2 Sydenham to Bankstown Urban Renewal Corridor Strategy
The Sydenham to Bankstown Draft Urban Renewal Corridor Strategy was exhibited between October 2015 and February 2016.
The proposals for areas of increased housing densities around train stations that will become part of the new Sydney Metro generated significant community and stakeholder interest resulting in over 1,800 submissions on the Strategy.
The key issues raised in regards to the Dulwich Hill Station Precinct were:
●● Streets with heritage character should not be redeveloped and Federation streetscapes should be preserved;
●● There was concern from some residents about the impact of development on Macarthur Parade, Durham Street, Consett Street, The Terrace, Ewart Street, Ness Street, Wardell Road, Riverside Crescent and Pilgrim Avenue;
●● Growth should be focused on industrial and under-utilised land such as New Canterbury Road;
●● Concerns about the potential impact of new development on the local long-nosed bandicoot population; and
●● There was general support from land owners for redevelopment on Hercules Street although some submissions were concerned about impacts on local heritage and surrounding existing dwellings.
During the course of 2016, a detailed review of the Strategy was undertaken considering issues raised in submissions. This included a community design workshop in May 2016, architect and urban design review and heritage studies.
The revised Strategy has been updated to:
●● Retain more streets for low-density housing, in particular the areas to the south of Ewart Street and north of Beach Street;
●● Identify Ewart Street (west of Ness Avenue) as a potential new Heritage Conservation Area;
●● Provide opportunities for medium-high rise buildings (up to eight storeys) between Ewart Street and Ewart Lane given the proximity to the new Sydney Metro station entry and the light rail station entry;
●● Allow apartment buildings up to eight storeys on Hercules Street and Terrace Road in line with a high level masterplan prepared by JBA; and
●● Identify areas where public domain improvements will be carried out and improve pedestrian and cycle connections across the precinct and to open space.
The vision for the Dulwich Hill Station Precinct is:
●● A local centre that provides a high quality living environment with good transport connections;
●● Pockets of new residential development will help to bring a greater range of activities and housing options to Dulwich Hill;
●● Support the heritage and conservation areas which contribute to the character of the area along with the ‘village-like’ feel of the neighbourhood;
●● Improve the quality of the footpaths, street trees and lighting, especially around Wardell Road and the railway station, to create an enhanced local centre; and
●● The potential for a new linear park along the metro line could create a new and interesting place for leisure and recreation.
The proposed changes to the land uses and built form controls in the Dulwich Hill Station Precinct will provide 2,000 additional dwellings by 2036.
EXECUTIVE SUMMARY
Design of the GreenWay South WestDPE is preparing a concept landscape masterplan for a shared pedestrian and cycle link and linear park should surplus rail land become available.
Public Domain and Station Access PlansSydney Metro are preparing a Public Domain and Station Access Plan for improved station design, accessibility and interchange with other modes of transport. The new metro station at Dulwich Hill will provide improved pedestrian and bicycle access.
Finalisation of the Strategy and Local Planning DirectionDPE will finalise the Strategy including a local planning direction (a Section 117 Direction) to ensure that future residential development across the corridor is consistent with the Strategy.
Special Infrastructure ContributionDPE is preparing a draft Special Infrastructure Contribution plan (SIC) to identify the regional infrastructure improvements required to support growth in the corridor. The SIC levy will fund a range of community, transport and open space infrastructure.
Planning for SchoolsThe Department of Education will identify locations for new or expanded schools within the corridor based on the growth proposed in the Strategy.
Precinct Support Scheme FundingDPE will provide funding to Councils through the Precinct Support Scheme to improve amenity and infrastructure within the corridor.
Open SpaceCouncil will complete the ‘missing link’ of the GreenWay connecting Iron Cove to the Cooks’ River.
Heritage ConservationCouncil will prepare a Planning Proposal to formalise the protection of potential Heritage Conservation Areas on Ewart Street and Wardell Road.
The following actions for the Dulwich Hill Station Precinct will commence in the next 12 months:

1INTRODUCTION
1.1 IntroductionThis chapter builds on the themes and visions developed for the revised Sydenham to Bankstown Urban Renewal Corridor Strategy and looks specifically at the Dulwich Hill Station Precinct. The Dulwich Hill community places a great deal of value on the heritage and local character assets of the area. The introduction of the Sydney Metro will provide the opportunity for additional homes near the station but this will be balanced with retaining existing areas of community value.
This chapter will provide a summary of the issues raised during community and stakeholder consultation along with some of the findings of the independent review carried out by CM+, an architectural review by panovscott architects and a heritage study carried out by NBRS.
A revised vision statement and land use plan is presented along with updated housing and employment forecast data showing how the proposed changes will deliver new homes and jobs. Finally the chapter will conclude with a schedule of the infrastructure required in Dulwich Hill to support this growth and the key actions for the Strategy to be implemented.
1.2 Character and contextThe Dulwich Hill Station Precinct is located within the Inner West Council Local Government Area and approximately 7.9km from the Sydney CBD. The precinct borders the suburbs of Summer Hill and Lewisham to the north, Marrickville to the east and south and Hurlstone Park to the west. The boundary of the station precinct is based on a radius of 400 to 800m from Dulwich Hill Station, which represents a five to ten minute walking trip.
Dulwich Hill has a small retail centre focused around Wardell Road on both the northern and southern side of the railway line with a small number of neighbourhood shops. Around the railway station, the traditional two storey high street buildings are undergoing a transition to mixed-use buildings with a height up to seven storeys.

