Monmouth Park and New Jersey have been making headlines
in recent years for their attempts to legalize sports wagering in
the state. Despite numerous losses, there appears to be an end
in sight with the case having been heard in the Supreme Court in
December last year. It now appears to be more a question of
which of two outcomes will be passed, one being a partial repeal
of the Professional and Amateur Sports Protection Act (PASPA)
of 1992 or one stating that PASPA is unconstitutional. Dennis
Drazin, CEO of Monmouth Park, has been living the case and he
fills us in on the progress being made at the track, and the new
sports book Monmouth has built in conjunction with William
Hill, as the state awaits the result of the Supreme Court hearing.
Alayna Cullen: Dennis, you've been facing a bit of an uphill
battle which has been going on for some years now, trying to
get sports wagering legalized in the state of New Jersey. Why
has it been so important for you?
Dennis Drazin: It's important for me because I've been involved
in horse racing my whole life. I've worked for the horsemen for
many, many years, first as their legislative counsel, then as their
general counsel, then as the president of the New Jersey
Thoroughbred Horseman's Association. Cont. p3

Dennis Drazin, continued: After that, I became chairman of the
New Jersey Racing Commission. I resigned from the racing
commission with the blessing of the governor when he wanted
to privatize the racetrack so I could lead the horsemen in leasing
the track and privatizing it. For me, this is about saving an
industry. We have a Thoroughbred industry in New Jersey as
well as a Standardbred industry. Horses are very important to
the state. The state animal is the horse. What racing represents
in the state is 13,000 jobs, 176,000 acres of preserved and open
lands, which otherwise might be developed and lost to open
space. It's a $4-billion industry in terms of its value that
produces an economic benefit for New Jersey of $1.1 billion a
year. It's crucial that this industry survives. For me, it's very
personal, trying to do what I can to save this industry and right
now, we're confronted with a declining industry. There are
casinos and slot revenue in all the surrounding states around our
borders. Those states have been able to make their purses
higher. We have not been able to expand casinos outside of
Atlantic City. We now have an opportunity for sports betting to
bring in revenue.
AC: The case was heard by the Supreme Court in December
last year. How are you feeling about the outcome right now?
DD: This has been a long struggle. We're doing this for five or six
years now. At every stage, we've lost. Now I'm positive we're
going to win. The legal scholars say we're cautiously optimist
and the governor says we're cautiously optimistic and those are
good terms to use, but I've lived this case. I was there at the
arguments. I know that I walked out of this argument being

certain that we won the case based upon the questions and the
dialogue that was going on between the justices and counsel.
We're at a point where I can tell you, in my mind, that we will
certainly win this case. I can't tell you which way we'll win it.
There are two different ways we can win this case. One is the
partial repeal, one is that PASPA is unconstitutional. Either way,
we will win this case.
AC: Despite the hold-ups, you've gone ahead and built the
sports bar at Monmouth Park. Can you tell us what it offers?
DD: This room was built in 2013 and part of our deal with
William Hill involved the construction costs for this room. When
we first opened, we modeled it into a sports bar. It had been
just a cafeteria before that. We started to do something called
free play so we could start accumulating a database and get
people used to the venue. The next thing that we did here was
to start showing fantasy sports. Everyone in the country was
engaged in fantasy sports, so we thought that was another way
to accumulate a database and get people used to the venue.
After that, we opened it as a full-blown sports bar where from
Thursdays through Monday, whenever a game is on or there is
horse racing, this bar is open. We finished building the kitchen
so you can eat here as well as watch the games. One of the good
things that people tell me about here, the food is great, number
one, and the venue itself is something that people feel is user
friendly. They like being in the room. Right now we have the
horse racing opportunity for betting and they can do that while
they're watching the game. The other thing we have that other
places don't is parking. We have enough parking to
accommodate 60,000 people at a time.

