1. IntroductionThis report has been produced by SMEC Urban at the request of Kumar Investments International Pty Ltdto prepare a drainage management strategy for the Tarneit Junction development at 575 &585 Derrimut Road, Tarneit. For the purposes of this report the subject site is deemed to be anamalgamation of both 575 & 585 Derrimut Road parcels and will be referred as ‘Tarneit Junction’.

The Drainage Strategy report is required for the subject site, as part of the Precinct Structure Plan andplanning permit application to subdivide and develop the land. The report aims to identify the stormwaterobjectives and water quality objectives to meet the satisfaction of Melbourne water and Wyndham CityCouncil.

Located within Wyndham City Council the subject site is approximately 8.00 hectares in area and iszoned Urban Growth Zone (UGZ) in the Wyndham Planning Scheme. The property is located within thefuture Tarneit North Precinct Structure Plan Area (PSP No. 1089) and has limited road frontage to DerrimutRoad on the eastern boundary, and frontage to Leakes Road on the southern boundary. Part of the easternboundary and all of the northern boundary is abutted by Regional Rail.

2. MethodologyTo demonstrate that the proposed development meets stormwater drainage and water quality objectivesthis report will address the following:

Stormwater Drainage objectives

- Determine the existing drainage outfalls and developed flow rates for the site utilising aRational Method approach.

- Determine the road conveyance capacity of Tarneit Junction East-West Road (20m Roadreserve) and Leakes Road to serve as a major drainage system.

- Determine an underground drainage strategy to cater for the 5 year ARI storm- Determine an overland drainage strategy to cater for the 100 year ARI storm- Determine the design flows of Melbourne Water Q100 culverts under Derrimut Road and

the Q5 main drain on the eastern boundary of Tarneit Junction ( MW scheme reference W1to W3).

Stormwater Water Quality objectives

- Melbourne Water have advised the Truganina Development Services Scheme will provideregional water quality treatment and retardation. There is no scheme requirement toretard or treat on-site. The scheme assets to be constructed as a part of the developmentare a Q5 main drain and Q100 culvert. This was confirmed by email with AndrewCamenzuli, Melbourne Water on 30/10/2013. Refer to Appendix 6.

3. Responsible AuthoritiesWyndham City Council is the responsible authority for internal drainage to service the site. Internaldrainage works shall be constructed in accordance with applicable Council standards, however, maindrainage requirements will be to Melbourne Water (MW) requirements. VicRoads are the responsible roadauthority for the Derrimut Road and the future widening of Leakes Road.

4. Internal DrainageDue to the existing flat grades across the property it is envisaged that some filling will be required toprovide free draining lots for this proposed development. Nonetheless, the existing drainage catchmentswill be retained .

Based on this topology and the proposed masterplan layout, the site catchments have been assessed. Therunoff from each of these catchments is modelled for the 1 in 5 year, and the 1 in 100 year Average ReturnInterval (ARI).

The proposed strategy is to provide a 5 year ARI piped system within Tarneit Junction to capture flows fromthe properties and roadway via side entry pits within the road reserve. Overland flows shall be conveyedoverland via the proposed road reserve network.

It is proposed that the 5 year ARI piped system and overland flows will outfall to the 100 year culvert underDerrimut Road, constructed as part of the Truganina Development Scheme.

Refer to Attachment 4 which incorporates the Q5 drainage layout and the Q100 flow paths.

5. Main DrainsMelbourne Water is the responsible authority for main drainage and have advised the subject site fallswithin Truganina Development Scheme 4060, which requires developers to make contributions towards thecost of drainage infrastructure. Contributions payable are based on the area developed, and thedevelopment type, and as of 20 November 2013, the preliminary contribution rate for Hydraulic is$55,946/ha and Water Quality is $20,088/ha.

The Melbourne Water drainage schemes also allows for the provision of water quality to meet 100% of bestpractice guidelines and hence no additional water quality works are required to be provided by thedeveloper. Melbourne Water has advised that in order to provide outfall drainage facilities for this property,the developer will need to enter into an agreement with Melbourne Water for the provision of drainageworks.

Melbourne Water has proposed in their scheme works that the developer will be required to construct Q100culverts under Derrimut Road and a main drain on the eastern boundary of Tarneit Junction MW schemereference W1 to W3). The scheme works will be reimbursable or the cost offset against the requiredcontributions. Both the sizing and location of the culverts and main drain is a detail that will be determinedas the development masterplan is developed. The proposed scheme works are shown in Attachment 2,Melbourne Water Plans. As per the Melbourne Water scheme there is a proposed wetland (WL21) to beconstructed on the neighbouring property to the west of the subject site. It is understood that this wetlandwill be coordinated with the proposed intersection which provides access to the subject site as well asallowing for future development to the west.

