Breast Cancer Research and Education Trust Fund (BCTF)

In accordance with KRS 211.580, the Breast Cancer Research and Education Trust Fund program was created in June, 2005.

The purpose of the trust fund program is to collect and

distribute monies to support breast cancer research, education, treatment, screening, and awareness in Kentucky.

BCTF Revenues• The trust fund consists of funds collected from the state

income tax check-off, the breast cancer license plate, and any other proceeds from grants, contributions, appropriations, or other monies made available for the purposes of the trust fund.

Program Outcomes

• As of June 30, 2012, the Trust Fund has a total:– $365,992.02 in revenue from the check off box on

the tax forms– $750,770.81 in revenue from the license plates– $1,116,762.83 total revenue for the Trust Fund

• As of 2012, over 20,000 license plates have been sold.

Total grants awarded

• Beginning FY 2012, 65 grants have been awarded by the Breast Cancer Trust Fund to recipients.

Examples of programs funded through the Trust Fund

• Horses and Hope: A program that offers screening to women who are uninsured/underinsured and employed by horse farms and horse tracks in Kentucky. This program is coordinated by KCP East and West in collaboration with The First Lady Jane Beshear.

• Norton Cancer Institute: Mammograms for Life provides education and awareness of the importance of early detection and preventative services, including clinical breast exams, self breast exams and mammograms.

Examples of programs funded through the Trust Fund

• KY Commission on Women: The Women’s Health Information Guides (WHIG), easy to understand, touch activated, and bilingual, would be strategically placed in to communities where early detection and awareness messages often go unheard or undirected. The WHIG covers a range of topics including breast health.

• Purchase District Health Dept.: The Purchase Outreach and Screening Partnership project will provide breast cancer educational awareness targeted to women aged 40-64 who have never received a screening mammogram or have rarely (within 5 years) received a screening mammogram.

BCTF Eligibility

Trust fund moneys are allocated through a competitive grant

process to provide funding to not-for-profit entities, educational institutions, and governmental agencies in Kentucky.

Preference for funding is given to entities whose programs will serve medically underserved populations.

FY ‘14 BCTF Grant Application Process

• An announcement will go out this week providing information on where to locate the application and requirements for applying.

• The deadline for submission will be December 4, 2012.

• Included in the application:– cover page– an abstract explaining goals and objectives– $20,000 limit with budget outline– a scoring sheet used by the Objective Review

needed for the application
