PROPOSED NATIONAL EQUINEINFECTIOUS ANEMIA DISEASECONTROL PROGRAMThe Canadian Food Inspection Agency (CFIA) haslaunched a 60-day public consultation on aproposed new National Equine Infectious Anemia(EIA) Disease Control Program.

The CFIA has been collaborating with provincial, territorial and equine industry representatives, among others, over the past few years to develop anew approach to address program issues. One ofthe main issues has been the low volume of owner-requested testing (surveillance) among westernCanada equine owners, even though many positivecases of EIA have been identified in that area. As aresult, a key recommendation from the EIA workinggroup was for the CFIA to develop a program thatincludes some mandatory EIA testing requirementsfor certain movements of horses in western Canada.

Stakeholders may comment on the proposedprogram, including:

- details about zoning Canada for EIA - the movement control system

- changes to how the CFIA would respond to EIA, - how the full program would be implemented

If support is received, the CFIA will proceed withplanning the implementation of this program.

INVASIVE SPECIES OF THE MONTHYellow Starthistle (centauria solstitialis)

Yellow Starthistle, also known as Yellow Cockspur or St.Barnaby‘s Thistleis a grey-green to blue-green annual or biennial with a deep taproot, which allows it to proliferate on dry sites and rob more desirable plants,

such as rangeland grasses, fruit trees and grapevines of moisture. Itsyellow flowerhead and winged stem and branches make it readilyidentifiable. It can be found on fields, roadsides, rangeland, pastures andwaste areas. A rapid colonizer that forms dense stands, the plantproduces allelochemicals that prevent growth in other species.

Although not yet present in British Columbia, Yellow Starthistle (YST) hasbeen creeping northward and has the potential to affect BC‘s rangelands, orchards, vineyards and pastures. Aided by climate change, YST ismoving north and is posing a real threat to the arid and semi-aridgrassland ecosystems present in the Okanagan Region. It is anaggressive species that has invaded millions of acres in the westernUnited States.

Of particular interest to horsemen, Yellow Starthistle is toxic to horses, creating the condition known as “chewing disease”. A horse must ingest alarge amount of fresh or dried plant material to be affected. For moreinformation on Yellow Starthistle‘s toxic properties, read a guide from NewMexico State University here: http://aces.nmsu.edu/pubs/_b/B710/

For more information on the threat Yellow Starthistle poses, see the BCInvasive Species Council webinar “Modelling the Risks and DamagesFrom a ’Potential‘ Yellow Starthistle Invasion of BC” here:https://bcinvasives.ca/resources/webinars/webinar-archive
