that result in the undesirable outcomes. The bottom-up R&D approach in the case of development initiatives, i.e. a zoo-like collection of discrete ideas, remains inhibiting the comprehensive service market creation.
The E18 Green Motorway pre-study concluded that service markets can be created by a top-down programme lead by the strategic centres for science, technology and innovation (SHOKs), if:
1. The transportation, business and energy corridors, the EU–Russian border and urban area zones and their interfaces are understood as a systemic infrastructure chain of nodes (the system).
2. The system ought to possess the ability to create common good and yet its present value needs to be quantifiable3. The system, i.e. the common good created, have a measurable, although stochastic, value that provides the basis for a
target setting and analysis of the development.4. The system, its properties and the behaviour of its actors can be understood and measured at systemic level, though
being non-linear and in details highly unpredictable. 5. The target to maximise the common good is set by a transparent and democratic dialogue between the stakeholders of
the corridor.6. The common good is defined as balanced sustainability of social, environmental and economical factors maximising the
value of the system.7. The means to achieve the targets are open for innovation – if/when possible, frugal innovation should be preferred.8. The definition of targets and balance sustainability is catalysed by a dialogue in the E18 Green Motorway living lab.9. Besides national innovation, the system is open for innovations coming from e.g. international living labs meeting the
targets of balanced sustainability. 10. The service market creation is enabled by a balanced set of companies, resources, infrastructure, customers, regulation
and incentives leading to productivity, innovation and entrepreneurship. Therefore, e.g. planning and zoning alone cannot create the markets, although, they play a major role in defining the market boundaries and the role of the incentives.

4. E18 GREEN MOTORWAY INITIATIVE ROADMAPPIARC 2011 IN MEXICO CITY AND OTHER CONGRESSES
E18 Green Motorway initiative will be presented in World Road Congress (PIARC) in Mexico City in 26–30 September 2011 in the Finnish Transport Agency’s corner of the Nordic department.
The goal of the congress is to make “an open invitation to infrastructure living lab network creation” to the participants, i.e. to network with prospective parties or similar projects.
PIARC 2011 is the first congress in a series to introduce E18 GMW initiative globally:
– PIARC, Mexico, 2011: publicity and invitation to co-operation– ITS World, Vienna, 2012: international co-operation agreements– ITS European Congress, Helsinki 2014: exhibition of E18 Green
Motorway results– PIARC, South Korea, 2015: next development phase
The companies in the E18 GMW consortium are invited to participate the congress with the FTA.

5. E18 GREEN MOTORWAYSUMMARY
Motorways require billion-euro investments. The key point is how to convert these investments into the common good: innovation, productivity and new business?
The E18 Green Motorway initiative builds a green corridor for transportation, environment, business and interoperability and defines the infrastructure and balanced sustainability concept of future motorways.
By forming a E18 Green Motorway living-lab and test-bed environments, the E18 Green Motorway initiative catalyses open dialogue between all E18 stakeholders – both public and private, Finnish and Russian, European and local, urban and rural – to innovate the means to achieve the motorway’s sustainable targets.
Since similar motorway ecosystem development initiatives do not yet exist, the E18 Green Motorway initiative will have a leading European portfolio of development projects in suitable services and technologies.

6. E18 GREEN MOTORWAYNEXT STEPS (SHORT-TERM)
Concept project successfully reached its target and defined the next step to be the quantification of the corridors present sosioeconomic value.
One approach to achieve the necessary tangible data of the current value (E18 corridor) would be to initiate a joint-project with MIT and Stevens Institute of Technology, whom already have a framework (CLIOS) in place that could be applied to the E18 business corridor platform (living lab).
E18 corridor between Russia and the EU creates a complex environment that is exceedingly challenging to quantify with approaches due to the interoperability challenge between EU and Russia, and also due to the long-lived effects (in both risks and opportunities).
E18 impacts a geographically large market area, thus it is imperative to create an international living lab platform that is able to secure the interest of both ITS Finland and ITS Russia for a joint project.
The concept project effectively identified the strategic centres for science, technology and innovation for the built environment and the ICT sector (RYM and TIVIT) to be the foundation where a private sector lead ITS platform could flourish, if it secures the sponsorship from the Ministry of Transport and Communication.

A major infrastructure project under construction in Lombardy Region; project has started in 2007 and the roadway will be opened in 2015
– Connects five different Italian provinces (Milan, Bergamo, Monza-and-Brianza, Como, Varese - 157 km long), an area that shares heavy car traffic density and insufficient linking ways.
Pedemontana Lombarda aims at promoting a new culture in infrastructure development, able to generate positive and durable impacts on the territory
– Starting point is the effort for integrating the motorway design, green productive technologies and environmental compensation and mitigation measures
The motorway will be a huge “solar roof” with more than 60.000 sqm of solar panels installed and 9 MWh of energy produced, in order to crash the energetics impact of its functioning
Pedemontana motorway will support a complete free flow system for toll payment, in order to reduce not just waste of time, but also acoustic and atmospheric pollution due to traffic and car tailbacks

– The great values of the scenic nature of the Green Highway region gets a user friendly and sustainable packaging, also stimulating international tourism
– Considerable R&D activities, industrial establishments and development of technology in the region connected to transport systems and energy production
The goal is to establish biofuel filling stations for energy-efficient vehicles and charging stations for electric cars by the roadside
– The new stations along this approximately 450 km route will offer drivers the opportunity to recharge their vehicles every 120 km
Green Highway - from coast to coast connecting the Atlantic with the Baltic coast.
