Biography

W i l l i a m Parsons Woodard was born September 10, 1896, i n Kalamazoo,

Michigan. He at tended pub l i c schools in Kalamazoo and graduated from

Kalamazoo College with a h i s t o r y degree i n 1918. A f t e r a s h o r t period of

m i l i t a r y se rv ice as a se rgean t dur ing World War I, Woodard continued h i s

educat ion a t Union Theological Seminary, graduating i n 1921.

I n the same year, Woodard with h i s wife, H a r r i e t Mead Woodard, went t o

Japan a s a missionary of t h e American Board of Commissioners f o r Foreign

Missions (Congregational Chr i s t i an churches). Af te r t h r e e years of

language school , he worked s i x years i n Sapporo, followed by f i v e years i n

Keijo (now Seoul, Korea), and i n 1935, once again in Japan. During t h i s

l a t t e r period, he served a s s e c r e t a r y i n t h e headquarters of t h e Kumiai

Chr i s t i an Church. I n September, 1941, a s a r e s u l t of worsening p o l i t i c a l

cond i t ions preceding World War 11, he re turned t o t h e United S t a t e s .

From 1942 t o 1947, Woodard served i n the U.S. Navy a s an i n t e l l i g e n c e

o f f i c e r , r i s i n g t o t h e rank of Lieutenant Commander. He returned t o Japan

i n October, 1945, with the U.S. S t r a t e g i c Bombing Survey. I n 1946, he

accepted appointments as Chief of t he Religions Research Branch, Special

Projects Officer, and Advisor i n Religions and Cultural Resources within

t he Religions and Cultural Resources Division, Civi l Information and

Education Section of the a l l i e d command. In t h i s capacity, he worked

c losely with Japanese re l ig ious leaders and government o f f i c i a l s . Among

other achievements, Woodard advised a l l i e d leaders on i s sues re la ted t o

mi l i t a ry shr ines and s t a t e re l ig ion , and ass i s ted i n the development of t he

Religious Ju r id i ca l Persons Law. After 1947, Woodard re ta ined these

posi t ions a s a c i v i l i a n employee u n t i l the end of the occupation in 1952.

After a year i n the United S ta tes , Woodard once again returned t o

Japan and founded the Internat ional I n s t i t u t e f o r the Study of Religions,

which ass i s ted scholars of a l l n a t i o n a l i t i e s i n t he study of re l ig ions i n

Japan. Woodard served a s d i rec tor of the I n s t i t u t e and ed i t o r of its

English language journal, Contemporary Religions - i n Japan, u n t i l 1966.

He a l s o wrote a r t i c l e s on re l ig ion f o r the Japan Times from 1962 t o 1966, - and contributed regular ly t o other newspapers and journals.

H i s first wife died i n 1956. Woodard l a t e r married Margaret

Cuddeback, a missionary and YWCA secretary when he met her. I n 1961, he

received an honorary Doctor of Divinity degree from Kalamazoo College.

After returning t o the United Sta tes , Woodard lectured a t Claremont

Graduate School from 1966 t o 1972. During t h i s time he a l so continued t o

research and wri te about the re l ig ious po l ic ies during t h e occupation of

Japan. This study culminated i n the publication of h i s book, - The Allied

Occupation of Japan - and Japanese Religions, i n 1972.

Woodard died February 20, 1973, in Pomona, California a t the age of

Scope and Content Note

Inventory May, 1987

The William P. Woodard Papers contain correspondence, manuscripts,

allied occupation documents, research files, mission records, copies of his

published writings, personal materials, films, audiotapes, and 105 free-

standing volumes.

The correspondence is arranged chronologically from 1916 to 1974. A

large portion of the correspondence is to and from family and friends,

including a few items received by his family after Woodard's death. The

letters contain information of interest to historians, such as the 1923

Kanto earthquake and pre-World War I1 conditions.

Some correspondence relating to Woodard's research on religion during

the allied occupation is present. Correspondence with John Foster Dulles

(~ebruary 6, 1951), Douglas MacArthur (October 12, 1962), Edwin 0.

Reischauer (~e~tember 25, 1964 ; December 28, 1964 ; and March 25, l968), and

John D. Rockefeller (October 22, 1951; November 5, 1951 ; May 21, 1952; and

July 7, 1955) is in the collection.

