SOME LARGE PROJECTS are developed over time and have special requirements. Development phases might need feasibility or pre-engineering studies or perhaps early testing, before a major hardware investment decision are made.

Airport and In-fl ight SecurityIMMEDIATE PROTECTION | ROUTINE SITUATION | MINIMIZE DISTURBANCE | LIMIT BAD PUBLICITY

Since the Lockerbie disaster, authorities, airports and airlines have concentrated on improving security measures on the ground and in the air. Airports, one prime target of terrorism and hostile attacks, are installing improved systems for detection of weapons, toxic substances, explosives and explosive devices. Refi nements in how to handle a detected suspect item, are constantly being sought. Today, threats are not only limited to explosive devices. Safety risks from toxic or bio-toxic material have become a new threat.

THE DYNASAFE APPROACH is to establish safety by contain-ment of the suspect item and transport it to a place where EOD specialists have the time and equipment to investigate and to decide how to deal with it.

DYNASAFE provides equipment for all parts of the airport. From suppression chambers reducing the direct effect of fragmentation and pressure wave up to containment chambers that are not only able to contain complete explo-sions but also to remain gas-tight. DYNASAFE containment equipment varies in size from small, portable chambers designed for small hand-luggage up to large stationary chambers for containment of bulky cargo items.

QUESTIONS TO BE CONSIDERED ARE

What will happen, during a fl ight, if a passenger is able to gain access to a weapon, toxic material, or an explosive device?

How can the crew or security personnel cope with suspicious hand luggage items discovered after take-off?

Are there any places in the aircraft in which dangerous items can be stored safely until the aircraft can land?

THE DYNASAFE PORTABLE Explosion Containment Vessel (PCV) is a small containment system that for example can be disguised as e.g. an aircraft food service cart and stored on the aircraft within the food service galley. The PCV is completely gas-tight and can safely contain the suspected item until landing, where police or other authorities can take care of the situation.

Another question of in-fl ight security is concerned with fl ight transport of explosive devices or other gas-generating sys-tems containing certain amounts of explosive material. The DYNASAFE GEC series of portable Gas-tight Explosive Cham-bers allow safe transport of explosives and gas-generating devices and can signifi cantly reduce the hazardous goods rating classifi cation of such explosives.

The tragic events of September 11 and more recent terrorist attempts have highlighted the importance of in-fl ight security.

THE PREDOMINANT PHILOSOPHY on how to handle possible explosive devices and items containing toxic material, is whenever possible to DETECT, CONTAIN and REMOVE the item to a place where it can be investigated and evidence can be secured by EOD specialists in a man-ner that does not constitute a threat to public safety.

DYNASAFE offers a unique range of products for safe containment and removal of suspect explosive and toxic material.

The DYNASAFE Mobile Explosion Containment Vessel (MECV-series), is an advanced and high performance bomb chamber available in a basic version on a frame or optionally on a trailer, truck or even with an integrated drive unit. Other options available include lead shielding to provide protection against radio-active contaminated material (dirty bombs) and an internal heating system, which gives the operator the possibility to destroy items on-site in a batch type operation. The latter option is new and improves public safety, the safety of the bomb squad and increases the effi ciency of such operations.

The DYNASAFE product line features containment designed for conventional or NBC compatible appli-cations and for repetitive use. All DYNASAFE con-tainment chambers are equipped with gas release valves enabling sampling and can be combined with a DYNASAFE emergency decontamination system.

DYNASAFE’S long term experience in dealing with explosives, chemical/biological agents and their containment for removal and transport until fi nal destruction, makes DYNASAFE not only a reliable supplier but also a unique source of know-how.

EXAMPLES OF PROBLEMATIC SITUATIONS

A suicide bomber has been neutralised leaving unidentifi ed explosives at a public place. The explosives needs to be removed safely.

After an anonymous tip, a substance of possible sensitive explosives has been found.

Old and possibly unclassifi ed explosives have been found in a building.

A letter has been delivered to an embassy and recognized as suspicious.

A terrorist device possibly containing toxic material has been detected in a public place. It is determined safe to move but not to neutralise.