SECTION 1: INTRODUCTION
The built form in Dulwich Hill is generally traditional, fine grain, one to two storey buildings. Residential areas are largely occupied by semi-detached and detached houses on relatively compact lots dating from around the early 1900’s. There are also a number of three to four storey walk up residential flat buildings to the south of the station.
The Dulwich Hill Station Precinct includes a number of Heritage Conservation Areas:
●● The South Dulwich Hill Heritage Conservation Area is located north east and south east of the station in the Dulwich Hill Precinct. The conservation area is typically characterised by Federation and Inter War bungalows and residential flat buildings from the early 20th Century;
●● Inter War Heritage Conservation Area Group around Hollands and Jocelyn Avenues; and
●● Dulwich Hill Commercial Precinct Heritage Conservation Area is located where New Canterbury Road meets Marrickville Road.
The Precinct is well served by public transport including two stops on the Inner West Light Rail Line – Dulwich Hill and Dulwich Grove, located to the north of the Precinct, and Arlington light rail stop just outside the Precinct. The northern portion of the precinct – New Canterbury Road and Marrickville Road includes a number of bus routes.
Community facilities include a branch library located just to the north of Marrickville Road. The precinct has a number of public and independent schools generally located within the northern and eastern sections of the suburb including:
●● Dulwich Hill High School of Visual Arts and Design;
●● Dulwich Hill Public School; and
●● St Maroun’s College.

The Dulwich Hill Station Precinct has a number of constraints that limit opportunities for renewal within the precinct, this includes:
●● Flooding on land adjacent to the Cooks River;
●● Strata titled apartment buildings to the south of the station limiting redevelopment opportunities;
●● Fragmented retail core with the main retail and activity area ‘Dulwich Hill Village’ located away from the rail station;
●● Small residential allotments makes amalgamation of sites for redevelopment difficult; and
●● High residential land values makes redevelopment more unfeasible.
While having a number of constraints, the Precinct still has several key opportunities, including:
●● Excellent public transport with rail, light rail and frequent bus routes;
●● Good amenity in the form of local open space, schools and local retail; and
●● Strong market demand for increased housing.

To inform the draft Strategy, an opportunities and constraints analysis was undertaken by JBA and identified areas (labelled A to C in Figure 4) as having the most renewal potential and for further investigation within the Dulwich Hill Station Precinct.
Area A was identified as an opportunity to intensify areas surrounding the station with low rise infill residential flat buildings (of three to five storeys). This would be subject to understanding flood constraints around Riverside Crescent.
Area B between New Canterbury Road and the Rail lines was also identified as a location for low rise apartments between three and five storeys and in order to consolidate the existing predominant built form of residential flat buildings. The area is well defined and benefits from larger lots and access to transport, retail and schools in Dulwich Hill.
Area C located south of New Canterbury and Marrickville Roads was identified for its opportunity to take advantage of its proximity to retail, transport (including light rail) and schools. It was proposed that heights could vary in this location, ranging from three storeys to 10 – 12 storeys on opportunity sites.
The draft Strategy proposed increased residential development around Ewart Street and Wardell Road close to the station along with an area of medium and medium-high rise housing on Hercules Street. Areas of shop top housing were proposed along New Canterbury Road, Marrickville Road and Wardell Road consistent with the Council’s existing planning controls.

●● More shopfronts are not needed in Dulwich Hill, as the existing shopfronts are vacant;
●● Priority bus corridors should be considered to address congestion on Canterbury Road;
●● Council’s car park on Seaview Street should be considered for a new urban plaza;
●● There is a lack of open space in Dulwich Hill, exacerbated by the community recently losing access to Dulwich Hill Public School open space;
●● Development will result in the loss of backyards in Dulwich Hill;
●● The existing skate park in Dulwich Hill is not a quality public open space;
3WHAT WE’VE HEARD
3.1 Community feedbackThe draft Strategy was publicly exhibited from 14 October 2015 to 7 February 2016. Over 1,800 submissions were received of which 561 related to the Dulwich Hill Station Precinct.
The key issues raised included:
●● The Strategy should have further consideration of heritage impacts and streets with heritage character should not be redeveloped, including the ‘Macarthur Estate’ and Dulwich Hill’s unique, fine-grain character and ‘village feel’;
●● Height transitions will not provide for adequate integration of new developments with existing housing and high density will result in negative impacts such as overshadowing, privacy issues and noise;
●● Wardell Road around the station, and south of the station should not be developed;
●● The block bounded by Kintore Street, Hercules Street, Beach Road and Macarthur Parade should not be developed;
●● Ewart Street west of Ness Street should not be developed;
●● David Street Heritage Conservation Area should not be developed;
●● A mixture of strong support and opposition for development of the block bounded by Terrace Lane, Consett Street and Hercules Street;
●● New Canterbury Road, between Marrickville Road and Herbert Street, and Seaview Street should be included in the Strategy;
●● Growth should be focused on industrial and underutilised land;
●● Residential high rise should be considered along Canterbury Road;

