DroC2om DRONE CRITICAL COMMUNICATIONS

This technical deliverable is part of a project that has received funding from the SESAR Joint Undertaking under grant agreement No 763601 under European Union’s Horizon 2020 research and innovation programme1.

Abstract

This deliverable is the outcome of Work Package 6 (WP6) activities in the DroC2om project. WP6 is to work on dissemination and standardisation activities. Dissemination of the project objectives and results are intended towards both industry as well as academia. Project results are also used to impact standardisation and regulatory bodies through the industrial partners’ participation to 3GPP and EUROCAE, as well as attendance to international events.

The deliverable describes the activities to this end, up to the deliverable date of D6.1, although primarily reporting on activities within the first year of the DroC2om project. Specifically, account is given for the dissemination towards professionals/industry and public on internet and social media, the dissemination towards academia, and the impact to industry and standardisation. Plans for the remaining period of the project are outlined.

1 Introduction

1.1 Purpose and Scope

The work in WP6 aims to widely disseminate the project’s objectives and findings towards two main directions, namely the market and the academia. From the initial application, it was identified that:

1) The first task is to support communication with targeted audiences and with communities by developing information material and whitepapers on project achievements relevant for users and businesses. Active contribution is expected from the partners to standardization and regulatory bodies.

2) As second task, WP6 will coordinate the efforts of submitting high quality papers in prestigious conferences and international events as well as high impact journals. Publishing widely to international conferences, workshops, peer-reviewed journals, magazines and book chapters (e.g., IEEE Vehicular Technology Society (VTS), IEEE VT Magazine, IEEE Transactions on VT, IEEE VTC, IEEE Globecom, IEEE PIMRC, IEEE Communications Magazine, IEEE Networks).

3) In a third task, WP6 will organize workshops and tutorials with other relevant research forums and related authorities, and ensure participation to public exhibitions and (industry) fairs, demonstrating project achievements to business stakeholders.

4) The fourth task is to attend the yearly SESAR UTM workshop and selected workshops organised by other SESAR projects. The aim is to bring all partners together to share results and associate external players such as authorities or other SESAR partners to increase confidence on solutions being matured to ensure the safe integration of drones.

2 Dissemination to the Public

For dissemination to the general public as well as professionals, DroC2om uses two main channels. One is the project website, and the other is the social networking for professionals, LinkedIn. The two media channels have some overlap in content, but the website provides the most comprehensive presentation of the project.

2.1 Website

The project website is maintained at www.droc2om.eu. The website provides access to general information about the project, news updates, partner and contact information, and access to public and accepted deliverables from the project in electronic format. Papers and presentations are also accessible and can be downloaded in electronic format. The information is accessible via six main buttons on the front page of the website, shown in Figure 1, linking to ‘News’, ‘Partners’, ‘Contact’, ‘Reports’, ‘Papers’ and ‘Media’.

The website contains links to partner organisation websites via the partner logo’s, including also links to EU and SESAR JU. For the partners, there is also direct access to the Stellar2 login page. The website

is maintained by the project coordinator, and updated whenever there are news or new deliverables and papers.

The website provides the only public access to the project deliverables. They can be downloaded in pdf format for reading and printing, but cannot be modified and copied from. The project deliverables also encompass scenario data used for simulations and evaluation. This data will be provided on the website at the deliverables page, too, along with a description of the data and the data formats used.

The papers are referenced by the Digital Object Identifier (DOI) link, giving access to the publisher’s website. In case the publication is “Gold” Open Access (OA) (see Section 3), it is accessible exclusively through the publisher’s website. In all other cases, a pdf version is provided for download, in accordance with the restrictions outlined under publisher copyright.

It is also possible to download a pdf version of the presentations made in connection with scientific workshops and industry events. As above, they can be downloaded in pdf format for reading and printing, but cannot be modified and copied from.

The webpage was relaunched in June 2018 with a new design (based on the InfoGlue3 design templates of Aalborg University), and with the possibility to download deliverables and papers/presentations. In the period June 1 to August 31. 2018, there has been 747 unique page views and 238 sessions with an average duration of 7 minutes. There has been 17 downloads of the deliverables, and 25 downloads of papers/presentations, directly from the website.

In addition to the project website, DroC2om has a description under the U-Space website https://www.sesarju.eu/node/2935.