The manuscripts have been subdivided into those of book length,

article length, and by others. The book length manuscripts include drafts

and related material to Woodard's The Allied Occupation of Japan and - Japanese Religions as well as his dissertation. The article length

mmuscripts include not only articles but also book reviews, sermons,

prayers, and speeches. Also included in this section are Woodard's diaries

which range in date from 1921 to 1961. These manuscripts reflect Woodardts

interest in religions in Japan including Shinto, Buddhism, Christianity,

Islam, and the new religions and sects which proliferated after World War

11. Woodardls concern with religious freedom and tolerance appears in the

manuscripts addressing the development of religious law in Japan.

The allied occupation documents section consists of bulletins,

correspondence, memoranda, special reports, translations of press reports,

religious policy, surveys of religion, and other items generated, primarily

by Woodard's branch, during the occupation. These materials are separated

into series. The series are arranged alphabetically, and material within

each series is ordered chronologically. Many of the documents are drafts,

but some are in final form. Of special interest are four boxes of material

relating to the Yasukuni Shrine (the central state shrine for the

veneration of the war dead) and a nearly complete set of Supreme Commander

for the Allied Powers Instructions (SCAPINS).

The research files comprise the bulk of the collection. Materials are

grouped by subject and arranged alphabetically. These files contain notes,

information, and other research matter by and/or about individuals and

subjects of interest to Woodard. Major subjects in this section are:

Allied Occupation of Japan and Japanese Religions reference material,

Buddhism, Christianity, education, emperor, new religions, new sects,

religion in Japan, Religious Juridical Persons Law, and Shinto. Woodard

focused his research on religion, but the section includes general social,

cultural, and historical subjects.

The mission records contain correspondence and documents of the

mission with which Woodard was associated, dating from 1869. The largest

portion of this material is pre-World War 11. It is an important source

Woodard's published wr i t ing contained wi th in t h e c o l l e c t i o n inc ludes

a r t i c l e s i n journals , newspapers, and repor t s . Kodansha, a publishing

f i r m , reproduced a l l the Japan Times a r t i c l e s by Woodard and these are i n -- t h i s sec t ion.

The personal ma te r i a l s include information and memorabilia of

Woodard's family; m i l i t a r y se rv ice ; t r a v e l ; and from schools, sh r ines , and

temples. A c o l l e c t i o n of bus iness and c a l l i n g cards is included. A copy

of the Imperial Resc r ip t on the Declarat ion of War on the United S t a t e s and

Great B r i t a i n is a l s o present .

Another s e c t i o n conta ins a series of t h i r t y , 8 rnm f i l m s on t o p i c s from

firewalking, sumo wres t l ing , and t r a d i t i o n a l costume through r e l i g i o u s

p laces and r i t u a l s , including Ind ia and Thailand. These f i l m s a r e without

audio and, wi th one exception, appear t o have been made by non-

profess ionals . The f i l m s a r e only i d e n t i f i e d by s h o r t notes on t h e

conta iners .

S ixteen audio t apes of in terviews with, and speeches by, prominant

r e l i g i o u s l e a d e r s i n Japan a r e a l s o with the papers. The t apes are mostly

i n English, b u t inc lude some i n Japanese.

The c o l l e c t i o n includes 105 free-standing volumes. Woodard authored

contr ibut ions . Other volumes i n t h i s sec t ion contain annota t ions by

Woodard . Two boxes o f s l i d e s , p r i n t s , negatives, and p i c t u r e pos tcards were

separa ted t o t h e Photograph Collection. A l a rge por t ion of these

photographs d e p i c t Shinto sh r ines , Buddhist temples, and paraphenalia.

Other photographs show Chris t ian churches, r e l i g i o u s l eaders , individuals ,

and Japanese scenery. Many of the photographs a r e no t i d e n t i f i e d , although

some can be i d e n t i f i e d by s igns i n the photos.

Also, a set of twenty-eight microfilms were separa ted t o t h e

Microforms and Recordings Department. These microfilms are a l l r e l a t e d t o

Woodard's r e sea rch on re l ig ion . An important subset is t h e microfilm of

records of t h e War Department, which were source mate r i a l f o r Woodard's

book.

Approximately twenty-five Japanese p r i n t s were separa ted t o the

Archi tec ture and Al l i ed A r t s Library.