●● The Department should facilitate the use of school grounds for use as public open space;
●● Recent high rise redevelopments in Canterbury, Dulwich Hill and Marrickville demonstrate very poor quality design and increased high rise will result in homogenous ‘cookie cutter’ development;
●● Additional community amenities should be provided for a growing population. There is a need for a multi-purpose community and sports hall in Dulwich Hill;
●● Biodiversity should be considered, particularly potential impacts on the long-nosed bandicoot. Long-nosed
bandicoots live in under-floor areas and backyards of older houses in Dulwich Hill; and
●● Development should include provisions for affordable housing, particularly in Dulwich Hill and Marrickville.
A number of submissions proposed sites where redevelopment could be considered as part of the Strategy or where additional development potential could be investigated, such as:
●● Some landowners supported redevelopment of the block bounded by Hercules Street and the light rail line, particularly in the area adjacent to Dulwich Grove Light Rail stop; and
●● Development south of the station including Riverside Crescent and Woodcourt Street.
Submissions from this Precinct were also concerned about the consultation process, impacts of growth and development on the character of the area, housing affordability, design quality of new apartments, local traffic and parking issues, and the adequacy of existing infrastructure, services and open space to meet the demands of increased population. These issues are discussed in detail in the corridor report.
3.2 Council feedbackThe former Marrickville Council (now Inner West Council) made a submission on the draft Strategy and the key points raised included:
●● The strategy does not give adequate protection to heritage specifically 231-245 Wardell Road which are proposed to be included in the South Dulwich Hill Heritage Conservation Area;
●● Need for a more detailed level of masterplanning and a staged implementation approach for the precinct to avoid uncoordinated development response;
●● Support extending the Dulwich Hill Station Precinct to include the entire Dulwich Hill centre as defined by the Marrickville Local Environmental Plan 2011;
●● Consideration of the Seaview Street council car park as an urban plaza as an alternative to the Loftus Street car park;
●● Support for five to six storey heights around Dulwich Grove light rail station;
●● Support for appropriate development around Dulwich Hill station;
●● The block bounded by Hercules Street, Consett Street and Terrace Road should remain largely intact;
●● Higher density residential development could occur further to the west where there are three to four storey walk up flats;
●● Concern raised in relation to the loss of streetscape on the northern side of Mcarthur Parade between Beach Road and Marrickville Road;

●● Land between Ewart Street and the rail line identified for two to four storey apartments west of Ness Avenue is questioned due to high quality existing streetscape and accessibility to the station;
●● Wardell Road between Ewart Street and the Cooks River displays high quality streetscape and Victorian and Federation era housing;
●● Low rise housing proposed on Livingstone Road, David Street, Marrickville Road and Hastings Street Marrickville does not take in to account the fact that there are heritage items and Heritage Conservation Areas in this location; and
●● Overall there are general concerns that the Strategy would result in the loss of the character and fabric in many streets across Dulwich Hill.
3.3 Community workshopsIn May 2016 the Department undertook a series of six community workshops to provide further opportunities for community and land owner feedback. 29 participants attended the Dulwich Hill workshop. The key issues raised were:
●● Desire to retain the existing character of Dulwich Hill including single storey detached homes on wide leafy streets with clear lines of sight;
●● Protection of Federation homes and the fine grain architecture of the suburb;
●● The scale and densities proposed in the Strategy are too high for the area;
●● More open space is required in the Precinct;
●● Development above the train station, along Canterbury Road and utilising industrial land should be investigated before the rezoning of existing residential areas;
●● Schools, childcare facilities and roads will not be able to support an increased population;
●● There should be a greater focus on good design around the precinct and the development of design guidelines could be used to ensure that key areas in the Precinct are developed well;
●● Transitions in height and appropriate setbacks should be applied to development in the Precinct;
●● Improvements to Jack Shanahan Park and public access to Marrickville Golf Club and Dulwich Hill Public School grounds should be considered;
●● Improvements to pedestrian and cycle connectivity should be included.

4.1 CM+ design reviewConybeare Morrison (CM+) are a leading architectural and urban design practice with extensive experience in masterplanning, place making and urban transformation. DPE engaged CM+ to review the land use plans publicly exhibited and identify areas where improvements could be made to provide a better outcome for residents, future residents and businesses in the Station Precinct.
CM+ recommended a number of modifications to the land use strategy including:
●● Encourage medium density housing types within proximity of the station, extending further west along Ewart Street from the station;
●● Provide new pedestrian links as sites redevelop between Bayley Street and Wicks Avenue;
●● Provide new green connections along the light rail corridor linking the GreenWay; and

4.2 Architectural design reviewPanovscott architects undertook a study to examine the precinct’s integration with the new station design and to identify urban design opportunities resulting from the new station projects. The Government Architect NSW oversaw the project and input was provided by the Department, Sydney Metro Delivery Team and the local councils.
The key recommendations were:
●● Creating a new civic space with a park topography and character immediately south of the rail line that will allow the space to be used by the community at different times for different things;
●● Developing a strategy for the orderly development of the amalgamated block immediately to the north of the Metro entrance, allowing opportunities for small scale retail spaces to be established;
●● A new Gateway Park and playground across the light rail route from Dulwich Hill Primary School, which would facilitate a critical missing link for the GreenWay and could incorporate the newly established bush care site;
●● A through site link from Hercules Street to the light rail line and the potential to create a formalised on-grade pedestrian crossing of the light rail line;
●● Provide a connection between The Parade and Jack Shanahan Reserve, utilising the existing berm to the north east of the entrance and could incorporate a community garden;
●● Utilising the disused rail line, the GreenWay could be continued with relatively shallow grades and link with the potential active transport corridor at the Terrace Road Bridge; and
●● The reactivation of the southern part of the precinct and strengthening the connection between the station and the North Earlwood open space.

