Birth and BackgroundBorn November 11, 1960 in Yola, Adamawa

Conferred with membership of the National Institute (MNI) upon successful completion of senior executive course at the Nigerian Institute of Policy and Strategic Studies in 2008

by Babcock University, Ogun State, for his “loyal breeding”, “lofty aim” and “resolute courage” as well as his “fierce stance against corruption in the face of sponsored disgrace and certain death that has resulted into positive changes and global acclaim hitherto considered impossible” (June 2010)

Birth and BackgroundAppointed EFCC Executive Chairman in April

2003 following the passage of the Economic and Financial Crimes Commission Establishment Act of 2002 to address the crippling and embarrassing menace of corruption and fraud in Nigeria

Promoted to the position of Assistant Inspector General of Police in April 2007 in recognition of the robustness of EFCC’s anti corruption fight under his leadership

Record of Achievements - PoliceEarned the Inspector General of Police Awards in 1997,

1998 and 2000 and a Presidential Commendation in 2005, for the successful prosecution of several advance fee fraud, banking fraud and other economic crime cases.

Special Commendation by the Accountant General of the Federation for successfully prosecuting some corrupt public servants in 1999.

Served on the transformational Failed Banks Tribunal that cleansed the rotten Nigerian Banking sector in the late eighties. He helped pioneer the setting up of the Legal and Prosecutions Department of the Nigerian Police

Records of Achievement: EFCCEFCC demystified corruption in Nigeria:

Prominent bankers, former/serving ministers, Senate presidents, high-ranking political party members and established 419 kingpins were investigated and successfully prosecuted gang operators

Eight former state governors, a former inspector general of police and several high profile businessmen, as well as a number of advance-fee conmen, known as "419ers.”

Monitored State and Local Governments’ usage of revenue allocation from the Federation Account

Institute now much venerated in the West African sub-region

The agency recorded about 200 criminal convictions, a record that is far ahead of the total record of the police in its 147 years of existence, and far ahead of the Attorney-General’s office in the 49 years of the country’s post-colonial history.

Cooperative Countries & Territories Nigeria admitted into the prestigious Egmont Group The US Treasury advisory on Nigeria by the

FINCENEFCC attracted donor support from European Union

(EU), UNODC, UNDP, World Bank, and a host of others running into millions of US dollars, and also built an effective collaborative effort with the FBI, SOCA [UK], Metropolitan Police [UK], Dutch Police, German Police, South African Police and a host of other Law Enforcement Agencies in the world.

Records of Achievement: EFCC Rejected a N30 million bribe from one of the

country’s major money laundering offenders in 2005. The businessman has been convicted for the crime

Rejected in 2007 a $15 million bribe from a former Delta State Governor. The former governor, who apparently engineered HNR’s removal from EFCC (and his acolytes) are currently being brought to justice

Appointed into AU’s advisory board on anti-corruption matters and the advisory board of the friends of the World Bank/UNODC initiative on stolen asset recovery.

How can you call on your government to address what ails society and build stronger institutions? "

President every other thing will not work, the senate will not work, the judiciary will not work, the executive will not work ... The leadership I gave in the EFCC is the reason why we had quality people. There were policemen that I brought and we gave them good leadership and we stopped the corruption and there was no corruption in the EFCC while I was there. And that is how we got the results. we can do it at the national level. If you have the political control of a country, you can navigate the process, capture the trust of the people and see it implemented as the President…Forget about the EFCC. Under the Ribadu presidency, the police will work, the ICPC will work, all the government agencies would deliver do intend to have quality people in charge of government agencies including the EFCC itself.”

NHR “In His Own Words”“Basically Niger Delta is in dire need of justice and

fairness, Niger delta needs to be incorporated as part of the country. The people of Niger Delta are perfectly entitled to enjoy whatever that is God-given to them and of course they are part of Nigeria and in that capacity they are also entitled to security, law and order. When I was EFCC chairman I recovered money for the Niger Delta people, money actually stolen from them. A Niger Delta governor gave me $15 million, if I wanted to, I would have taken it to go and enjoy life with it. I refused to, I said no it belongs to the people of Delta state, it must go back to the Niger Delta people”

country that would be a promise for the black man, for Africa. Whatever it is we have to make sure that it works, and within Nigeria itself we must make sure that we bring people together, we must make sure that everybody must have a sense of belonging, we must make sure that we give justice and fairness. Resource control is one element out of several issues that has to be addressed. I can tell you, as a president I have the capacity to do so, I would address those issues”

“But for me the zoning thing is rubbish, in fact the agitators, those who are calling for zoning are just saying so, so that they want to continue to do the mess that they have been doing in our lives, and zoning will give them the power and that I think is also wrong, I do not believe in zoning that is only going to bring incompetence into the Nigerian political leadership, I disagree with that”

“Today, when I look at Abuja I feel sad because billions and billions of money is sunk into Abuja, but nothing productive, it’s just a very conspicuous consumption that has no progress, nothing new coming into our own economy. Abuja has no solid industries, but you go into the houses, you go into streets, you go and see the cars that are being driven on the streets, so sad, these are the basic things that are showing that things are not working, we must find a way of reversing it.”
