Delegate Report

May 2017

The Dauphin County Technical School Joint Operating Committee (JOC) met in executive session, work session and in regular session on May 10, 2017. Brian Shiflett attended all meetings. Joe McFarland and Brian Shiflett participated in the Planning for the Future Committee meeting held earlier in the evening.

Dr. Grimm, Administrative Director, presented the DCTS Annual Performance report for the 2015-16 school year. I will distribute a copy of this report to DTSD board members in the June 12 board brief.

Mrs. Traynor, Assistant Administrative Director, reported that the Planning for the Future Committee is considering a major reorganization, including a possible merger with the Local Advisory Committee. She and Mr. Shiflett will continue to develop a proposal which will be presented to the JOC at its June meeting.

Ms. Zaharick, Business Administrator, and Dr. Grimm presented conceptual plans for the renovation of the media center. Later in the business meeting the JOC authorized the administration to solicit bids for the renovation work. The JOC also authorized an agreement with ElecTech Contracting in the amount of $6,335 for renovation of media center’s communication cabling hub. The JOC also authorized the purchase of LED light fixtures in the amount of $4,031.90 for the media center, and those fixtures will be installed by DCTS maintenance staff.

The JOC passed a motion requesting the Administrative Advisory Committee (Superintendents) draft administrative regulations outlining an objective process for determining inclement weather closures and delays based upon the actions of the member districts. Differing weather delay decisions by the member districts have significant operational and educational impact on DCTS, and the JOC recognizes that the Administrative Director needs to follow a local delay/closure rubric that is objective, supported by the member district superintendents, and most importantly, prioritizes the safety of its students and staff.

The JOC conducted first reads of new policies Policy 203-HIV Infection, Policy 206-Assignment to Programs, Policy 208-Withdrawal from School, Policy 209.1-Food Allergy Management, Policy 209.2-Diabetes Management, Policy 210.1-Possession/Use of Asthma Inhalers/Epinephrine Auto Injectors, Policy 214-Class Rank, and Policy 215-Promotion and Retention. The JOC conducted a first read of revoked Policy 210.1-First Aid Emergency, Accidents or Illness.

The next JOC meetings will be held Wednesday, June 14, 2017, 7:00 p.m. Meetings are held in the DC Tech cafeteria, and all meeting agenda are posted on BoardDocs (www.boarddocs.com/pa/daup/Board.nsf).

Respectfully submitted,

Brian Shiflett

SkillsUSA State Officer Candidate Caitlin Lambert, a junior in Criminal Justice/Police Science, was selected to run for a State officer position for SkillsUSA. The election was held at the State Conference at The Hershey Lodge. Caitlin is currently the President of the SkillsUSA Chapter at DCTS and served as Vice President at the Leadership Conference in November 2016 at Gettysburg. She was interested in being a State Officer because she “wants to be part of a team that makes a difference for many students.” Caitlin says that SkillsUSA has been a big part of her academic success for the past year and has motivated her to do better in school and stay focused. Unfortunately, Caitlyn did not win the election; however, we are extremely proud of her!

Tyler Kauffman, a sophomore in Criminal Justice/Police Science, was Caitlin’s campaign manager for State Officer. He is currently the Secretary of the SkillsUSA Chapter at DCTS. As Caitlin’s campaign manager, his role was to campaign against other delegates for state office at the State conference. Since he was a head delegate, Tyler learned the ropes of what he needs to do next year when he runs for state officer.