4.3 Heritage review In response to submissions and concerns about the loss of Federation homes and streetscapes, a heritage study was undertaken by NBRS Architecture and looked at areas where apartments and increased density were proposed to determine if those areas may warrant further investigation for heritage protection. The study by NBRS focused on Durham Street, Hercules Street, Wardell Road and Ewart Street (west of Ness Street).
It should be noted that Macarthur Parade was not included in the NBRS heritage study, as the Department had concluded in response to public submissions that this area be retained as a single dwelling area given the constraints to development, such as the small narrow nature of the lots and the distance from the railway station, making it not suitable for increased densities.
SECTION 4: DEVELOPING THE REVISED STRATEGY
●● Ewart Street, The Railway Line and Ness Street – part of this area was recommended as a possible Heritage Conservation Area based on an assessment of the historical development of the area, the architectural styles represented, the original design integrity and condition of the building stock.
●● Wardell Road, Riverside Crescent and Pilgrim Avenue – there are more intact examples of this type of housing within the local area and it was determined that this area would not warrant classification as a Heritage Conservation Area. However, the group of three interwar apartment buildings fronting on to Wardell Road could be considered a possible Heritage Conservation Area as there are no other comparable examples of this building type in the local area and the architectural style helps to form a cohesive group.
The heritage study made the following recommendations:
●● Durham Street. This area was not considered to warrant classification as a Heritage Conservation Area considering the extent to which the original Federation facades had been modified.
●● Hercules Street, Consett Street and Terrace Road – this covered the eastern and western sides of Hercules Street, the eastern side of Terrace Road and the southern side of Consett Street. This area was not considered to warrant classification as a Heritage Conservation Area given the wide range of architectural style across the area, including many neutral and detracting buildings, which had resulted in a diminished level of architectural integrity.

Hercules Street Masterplan
Following completion of the heritage study, (which concluded that Hercules Street did not warrant classification as a Heritage Conservation Area) JBA prepared a masterplan for Hercules Street to demonstrate how the proposed heights and densities could be accommodated and illustrate how it would integrate with the surrounding existing dwellings. The findings indicate the proposed densities of medium high rise (up to eight storeys) along Hercules Street and medium rise (up to six storeys) along Terrace Road continue to be appropriate at this location.
The masterplan sought to achieve the following objectives:
●● Locate density where new amenity is being created, such as adjacent to the light rail corridor where new open space is proposed and the GreenWay is being extended;
●● Maintain any significant habitat trees for long-nose bandicoots and increase the vegetation and tree canopy cover to create new habitat areas;
●● Widening of the existing laneway between Terrace and Hercules Street. This will extend into the new street reservation proposed between the Hercules Street and the proposed linear park;
●● Facilitate new pedestrian crossing over light rail line, connecting areas east of the light rail corridor to the proposed linear park;
●● Shared pathways for pedestrian and cyclists along linear park and along existing rail bridge over Hercules Street;
●● Built form along Hercules Street has a six storey street wall on both sides with upper levels setback to provide a consistent address from both sides of Hercules Street;
●● Indicative site amalgamation plan aims to minimise discrepancy in achievable gross floor area for each amalgamation lot and considers existing strata titled land that are unlikely to be redeveloped;
●● Deep soil areas, boundary setbacks and building separation distances meet NSW Apartment Design Guide requirements; and
●● The length of buildings are principally orientated north-south to maximise solar access and reduce overshadowing, with L-shaped blocks incorporated east of Hercules Street to utilise existing deep lots and address the proposed new street.

SECTION 4: DEVELOPING THE REVISED STRATEGY
4.4 Employment lands analysis The Employment Land Analysis Report prepared by AEC identified that demand for retail and commercial uses in the Precinct will grow as a result of new residential developments and population growth in the local area.
Industrial land in the Dulwich Hill Station Precinct is concentrated around New Canterbury Road. The draft Strategy proposed a site adjacent to the light rail line for further investigation. A business profile audit carried out in 2015 identified a gym, tailor, confectionery shop, home improvement
suppliers (kitchens, ceramic tiles) and appliance services (computer and video equipment, printing and photography services) in this industrial area.
Considering the site’s proximity to the retail strips of Marrickville Road and New Canterbury Road, it is unsurprising that these businesses play a complementary local service role. These businesses, however, could conceivably be accommodated in a wide range of business zones, both in employment precincts and in centres, should alternate premises
in industrial zones be unavailable. This would allow for the site to be redeveloped for residential uses which would benefit from proximity to improved public transport.
As the Precinct is heavily pedestrianised and influenced by the presence of a light rail and rail station in close proximity, there is good demand for limited available retail space.
The footprint of the traditional retail strip is expanding. Ground floor retail space north of the Marrickville Road and New Canterbury Road intersection, an area generally subject to high traffic volumes and low footfall, is experiencing a revitalisation and lift in profile. This is a trend that is likely to continue as sites redeveloped and new residents move in – sites previously considered ‘fringe’ or undesirable becoming more appealing and contributing to a rejuvenation of the retail strip. Quality office suites are limited and usually swiftly absorbed as they become available.
The provision of shop top housing along Wardell Road, New Canterbury Road and Marrickville Road will facilitate the development of new retail spaces to meet demand in the Dulwich Hill Station Precinct.

