returned;PRNCnowhastheirfullamountofmoney.Asthenetavailableisnearly$62k,itwasrequestedthatfundingrequestsbebroughtforward.Otherwise,theunusedfundsmustbereturnedtothecityattheendofthefiscalyear(June30,2018),andPRNCwillneverseeitagain.Issammentionedthathehasnoproblemnotspendingthemoney,andprefersthatthemoneybespentwisely.Currently,therearenosubmittedNeighborhoodPurposeGrant(NPG)requests.

§ BrianAllen,TreasurerfortheGranadaHillsNorthNeighborhoodCouncil(GHNNC),reportedthatthebudgetadvocatesarecurrentlyworkingoncommittees(heservesonfive).Heurgedanyonewithaninterestinthecity’sbudgettopleasespeakupandcomeforward.

§ TheannualregionalbudgetdayistentativelyscheduledforSaturday,January20,2018.§ Thecityhasassembleda300+pagebookabouttheconditionsofthehomeless,yetitremains

unknownwhywecontinuetohavehomeless,andwhytheirpopulationisgrowing.Susanaskedabouttheresearchandfundingforthehomelessresearch;Brianrepliedthatthereisnofunding;itisjustapersonalopinionthattheywillbringforward.Hementionedthatthesepassedforty-yearshaveseenanenvironmentwherebypeoplelacktheresourcestobecomeorremainemployed,andfeeltheydonothavetoearntheirliving.

§ SusanurgedBrianandeveryonewithaconcernaboutthehomelesstoattendtheHomelessCommittee’smonthlymeetingonthe1stThursdayofeachmonth(December7)atStarbucksinPorterRanch.

10. PresentationsfromRepresentativesofElectedOfficials

§ JarrodDeGoniafromSupervisorKathrynBarger’sofficereportedMs.BargerandCouncilmanEnglanderfromCD12havetriedtosolvethehomelessnessproblem;theyseehomelessnessinareaswhereitneverappearedbefore.

§ ThevotersofLACountyrecentlyadoptedPropositionHfora$.25salestaxincrease,aswellasPropositionHHHtohelpprovidehousing.Inaddition,theapprovedproposition47,whichreducedthepenaltyofcertaincrimes,hasledtofewerarrests.

§ SupervisorBargerfeelsthatmentalhealthisthekeycomponentinhomelessness.Itisdebatedifthejailsystemisthebestplaceforthehomeless.However,injail,theyareoffthanonthestreets,protectedfromtheelements,andreceivingcare.Ms.Bargerfeelsthatwecannotallowsomeonetodieonthestreet.

§ Laura'sLawisaCalifornialawthatexpandsthedefinitionofinvoluntaryholdsandallowsforcourt-orderedassistedoutpatienttreatmentformorethanthree-days.Toqualifyfortheprogram,thepersonmusthaveaseriousmentalillnessplusarecenthistoryofpsychiatrichospitalization,jailing,orthreatsofseriousviolentbehavior.However,ajudgecannotmandatetreatment.

§ JarrodreportedonahomelesswomaninNorthridgewhoreceivesoccasionaltreatment.However,shehasdevelopedaresistancetothedrugsthataregiventoher.

§ SomeoneaskedJarrodaboutthecurrentstatusofmentalhealthservices;Jarrodfeelsthatwemustincreasethequantityofavailablebeds.Yearsago,whileJarrodworkedforSupervisorMikeAntonovich,theOliveViewMedicalCenterofSylmarexpanded,leadingtoadditionalbedspaces.

§ DavidBalenaskedwherewecouldplacethehomeless.Apossibilitywastheveteran’sadministration;however,thatisaverycontentiousissue.

§ Jarrodreportedthathisdeputy[Jason]isinSylmar,discussingtheirNationalGuardAmorybecomingawomen’sshelter.Theyalsohopetorenovatea160-roomabandonedhotelintheSanGabrielValleyintoahomelessshelter.

§ BeckyaskedthatsinceLAisasanctuarycity,doesthataffectthehomelesspopulation?Jarroddidnothaveananswertothisissue.

§ JasonHectoraskedifperhapswecouldhaveKathrynBarger’sroadshowtoaPRNCmeeting.Jarrodsoundedveryreceptivetothatidea.

§ SoCalGasCompanysentarequesttothestatetoreopenAlisoCanyon.SupervisorBarger

immediatelydraftedaresponse.However,beforethatwassent,thestaterepliedthattheywouldmaintainthestatusquo.

§ DuringarecentBoardofSupervisorsmeeting,JaniceHahnandKathrynBargerdirectedthecountyhealthtoincreasetheirrulesandenvironmentalissues;thismotionpassedunanimously.Atthistime,theboardfeelstheylacktheauthoritytostrengthenthecode.

§ MattPakucko,presidentandco-founderofSavePorterRanch(SPR),askedaboutalong-termhealthstudy.Thereiscurrently$1Msetasideforthisstudy.AssemblymanDanteAcostarequested$3M.Therewasarequestinthestateassemblyfor$35m,butthatdiedintheappropriationscommittee.TheOfficeofEnvironmentalHealthHazardAssessment(OEHHA)maybethebeststateagencytodealwiththis.