AC: You've mentioned William Hill as your sponsor here. Why
did you choose William Hill?
DD: Originally when sports betting became a reality in terms of
the ballot question, we were approached by probably 12 to 15
different companies around the world. I felt that William Hill
was the best candidate in offering us what I thought was a very
fair deal, but it started with this: I talked to my team here at the
racetrack and the first question was, someone is walking into
our facility, they want to bet $100,000 on some game in the
Midwest that we know nothing about, we don't even know the
players or the teams. We can see their records, but don't know
much more than that, do you want to take that bet? We decided
we needed someone to manage the risk because if we took all
these bets on games that we didn't know anything about, we
could lose a lot of money and we didn't want to do that. William
Hill will manage the risk. They have experience at this. They
have a track record. We feel very comfortable with them as our
sports book manager.
AC: You're expanding the facility to the grandstand. Can you
just go into a bit more detail about what expansion plans you
have?
DD: We're renovating the entire grandstand in order to have
ticket riders that will be where our tellers were. You'll see the
long strip of banks and countertops where there will be
machines and you can probably hold between 5,000 and 7,500
people in that grandstand area to not only bet on sporting
events but to have the ability to bet on horse racing also. That
area will be made more comfortable, some lounge areas to let
people come and stay and enjoy and be able to eat and drink
and have some camaraderie. Everyone likes to view sports
differently. Some people like to sit in their home, not have
anyone bother them and watch the screen. A lot of people in
this country want the camaraderie. They want the social
experience. They want to cheer for the teams or against their
friends. We're trying to do everything that we can to make sure
that fans that come here have a good experience. We want
them to come to Monmouth Park and kind of feel like this is
their home base, this is where they're coming to engage in
sports betting and horse racing.
AC: Have you seen a lot of crossover since this facility has been
built? Do people actually come in for the racing?
DD: There are a lot of people that come here for the racing now
because this is an environment that they like. This environment,
when the racetrack is open, it fills up. You can come here on any
weekend when we have racing going on and you'll find this
room very active in terms of the wagering that's going on.

AC: We're waiting on the decision, which will hopefully come
in the next month or two. If it is positive, how quickly can you
move on getting all the machinery in and publicizing it?
DD: I think the publicizing is out there already. Throughout the
state, Monmouth Park already has set the image of being the
first to start. Because we're bound by looking at what the
Supreme Court is going to do, in terms of how we win, whether
it's a partial repeal or that PAPSA is unconstitutional, we need to
figure out a few things. Our timeline right now is to be open for
betting two weeks after the Supreme Court makes a decision.
We've done pretty much everything that we need to do to get
ready except for a few final items that we just need to look at
[depending on which outcome it is]. Until that date comes, you
don't know every detail, that's why the two-week window. You
really should do this the right way so the plan is, once the
decision comes out, get our ducks in a row and probably about
two weeks afterwards, open full scale and be ready to go in a
formal setting. In reality, if I wanted to, I could start taking bets
the next day, legally. Of course, in that scenario I'd probably be
at the counter myself taking the bets, writing them on slips of
paper which isn't the right way to start.
AC: This should have huge benefits for Monmouth Park and
New Jersey as a whole, but figures wise, how much is going to
come back into racing that you can then put back into
industry? Do you have an idea of the figures?
DD: I do, but it depends on what the Supreme Court says and
then how New Jersey reacts to that. What I can tell you is
nobody is really on the same page with the numbers. These are
illegal markets. I've seen some estimates as high as $400 billion

a year, some as low as $150 billion a year, but what we do think,
from the experts, is that because of our demographics and
because of comparisons that we can draw to Nevada, we think
the market in New Jersey is about $10 billion. At the end of the
day, when I talk about $10 billion, it's not how much money you
make on it because that's the money that's being wagered.
There's a certain amount of hold or win on those wagers that
would be distributed among tracks and casinos in order to
further whatever their interests are. From Monmouth Park's
viewpoint, we intend to utilize its revenues to increase our
purses, to add racing days, to add racing opportunities, to be
able to be more competitive in the region. We're going to put
most of the money back into racing because that's the right
thing to do.

