Executive Summary

District 72 has been granted approval to undertake Reformation.

As a consequence of the Reformation, continuing District 72 and new District 112 have the opportunity to

start afresh with newly realigned Divisions. This is the role of the Realignment Committee which consists of

current District 72’s two Program Quality Directors, along with the District Director and the Division

Directors.

This draft report is designed to provide the proposed breakdown of how the new Divisions could look after

Reformation and is intended for circulation to Clubs and Members to seek their input as to their thoughts on

the listed proposals for the suggested realignment.

In looking at the reformed Districts, the Realignment Committee looked at the set-up for easier

manageability of the District, Division and Areas by the District, Division and Area Teams. The management

and operation of clubs will not be affected in any capacity by the realignment. In fact, clubs may find that

they may have better access to help and advice.

The current layout of the existing District 72 is that we have 281 paid clubs divided into 9 Divisions and 60

Areas. Some Divisions have between 40-44 clubs which can make it challenging for a Division Director to

manage.

After the Reformation is complete District 112 (Northern) will have approximately 172 Clubs and District 72

(Southern) will have 125 clubs. This is an approximate figure, as Clubs in Formation have been included

and therefore may change these totals. This report includes all current clubs along with “Clubs-in-

formation”. However, it does not include ‘proposed’ clubs. Within continuing District 72 and new District 112

the new Divisions are much smaller, meaning that each Division and its team will be able to provide more

resources and time into looking after Members and Clubs.

In configuring the new Areas and Divisions within each District, careful consideration was given to distance

from other clubs within the Area (especially in rural locations), meeting venue locations and actual meeting

times. Along with these factors, other criteria considered were manageability; ability for the new Areas to

become Distinguished or better; and similarities of Clubs within each Area where practicable (ie. lunch-time

clubs). The goal where practicable and possible, was to put four to five clubs in each area, to allow

maximum potential for growth.

Toastmasters International guidelines (Protocol 7.0 – District Structure 1.D.IV) (shown below in italics), were considered when assigning clubs within Areas:

“Districts assign clubs to areas based upon:

a. Geographic proximity to other clubs b. The ability of an area director to effectively provide service c. Club size and strength (e.g., paid, active, disbanding) d. Prospective clubs and expected growth e. The likelihood of eligibility for Distinguished programs (e.g., club base of the area or

division)

A division must have a minimum of three areas.”

The Realignment Committee also looked at possible new Division names. TI provides guidance for this, it is detailed in the Toastmasters International District Leadership Handbook, as set out below:

For continuing District 72 (Southern) the Realignment Committee will utilise the letters from the latter half of the alphabet, ie. N through to Z.

For incoming District 112 (Northern) the Realignment Committee will utilise the letters from the first half of the alphabet, ie. A through to M. Where possible, the current Division letters are being retained (ie. A, B, D, F, H & J).

The rationale behind different lettering is to clearly distinguish between the two realigned districts.

District 112 (Northern) Proposed Structure In looking at the layout of the new District 112 it is proposed that the five existing Divisions will split into 8

arguably more manageable Divisions.

For the incoming District 112 (Northern) the Realignment Committee will utilise letters from the first half of the alphabet, ie. A through to M. Where possible, the current Division letters are being retained (ie. A, B, D, F, H).

been commented on, and before the final Proposal is posted onto the Toastmasters New Zealand Website

Realignment of the Greater Auckland Area (Divisions A, F and H)

The Committee is currently proposing two options (which affect current Division F clubs):

1. The first option reflects:

Division C comprising three areas (total of 15 clubs, one of which is in formation and one of

which is a prospect, which appears to be strong, but requires further investigation). Currently this

represents most of the clubs in Area F6, F7 and F9.

Division F comprising five areas (28 clubs, five of which are in formation).

The clubs in Northland have a different dynamic to the Auckland CBD clubs. Membership in this

potential new Division C is low, five of the clubs having membership of twelve or below, with

only two clubs having full membership (twenty members or above). The current area directors

have the experience to use this as an opportunity to develop leadership potential in this Division.

NORTHTEC has indicated its interest in adopting a Tōhī model (bilingual Te Reo club), which

represents potential for the club. While the Toastmasters International requirement of a

minimum of twelve clubs in a Division is met here, as the membership is currently low,

Members may consider adopting a conservative approach and following the second option.

2. The second option reflects:

Division C comprising five areas (total of 26 clubs, four of which are in formation and one of

which is a prospect). Here the clubs in the suggested areas F4 and F5, are added to Division F

to strengthen this Division.

Division F comprising three areas (total of 17 clubs, two of which are in formation).

While in this version, Division F is smaller than Division C, the clubs are sufficiently strong for

this to work. Geographically it may make more sense to have the clubs in area C4 and C5

together.

In the greater Auckland and Northland regions District 72 currently has 103 registered clubs. There are a

further eleven clubs in formation, making a total of 114 clubs.

It is proposed that Division J will be split two kilometres north of Otaki in a line from West to East.

Toastmaster clubs south of this line will form a new Division and will be combined with clubs in Division E

and those from the South Island of New Zealand and will form part of continuing District 72. The

Toastmaster clubs north of this line in Otaki will form a new Division and be part of the new District 112

which covers the North Island.

With regard to the five clubs in Area J3 that are impacted by this proposed border line; itis proposed that the

following clubs:

1. Speaking of Levin (located in the town of Levin), and

2. PN Advanced (located in the city of Palmerston North)

be combined with the Toastmasters clubs in Palmerston North to form a new Area in the new District 112,

as both clubs are located north of Otaki.

With regard to the remaining three clubs in Area J3 that are located south of Otaki, it is proposed that they

will be combined with the other clubs in Division J to be part of District 72. These clubs are:

1. Toastmasters of Waikanae

2. Coastmasters Toastmasters Club, and

3. Paekakariki

New Border for Division J north.

The proposed border is between Whanganui and Waverley and goes up to Raetihi then east to Ohakune

and to Napier. The five Toastmasters clubs in Napier and Hastings are to be transferred from the current

Division D to the new Division J.

The affected Napier and Hastings clubs are:

1. Hastings Toastmasters Club.

2. Napier Toastmasters Club.

3. Havelock North Club.

4. Bay City Toastmasters Club.

5. Pania Club.

The proposed new border is extended up to Raetihi and Ohakune, in the event that one day new

Toastmasters clubs are formed in Raetihi, Ohakune, Taihape, Hunterville or Marton. These clubs could be

administered from Palmerston North.

Proposed new Areas J1 and J2 will have five Toastmasters clubs and proposed new Area J3 will have six

clubs which includes the addition of the CHB Toastmasters Club from Waipukurau. This has been proposed

as CHB Toastmasters Club is closer to Hastings at 49.3 km. At present it is in Area J2 and 112.4 km from

Palmerston North.

at least two clubs in each area usually becoming Distinguished in the past years. Each new Division will

share the central city clubs and will have at least one advanced club. Club meeting locations have been

taken into consideration.
