FIRM PROFILE
Harlan is founding principal of Dean Structural Engineers, Inc.
(DSE) and practices structural engineering in the design of
educational, commercial, municipal, industrial, military,
recreational, and healthcare facilities. He is proficient in all
aspects of structural analysis and design utilizing steel,
concrete, timber, cold-formed steel, and masonry. Past
projects include the design of schools, churches, multistory
office buildings, hospitals, performing arts centers, bridges,
and many other types of facilities.
Harlan attended Mississippi State University – Bagley College
of Engineering where he received his Bachelor of Science in
Civil Engineering with an emphasis in Structural Engineering.
In addition to taking several masters level design courses in
structural engineering while at Mississippi State, he has passed
the National Council of Examiners for Engineering and
Surveying 16 Hour Structural Engineering Licensure Exam. This
higher level licensing exam gives him the designation of “S.E.”
and has allowed him to become licensed as a “Structural
Engineer” in states such as Illinois, which require advanced
testing in structural engineering beyond the basic “P.E.”
licensure requirements.
Harlan is a board member and 2012 – 2013 President of the
Structural Engineers Association of Mississippi. Prior to
founding DSE, Harlan gained valuable experience through his
employment with outstanding engineering firms such as
Spencer-Engineers, Inc., Simpkins & Costelli, Inc., and the
Mississippi Department of Transportation.
