New Construction

• Multifamily designed specifically as a retrofit program

• Duquesne is committed to providing customers a seamless

experience and will ensure that projects are directed to the

appropriate program if multifamily is not applicable

• During program launch, four new construction projects were

investigated and have discovered some challenges:

– PA PUC defines specific requirements for quantifying the weather-

dependent savings for residential new construction

– The energy modeling that developers are already performing for tax

credit purposes do not follow the same set of standards

– The expense of the additional modeling required for an Act 129

rebate may significantly reduce the interest of developers in the

program
