About the Residential Care Leadership Board

Background

The Residential Care Leadership Board (RCLB) will be a national board, set up by the Department for Education (DfE) to drive significant improvements in the children’s residential care system in England, as recommended in Sir Martin Narey's independent review of residential care. Sir Martin found that residential care has an important role to play in the system and that bringing leadership to this sector would:

“remove much of the suspicion and mistrust in the residential care world, improve best practice, and bring greater clarity and coherence to this much misunderstood and grossly under appreciated part of children’s social care.”

The board will have an initial focus on Sir Martin Narey’s recommendations for improving commissioning practices and developing ways of “Staying Close” for care leavers after they move out of residential homes, with scope to extend this remit in the longer term.

Commissioning

The annual cost of caring for all children in residential care is around £1 billion per year. The cost for those in children’s homes specifically is about £750m a year. It is critical that this substantial investment ensures that children receive the best possible care for the money spent, as well as delivering value for money for the taxpayer. Sir Martin Narey found that improved commissioning, on a larger scale, could play an important role in extending placement choice and driving down costs.

Sir Martin identified a number of challenges that are preventing effective commissioning:

where consortia exist, they rarely function in a way that maximizes their purchasing power to make efficiency savings and secure a range of provision by acting upon predictions;

there is an absence of the good analysis of data and trend data over time that is required to understand and forecast demand;

spot purchasing by single local authorities is very common but results in authorities paying high prices and still not placing children in the most suitable provision;

providers experience uncertainty over how many beds they will fill; and, there is a lack of communication between commissioners and providers

over what services are needed and where. Providers are not opening homes in the areas that need them and may not be offering the services that commissioners want them to have.

In order to address some of these challenges, we are running a targeted funding opportunity via the Innovation Programme to test new commissioning arrangements that bring local authorities and providers together to achieve better outcomes and improve the experiences of looked after children.

However, in order to deliver the degree of change that Sir Martin envisages, all those involved in the commissioning and provision of care in children’s homes will need to work together. Only by working in partnership will we be able to tackle the trickiest issues and deliver a sustained improvement in the quality of care for the country’s most vulnerable children. Strong sector leadership, through the RCLB, will be particularly important for driving the recommendations Sir Martin makes for commissioning; engaging with the wider sector to support the development of new approaches and ensuring learning and best practice is shared and implemented.

Staying Close

Young people leaving care often tell us that they face a ‘cliff-edge’ where support decreases after they turn 18 when they leave care. For young people leaving foster care, the Children and Families Act 2014 placed a duty on local authorities to provide support to enable young people in foster care to remain with their former foster carer(s), ‘Staying Put’, up to age 21, if that is what they both want.

Currently young people leaving residential care do not have the option to ‘Stay Put’ and it is this difference in choice and provision that we want to address. Sir Martin’s review of residential care recommended introducing ‘Staying Close’ to provide greater support and a gradual transition to independence. We want Staying Close to provide parity in the support available to young people leaving residential care that meets and supports their varied needs. However, we acknowledge that there are particular challenges for young people leaving residential care, such as high levels of mental health and special educational needs.

We will run pilots through the targeted funding opportunity, as suggested by Sir Martin Narey, to address these challenges and support the development of Staying Close. A successful Staying Close arrangement will:

provide continuity for the young person, particularly continuity of existing relationships between the young person and those who care for them in the children’s home; and,

provide suitable and sustainable accommodation.

The RCLB will play a key role in ensuring learning and best practice from the pilots is shared and implemented.

Board Governance and Accountability

The Board will be collectively accountable to the Secretary of State for Education and will be required to provide regular updates to Ministers. Board members will work together to ensure that the Board achieves its overall aim of driving significant improvements in the system.

We expect the Board to set up a number of sub-groups to drive forward key aspects of its work.

The Board’s Chair will be supported by a Board Manager and will receive administrative support. The Board will receive analytical input and expertise from the Department.

The Board will meet on a quarterly basis, at times determined by the work programme, but may meet more frequently when required.

Board Membership

The Board will comprise of representatives from providers, local authorities, those representing the views and interests of children and young people, academics, the voluntary sector, Ofsted, front line practitioners and government departments.