2.2 Social Media

For the project, we created a profile on the social networking for professionals, LinkedIn, under the profile name “DroC2om U-Space Project”, viz. Figure 2. The profile has a descriptive section, with links to the project website, and to main profiles for the project partners and EU/SESAR JU. The ‘Articles & Activities’ section of the profile acts as news updates for DroC2om presence at events or in media channels. The profile is tagged with the skills ‘Satellite Communications (SATCOM)’, ‘Network Planning’, ‘Drones’, ‘LTE/LTE-A’, ‘5G’ and SESAR U-Space.

Under ‘Accomplishments’, the profile lists abstracts of scientific papers and presentations made at scientific workshops and conferences. Papers with ‘Gold’ OA are linked in connection with the abstract.

By September 2018, the profile had 24 connections, including project partners and professionals from wireless and drone related industries. There has been about 100 views of ‘Articles & Activities’ posted on the profile.

For other social media communication, the project has created a 4 minutes video presentation, entitled “Drone control over public LTE”, reporting on experimental results of dual-LTE radio access for providing a reliable Command and Control (C2) link. The video was produced in Aalborg, via the intervention of project partner Nokia Bell Labs (NBL). DroC2om project members acted during the video shots, and WP5 experimental results were used for the main storyline. The expenses for the professional video production services were held by partner NBL.

The video contains nice aerial views from the harbour front of the city of Aalborg, Denmark, showing a measurement equipped drone hovering over the city. Performance results are overlaid and accompanied by explanations on the cellular network environment, the performance metrics, and the obtained results. In the video, it is demonstrated how C2 performance is impacted by propagation when a drone is flying over the city, and how it can be enhanced with dual (terrestrial cellular) network connectivity.

The video was made available by NBL on YouTube social media on July 10, 2018 (https://www.youtube.com/watch?v=twsDFQqS7vU). Since then, by September 2018, the video has had 2.434 views. Besides the use on social media, it will be shown at events to give exposure to DroC2om work (see Section 4.1).

3 Dissemination to Academia

A range of standard dissemination forums were identified in the Project Management Plan (PMP) for dissemination to academia, including international conferences, workshops, peer-reviewed journals, magazines and book chapters. Examples of these include IEEE VT Magazine and Transactions on VT, IEEE VTC conference, IEEE Globecom, IEEE PIMRC and IEEE Communications Magazine. All these examples are general and typical publication targets for wireless communication related research.

Most of the referenced targets are closed publications, i.e. non OA, requiring a paid subscription to access them. In line with the OA policy in H2020, it has been a desire to ensure publisher OA (‘Gold’ Open Access [3]). Irrespective of this, the papers have been stored in an OpenAIRE compatible repository to ensure full compliance with the H2020 OA policy.

3.2 Scientific Workshops and Conferences

Project results have been communicated at workshops and conferences within the first reporting period. Project partner NBL gave an invited key-note presentation on “How cellular networks can enable reliable communications to aerial vehicles”, at the CPC-UAV workshop in connection with IEEE SECON, June 11-13, in Hongkong, China.

Already in March, NBL presented another invited talk on “How cellular networks can enable beyond visual line of sight commercial drone flights”, at the 22nd International ITG Workshop on Smart Antennas (WSA), March 2018, in Bochum, Germany.

The paper “LTE Radio Measurements Above Urban Rooftops for Aerial Communications” was presented by Aalborg University at the WCNC 2018 conference in Barcelona. The paper was presented in the Channel Modelling III session on Monday April 16. There were other papers at the conference specifically related to drones, although not many. Also, only two, one shared, sections were assigned for drone related topics, i.e. on (unmanned) aerial vehicles, or drones. Typical topics were propagation channel characterisation, communications performance analysis, and path planning.

4 Impact to Industry and Standardisation

Project results should impact to the international standardisation, both in relation to aviation and communication standardisation bodies. Relevant standardisation bodies for the former are EUROCAE, RTCA and ICAO, and for the latter primarily 3GPP as the primary driver for cellular communication standards.

The impact can be asserted through company participation to the relevant bodies, but also by making awareness of the challenges, possibilities and solutions to the industry at large, thus indirectly impacting standardisation and the adoption of the technology solutions within the industry.

4.1 Participation to Industry Events

Early in the project, our project partner NBL was accepted for a presentation to the TUS Expo “Bringing the Unmanned Systems industry together”, planned to take place in Rotterdam, February 13 – 15, 2018. However, within two weeks of the actual event, the expo was cancelled.