has been fined $2,500 and suspended seven days by the Santa
Anita stewards for the use of Aderogatory words about a
licensee=s unborn baby@ last September at San Luis Rey Downs.
In addition to his suspension, which begins Apr. 2, Miller has
been placed on probation through the expiration of his current
trainer=s license in October 2019 and will be required to attend
anger management classes. The ruling noted that it was the
seventh time that Miller was reprimanded for disorderly
conduct and Aaggressive/abusive behavior.@

Q&A by Chris McGrath
Trainer Richard Fahey enjoyed a memorable campaign in 2017,
his 200 winners including the four-time Group 1-winning miler
Ribchester (Ire) (Iffraaj {GB}). That one=s departure for stud
duties has no doubt left a gap in the stable, but when questioned
by TDN=s Chris McGrath, Fahey expressed optimism ahead of the
2018 flat season.
TDN: Well there=s no getting away from it, Richard. Two
hundred winners in Britain last year, so you had terrific
strength in depth as well. But there=s a great, big
Ribchester-shaped hole in the middle of the team for 2018,
isn=t there?
RF: Look, of course we=ll miss him. He was a guaranteed Group 1
horse and they=re hard to find. But he=s gone where he has to
go. I mentioned him to John Ferguson before he ever ran, rang
him on the morning of his first race. And lo and behold, he got
beat! I couldn=t believe it.
But you do tend to find the better horses run a bit greener
than you=d think, because their work is so easy at home. So I
rang John again afterwards and said: >I still think he=s a good
one, but you=d better sit on the fence.= Of course he then ran
second in the Gimcrack and they were straight on the phone. He
was the type of horse that in three strides he could be doing 35
mph, and that just put the lads riding him on the back foot every
time. I think they did well, William [Buick] and James [Doyle],
because you couldn=t ever get him to relax once he was in the
stalls. I think he was getting better with age and if he was still in
training this year he=d have been better again.
TDN: As it is, it=s time to turn the page. How did you find the
restocking process at the yearling sales?
RF: Somebody asked me the other day what was my biggest fear
in racing and I said it was the price of horsesCespecially young

RF: Only five, six years ago you could buy a nice colt for 30 or 40
grand. That same horse is nearly 100 grand now. So we do have
to work harder at it. And it is worrying that we=ll go to a big sale
and find ourselves tyre-kicking. We got two out of Book 1 this
year, after looking at maybe 150.
TDN: So if you can=t simply spend more, what do you
compromise on?
RF: We know we can=t afford the Galileos. We know where to go
and where not to go. You just have to give up on
somethingCbut as long as you buy a nice horse, and a sound
horse, I think you=ve got a chance. And I think that=s where we
get lucky: we still will buy an individual. Doesn=t matter what
he=s by, every stallion can get a good horse. But he has to be
sound anyway: Peter Easterby always told me that. One you can
train. I see horses at the big sales making 300, 400 grand, and I
wouldn=t have them gift-wrapped. Whether I=m right or wrong, I
don=t know. It=s everybody to their own.
The beauty is you don=t know where the good ones are coming
from. If it were just down to pounds, shillings and pence, I=d be
out of business. But luckily we=re still here and surviving. Look,
I=m in a privileged position. We can buy up to maybe 100 grand.
That=s a lot of money. Except in the racehorse world, it=s nothing.
And most of the good ones don=t come up for sale, anyway. So
we have to try and buy something no-one else wants.
But that=s the best part of my job, I think, and probably the
most important: going out and finding these horses. It=s like
Premier League footballers: the ones that cost ,60 or ,70
million, everybody can pick them out. It=s finding the academy
players, or somebody from the lower leagues. That=s the bit we
work hard at. Touch wood, every year we come up with decent
horses; so something is working right. Can I put my finger on it? I
don=t know, but we=re doing the groundwork, we=re working
hard at it. I keep notes on every horse that goes through the
ring, and if one comes out and wins I want to go back and see
the book. Nine times out of 10, it will be because we couldn=t
afford itCbut if one slips through I=ll go back and ask why.
TDN: And how are the yearlings you did manage to buy
shaping up, as a group?
RF: It sounds silly after what I=ve just saidCbut when I look at
this year=s batch, I=m amazed how well we=ve done. Because
they=re a good bunch of horses. We were going to have a bit of a
sort-out on the grass, of the early ones, but after the snowdrifts
last week it=s saturated up there. So I=d be guessing about the
Brocklesby! But overall I=ve been delighted. At this stage, of
course, they=re all flying machines. You=d know if one is
completely no good, but touch wood we haven=t got to that
stage yet and they=re all coming up as well as they should be.
I=ve just short of 100 on my list hereCso there must be four
rockets in there, mustn=t there!?