Currently, the existing drainage within Derrimut Road does not have capacity to convey the runoff from thedevelopment. The ultimate drainage outlet alignment is dependent on future development to the easternside Derrimut Road. It is our understanding that this land is owned by Wyndham City Council and wepropose that outfalls are day lighted out over this parcel until such time that the main drain is constructed.

If approval is not granted, MW has powers under the Water Act to facilitate the construction of outfall drainsthrough adjoining properties. Depending on the timing of the adjacent developments it may be necessary tocarryout significant outfall works.

6. Catchment Areas & Design FlowsTarneit Junction forms part of a wider total catchment area of 42ha which falls east and is currentlyundeveloped, as shown in Attachment 3. The external catchment is made up of 5 rural lots (Properties 5 to9). Melbourne Water have advised the scheme catchment only considers gap flows from properties 5 to 9diverting 5 year flow south of Wilandra Drive and the 100 year flows from Tarneit Junction. The ruralcatchment north of Regional Rail Link cuts off all flows and have not been included.

Existing Rural Discharge

The existing rural flow was determined utilising the Rational Method in accordance with Australian Rainfalland Runoff. The result is tabulated below.

There is an existing culvert which crosses Derrimut Road at the south east corner of the site. The size ofculvert and capacity is unknown. This culvert will be decommissioned upon completion of the MelbourneWater culvert.

Developed Discharge

The developed flow was determined utilising the Rational Method in accordance with Australian Rainfalland Runoff Book. The result is tabulated below.

Hydraulic Analysis

A PC Convey analysis was undertaken for Tarneit Junction East-West Road (20m Road reserve) andLeakes Road to serve as a major drainage system. Minimum road longitudinal slopes of 1:200, manning0.020 and GAA’s cross section desirable slopes were assessed in PC Convey to determine flood capacity.

Leakes Road future cross section consist of 3 traffic through lanes and a bike lane each way. The drainagestrategy proposed within Leakes Road is to convey the overland flows in a table drain typically 0.5m deepadjacent to the bike lane. The table drain will discharge directly to Derrimut Road 100 year culvert. Thetable drain will increase the Q100 capacity which can be conveyed along the road reserve. Furtherdiscussions with Council, Vicroads and Melbourne Water is required do determine if up sizing of theunderground drainage would be acceptable to eliminate the table drain from the road reserve in LeakesRoad. Currently, the proposal would require a minimum 150mm step in the building floor level. This will beimpractical as it is anticipated the building floor will be levelled with the footpath.

Based on GAA’s design standards the overland flow capacity of Leakes Road nature strip and the internal20m wide road reserve is 4.20 cumecs. Refer to appendix 5 for PC Convey sections.

Typical Road Cross Sections below were used to determine the road carrying capacity.

The GAA Engineering manual requires all roads that act as a floodway have a maximum flood depth of300mm, no part of the allotment batter to be inundated and the floodway safety velocity/depth criteria of

0.35m2/s outlined in Melbourne Water Land Development Manual for a continuously grading road shall bemet.

Referring to the PC Convey analysis, it demonstrates the capacity of Tarneit Junction East-West Road(20m Road reserve) and Leakes Road is not exceeded by more than 300mm above the roadway, theextent of the 100 year flow is contained within the road reserve and floodway safety criteria is achieved.

With reference to VicRoads Road Design Guidelines Part 7 Drainage Clause 7.4.3.3, Vicroads requires thewater depth and width should be restricted at the approaches of traffic signals where braking is frequent.

The PC Convey analysis indicates that Leakes Road with a table drain has capacity for the overland flowhowever part of the overland flow will reduce traffic to a single lane which will not be acceptable toVicroads. Therefore, the Vicroads intersection at Leakes Road and Derrimut Road will need to pipe theoverland flow into side entry pits with higher inlet capacity to avoid ponding in a significant storm event. Thenumber of pits and size of drainage will need to be investigated during detailed design.

During detailed design, a Hec-Ras model will be applied to determine 100 year flood levels and back floweffects. The 100 year flood level will set the finished allotment level with a minimum 150mm freeboard asspecified in GAA Manual Clause 13.22.3. It should be noted that the Clause 12.30 of GAA manual requiresminimum floor levels of 300mm above flood levels. This requirement is somewhat contradicts Clause13.22.3 and we request Wyndham City Council clarify the required freeboard.