This section addresses the issues raised in submissions and our further consultations and details how we have revised the Strategy.
5.1 Corridor-wide issues A number of issues were raised in relation to the draft Strategy that are relevant to the corridor as a whole. These included concerns over the consultation process, appropriate areas for growth, schools and community facilities, design quality, affordable housing, social impacts and the provision of utilities infrastructure and services to meet the increase in housing density. Strategies for the implementation of the plan were also raised.
Corridor wide issues have been addressed in the Corridor Report and are discussed in more detail as they relate to this precinct below.
5.2 Precinct-level issues 5.2.1 Local character and heritage
A large number of submissions were received opposing the increased density and apartments proposed in the draft Strategy on the basis that it compromised valued heritage and neighbourhood character of the area. As discussed in Section 4, the Department commissioned NBRS to carry out two heritage studies which examined land in the Precinct that was not already identified as a heritage item or conservation area.
In addition, the revised Strategy also specifies that “transition edges” be provided on many streets where new apartments are proposed to occur either opposite or adjacent to existing residential dwellings which have a lower scale and

different built form (see Figure 18). This assists in preserving the scale and character of existing streets while also ensuring that sufficient setbacks are provided at the upper levels of new buildings to preserve some solar amenity and privacy to neighbouring dwellings.
The revised Strategy has been updated to:
●● Retain more streets for low-density housing, in particular the areas to the south of Ewart Street and north of Beach Street; and
●● Identify Ewart Street (west of Ness Avenue) as a potential new Heritage Conservation Area.

5.2.2 Land use and density
Hercules Street and Terrace Road
Community submissions were mixed with some supporting and some raising concerns about the proposed increase in densities around Hercules Street and Terrace Road to the west of the light rail line. Hercules Street and Terrace Road have an interface with low rise housing areas to the west and rail lines to the north, east and south. Given the topography of the area, the two streets are relatively low compared to streets to west including Terrace Lane and Myra Road, enable the streets to accommodate increased housing density without substantive off-site amenity impacts or implications for the wider neighbourhood character of Dulwich Hill.
Space for a new street or pedestrian route has been identified along the western edge of the light rail corridor. This would include the ‘missing link’ of the GreenWay cycle and pedestrian route and provide improved habitats to support the long nosed bandicoot population in the area.
The opportunity to formalise an existing informal crossing over the light rail tracks at Blackwood Avenue between the Hercules Street masterplan area and Dulwich Hill Public School has been identified and is discussed in more detail in Section 5.2.3.
Based on the findings of the Hercules Street Masterplan prepared by JBA (see Section 3.3), the Strategy continues to support the increased densities on Hercules Street and Terrace Road.
The small block at 2-10 The Parade to the west of Terrace Road has been reduced from medium rise to low rise housing to maintain consistent heights with the continuation of The Parade to the west.
Kintore Street, Macarthur Parade, Durham Street
CM+ recommended increasing medium rise for much of the area bound by Kintore Street and Durham Lane. The draft Strategy designated this area for low rise and medium rise housing. CM+ recommended increased density in this location because of the proximity to the shopping strip and potential to compliment future activation of the rear of shops along Hercules Street and Durham Lane.

transport corridor along the rail line, the GreenWay South West, could connect the stations along the new Metro Line.
Improved pedestrian connections include the investigation of a crossing over the light rail at Blackwood Avenue between Dulwich Hill Public School and the area included in the Hercules Street Masterplan. As identified by panovscott, this is already an informal crossing which the local community uses. Consultation with the light rail operator would be required to assess the safety and practicality of pursuing this option.
Panovscott identified opportunities to provide after-hours access to school grounds. The Department of Education supports in principle the opening of school grounds for community uses and will discuss with Council management about arrangements to achieve this.
5.2.3 Transport, traffic and access
Sydney Metro
The station entry is likely to move west to be located closer to the light rail station. This could enable the development of a new urban plaza at Dudley Street. Further details of station entries will be included in the Environmental Impact Statement for the Sydney Metro Southwest, due to be lodged in 2017.
Pedestrians and cycling
Improvements to cycling and pedestrian routes are proposed as part of the plans for Dulwich Hill. This will include completing the ‘missing links’ of The GreenWay connecting the Cooks River to Iron Cove through the Dulwich Hill Station Precinct. In addition, the potential shared pedestrian and cycle active

SECTION 5: KEY CONSIDERATIONS
The Department did not proceed with this recommendation on the basis of several factors. Community feedback in response to the draft Strategy showed that a significant portion of the local community highly valued the existing streetscape character of Dulwich Hill which has a relatively high proportion of single dwellings, some consistency in building style, landscape and typically small lot sizes. This streetscape character is common to the wider area including the existing Heritage Conservation Area.
The second determining factor was the relatively low potential for this area to deliver increased housing density when compared with other areas of the corridor. A range of factors including the presence of some significant trees, narrow lot widths and narrow side setbacks combined with the relatively high cost of land contribute to a reduced development yield and feasibility in this location. On this basis the area is designated for single dwelling in the revised Strategy rather than low or medium rise housing.
Ewart Street and Bedford Crescent
Following Sydney Metro’s proposal to move the metro station entry west to more closely align with the light rail station panovscott recommended increased heights on Ewart Street close to the new station entry and the inclusion of a new urban plaza to provide a new active edge to the railway line. Accordingly, the land use plan has been updated to indicate the proposed plaza and increase heights on the site from medium rise to medium high rise housing.
It should be noted that CM+’s urban design review recommended the opposite with eight storeys proposed on Bedford Crescent and six storeys on Ewart Street. After considering both options, the panovscott recommendation was applied to the strategy, as an eight storey built form on the elevated Bedford Crescent was considered to be excessively prominent.