TDN: After seeing them at the sales and breaking them, do you
like any of the first-season sires in particular?
RF: We=d be quite sweet on Garswood (GB) (Dutch Art {GB}). I
know we trained him, which sort of swayed us, but it think
we=ve ended up with eight. Garswood was a great-minded
horse, he probably didn=t even want to be a racehorse he was so
laid-back, but on his day he was a very talented one. We=d be
pretty happy with them.
TDN: And what kind of shape are you in with the older horses?
RF: We=d have some empty boxes this year, now. We had a big
clear-out: I think we sold about 70 in Newmarket and 10 at
Donny. But not just a clear-out, we sold some nice, progressive
horses. The thing is, I used to buy and sell second-hand horses. It
was fantastic, because we were guaranteed winners. I
remember going to Newmarket and buying 33 second-hand
horses. And I think all but two won. We bought a Chester Cup
winner, we bought a Magnet Cup winner, it was brilliant; it got
me going. But when I was finished with them, I was finding they
were riding horses; there was no value in them at all. So I had to
buy untried stock, yearlings, potential. Before, lots of people
wouldn=t buy off meCbut we=re selling winners now, so I=m
hoping that will help trade. Because a lot of my owners are
working men and they need a return. Now we sell lot of horses
to Hong Kong, to Australia, to America. And horses I felt might
struggle here because the system doesn=t cater for them, but
could do well in Saudi Arabia or Bahrain or Qatar.
TDN: That said, you=ve still got a big string. Perhaps you could
pick out a couple of quality names among the quantity?
RF: I know it was a bit of a shock to other people when Sands Of
Mali (Fr) (Panis) won the GimcrackCbut it wasn=t to us. He has
wintered extremely well, we=re very happy with him, and we=re
sticking at sprinting. He bombed out in the Middle Park for no
reason whatsoever, I haven=t a clue what happened that day.

He was just never at the races. And in America he didn=t stay,
after leading them into the straight. I certainly haven=t given up
on him and anyone who does is nuts.
I thought Great Prospector (Ire) (Elzaam {Aus}) was the real
deal, so I=d have to say he was disappointing [only seventh in the
G1 Dewhurst S.]. He=s rated 106 even so and could still progress
into a nice horse. Forest Ranger (Ire) (Lawman {Fr}) is now four,
and he=s a good hardy horse. He might seem a bit of a twilight
horse, just a few pounds short of winning at group level, but
he=s grown and matured and we=ve gelded him so hopefully that
might help.
TDN: Any you might pick out as well handicapped?
RF: Brian The Snail (Ire) (Zebedee {GB}) has had a wind
operation. He won his first three, and has always worked a good
horse. If he came back, at 95Y because he=s definitely a Pattern
horse at home. He just needs to get his confidence back now.
To me Growl (GB) (Oasis Dream {GB}) just had an unlucky
season and I don=t think he=s a back number by any stretch. It=s
not very often you can say a horse is well treated off 103, but he
has been as high as 114.
TDN: Will you have your usual hand for the Lincoln?
RF: Yes, but it looks a strange race this year. I=d give old Gabrial
(Ire) (Dark Angel {Ire}) a chance once again. You=re finding in the
bigger handicaps now that the ones maybe with a few pounds in
hand don=t get in. You=ve almost got to be badly handicapped to
get a run, and nearly a Group 2 horse to be well treated.
TDN: Operating on such an industrial scale [298 individual
runners last year], how do you keep on top of individual
horses= ups and downs?
RF: To be honest, the system here runs itself by now. Whether
I=m here or not, we know exactly what=s happening. We=re very
lucky with extremely good staff. Touch wood, we=re one of the
few who don=t seem to have a problem that way. I worked for
some hard men, and just feel a lot of trainers would rather slag a
fella than praise him. I=d rather be the other way round. Giving
people responsibility is a big thing, as well. I=m not trying to
make them feel goodCI want them to be good. Because any
trainer who thinks can do it all on his own is destined for failure,
I=m afraid.

