Welcome to our inaugural issue of Downtown Line 3 (DTL3) Bedok Reservoir to Expo Stations Newsletter. It is with great honor and excitement that my teams and I will be bringing you and the community, updated news about information on our construction work progress, community engagement efforts and special events for DTL3 Bedok Reservoir, Tampines West, Tampines, Tampines East, Upper Changi and Expo Stations and their associated tunneling works.

As you may be aware, the entire DTL3 alignment comprises 16 stations. The construction of the line is targeted for completion in 2017. Its main benefit is to improve connectivity for residential and commercial zones along the eastern corridors of Singapore to areas in the Central Business District and Marina Bay, especially those which are not currently served by the MRT. DTL3 has three interchange stations, namely Tampines & Expo Interchange which will interface with the East-West Line and MacPherson Interchange, with Circle Line.

Out of the 16 numbers of DTL3 stations, my dedicated team is working very closely with our partnering contractors and interfacing agencies to deliver to you the six MRT stations and tunnels stretching from Bedok Reservoir to

Expo. All these 6 DTL3 MRT stations will also be doubling up as Civil Defence (CD) shelters. With this added feature and privilege for you in the future, our teams will be facing greater challenges and complexity in our construction works to meet the same delivery date as per the non-CD standard station.

Since end-May 2011, the contractors had commenced site preparation and mobilization to prepare for upcoming major construction works. In the coming months, major works such as traffic diversion/realignment, construction of earth retaining structures and piling will commence.

During the course of our construction works, it is inevitable that you may experience some inconvenience like noise, dust, vibration and possible slight delay of traffic arising from the realignment to affected roads, bus-stops and pedestrian footpaths. We will try our very best to minimise these inconveniences and seek your kind understanding and patience in bearing with us during this period. We hope to complete the MRT construction works on time for you to enjoy better and faster connectivity together with added amenities and an upgraded environment. We endeavour to work closely with our working partners to minimise the impact of our works

on the community. My teams will also be communicating with you through our various communication channels to keep you, our key stakeholders, well-abreast of our project developments to better inform and prepare you for our works.

While my teams continue to work hard to deliver our promises above, I look forward to your continued support and understanding towards our DTL3 projects. I hope that you will continue to grow with us and be part of the team in successfully delivering our DTL3 MRT stations in 2017.

LTA has embarked on yet, another milestone in her rail construction projects on 28 November 2011, with a simple yet grand groundbreaking ceremony for the Downtown Line 3 (DTL3). The event was graced by Mr Lui Tuck Yew Minister for Transport and Second Minister for Foreign Affairs, invited community leaders and stakeholders along the DTL3 alignment. Minister Lui and his entourage launched an excavator machine to officiate the groundbreaking ceremony.

To create awareness and interest on DTL3 amongst event participants, LTA shared more about the projects with roving exhibits and interactive kiosks. The exhibit content illustrated DTL3 major construction challenges, the process of instrumentation and monitoring for structure integrity. Models of construction machinery completed with beautiful artist impressions of the future DTL3 stations and their locations were also shown at the event.

One event participant, Mr Ng, a resident from Upper Changi, shared, “This is a very impressive and informative session. I will continue to lend LTA my support for the Upper Changi Station’s project and look forward to its early completion.”

With the completion of DTL3 in 2017, HDB heart-landers, private development residents, tenants and patrons of commercial developments as well as students and staff of schools and institutions along the DTL3 alignment will enjoy a better connectivity and significant travel time-savings, bringing their overall travel experience downtown, to a higher notch.

Bridging the Community

A diaphragm wall is an underground retaining structure used to form the outline of a mass rapid transit (MRT) station. A complete structure is made up of many panels of diaphragm wall constructed individually. The construction process is significantly tedious and is repetitive (as shown below) till the completion of the entire outline of the station.

Duration of such works usually takes about a year or more to complete on average, depending on site and weather constraints. Generally, one panel of diaphragm wall takes about 3-4 days to construct, with each step taking at least a few hours to complete. To protect the structure integrity of the excavated trench and buildings in the vicinity, such works are required to be carried out continuously until the panel is complete.

欢迎阅读滨海市区线第三阶段（D T L 3）勿洛蓄水池至博览地铁站的创刊简报。我和我的团队很荣幸与欣慰能够带给您和其他的社区伙伴有关勿洛蓄水池、淡滨尼西、淡滨尼、淡滨尼东、樟宜路上段及博览地铁站与相关地铁隧道的建造工程于社区联系和特别项目的最新消息。

滨海市区线第三阶段共有 1 6 个地铁站。全线的建筑工程预定在2 017年完成，这全新的地铁线将是改善新加坡东部住宅区和商业地带提供便利的地铁服务通往中央商业区和滨海湾一带的连接性也为目前没有地铁服务的地带。D T L 3 共有三个地铁转换站，即淡滨尼、博览和麦波申转换站。淡滨尼和博览转换站将与东西线交接，麦波申转换站则将与地铁环线交接。

在 D T L 3 的 1 6 个地铁站当中，我的忠心团队与我们的承包商以及负责交接处的明机构携手合作，为你们建造勿洛蓄水池至博览地铁站和相关隧道。这 6 个地铁站也将同时作

为民防部队防空壕。有了这个额外特点，我们的团队在建筑方面将面对更艰巨和更复杂的挑战。

自2 0 11年 5月底以来，承包商已开始各工地工程的筹备工作。在未来的几个月里所将展开的主要工程包括交通改道、地下挡土墙建造、打桩等工程。

施工期间，你们难免会受到噪声、灰尘、震动和道路改道等等的不便。但我们将竭尽所能，尽量减少这些的不便，敬希大家能够在这段期间里多多包容与包涵。我们希望能如期完成地铁建筑工程，以让你们早日享受更完善、更快捷的交通服务和更良好的环境设施。

我们将和我们的工作伙伴密切合作，尽量减少工程对社区造成影响。我的团队也将透过各种管道和你们沟通，让你们知道我们工程的进度。

11滨海市区线第三阶段

2011年11月28日，陆交局为受工程影响的人在滨海市区线第三阶段工程（DTL3）举行一项简单而庄严的动土仪式，从此为新加坡地铁发展的另一个重要里程碑。莅临参加这项仪式的嘉宾包括交通部长兼外交部第二部长吕德耀先生、社区领袖及陆交局管理层启动了一辆挖土机以象征动土仪式。

为提高参加者对 DT L 3的意识和兴趣，陆交局特地为各工程项目举行了巡回展并设立了互动站。展品所提供的资料包括建造过程中所面对的艰巨挑战、监察建筑物结构完整的仪器安装与监察工作、建筑机械模型、DTL3地铁站地点和构想图等。

一名居住在樟宜路上段的参加者黄先生,说：“这是个令人印象深刻和大开眼界的项目。我会继续支持陆交局的樟宜路上段地铁站工程并希望它早日完成。”

D T L 3 在 2 0 17 年完成之后，将给沿线的政府组屋和私人房屋居民、商业建筑的用户、学校和机构的学生和职员带来更加便利的交通，让他们节省大量的旅程时间，尝试直通市区的全新体验。

地下挡土墙是地铁站轮廓的地下挡土结构。其完整的结构是由个别的地下挡土墙的面板而组成。建造过程冗长乏味，必须重复至整个地铁站轮廊完成为止（见下图）。

工程平均需要一年至一年多的时间，视工地和天气情况而定。一般上每片地下挡土墙板需费是三至四天才能完成，而以下的个别建造步骤需费至少几个小时才能完成。为了保持挖掘后的空洞和邻近建筑结构的安全，这项工程必须持续至面板完成后。