5.2.4 Open space and recreation facilities
Panovscott proposed improving local green space via two projects, a local park built over the existing station carparking (“The Hill”) and improvements to the Jack Shanahan Reserve.
Jack Shananan Reserve has a range of facilities including a BBQ area and the popular skate park. The improvements to Jack Shanahan Reserve recommended by panovscott would increase pedestrian accessibility to the open space by creating a new entrance from Hercules Street via a cut through of the raised embankment.
The future of Marrickville Golf Course should be considered by the Inner West Council as a potential source of additional open space. The golf course is publicly owned and leased to Marrickville Golf Club. Future options could include reusing this area as new open space for the community, reducing the size of the golf course to incorporate new areas of accessible open space or improving public connections over the golf course. Given the cost and limited opportunity of purchasing new open space in the Inner West Council area, this could be seen as potential solution to providing improved local amenity to support the projected increase in local population.
In the interim, Inner West Council should investigate improved access and linkages across the golf course to provide local residents with more opportunities to access the Cooks River, participate in active transport and enjoy the benefits of open space.
5.2.5 Environment
The local community raised concerns about the impacts of the strategy on the habitat of the long nosed bandicoot. Protection of bandicoots, whilst a consideration in the development of this strategy, is more effectively managed at the development application stage.
The Marrickville Local Environmental Plan 2011 and Development Control Plan identifies a bandicoot protection area and a wildlife corridor, which covers part of the Dulwich Hill Station Precinct. Clause 6.4 of the Marrickville LEP 2011 has controls that protect terrestrial biodiversity.
Where new development is likely to impact on bandicoot habitat, Council would request the applicant to prepare technical studies and if there was significant vegetation found that provides habitat for bandicoots it would have to be retained and protected. Any building design or footprint may need to be adjusted to accommodate this.
In order to enhance the native habitats for long-nosed bandicoots in Dulwich Hill, new open space area proposed along the rear of the properties on Hercules Street adjoining the light rail line should be planted with appropriate trees and vegetation that would create new habitat for bandicoots.

THE REVISED STRATEGY
6.1 Vision
A local centre that provides a high quality living environment with good transport connections.
Pockets of new homes will help to bring a greater range of activity and housing options to Dulwich Hill.
Support the heritage and conservation areas which contribute to the character of the area along with the ‘village-like’ feel of the neighbourhood.
Improve the quality of the footpaths, street trees and lighting, especially around Wardell Road and the railway station, to create an enhanced local centre.
The potential for a new linear park along the metro line could provide a new and interesting place for leisure and recreation.
6.2 Strategic intentThe strategic intent of the Land Use Strategy provides the core planning principles and outcomes that should guide development in the future. The draft local planning direction that has been prepared in conjunction with this strategy includes a reference to this strategic intent and any Planning Proposals relating to the Dulwich Hill Station Precinct will need to be generally consistent with these objectives.
The strategic intent of the Land Use Strategy is as follows:
●● Allow shop top housing development along Wardell Road directly to the north as far as Keith Street and south to Ewart Street focusing in the area immediately around the train station;
●● Allow shop top housing along New Canterbury Road and Marrickville Road as far south as the intersection with Macarthur Parade;
●● Allow small pockets of medium rise residential development on the north and south sides of Bayley Street transitioning down to low rise residential development to the south-east and south-west;
●● Permit medium high rise and medium rise residential development in the area covered by the Hercules Street Masterplan ensuring that any development occurring follows the objectives of the masterplan;
●● Ensure that development around Hercules Street facilitates the development of a through site link connecting to Terrace Road and includes setbacks of a generous enough width to develop a new public street or pedestrian route along the western edge of the light rail line;
6●● Support the formalisation of a new crossing over
the light rail line at Blackwoood Avenue;
●● Ensure that any residential development adjacent to the freight line is designed to mitigate against noise and vibration;
●● Future development is to protect existing trees; maintain the existing urban forest and increase tree canopy cover in accordance with state and local Policies;
●● Development will deliver affordable housing in accordance with state and local affordable housing policy;
●● Ensure that areas identified as having heritage or local character merits are protected and that new development responds sensitively; and
●● Require satisfactory arrangements be in place for the provision of State and regional infrastructure to support development prior to construction.

SECTION 6: THE REVISED STRATEGY
6.3 Built form typology in the Dulwich Hill Precinct
Main street shop top housing Medium / high rise housing
●● Principally located along Wardell Road, where existing fine grain retail is located;
●● Generally consistent with the existing Council planning controls;
●● Up to three-storey street wall with parapet to be retained and upper floors setback;
●● Provide active retail frontages at street level;
●● Build to the street alignment and to the side boundary to retain a consistent streetscape;
●● Retain heritage items and incorporate into new developments; and
●● Provide awnings for pedestrian weather protection.
●● Medium-high rise housing is to be a maximum of eight storeys;
●● Built form is broken into three tiers, with upper level transitioning further from the setback to provide appropriate scale to the street;
●● Landscape setbacks, typically 3 metres, will be required at street level;
●● Ensure articulation in the facade is provided to reduce apparent scale and create interest; and
●● Terrace style individual entries at ground level.