In late June, DroC2om got acceptance for a speaker slot at the 3rd International Exhibition & Conference on Drone Technology (DRONE Berlin), September 25-26, 2018, Berlin, Germany. The speaker slot is based on the following abstract:

Enabling BVLOS flights through Cellular Connectivity

“BVLOS flights enable many exciting new use cases for drones, but require a reliable command and control (C2) link. C2 over cellular networks is an obvious way forward due to the almost ubiquitous coverage. From research conducted in the SESAR DroC2om project, we will show the differences between communication to drones and ground users based on measurements with drones flying in VLL air space, and show that practical, and relatively low complexity, interference mitigation techniques such as interference coordination, beamsteering and hybrid access may well lead to a reliable C2 link even in highly loaded cellular networks in urban and rural areas.”

The talk, and presentation, will be done by NBL. To increase visibility, the consortium decided to reserve a booth at the exhibition, aiming to provide more contextual information about DroC2om and the U-Space context, as well as demonstrate some of the results obtained within the project. A number of complimentary guest tickets were received in connection with the boot, and which have been distributed to advertise for DroC2om participation to the event. The booth will contain the following setup:

A video display to show the YouTube video described in Section 2.2

The top illustration in Figure 3 shows the hybrid communications architecture developed in the project. Each of the four squares below gives a brief sample of the work performed in the project.

Along with the poster, there’s a flyer based on the same layout, but including specific references (by text and QR code) to project deliverables and papers, as well as information about the project context (SESAR JU).

4.2 Contribution to Standardisation

In June, DroC2om presented ICAO with a proposal for presentation of a novel system for Command and Control of drones aiming at serving U-Space users as well as allowing for integration of these users into the global Air Traffic Management (ATM) in a future step. This was in response to Request for Information for the DRONE ENABLE II, ICAO’s Unmanned Aircraft Systems Industry Symposium in Chengdu, China, September 13-14. The proposal was entitled “A Novel and Hybrid Terrestrial and Satellite System for Command and Control (C2) of drones”. DroC2om however, got an administrative reject due to submission after the deadline for the symposium.

Project partner NBL has submitted several 3GPP TSG-RAN WG1 and WG2 technical documents (contributions) related to Enhanced support of Aerial Vehicles. The 3GPP LTE Release 15 standardisation work has started earlier than the DroC2om project start. For this reason, several NBL contributions on Aerial Vehicles have been aleady submitted in August 2017, while the first studies from DroC2om have been used for follow up contributions in October 2017.

A specific topic proposed by Nokia Bell Labs based on Droc2om project findings in WP5/WP4 (measurements and simulations) was the handling of vertical movement mobility settings:

Project partner Thales co-chaired the EUROCAE WG-105 Control Command Communications and Security (C3S) Focus Team (FT) since the beginning of the DroC2om project. The Working Group has met in two occasions during the first reporting period, in November 2017 and June 2018. Thales is also a member of the WG-105 Steering Committee and as such contributes to the definition of the activities and roadmap in the C2 data link domain.

Although the EUROCAE efforts in terms of C2 data link have started prior to the DroC2om project, several elements from the DroC2om concept have influenced the activities being performed at

EUROCAE. Indeed, the work programme for the C3S of WG-105 now foresees the following deliverables:

Guidance on Spectrum Access, Use and Management for UAS – SG-22 / DP-003

Minimum Aviation System Performance Specification for RPAS Command and Control Data Link – SG-21 / DP-003

The scope of these deliverables has been extended from their initial goal of addressing large UAS integration in the ATM to include also considerations that might be of interest to smaller UAS, in regions where the ATM is either not present or in which interactions between the UAS and the ATM systems is performed through the intermediary of a third party (such as U-Space).

Thales is coordinating the activities of the focus team and contributing to both deliverables (among other contributions to the activities of the C3S FT).

Recently, discussions with the Detect And Avoid (DAA) focus team have started, and interactions with international organisations for aeronautical standards has been formalized. Specifically, the RTCA and NASA have both expressed interest in the work performed by the focus team and are taking place in the discussions.

Project partner Thales has taken part in the 10th meeting of the ICAO RPAS Panel held in November 2017 in quality of advisor to the French member in the French delegation to the Panel. The work currently being performed by the Panel is the elaboration of amendment proposals for the Chicago Convention 19 annexes. Of these annexes, one that is of particular interest to the activities in DroC2om, and to which DroC2om activities could benefit, is Volume 6 of Appendix 10 where the SARPS for the C2 data link are established. Thales has taken an active participation in the definition of the C2 Link SARPS in the frame of the activities of WG-2 of the ICAO RPAS Panel.