§ BrianfromtheGHNNCaskedaboutstreetvendingandthe58,000newhomescomingtoValencia.BalboaBoulevardisalreadyadisasterarea,andthereshouldbeadditionalroutesbetweentheSanFernandoandSantaClaritaValleys.ItishopedthatNewhallRanchwillincreasetruckaswellasHOVlanesalongthe5Freeway.TheremayalsoimprovementstotheOldRoad,butthatcouldleadtomoretrafficalongBalboaBoulevardandSanFernandoRoad.

§ GabrielKhanlianaskedifNewhallRanchcouldeverconnecttoSimiValley.Therearenoplans,buttheremaybeplanstoexpandSantaClaritawestwards,towardsFillmoreandLakePiru.

§ Astakeholdermentionedthatseveralyearsago,whilepurchasinghishome,aChappellagenttoldhimtherewereplansforPorterRanchtoexpandoverthehillsidetoStevensonRanch.Nothingeverbecameofthat.

§ TheHousingAuthorityoftheCityofLosAngeles(HACLA)hasbeenaleaderinthefighttoendHomelessnessandhasimplementedmeasurestoaccomplishthisgoal.HACLAhaspartneredwiththeLosAngelesHomelessServicesAuthority(LAHSA)toprovidehomelessincentivepayments(HIP)tolandlordstohouseapplicantsfromHACLA’shomelessassistanceprograms.LAHSAwilltransferCityfundstoPeopleAssistingtheHomeless(PATH),whowillissueacheckdirectlytoalandlorduponreceivingtheHIPrequestpacketfromHACLA.

§ StakeholderLanestatedthatweshouldgettheballrollingbyworkingwithSenatorHenrySternandhissenatebills801(AlisoCanyonnaturalgasstoragefacility:electricalgriddata:electricitydemandreductionandresponse:energystoragesolutions)and57(callingforanaturalgasstoragemoratorium).Perhapsthecityandcountycouldadvertisetheadvantageofelectricvehicles.

§ HassanMemarianaskedhowfamiliescanapplyforsectioneightandhalfwayhousingpermits;Jarrodrepliedthatthesearedifficultaseverysituationisunique.HetoldthestoryofalandlordinChatsworthwhoisrunningahalfwayhome.Whenconfronted,herepliedthatthesepeoplearehisfamily.Thecountycannotdetermineiftheytrulyarehisrelatives.Ifyoufindthatyouarelivingnextdoortoahalfwayhome,pleasedevelopapapertrailtoresearchthesesoberlivinghomes.

§ AnotherstakeholderaskedwhyAlisoCanyonissodifferent.Whentheblowouthappened,therewerequestionsaboutwhichgovernmententityshouldtakeresponsibility.TheactualAlisoCanyondeterminationrestswiththestate.

11. GeneralPublicCommentsonmattersthatarenotontheAgenda

§ StakeholderLaneSemperhasaskedforveganfoodatPRNCmeetingsfortwoyears;sheisthrilledthatthishasbeenaccommodated.Shealsobroughtvegancookies.Itisbesttoadoptahealthyvegandiet;factoryfarmingcauses15%ofpollution.

12. MotiontoApproveNPGRequestfromtheGranadaHillsCharterHighSchool(GHCHS)fortheirRoboticsTeam§ NahiaandMichael,Co-PresidentsoftheRoboticsteamatGHCHSreportedthat15%ofthe

44-membersRoboticsTeamcomesfromPorterRanch.TheymentornineschoolsintheSanFernandoValley,includingPRCSandCastlebayLaneCharterSchool.

§ Thisstudent-ledteamis60%femaleand40%male.Twelveindividualsareelectedeachyearbythestudentstocoordinatethetreasury,operations,safety,outreach,etc.

§ TheyarenowworkingonanarcoticsdetectionrobotfortheLAPD.ThiscouldgointoatticswhereitisnotsafefortheLAPDofficers.Theyarealsoworkingonanunderwaterrobot.Theydemonstratedoneoftheirrobotsinthebackofthemeetingroom.

§ AstakeholdermentionedthatalthoughthePRNCfundsareavailable,thesefundsshouldbespentwithinPorterRanch.

§ BeckyLevequeaskedwhatkindofpublicitywouldPRNCreceiveforthisdonation;thePRNClogowillappearontherobots,aswellasonbannersandbrochures.

§ Someoneaskedwhichotherneighborhoodcouncilshastheteamreachedoutto;theyhavereachedouttofive,includingthreeinGranadaHills,oneinNorthridge,andPRNC.TheGHNNCpledged$500;theroboticsteammayreturnedandaskforanother$2k.Theyalsodofundraisingviarestaurant-hostingevents.

§ Issamreportedthathisdaughterwasonherschool’sroboticsteam,andshegainedagreatdealfromtheexperience.

§ DavidBalenmentionedthattheSunshineDumpdonated$50ktoGHCHS,whichwastobededicatedtoScienceTechnology,EngineeringandMath(STEM);itwasunknowniftheRoboticsTeamreceivedanyofthatmoney.$6kofthat$50kmayhavebeenthefundsfromGHCHStotheRoboticsTeam.