● Typically a terrace / townhouse of two to three storeys;
● Provide front landscape setback ranging from 3-6 metres between street alignment and building line where there is no activity;
● Side and rear setbacks are to retain amenity for residents of adjoining neighbours;
● Reduce height at the interface of single dwelling areas (i.e. Wick Avenue and Keith Street) to provide an appropriate transition; and
● Council are encouraged to review existing height and FSR controls as part of their comprehensive LEP review to improve development feasability within the existing land use zone.

●● Incorporate upper level setbacks further to minimise scale of building to the street;
●● Provide a front landscape setback, typically 3-6 metres;
●● Include side and rear setbacks to retain amenity for residents for adjoining neighbours;
●● Retain heritage items and incorporate into new developments; and
●● Retain reasonable solar access for adjoining properties.

SECTION 6: THE REVISED STRATEGY
6.4 Revised forecastsCareful analysis of market trends, development feasibility and population changes has been undertaken to establish a projection of dwelling take up in the first 20 years. The proposed changes to the land uses and built form controls in the Dulwich Hill Station Precinct would provide 2,000 additional dwellings by 2036.

The graph above shows the forecast take-up of development and the total number of dwellings in the precinct resulting from the proposed land use changes. The take-up rate is important to identify the infrastructure needs to support growth.
The actual dwellings achieved by 2036 may differ to those forecast, as they will be dependent on several factors including economic and market conditions, social trends, technological changes, housing preferences and immigration levels. Infrastructure and services required to accommodate growth will be periodically reviewed to ensure that infrastructure is delivered in a timely and coordinated way and where possible keeps pace with growth and development over time by service providers to identify the need for additional services or works that may be required.
Market demand
Development prospects are generally favourable in the inner station precincts (Sydenham, Marrickville and Dulwich Hill), with ownership fragmentation and high existing use values the main impediments to development feasibility. Areas identified for higher density are conducive for redevelopment outcomes. In contrast, only incremental take-up of development opportunities in areas with lower densities is likely. Medium density products (townhouses, villas, duplexes) are unlikely to be delivered unless a site is vacant or can be acquired at a low cost.
While demand for new dwellings is strong consistent with inner ring suburbs across Sydney, the lack of large scale opportunities for development has hindered the supply of new housing. While some developers have been able to acquire and consolidate former industrial sites, these opportunities are few and far between and as a consequence, competition for these sites is strong.
Development take-up is subject to both demand-side and supply-side factors and there is a direct relationship between population growth and housing demand. Households consider factors such as cost, location and convenience to their place of work when making decisions about the type and quality of housing within their financial capability.
Market demand within the inner station precincts and their broader suburbs is healthy and sustained, consistent with observations across inner ring suburbs where a variety of public transport options are available as well as access to an amenity-rich environment. Despite relatively modest demand projected for the inner station precincts, it is conceivable that these station precincts will serve to accommodate unmet demand from areas outside the station precincts. Supply-led demand is expected to occur in the inner station precincts as feasible development opportunities are unlocked.

30 Sydenham to Bankstown Urban Renewal Corridor Strategy
The following key actions will drive the implementation of the Strategy in the Dulwich Hill Station Precinct:
Design of the GreenWay South WestDPE is preparing a concept landscape masterplan for a shared pedestrian and cycle link and linear park should surplus rail land become available.
Public Domain and Station Access PlansSydney Metro are preparing a Public Domain and Station Access Plan for improved station design, accessibility and interchange with other modes of transport. The new metro station at Dulwich Hill will provide improved pedestrian and bicycle access.
Finalisation of the Strategy and Local Planning DirectionDPE will finalise the Strategy including a local planning direction (a Section 117 Direction) to ensure that future residential development across the corridor is consistent with the Strategy.
Special Infrastructure ContributionDPE is preparing a draft Special Infrastructure Contribution plan (SIC) to identify the regional infrastructure improvements required to support growth in the corridor. The SIC levy will fund a range of community, transport and open space infrastructure.
Planning for SchoolsThe Department of Education will identify locations for new or expanded schools within the corridor based on the growth proposed in the Strategy.
Precinct Support Scheme FundingDPE will provide funding to Councils through the Precinct Support Scheme to improve amenity and infrastructure within the corridor.
Open SpaceCouncil will complete the ‘missing link’ of the GreenWay connecting Iron Cove to the Cooks River.
Heritage ConservationCouncil will prepare a Planning Proposal to formalise the protection of potential Heritage Conservation Areas on Ewart Street and Wardell Road.

SECTION 8: INFRASTRUCTURE
The following table provides an overview of the infrastructure projects that have been identified to support growth in the Dulwich Hill Station Precinct:

T1 Sydney Metro City & Southwest, including:
●● New modern metro stations that are fully accessible;
●● Improved pedestrian access and bicycle parking; and
●● Improved public domain around the station.
Sydney Metro is currently preparing the Sydenham to Bankstown EIS for public exhibition in 2017.
The existing Bankstown Line between Bankstown and Sydenham will be upgraded and converted to metro standards, increasing services from eight an hour in the peak to 15 new metro trains every hour with real time information at metro stations and on board trains (Sydney Metro, 2017).
T2 Upgrade interchange between rail, buses and light rail.
Sydney Metro will require changes to existing interchange arrangements in the vicinity of the stations, including changes to locations of bus stops, new/relocated kiss and ride, taxi ranks (Sydney Metro, 2017).

