DWI Productscomplying with

Regulation27, 30 & 31 for

Water Undertakers

Substantial Experience

Since 1992 SILOTANK has been servicing the waterindustry with its comprehensive range of products andhas always been recognised for its commitment tocontinuous improvement and stringent quality standards.Although SILOTANK has a long track record ofmanufacturing tanks and towers with WRAS approvedmaterials, we believed that WRAS approval for rawmaterials was insufficient on its own for a critical publichealth product like potable water.

The introduction of the new Water Supply (Water Quality)Regulation further reinforced this belief that the wholeprocesses of manufacturing, workmanship and the finishedproduct involving consumables needed to be approved. The Drinking Water Inspectorate (DWI) achieves thisthrough its test and inspection regime. DWI regulatespublic water supplies in England, Wales and NorthernIreland. It is also responsible for assessing the quality ofdrinking water, imposing sanctions if standards are notbeing met and taking appropriate action when water isdeemed unfit for human consumption.

DWI also approves the processes and products to beused in the processing of raw water. It has establishedstringent quality control criteria which must be satisfiedprior to approval being granted. Each process or productsubmitted for approval must undergo a rigorous procedureof testing and scrutinising and if required modificationswill be recommended.

Approval Process

Following in line with the company ethos of quality andservice, SILOTANK approached its material partners todevelop a special formulation of thermoplastic which isfabricated into sheets, welding rods connections and pipesused in the manufacture of tanks. Working in conjunctionwith our partners and quality auditors we have alsoredesigned our in house manufacturing processes toensure our products meet the required quality standards.

After a sustained period of research and development wesubmitted our Leinster and Connaught range of tanks andtowers for testing and approval in accordance withRegulation 31 of the Water Supply (Water Quality)Regulations 2001, in Wales, Regulation 27 of the WaterSupply (Water Quality) Regulations 2001, in Scotlandand Regulation 30 of the Water Supply (Water Quality)Regulations 2007, in Northern Ireland.

To meet the standards our products underwent a seriesof thorough tests over a period of two years including toBS 6920.These tests included analysis of leachates fordeterminates specified by the Committee on Product andProcesses (CPP), measurement of total organic carbon(TOC) as well as other test procedures and toxicologicalstudies requested by the CPP.

Our Leinster and Connaught range of products havereceived full product approval by the Secretary of Statefor the Environment, Transport and Regions to therequirements of Regulation 31 of the Water Supply (WaterQuality) Regulations 1089 under the Drinking WaterInspectorate.

Regulation 31

Of the Water Supply (WaterQuality) Regulations 20001

implements Article 10 of theCouncil of the European UnionDrinking Water Directive (DWD)

in England and Wales for allchemicals and construction

products used by waterundertakers, from the sourceof the water, up to the point of

delivery to the consumer’sbuilding.

The purpose of the regulation is toprevent water supplies becomingcontaminated during their treatmentand supply to consumers. Water

Undertakers are required to provideevidence to the Drinking Water

Inspectorate (DWI) that thecomponents and equipment comply

with the criteria.

Designed within a nominal capacity range of 100 to50,000 litres, Leinster range products are fabricated ina specially formulated, pre-heated, non-toxic, non-leachingthermoplastic which is based on a black stabilised polymer.

Designed within a nominal capacity range of 100 to200,000 litres, Connaught range products have athermoplastic inner shell fabricated in a speciallyformulated, pre-treated, non-toxic, non-leachingthermoplastic polymer. This polymer is externallyreinforced with glass fibre laminate which contains lowlevels of organic residue conforming to BS 4994 1987.