13. Discussionofhowwaterprovidersaddresschemicalconstituentsinthedrinkingwatertheyserveto

thepublic§ Issamagendizedthistoprovideinformation,notforittoserveasajudgmentcall.Hereportedthat

therearechemicalseverywhereinnature,includingarsenic,chromium,magnesium,uranium,etc.Wherevertherearevolcanicformations,highlevelsofmetalsresult.Thecalciumdepositsresultinhardwater(versussoftwater).

§ TheCaliforniaDivisionofDrinkingWater(DDW)setsdrinkingwaterlimitsinCalifornia.§ DDWeitheradoptsthefederallyacceptedlevel,orsetsalowerlevelforCalifornia.Oncethatlevel

isestablished,alldrinkingwatersuppliersinCaliforniamustabidebythatlevel.§ StakeholderGregaskedaboutlithiuminthewater;apparently,theEPAhasnotyetinvestigated

lithiuminwater.SimiValleyandPasadenahaveundetectablelevelsoflithium.TheirwatersupplycomesfromAqueductandtheColoradoRiver’swatersupply.TheLADWP(whosewatercomesfromtheHighSierra)hasnotyetprovidedspecificsaboutthetolerablelevelsofmineralsinourdrinkingwater.TheymaygotoOEHHAforthesetolerablelevelsoflithium.

§ ABurbankresidentaskedifthewaterfromtheColoradoRiverWaterislessexpensive.Thatisunknown;however,muchofBurbank’swaterisgroundwater.

o TheSustainabilityCommitteemeetsonthe1stTuesdayofeachmonthatthePorterRanchLibrary,11371TampaAvenue.TheirbiggesteventoftheyearistheEarthDayCelebration,whichwillbeheldonSaturday,April14,2018.

o TheyrecentlyreachedouttoPRCSandCastlebaytosponsorthe“KidsMakingSense”scienceprogram.Thisisanexcitingnationwideenvironmentaleducationcurriculumthatteachesstudentsaboutairqualityandhowtomeasureairpollutionusinghand-heldsensorsandmobilephones,empoweringthemtodrivepositivechangeintheircommunities.PRCSdidnotexpressinterest,yettheSustainabilityCommitteecontinuestoworkwithCastlebay.

o TheSustainabilityCommitteeisalsoveryconcernedaboutgas-poweredleafblowers.o SusanreportedthattheOfficeofSustainabilityhasadashboardthatshowswhatpercentageof

homesandbusinessesgosolar,gallonsofwatersaved,whichareashavedraught-tolerantlawns,howmanyhaveparticipatedintheLADWPenergyaudit,numberofleafblowers,etc.PerhapswecoulddothatforPorterRanch?PRNCcannotnamethebusinesses,asthatmayexhibitfavoritism.

o Forthesolarportion,thefirststepwouldbetocollectdata.MuchofthisdatamaybeavailablefromJasonoftheLADWPand/orviaaFreedomofInformationAct(FIOA)request.Thiswouldbefollowedbyanintegrationofthedataforthebestvisualpresentation.

B. LandUse

o JohnLovegaveanupdateontheshoppingcenter,whichwillhaveitsground-breakinginthenextfewmonths,withascheduledopeninginlate2018.Wemaylearnthenamesofthevendorsinthenextmonth.

o Aftertheshoppingcenter,theywillbuildtheapartments.o TheKaisermedicalfacilitywillnotbeoccupieduntilmidtolate2019.o DavidBalenmetwithFrankSu,VicePresidentofOperationsforTollBrothers;theyaremoving

forwardwithanewparksouthofthePRCS,EastofMasonAvenueandwestofPorterRanchDrive;thegroundbreakingisscheduledforJanuary2018.

o Thenewhotel,adjacenttotheKaiserfacility,willbemerelyfour-stories(ratherthanfive);however,theywillstillhavealitbillboard.StakeholderLaurenaskediftheywouldbeoneorthreesigns;Davidbelievesthatitwillbemerelyonelitsign.AstakeholderaskedifthenewlightwasgoingtobeLED,dimmable,and[ifso]whowouldcontrolthedimmer?Thatisunknown.

o Withthedevelopmentof2,000newhomes,with2½carsperhousehold,thedeveloperswillneedtoanswertothecommunity.

C. PublicSafetyandStreets

o GabrielKhanlianreportedthatmanypeoplearecomplainingabouttheareaaroundBraemoreRoad.TheyareworkingwiththeLAPDtoresolvethat.Afewmonthsago,someoneset-offfireworks;nowtheareaisusedforsmokingandhangingout.

o TheyarealsoworkingwiththeLAPDtoaddressspeeding,donuts,andhigh-speedu-turnsalongMasonAvenue;rumblestripsmaybetheanswer.

o ResedaBoulevard’sspeedlimitwillbereducedfrom50-mphto45-mph.o ThestopsignonthecornerofSesnonandViaPaladinowasremovedaftertheconstructionof

housingacrossRenaissancecommunitywascompleted.Hewitnessesnearmissesdailyaroundtheschool.Parentsaredoubleparking,tripleparking,makingillegalu-turnsandendangering
