What is e-Manifest?
U.S. EPA’s National System for Tracking Hazardous Waste Shipments Electronically
e-Manifest Covers:
RCRA federal hazardous waste Regulated PCB waste shipped on a manifest State-regulated hazardous waste (none in Ohio) Conditionally Exempt Small Quantity waste (if manifest
is required by state) Imported hazardous waste
What you need to know:
e-Manifest launches nationwide on June 30, 2018
Facilities have the option to create and submit manifests electronically in e-Manifest
U.S. EPA will charge a fee to receiving facilities for each submitted manifest
Fees are based on the type of manifest submitted paper vs electronic
e-Manifest data will be available publicly 90-days after the manifest is signed by the receiver
Highlights & Advantages
e-Manifest participation is NOT REQUIRED for generators, but highly recommended
U.S. EPA’s goal is to have a fully electronic system

Benefits:
Changes to the Manifest
The existing 6-copy manifest form is being replaced New 5-copy form New form effective June 30, 2018 Old form can be used while supplies last
U.S. EPA recommends that a sticker is placed at the bottom of page one stating that this copy of the signed manifest must be sent to U.S. EPA

Access an Existing Site
Click “Add Existing Site” to access a site that already has an EPA ID

Request Site ID
All searches are based on an “and” condition meaning all listed fields must be satisfied to be included in the results
01If you are unable to find the site you are looking for select “Request Site ID” to request a new EPA ID

Successful Search
• Search by street name, State and Zip
• Sites found using the search criteria will be displayed
• Click the check box next to the site(s) you want to access
• Click Request Access
Select Permissions
None: User has no permission for these sites, default
Viewer: User can view, but cannot change data
Preparer: User can enter data, but cannot sign or submit
Certifier: User can enter data and submit the information for their approved site(s). Completion of an Electronic Signature Agreement (ESA) required

Security Questions
User selects five security questions and answers that will be used as part of the verification process for signing and submitting information

User attests electronic signature is equivalent
to handwritten signature
Review the Electronic Signature Agreement Click “Verify and Sign”
Information evaluated and given a score, if
score is met, the user’s ESA will be recorded and the user will be able to submit and
sign information
If the minimum score is not met, user can edit and try again, or use the paper process to
complete the ESA.
Users are only allowed to submit information for electronic identity proofing three times
within a given 24-hour period

Updating Existing Permissions
Log In Click on Profile Name in upper right-hand corner Select Profile
My Site Permissions
Select the My Site Permissions Tab
Modify Permissions
Select the facility/facilities you would like to update permissions for
Click Modify Permissions for Selected Sites
Select Permissions
Click on the permission level you want to update
Click Send Request
Wait for Approval
Depending on the permission requested Ohio EPA, U.S. EPA, or Facility’s Site Manager will respond to the request
You will receive an email once the permission request has been approved or denied