Security staff at a major event have discovered a suspicious bag.

DYNASAFE PROVIDES SEVERAL PRODUCTS DESIGNED FOR THESE NEW SECURITY CONCEPTS AND ARE CHARACTERISED AS

Public buildings, headquarters of multinational companies and embassies, among others, could be targets for hostile attack. Letters and parcels have been used to deliver explosive devic-es; they are intentionally used to threaten individ-uals, organi-sations and governmental institutions. Direct attacks and riots are in some places accepted as daily risks. In addition, toxic agents are now used more frequently for the same purposes.

The DYNASAFE Surveillance and Communication Centre (SCC) is an example of a product where experience from containment is combined with modern requirements for communication and protection. The centre provides a high level of explosive blast protection, e.g. from car-bombs as well as protection from sniper fi re and potential NBC attacks.

Over the the last few years threats to life and property from explosive devices and material suspected to contain explosives have increased. By using DYNASAFE products, security professionals are not only reacting but preparing for possible worst-case scenarios.

Transportation of material containing explosives is only permitted under specifi c safety/security conditions and transport through highly populated areas is in most cases

diffi cult to avoid. DYNASAFE equipment is used all over the world for the safe transportation of conventional and stockpiled chemical munitions. For transport and storage of chemical munitions, responsible public organisations in Germany, United States and Japan trust in the reliability and safety of gas-tight DYNASAFE chambers.

Explosives and toxic material for both military and civil use are now stored in special ways. Even when large amounts of explosives are stored securely, far away from urban areas, there is still a risk of small amounts of explosive setting off a mass detonation. If toxic material is included in such a detonation the consequences could be very dangerous.

Remnants of war, including old munitions or explosive devices, are still recovered from grounds of former military activities and need to be transported to storage places. Daily transport of explosives containing material such as munitions, fuses, busters and complete munitions rounds are frequent examples of equipment for which safe transport is needed.

DYNASAFE chambers can be equipped with windows enabling ultra high speed fi lming of detonations, pressure recording, gas-sampling, off-gas cleaning and interior fragment protection shields.

Destruction of Munitions

Recently, environmental and security sensitivity in the world to explosive remnants from war has been increasing. People are now very concerned about potential threats to environment and humans from such war remnants.THE INTERNATIONAL COMMUNITY largely agrees that the disposal of these remnants both reduces risks for the affected region’s inhabitants and the risk of remnants falling into the wrong hands. Environmental awareness has led to a situation where destruction or disposal of munitions by open air burning is not longer acceptable any longer in many parts of the world. There is an increasing demand for sound destruction technologies to meet strict international safety and environmental standards.

TRANSPORT In most cases it is necessary to transport recovered munitions over public roads once the munitions have been recovered. For such activities DYNASAFE provides different models of transport chambers and similar solutions depend-ing on the needs of the client.

MUNITIONS DESTRUCTION For munitions destruction, DYNASAFE offers both Static (hot) Detonation Chambers (SDC) and Controlled (cold) Detonation Chambers (CDC).

CONTROLLED DETONATION CHAMBERFor munitions with high TNT equivalents DYNASAFE offers Controlled Detonation Chambers. The item to be destroyed is combined with an external donor explosive load and then de-tonated in a sealed, gastight containment system. DYNASAFE offers complete plants, including off gas cleaning systems, scrap treatment and removal systems.

Safe handling, storage & destructionDYNASAFE produces the equipment and has the experience to provide solutions for safe, fast and environmentally acceptable destruction. DYNASAFE products and solutions are applicable to the transport of munitions and to interim storage until fi nal destruction.

The DYNASAFE Static Detonation Chambers (SDC) are unique, armoured destruction chambers facilitating direct feeding of munitions. Unlike most munitions destruction technolgies, which require signifi cant disassembly or dismant-ling prior to feeding the munitions for destruction, prepar-ing work can be limited to a minimum by the SDC. Static Detonation Chambers are available as gas tight versions, and as such are normally found to be the choice of prefe-rence for the destruction of old chemical munitions.
