1. Introduction - WP 4, Task 4.4: Individual match making and assistance for

consortium building (OWWZ)

Assistance in consortium builing was the main objective of WP 4.4. This implied the

collection of information on key cooperation activities between the European Commission as

well as individual EU member states with Russia and institutions in the EU interested in

collaboration with Russia in FP7 Environment. The process of individual match making

implied assistance to Russian researchers willing to participate under FP7-ENV by web-based

tools and personal assistance.

The main objective of this deliverable is to present an updated overview of the activities

promoted and realized in the second part of the project aimed at supporting the creation of

new EU-Russia research consortia (the activities performed during the first year have been

already presented in deliverable D14).

2. Outcomes

2.1 Information on EU-Russia cooperation activities

In compliance with these objectives, the following information has been collected in the

period 8/2009 – 7/2010 (see documentation in Deliverable D 14):

- EU-Russia Policy Documents

2. EU-Russia Cooperation Activities

4. Individual assistance / support service (web-based)

2.2 Assistance for Consortium Building

In the period 8/2010 – 12/2011 the following deliverables were generated:

1. Implementation of a Web-based Communication Tool for project consortia

A new closed forum has been installed on the E-URAL website (Figure 1) for potential FP7

partners and E-URAL project partners for discussion and parting of any important

information. In order to communicate within this forum, partners have to register on:

http://www.e-ural.vsu.ru/en/register.

All abovementioned data and information were implemented in the E-URAL website.

2. Matching CORDIS Partnering Database and E.URAL Database

OWWZ conducted a search on EU Cordis Project Partner Database looking for project

proposals by European scientists. A letter was sent to 115 European scientists in the Cordis

database FP7 ENV with general information on the E-URAL project and the database on

Russian experts. The EU experts were invited to use the database in order to integrate Russian

experts in FP7 consortia building.

2.3 Individual Matching Process

2.3.1 Follow-up on E-URAL workshops, trainings and brokerage events

OWWZ was responsible for the follow-up of E-URAL matching activities for consortia

building. Letters with questionnaires were sent to all participants of E-URAL workshops,

trainings and brokerage events. A final follow-up adressed all people in the E-URAL

database. Follow-up activities were organised in March 2010, August 2010, September 2010,

November/December 2010, August 2011, November/December 2011.

The questionnaire was designed by OWWZ in close cooperation with of IDEAS and CBS

RIC. Among general data (e.g. name, institution etc), the main questions of this questionnaire

were concentrated on the development of joint EU-Russia activities in FP7:

- Have there been joint activities developed out of the first meeting like further

communication concerning cooperation ideas?

- Have there been joint activities developed out of the first meeting like practical steps

of joint actions for bilateral projecte?

- Have there been joint activities developed out of the first meeting like joint work on

preparation of FP7 project applications or twinning projects?

- Has a joint project proposal been submitted?

- Was the project application approved by the funding institution, especially FP7?

While OWWZ distributed the questionnaires to all European participants of the E-URAL

workshops and brokerage events as well as the Russian participants of the brokerage events,

the Russian partners sent the questionnaire to all Russian participants of the workshops and

trainings as well as the people contained in the E-URAL database (CBS RIC). In total 683

people were addressed of whom 351 are contained in the E-URAL database, 83 people

participated in the workshops and trainings and 271 in the brokerage events (Figure 2).

Analysis of the gathered data:

All people adressed were asked to sent back the questionnaire to OWWZ. In total, 51

questionnaires were collected till 20 December 2011.

The answer was classified as positive when the prospective partners are at least in the process

of project preparation. An answer was clarified as negative if there was some communication

but clearly stated that no further collaboration initiative has taken place or there was no

appropriate answer at all. The percentage of positive and negative answers is illustrated in

Figure 2.

Within the positive answers three kinds of collaboration initiative were defined:

- Approved projects

- Submitted applications

- Project preparation

We can conclude from the feedback of the questionnaires that in the course and on the

initiative of the E-URAL project 7 projects have been approved, 6 project applications have

been submitted and 14 people stated to be in the project preparation phase with prospective

partners. The results are listed in the following paragraph.