5 Coordination with U-Space projects

Droc2om has established links to two other U-Space projects – TERRA and CLASS – to keep them updated on the DroC2om project activities. The project coordinators are members of the DroC2om advisory board. Also a formal relation has been established with CORUS.

DroC2om has attended and presented at the U-space project info sessions (in December 2017 and April 2018), and the U-Space Coordination meetings and CORUS Workshops in Castelldefels, January 22-24, 2018, and Toulouse, June 25, 2018. At the Toulouse meeting, the project made a presentation on ”C2 for U-Space services via combined cellular and satellite systems” to emphasize how command and control communication fits within in the overall system architecture.

The project was well represented in the first CORUS workshop in Castelldefels, giving the opportunity to share and collect views with other projects. This event had likely most impact to DroC2om, however, given the not so familiar operational and technical context of air traffic management to DroC2om partners.

6 Updates to Dissemination and Standardisation Impact

The project has already established a good track record for dissemination to academia and standardisation, and has established the platforms for reaching out to industry and professionals in general. The following will briefly update on the further activities in relation to these dissemination activities.

6.1 Dissemination on Internet and Social Media

The project will make use of the already established media channels, continuously updating them with news and results from the project. A main effort for the remaining period is to make them established as a source of information about the project. Primarily, this will be done by including references to them in connection with presentations, flyers and other advertisement material relevant to academic conference and industry event participations.

6.2 Dissemination to Academia, Industry and U-Space Community

The first and most immediate activity, as of writing this deliverable, is the participation to DRONE Berlin, based on the presentation material presented in Section 4.1. DroC2om will be represented by three project members from Aalborg University and NBL over the two days of the event. The main objective is to get visibility within the drone industry.

There are no plans for other event participation at the moment, addressing industry specifically. However, it is expected that when the possibilities provided by the demonstrator developed in WP3 have become clearer, particularly its user interface, specifically directed dissemination to industry will be planned (industry event participation, advertisement via LinkedIn, panel talks, specifically directed communication, etc.).

The IEEE Wireless Communications letter on measured uplink interference has been invited for presentation at the IEEE Global Communications Conference (GLOBECOM) 2018, 9-13 December, in Abu Dhabi, UAE. It will be presented by Aalborg University at the conference.

More papers are certainly expected, based on the results obtained within the project. Based on the recently completed measurement in WP5, already two papers are in the planning phase. One will be an update to already published results on the large scale propagation and interference characteristics of the cellular network to drone communication (data link) channel. The new results will help to bring more experimental evidence to the previous findings, thus increasing the credibility to the results. The second paper is to address the dynamic effects in propagation, and the possible impact to radio mobility. Other papers are expected as an outcome of the work in WP4, relating to the performance assessment of techniques to improve C2 data link reliability and the architectural framework for a hybrid cellular-satellite architecture for C2 data link. The feasibility and demonstration of U-Space services in connection with the demonstrator in WP3 is also of relevance for publication to academia and/or industry.

DroC2om expects to participate to the SESAR Innovation Days in Salzburg, December 3-6, 2018. A poster proposal, summarising information about the project and highlighting some of the key results, will be submitted before the extended deadline October 5. DroC2om research has specific emphasis on C2 in the frame of U-Space/UTM, and the wireless communication architecture that enables this. With the participation to this general event on exploratory research in the field of ATM, DroC2om hopes to bring more focus to the underlying communication challenges and possibilities, and how the hybrid cellular-satellite system can integrate with ATM. Opposite, participation should also help DroC2om to obtain a better understanding w.r.t. some of the challenges and neighbouring research activities taking place in the SESAR framework.

Specifically targeted to the U-Space community, DroC2om has advertised a WebEx session on October 25. Specific details about the event will follow soon, but the idea is to present the DroC2om definition and requirements for C2, how C2 is provided over satellite and cellular system and their hybrid combination, the plans for the DroC2om demonstration facility and scenario, and finally, how DroC2om sees the role and interface for C2 in U-Space.

6.3 Impact to Standardisation

The 3GPP LTE Release 15 standardisation activities for Aerial Vehicles have concluded in June 2018 and there are currenty no LTE Release 15-16, nor 5G NR Release 16, activities on this topic. The standardisation work on Aerial Vehicles is likely to be re-initiated for 5G NR Release 17 and beyond.

Currently, Nokia Bell Labs activities within DroC2om are used to generate input to the 3GPP Study Item for 5G NR Release 15- 16 on Non-Terrestrial Networks:
