"AiGroup" General Sponsor of European Chess Union

On July 24 in Tbilisi, a sponsorship agreement was signed,

according to which the Georgian industrial company AiGroup

has been announced as the General Sponsor of the European

Chess Union and at the same time, as the Diamond Sponsor

of the European Golden Pawn.

Based on this agreement, AiGroup takes an obligation to

support financial the new initiative of the European Chess

Union and together with the ECU to become one of the first

hosts of the European Golden Pawn award ceremony.

The sponsorship agreement comprises a four-year cooperation

and as both sides state, they are certain that this term will

definitely be prolonged in the future.

European Youth Team ChessChampions 2019 announced

European Youth Team Chess Championship 2019concluded on 17th July in Pardubice, Czech Republic.

After harsh struggles Poland won double crown in U12open and girls sections, the city of Pleven triumphed inGirls U18 category and Germany became the Winner ofsection Open U18.

After early loss in the 3rd round, team ofGermany leaped on the top of Open U18section after four played rounds, andmaintained the leadership until the endof the event. Germany emerged as thesole Winner with score of 12 matchpoints, silver medals went toNetherlands with 10 match points andthe third place came to Austria with 9match points.

Top seeder of Girls U18 section, the cityof Pleven, triumphed the event after veryintense fights with team of Germany.After a draw between these two teams,they were running for the top until thelast round of the event. Eventually,Pleven and Germany finished in a tie forthe top, each with 13 match points, butaccording to additional criteria, Pleventook the first place and Germany camesecond. Bronze medals went to Slovakiascoring 9 match points.

Poland dominated U12 categorieswinning in both (open and girls)sections. In Open section U12, team ofPoland suffered only one loss in the 4thround of the event, which wasn’t enoughfor runner-ups to catch their score offinal 12 match points. Second placewent to France with 11 points and thirdplace came to Hungary, who scored 10match points.

European Youth TeamChess Championship2019 took place from10th-17th July inPardubice, CzechRepublic, withparticipation of 53teams, coming from 18different Europeanfederations.

With three victories and four drawnmatches, without a loss, team of Polandcame on the top of Girls U12 sectionwith 10 match points. Three teams tiedfor the second place, each with score of9 match points: Turkey, city of Plevenand team Yamal. According to additionalcriteria, Turkey took silver medals andcity of Pleven ended with bronze.

The Closing ceremony of the event tookplace on 17th of July, where EuropeanChess Union was represented by ECUTournament Director, Mr. Petr Pisk.

announced the launch of the

European Golden Pawn Award

Ceremony to be held for the first time

on November 30th 2019.

The press conference attended by “theEuropean Golden Pawn” diamondsponsor and the European Chess Union,main sponsor, Georgian IndustrialCompany “AiGroup” Representative ,Mr. George Khurodze.

With the support of “AiGroup” it waspossible to establish the most importantEuropean chess ceremony. “Europe’sGolden Pawn is a new tradition andbrings together the best representativesof the European chess world each year.Chess stands for people of intelligence,brilliant and flexible minds. The same day of the ceremony on the30th of November a simultaneous chessexhibition will take place by the legendand World Champion Garry Kasparovfor the kids aged 6-12 years for thfurther promotion of Chess.

European Youth Chess Championship 2019 opened on2nd of August in Bratislava, Slovakia. The Openingceremony of the event was attended by ECU President,Mr. Zurab Azmaiparashvili, Tournament Director & ECUVice-President, Ms. Eva Repkova, FIDE Vice-President,Lukasz Turlej and other distinguished Slovakian andchess representatives.

EYCC20191306 players coming from 48 European federations participate in

European Youth Chess Championship 2019.

The event is played in 6 age categories in open and girls sections: U8,

U10, U12, U14, U16, U18 and GU8, GU10, GU12, GU14, GU16 and GU18,

in 9 rounds Swiss system in accordance with the ECU Tournament

Rules and FIDE Rules of Chess.

The time rate is 90 minutes for 40 moves plus 30 minutes for the rest of

the game with an increment of 30 seconds per move, starting from

move one. The playing venue of the event is Incheba Expo Bratislava.

GLORNEY GILBERT INTERNATIONALCHESS CUP 2019

The Irish Chess Union, supported by the European Chess Union,Failte Ireland and the Glorney Bloodworth Trust, under the patronageof Michael D. Higgins, President of Ireland, organized the 71st editionof Glorney Gilbert Chess International event from 21st-24th July in theCarrickdale Hotel, Co Louth.

he event included Norm Robin roundtournament and Youth Chess Festival.Youth festival was played as teamscompetition in 4 age sections: Glorney(U18), Gilbert (GU18), Robinson (U14)and Stokes (U12).

After five played rounds in Glorneysection, teams of France andNetherlands tied for the first place withsame score of match points and totalpoints score. According to the thirdtiebreak criteria, France took gold for the3rd consecutive time and Netherlandscame second. Bronze medals came tothe team of England, with score of 6match points.

In Gilbert category, teams of Englandand France tied for the top, each with 8match points, but thanks to better totalpoints score, England came first andFrance ended on the second place.Ireland took bronze medal with 6 matchpoints.Another gold went to England inRobinson section, where they scored 10match points. France came second with8 match points, while bronze medalswent to Netherlands with 6 match points.Team of Netherlands took gold in Stokescategory with 9 match points. Englandand France tied for the second place,but eventually, England took silvermedals, and France ended on the thirdplace.FM Stefansson Vignir Vatnar (ISL, 2293)triumphed the Norm event which tookplace from 20th-24th July. Stefanssonscored 7 points and achieved a norm forInternational master. IM Wall Gavin (IRL,2311) and IM McPhillips Joseph (ENG,2412) tied for the second place, eachwith 6.5 points. According to tiebreakscriteria, Wall Gavin took silver medal andMcPhillips Joseph came third.

Golden Youth Cup concluded inVinnitsya, Ukraine

The first Golden Youth Cup took place from 3rd-7th July inVinnitsya, Ukraine, with a total prize fund of more than20.000$. The event was played in 5 age categories: U6,U8, U10, U12 and U14 and gathered 648 young playersfrom Scotland, Sweden, Poland, Portugal, Moldova,Israel, Estonia, Ecuador, Belarus and Ukraine andsupported by ECU and FIDE.

All the tournaments werehard-fought, and the blue andyellow striped flag of Ukraineflew atop the leaderboard inevery section as the nine-round battles approached thefinishing line.

Closing ceremony of the event

On the closing ceremony, tournament organizer, and ECU CommercialDirector Naiditsch Arkadij expressed his hopes that ‘The Golden Youth Cup’would become the premier children’s event on the chess calendar. “It wasamazing to see so many children competing and we hope that next year wewill break more records as word of the Vinnitsya International spreads farand wide!” He added: “With 648 participants, we have broken the record forholding the biggest-ever children’s chess event in Ukraine. We invited thebook of records of Ukraine who fixed this record officially and awarded us adiploma. “This diploma we distributed to all the participants of the event sothey could take home something special and memorable, and give themeven bigger motivation to love the game of chess”.

GOLDEN YOUTH CUP 2019

In the under 8 section, KyryloNiezhentsev gave up an early draw butthen stormed home with seven straightwins to bag victory. Valeriia Zhubenkotook the top girl’s prize with an excellent7/9.The youngest age category, the under 6,it was Mykhaylo Nezhyvenko who tooktop honours with 8/9, Alina Donets aclose second overall and crowned girl’schampion.

In the under 14 section it was OleksandrVakulenko who claimed the title, and theprizemoney and CE Premium clock thatwent with it. Draws with his closest rivalswas enough to take the trophy ontiebreak after five players hit the 7/9mark. Anastasiia Dubovyk’s fine finishon 6.5/9 meant she scooped the girl’stitle.The under 12 competition saw a similarresult, Mikhail Tobak securing first spotwith a draw against top seed VadimPetrovsk. Anzhelika Lomakina lifted thegirl’s title just half a point behind.At the under 10 level, Artem Dyachekwas already assured of tournamentvictory after eight straight wins, beforerelaxing with a trophy-winning draw inthe final round. Anastasiia Hnatyshynfinished fourth overall to take down thegirl’s title.

Open section of the open tournamentwas won by Choroszej Aleksander(POL, 2010) who scored perfect 7 pointsout of 7 games.

After 5 played rounds by Robin roundssystem, Hamzovich Natalija (BLR, 1037)won Women’s section of the Opentournament with score of 4 points.

Marczukiewicz Jerzy (POL, 1891)triumphed in Seniors 60+ section withscore of 5.5 points out of 7 playedrounds.

With maximum score of 5 points,Pashkevych Stefaniya (UKR) took goldin Women’s 55+ section.

A sensation was made in Youth U19section, when 15 years old girlSzewczyk Malwina (POL) won thetournament with 6 points out of 7 games,without a lost game!