Transport for NSW Sydney Airport is forecast to be a key employment destinations for residents in the corridor. A good quality public transport service will be required to accommodate this demand to reduce car dependency to these centres (ARUP, 2015).
Walking & Cycling
P1 Potential new shared bicycle and pedestrian path along the existing rail corridor between Bankstown and Sydenham stations.
DPE / Council This measure would enhance local movement across the corridor, particularly for those people both living and working within the corridor. It would encourage short trips to be made by non-motorised modes instead of private vehicles (ARUP 2015).

P2 Extend the GreenWay cycle route between Lewisham and Dulwich Hill.
Council Extension of the route to Dulwich Hill would provide residents at the eastern end of corridor a viable means of travelling to key employment centres via bicycle (ARUP, 2015). Excess rail land to be dedicated to Council for management.
P3 Improve pedestrian amenity, accessibility and safety around the precinct:
●● Improved separation and protection for pedestrians walking along the railway overbridge adjacent to the station access; and
●● Investigate a signalised crossing at the Wardell Street/Dudley Street intersection.
Council The pedestrian environment on the railway overbridge adjacent to the station is poor. No protection or separation is provided between the footpaths and road carriageway, apart from a short section of pedestrian fencing opposite the station access. The Wardell Road / Dudley Street intersection is used by a significant number of pedestrians accessing Dulwich Hill station. Provision of this measure would enhance accessibility and safety for customers travelling to and from Dulwich Hill station. (AURP, 015).
P4 Convert the section of road between Ewart Street and Wardell Road to a 10km/h shared zone.
Sydney Metro This measure would improve pedestrian access and safety for customers travelling to and from Dulwich Hill station – supporting local trips (ARUP, 2015).
P5 New pedestrian connection through Marrickville Golf Course to the Cooks River.
Council Review current access and use arrangements for the Marrickville Golf Course, aiming to increase public use, make more/better connections along and across the river for walking and cycling (panovscott, 2016).

Council The only street frontage enjoyed by the park occurs between the two rail overpasses on Terrace Road. A new on grade entrance to Jack Shanahan Reserve would improve access and arrival experience at the Reserve (panovscott, 2016).
P9 New 40km/h high pedestrian activity area on Wardell Road.
Council High pedestrian activity areas promote local movements by walking and cycling and support the place function of the corridor. They are effective in enhancing safety and reducing the volume of through traffic movements (ARUP, 2015).
10 New street or pedestrian route along the western edge of the light rail line.
To be delivered as works in kind by developers.
This would include the ‘missing link’ of the GreenWay cycle and pedestrian route and provide improved habitats (panovscott, 2016).

O1 New linear park along the light rail line bounded by Hercules Street.

The structure plan identifies the need for Hercules Street to include a new or enhanced public open space. The proposal locates this at the precinct’s northern tip, which enjoys good solar access and the opportunity to augment the GreenWay (panovscott, 2016).
O2 New urban plaza on Ewart Lane.
To be delivered as works in kind by developers.
A strategy is recommended for the new southern station entrance, parking spaces and required station services building that will enable on grade connections to Wardell Road in the east and the GreenWay linear park along Ewart Lane in the west (panovscott, 2016).
Education & Community Infrastructure
C1 Provide community access (outside school hours) to facilities at Dulwich Hill Primary School.
Council / Department of Education
There are many underutilised open space opportunities close to urban centres; including school grounds, at grade carparks and infrastructure easements. There is an opportunity to make use of these as public open spaces to minimise the amount of new open space that has to be provided (NSW Government Architect’s Office, 2015).

IMPLEMENTATION
9.1 Finalisation of the StrategyFollowing exhibition of this Strategy, the Department of Planning and Environment, in consultation with Council and key stakeholders will make any amendments required prior to finalisation. The Strategy will inform future land use change and guide development in the precinct. Once finalised, the Strategy will be implemented through amendments to local planning instruments, local planning investigations and planning proposals.
To ensure future land use change is consistent with the Strategy a local planning direction under Section 117 Direction of the Environmental Planning and Assessment Act 1979 will be applied to the revised Strategy.
The local planning direction, will require future amendments to any local or state planning instruments or planning proposals to be generally consistent with the finalised Strategy.
In particular, future rezoning proposals should demonstrate consistency with the following sections of the strategy:
●● Figure 27 – Revised Land Use plan;
●● Section 6.3 – Built Form Typology;
●● Section 6.2 – Strategic Intent; and
●● Section 8 – Infrastructure Strategy.
9.2 Planning pathways To achieve the objectives of the Strategy, changes to the current planning controls in the Marrickville Local Environmental Plan (LEP) 2011 are required. This includes amendments to the zoning, height, density, and built form controls. This would occur through local council and private proponent led planning proposals.
Council rezoning
Local councils periodically review the land use zoning planning controls that apply in their local government area. This is normally undertaken as comprehensive review of a council’s LEP. The local council would prepare a planning proposal detailing the amendments to the LEP, which would need to be generally consistent with the Strategy.
Local planning proposals
Local planning proposals can be prepared by land owners or developers to amend the zoning and/or planning controls that apply to their land. Planning Proposals will need to be generally consistent with this Strategy.