Derrimut Road Culvert Crossing

Melbourne Water has determined the required serviceability for the drainage crossing at Derrimut Road isthe 1 in 100 year event. The 100 year ARI flow is calculated as 4.72m3/s. It is proposed that all major andminor flows from upstream catchments will need to be conveyed via the culvert. The culvert sizes andinlet/outlet structure will be investigated during detailed design.

It should be noted, the major constraint is achieving a free flowing outfall east of Derrimut Road. Theproperty east of Derrimut Road is undeveloped and will need to account for the 100 year flows. Thus, theoutfall drainage strategy is dependent on the development to the eastern side of Derrimut Road. Thedesign intent of the culverts is that they will outfall into the proposed Melbourne Water drainage schemepipes or discharge overland.

Discussions with Melbourne Water, Council and adjoining land owners are required to determine anultimate or interim outfall drainage strategy in the early stages of development. Negotiations with theadjoining land owner (Wyndham City Council) may be required to construct the ultimate drainage outfall orin the interim discharge temporary flows overland until such time that the main drain is installed.

7. ConclusionThis report has documented the proposed drainage strategy for Tarneit Junction, including any immediatecatchments upstream.

SMEC have assessed the 1 in 5 and 1 in 100 year drainage strategy. Minor flows from the development willbe conveyed via the underground piped drainage network. Major flows will be conveyed via the internalroad networks and 100 year flows will be discharged via the proposed 100 year culverts under DerrimutRoad. The 100 year flows cannot be conveyed via a table drain in the 10m wide naturestrip of LeakesRoad without encroachment onto the proposed carriageway widening. Vicroads may require this flow to bepiped to avoid encroachment.

SMEC have demonstrated the carrying capacity of the internal East-West Road (20m Road Reserve) andLeakes Road. Flow depth is not exceeded by more than 300mm above the roadway and the extent of the100 year flow is contained within the road reserve.

The drainage outfall constraints is dependent on the development east of Derrimut Road, and we requestWyndham City Council provide further clarification on this matter.

The catchment area you have shown is what the scheme has estimated. The RRL cuts off all flowsform the north. The flows to be conveyed under Derrimut Road are the gap flows from DSS properties5 to 9, plus all flows from DSS properties 10 and 11.

Hi Josh,

Your assumptions are correct; the Truganina Development Services Scheme will provide regionalwater quality treatment and retardation. There is no scheme requirement to retard or treat on yoursite. The scheme assets that are required to be built as a part or the development are a Q5 pipelineand Q100 culvert as previously advised.

Hi Josh,

I was given the impression that they will not be constructing the ultimate configuration of Derrimut

Road just enough lanes to meet the existing traffic capacity.

Unfortunately I am unable to provide you what you wish for. You will have to determine the capacity

of the culverts yourself; the existing culverts do not show up on our system, council may be able to

help further as it would be council localised existing flooding, we have not flood mapped this area.

You will need to determine how to convey the 100yr overland flow path through your site and include

it in a Stormwater Management Strategy which will accompany your Permit application. The

designated flow paths should meet the floodway safety criteria outlined in the LDM.

Council has not provided us any further info regarding future upgrades to the work. Obviously RRL will beconstructing Derrimut Road as per the plans and ultimately damming that immediate area. I have not reviewed thelevels and therefore unable to confirm if overland flows can pass over Leakes Road or if the afflux levels will impactthe subject site. I can only assume that has been reviewed by others….hopefully.

Timing of our development is quite some time away. PSP is some 2+ years away from being approved.

Are you able to follow up two things please:1. Do existing culverts/ Leakes Road adequately convey the overland flows and avoid adverse flood inundation

of the subject site2. Confirm what methodology we need to implement to convey 11m3/s through the development (I’ve

attached a masterplan for your reference).

I couldn’t get a whole lot from the plan you sent me unfortunately, all I could gather is therewere no culverts. What information has council provided you in relation to the road upgrade? Arethey going to fully update the road presently?Also I was wondering what is the timing for your development?

I have passed on your query to the person looking after MW interests to do with the RRL. Also I havelooked into the scheme further and that is not a RB to the west of your site. It is a wetland, thepipeline V3-V4 is a 5yr pipe that will connect to the existing pipeline and the flows in excess of the 5yrwill need to be conveyed through your development in the road network.

I will get back to you regarding the culverts and RRL scope of works as soon as I find out.