TDN: And finally, going back to where we started. A couple of
years down the road from now you=ll doubtless be training
your first Ribchesters. How proud are you now to be training
sons of horses you made?
RF: If you=d have said to me 10 years ago that I=d be doing that,
I=d have said you=re nuts. We=ve been lucky: in the last few
years, we=ve made five stallions. Ribchester, Wootton Bassett
(GB) (Iffraaj {GB}), Mayson (GB) (Invincible Spirit {Ire}),
Garswood and Birchwood (Ire) (Dark Angel {Ire}) have all gone
to stud. I think Mayson is a right sire, we=ve had loads of success
with him, it amazes me more people don=t want them. And
Wootton Basset was a hard sell after he retired. Nobody in
England or Ireland wanted him. But he was champion 2-year-old
in France so we got a couple of bits of interest over there and
I=m delighted for the guy who has him: Nicolas [De Chambure, of
Etreham] has done a fantastic job, the horse looks like he=s
improving mares and is really going the right way.
Of those five horses, one was bred but four were bought and
between them cost less than 300,000gns. Which is brilliant,
really. But my job is to keep the luck going. It just leaves you
hungry to go and find the next one.
POET=S VOICE DIES
Group 1 winner and promising young sire Poet=s Voice (GB)
(Dubawi {Ire}BBright Tiara, by Chief=s Crown) died Saturday aged
11 at Darley=s Dalham Hall Stud after suffering a heart attack.
A homebred for Sheikh Mohammed, Poet=s Voice won the G2
Champagne S. at two and added the G2 Celebration Mile at
three before recording a career high in the G1 Queen Elizabeth
II S. over older horses next out.

winners for breeders and he enjoyed a wonderful year in 2017

SUCCESS by Alan Carasso
Three years ago, jockey Ryan Moore was engaged by trainer
Richard Gibson to ride Got Fly (Fr) (Early March {GB}) in the
Hong Kong Derby, only to sit on the tarmac at Heathrow for
three hours. He scraped into Sha Tin with 20 minutes to spare
and guided the 11-1 chance to a runner-up effort behind the
John Size-trained Luger (Aus) (Choisir {Aus}). There were no such
travel faux pas to mention this time around, as Ping Hai Star
(NZ) (Nom du Jeu {NZ}), a horse not dissimilar in profile to Luger,
came with a breathtaking run through the final 400m to post a 1
3/4-length defeat of Hong Kong Classic Cup hero Singapore Sling
(SAf) (Philanthropist) and favoured Exultant (Ire) (Teofilo {Ire})
in the HK$18-million domestic centrepiece.
As it was for Luger, the 2000m Derby trip was a question mark
for Ping Hai Star, who, by Size=s own admission wasn=t really in
the Derby picture earlier this season, but twisted his trainer=s
arm with three spectacular efforts over 1400 metres coming
into the race. With Moore tasked to get Ping Hai Star to switch
off in an effort to improve the chances of the gelding staying the
distance, the fourth betting choice was settled at the tail of the
field as a sweated-up The Golden Age (Fr) (My Risk {Fr})
whipped around the positively ridden Nothingilikemore and
Lockheed (GB) (Exceed and Excel {Aus}) to take up the running
at the 1600 metres. Singapore Sling, who box-seated the Hong
Kong Classic Mile (when second to Nothingilikemore) and in
victory in the Hong Kong Classic Cup, found himself one away
from the inside further back in midfield, while Exultant raced
with just the eventual winner behind turning into the back.
The speed was average through the middle sections and The
Golden Age traveled well enough entering the final 700 metres
as positions remained essentially unchanged. Zac Purton was the
first to make any sort of move, edging Exultant out into the clear
at the three-furlong point, but he was left no option but to
travel very deep as Ping Hai Star was called on for his effort a
path or two underneath that one. Ruthven (Aus) (Domesday
{Aus}), who had enjoyed the run of the race, tried mightily to
claw past the pacesetter as they reached midstrech, but only in
vain, as Singapore Sling had both covered entering the final
furlong. But Ping Hai Star had found running room with about
300 metres to come and with a lightning ultimate 400m in
:21.99 (last 800m in a wicked :44.80), whooshed past for the
win. Singapore Sling lost little in defeat, while Exultant posted a
come-home time in :22.23 for third.