Grandmaster Gruenfeld Yehuda (ISR,2435) won the Open section of the mainevent with all the victories and perfect 7/7. IM Orsag Milan (CZE, 2311) andLapaj Mateusz (POL, 2223) tied for thesecond place, each with 5 points.According to tiebreaks, Orsag Milan tooksecond place and Lapaj Mateusz endedon the third place.

In Women’s section of the main eventMyronenko Natalya (UKR) and WIMBaklanova Tatiana (UKR) tied for thetop, each with 6 points. Eventually,Myronenko Natalya took gold medal andBaklanova Tatiana finished secondaccording to the additional criteria, whileOsipova Aliona (UKR) took bronzemedal with 4.5 points.

In teams competition, team of Almatyfrom Kazakhstan triumphed the eventwith 12 match points. Domestic teamfrom Lviv, Ukraine, named Lemberg tooksilver medal with 10 match points, whilebronze went to Kaschtan from Kyiv with9 match points.

EUSA Universities Championshipsinclude, this year, 22 sports competitionshosted in 15 European cities from June23rd to September 7th, among whichwas and European Universities ChessChampionship 2019.

29 teams took part in the competition, 21teams in Open section and 8 teams inWomen’s section.

After 9 played rounds, the Winner ofOpen section became the Ural StateMining University (RUS) with score of 15match points. Armenian State Universityof Economics and Lviv State Universityof Physical Culture (UKR) tied for thesecond place, each with 14 matchpoints, but according to tiebreaks,Armenian State University of Economicstook silver medal and Lviv StateUniversity of Physical Culture camethird.

Ural State Mining University from Russiatook gold also in Women’s section with13 match points. University of PhysicalEducation of Hungary was the runner-upwith 12 match points, while OzyeginUniversity from Turkey and AGHUniversity of Science and Technology ofPoland tied for the third place, each with9 match points. According to the tiebrakcriteria, Ozyegin University took thebronze medal.

EUROPEAN UNIVERSITIES CHESS CHAMPIONSHIP

European UniversitiesChess Championship 2019,under the ECU auspices,took place from 24th-28thJuly in Budapest, Hungary.

European Universities MindsportsChampionship 2019 took place on 24thJuly, and was attended by Mr. ÁdámKiss, President of the HungarianUniversity Sports Federation (HUFS/MEFS), Mr. Norbert Fogarasi, BoardMember of the Hungarian ChessFederation, Mr. Liviu Matac, EuropeanUniversity Sports Association (EUSA)Auditor and Mr. Zsombor Lacza, Vice-Rector of the University of PhysicalEducation (TE).

About the event

Over 140 participantsrepresenting 35Universities from 19countries took part inthis year’s edition ofthe event.

European Universities Blitz ChessChampionships in Open and Women’ssection were organised yesterday. After9 played rounds in Open section, goldwent to GM Shevchenko Kirill (UKR,2536) with 8 points, IM Golubka Petro(UKR, 2483) with 7.5 points took silverand GM Chigaev Maksim (RUS, 2640)took third place with 7 points.

WGM Voit Daria (RUS, 2339) triumphedon the Blitz competition in Women’ssection with final score of 8 points. WIMShuvaloav Polina (RUS, 2418) camesecond with 7.5 points and WIM JuhaszBarbara (HUN, 2171) came third with6.5 points.

The medals and awards on the Closingceremony of the event were presentedby Mr. Tamás Sterbenz, Vice Rector ofthe University of Physical Education andMr. Oleksandr Sulypa EUSA ChessTechnical Delegate.

The Chess tournament took place in theYouth Hostel Luxembourg City and 141children from 16 countries (Luxembourg,Germany, France, Italy, Sweden,Finland, Poland, Russia, Ukraine,Roumania, Czech Republic, Hungary,Belgium, Liechtenstein , even USA andNew Zealand) participated at the event.The tournament was played in 6 agecategories: U8, U10, U12, U14, U16 andU18. The youngest player was a girlfrom Luxembourg: Amy Schumacherand was not the only 5 year old startingin the U8 category.

The festival “Chess for Peace” startedon the 8th of May in memory of the endof the World War in 1945 with a culturaland sight-seeing program. The followingday, the chess players had theopportunity to participate in the festivitiesof the Europe Day.

On the 10th of May, the Polish embassywelcomed the participants to areception, while the tournament itselfstarted in the afternoon that day. Thefestival was officially opened by VickiHansen from Schengen PeaceFoundation, FIDE Vice President ŁukaszTurlej, President from the SilesianChess Federation Andrzej Matusiak, andMietek Bakalarz from G.M.Schachzentrum in the Youth Hostel ofLuxembourg City.

International Youth tournament“Chess for Peace” took place inLuxembourg from 8th-12th ofMay in order to promotecooperation between Europeancountries.