Chair of the Residential Care Leadership Board

Role Description

Proactively shaping and driving forward the strategic agenda of the Residential Care Leadership Board (RCLB) by:

o Ensuring that the RCLB operates as an effective and efficient mechanism for driving significant improvements in the residential care system in England.

o Facilitating constructive dialogue, particularly between commissioners, providers and other services responsible for working with children and young people.

o Ensuring the RCLB delivers its aims and objectives, including disseminating best practice across the sector and challenging the government and the sector on progress made.

Acting as figurehead for the sector and a champion for residential care, representing it to a range of stakeholders.

Providing strong leadership to the RCLB including through effective chairing of meetings.

Providing policy advice to the Department for Education on practice and operational considerations, drawing on input from Board members.

Reporting to the Secretary of State for Education at agreed intervals on the RCLB’s progress and latest trends and issues facing the residential care system, and advising on any changes needed to its focus.

Person Specification

In your supporting statement, you should provide examples of evidence that you meet the appointment criteria listed below. Those invited for interview will have the opportunity to further develop and discuss responses.

Given the focus on commissioning of residential care placements, individuals with a background in business and commercial skills are also encouraged to apply.

Terms of Appointment

General The appointment of the Residential Care Leadership Board Chair is made by the Secretary of State in accordance with the Governance Code on Public Appointments.

There is no employment relationship with the Department for Education or with the Residential Care Leadership Board.

Termination of AppointmentThe Secretary of State has the power to appoint the Chair and to terminate the appointment.

Time commitmentTime commitment may vary depending on the work programme and will be up to 40 days a year, including preparation time for meetings. This will include but be not exclusive to:

full attendance at RCLB meetings (held in London at approximately quarterly intervals).

attendance at meetings with senior managers in DfE and other organisations to promote, raise awareness and gain commitment to the work of the RCLB.

RemunerationA daily fee allowance of £500 per whole day (£250 per half day) excluding VAT will be paid monthly for time spent on RCLB business. Any time spent in preparation and/or travelling is included in this fee. Reasonable travel (second class is encouraged) and subsistence expenses will be reimbursed. In addition, some funding will be available for procurement of administrative support to the Chair, to be agreed with the Department for Education on appointment.

PensionsThis appointment is non-pensionable.

DurationThe successful candidate will be appointed initially for a period of two years, with a break clause after one year.

AppraisalThe Chair’s appointment will be appraised by a nominated Department for Education representative.

LocationResidential Care Leadership Board meetings will be held in central London. Occasional travel to other locations may be required.

Objectivity In carrying out public business, including making public appointments, awarding contracts, or recommending individuals for rewards and benefits, holders of public office should make choices on merit.

Accountability Holders of public office are accountable for their decisions and actions to the public and must submit themselves to whatever scrutiny is appropriate to their office.

Openness Holders of public office should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands it.

How we will handle your Application

Shortlisting

A shortlisting panel comprising DfE officials will determine which applications best meet the appointment criteria listed under the person specification. The successful shortlisted candidates will then be invited for interview.

It is important that your application provides relevant information/evidence. Your application will be assessed on the strength of the information you provide to demonstrate how you meet the appointment criteria.

References may be taken up if candidates are selected for interview. Please ensure that your referees have given their consent for their names to be used.

You will be notified by email in the week commencing 8 May to let you know whether or not you have been shortlisted.

Interviewing

The interview panel will comprise of DfE and external senior leaders. Interviews are likely to be held in the weeks commencing 15 May and 22 May and will take place at the Department for Education, Sanctuary Buildings, Great Smith Street, Westminster, London, SW1P 3BT. Interviews will last approximately 45 minutes.

Candidates will be able to claim for reasonable expenses incurred travelling to and from the interview. Claim forms will be provided with invitations to interview.

Interviews are competitive and the interview panel will present the best candidate(s) to Ministers, who will make the final decision.

Candidates will be notified by email of the outcome of their interview. We anticipate this will take place during the week commencing 5 June.

Guaranteed Interview Scheme for Disabled Applicants

The Department for Education is particularly keen to recruit disabled people who have the necessary skills. To encourage those applicants we operate a scheme under which disabled applicants, who have demonstrated the level of expertise required for the post, will be assured of an offer of an interview.