AIt wasn=t really the plan, to be that far back, at all,@ Moore--
winning the Derby at his fifth ride--told Hong Kong Jockey Club=s
David Morgan. AI just felt I=d ride him with lots of confidence--I
believed before the race that he was the one horse that could
have more class than anything else in the race and I think that
showed. He=s just a high quality horse with a very good
turn-of-foot; when you get on him he=s a big, solid, strong horse,
very powerful underneath you.@
As late as January, an entirely different programme was in
place for Ping Hai Star, but as good trainers and racehorse
managers do, Size called an audible.
AThe last time he raced, I saw something that I liked about him
as far as a Derby prospect was concerned,@ Size said. AHe came
from the tail of the field, he settled quite nicely, he was very
happy to reel off some quick sectionals at the end of the race.
The only gamble was whether he was fit enough and had the
stamina to run 2000 [metres] with his inexperience. I backed
him up quickly into a [barrier] trial at Happy Valley and I was
very satisfied with all that, and then it was just a matter of
coming to the races and hoping that the race unfolded and was
run to suit him.@
Size, who was winning his third Derby (Fay Fay {NZ}, 2012 the
other), indicated he would let the dust settle before a decision
on a next spot. Horses like Vengeance of Rain (NZ) (2005),
Ambitious Dragon (NZ) (2011) and Designs on Rome (Ire) (2014)
parlayed Derby success into victory in the G1 Queen Elizabeth II
Cup the following month.
The connections of the second and third had no complaints
with their horses= runs and gave credit where it was due, while
Nothingilikemore=s rider Joao Moreira said it was a task too tall.
AHe certainly had every chance in the race but he just couldn=t
run the distance,@ the >Magic Man= said.
AThe last 600 metres, I could feel that he wasn=t going
anywhere anymore,@ Moreira continued. AI gave him every
chance, pushed him to see if he was going to get there, but
unfortunately he wasn=t able to finish off the race.@
A crowd of 67,205 wagered HK$1.616 billion (,147.6 million/
i167.4m/A$266.8m/US$205.9m), a record for a Derby Day
program.

HIGH CLEARANCE AT AUTUMN SALE Just weeks out from its flagship Easter Yearling Sale,
Chairman=s sales and Broodmare and Weanling Sale, Inglis on
Sunday hosted its Autumn Sale of mixed racehorses in
Melbourne, which saw 154 horses sell at a 93% clearance rate.
Total spend was A$1,567,850, while the average of A$10,181
was up 15.3% from last year. The median dipped 20% to
A$4,000.
AThere was magnificent competition within the buying bench
and for any sale to reach a 93% clearance rate is outstanding,@
said Inglis=s Victorian Bloodstock Manager Simon Vivian.
AGodolphin, Lindsay Park, the vast majority of the vendors who
supported the sale have left extremely satisfied with their
results. We moved the sale from a Friday to a Sunday and the
results showed that was definitely what our buying bench
preferred for this particular sale.@
Lindsay Park=s 2-year-old filly Pedicel (Aus) (Redoute=s Choice
{Aus}) (lot 176) topped trade at A$85,000 when picked up by GB
Bloodstock. She is an unraced half-sister to the Group 3-placed
Nettoyer (Aus) (Sebring {Aus}). Under the third dam are the likes