The closing ceremony took place on the12th of May in the European Museum inSchengen.

The 7th edition of the“RencontresInternationales des EchecsFrancophones” will takeplace from 4th-12th ofAugust 2019 in Paris, inpartnership with the“Fondation de la Maison deTunisie”, the league “Île deFrance des Echecs”, theFrench Chess Federationand FIDE.

he tournament will attribute several 2019Champions of La Francophonie titles:female & open champions, senior +50,veteran +65. Furthermore, by decisiontaken on FIDE General Assembly inBaku, all players finishing equal first willautomatically receive InternationalMaster (IM) or Woman InternationalMaster (WIM) titles. Guaranteed pricesand trophies amount to 15000 €. The meeting was held again inthe modern and nice MSIbuilding ("House of InternationalSports") where FIDE has itsheadquarters together with otherinternational sport organisations.The aim of the meeting was topresent the draft of the new FIDECharter to the members of theFIDE Constitutional Commissionand to discuss in details all partsof the document.

The final draft versionof the FIDE Charterwas agreed to be readyby the end of July 2019so that to be presentedand disseminated torelevant FIDEstakeholders for finaldiscussions.

The hard and intensive workwent in a very positive andconstructive atmosphere and allparticipants contributed to furtherrelevant improvements andamendments so that the strategicFIDE material is as much aspossible supporting the efforts ofthe world chess umbrellaorganisation to transform in thewell governed and transparentbody.

The final draft version of theFIDE Charter was agreed to beready by the end of July 2019 sothat to be presented anddisseminated to relevant FIDEstakeholders for finaldiscussions.

The Task Force work is going toits end and all of its members willbe very satisfied when the FIDEGeneral Assembly will start anew world chess era with theapproval of the FIDE Charterbefore the end of this year.

In the previous FIDE management there wasa good habit, to inform federations inadvance by email about new rules orregulations, valid from 1 July, next year afterthe FIDE Olympiad. This important reminderhas been an inspiration for federations totranslate all novelties to the nationallanguages. Then, arbiters and organizersaround the world could implement newregulations in a practice. It’s a pity that newFIDE management is not following this way –rules are published in the FIDE handbook,but no reminder was sent to the federation. Idecided to write this article when I receivedan email form one very experienced IAarbiter: Dear Tomek, I have heard that from 1July 2019 new rules about eating at thechessboard should be followed. But I couldn’tfind on the FIDE website the new version ofthe Laws of Chess, with this rule. Do youknow anything about that? The FIDE Laws ofChess is the most important, but not the onlyone source of the chess laws. The secondone is FIDE General Regulations forCompetition (old name FIDE TournamentRules). This rules are updated every fouryears, with a two years separation periodbetween them. And in 2018 was a time toupdate the General Regulations forCompetition. So if someone is looking fornovelties in the Laws of Chess, he couldn’tfind anything new.

So what is new in General Regulations for

Competitions? For example:- an article 9.5 The players should not eat atthe chessboard during the game – this iswhat my colleague was looking for.- an article 4.2 If smoking is completelyprohibited, it shall be announced in theregulation of the event in advance.- an article 7.1 Depending on the rules of thespecific competition, the captain shall berequired to deliver, at a specific time, awritten list naming the players in his teamparticipating in each round. If the list is notdelivered by the appointed time, the team listfor that round shall be the first named playersin the list submitted by the required timebefore the start of the event. The captainshall communicate to his players the pairings.- an article 7.7 … The player can also askhis captain if he may offer or accept a draw.

We have also some minor changes, forexample in article 2.2 we have “new” dutiesof Chief Organizer, in article 7.2 obligation tothe team to be present with more than 50% ofthe players to start the match, and somechanges in article 13.1 about arbitersappointments. From 1 July 2019 we have also newregulations in ECU TR, for example: -regarding dress code for the teams- B.13.2 … It is strongly recommended thatall teams’ players must be dressed in theircorporate/club/team style costumes and allmembers of the team should be uniformlydressed. - regarding dress code for thearbiters– B.13.4 … Starting with the European TeamChess Championship 2019 ECU arbiters(men/women) must be dressed in ECUbranded jackets and ties/scarfs.

A guide for the ECU Arbiters dress code willbe published and be valid from 1st January2020.

- money penalties (fines) for dress codeviolations – for whole procedure see anarticle B.13.5- new pairing rules for team swiss – M.1 …For pairing of all rounds the teams are rankedin the following order: a. Match points b.Olympiad Sonnenborn-Berger c. Rankingnumber according to article 9.
