We assist clients in developing
thoughtful energy-related policies, and in building win-win regulatory
frameworks. We also provide
technical and strategic support throughout the regulatory process.
Dunsky developed a comprehensive white paper and roadmap on building energy performance labelling policies for residential and commercial markets. The paper included a review of experience worldwide, identified key design issues and challenges, compared options, and laid out an implementable roadmap. The white paper went on to inform rating policies in several U.S. states and beyond.
BUILDING ENERGY LABELLING POLICIESDunsky has assisted Efficiency Nova Scotia, Canada’s first independent energy efficiency administrator, since its inception. We worked with ENSC throughout the regulatory cycle –preparing key aspects of its plan, engaging with its stakeholders and board of directors, planning for the hearings, preparing written evidence, and delivering expert testimony. ENSC has secured approval of each of its plans, with strong stakeholder support.

Dunsky co-developed the Efficiency Maine Trust’s first triennial plan. With a focus on residential programs and enabling strategies, we took a careful look at Maine’s unique needs and context; examined best practices; designed appropriate strategies; developed cost and savings assumptions; consulted with stakeholders and EMT’s board; and assisted the Trust as it sought and won authorization for its all-fuels plan.
COMPREHENSIVE ALL-FUELS DSM PLANDunsky played a pivotal role in developing New Brunswick’s first comprehensive, integrated electric DSM plan. We assessed the cost-effective potential for savings across the province, then designed a portfolio that includes both energy efficiency programs and innovative demand response initiatives. We also provided an array of other technical, planning, and strategic support services to the provincial utility, NB Power.

With the province set to raise the efficiency bar in its building code, BC Hydro turned to Dunsky to develop a new strategy aimed at moving theresidential new construction market toward near-zero energy homes. DEC consulted builders, developers and other trade allies, conducted thorough, measure-level analyses of pathways to greater efficiency, reviewed best practices and designed a new strategy that could meet the utility’s cost-effectiveness criteria.

When Quebec’s Energy Efficiency Agency launched a new low-income energy retrofit pilot, it turned to Dunsky for technical support. We helped the agency prepare its contractor RFP, developed a user-friendly tool to allow energy evaluators to determine which energy saving measures are cost-effective to implement, and provided technical expertise to resolve issues that arose between energy auditors and contractors.
RESIDENTIAL RETROFITS
Dunsky assisted Rosdev, a prominent commercial property owner and management company, to achieve BOMA BESt certification at the Federal Court building in Montreal. We are also providing building recommissioning (RCx) to optimize the energy performance at another of Rosdev’s properties, as well as coordinating efforts to secure LEED Gold certification for existing buildings.

The Dunsky team worked with a partner firm to review and redesign the Canadian Office of Energy Efficiency’s program evaluation plans. We assessed the previous evaluation strategies against North American best practices, and designed a set of improved –and implementable – evaluation plans for the federal government’s residential programs, its labelling initiatives, and its work developing new codes and standards.

In partnership with another firm, Dunsky was selected by the California state regulator to lead the impact evaluations of a broadportfolio of 23 innovative financing programs. These programs cover all sectors, and an array of financing mechanisms. We were also selected by the state’s investor-owned utilities, under another umbrella contract, to work on the process evaluation of California’s new statewide financing pilots.
