This legislation and administrative rules define elements of a reengagement system and

Grant Purpose
To make grants for the implementation, expansion, and coordination of
reengagement programs and services.
System Goals:
Reengaging youth who leave high school before earning a diploma or
completing a GED, through outreach, reconnection with educational
programming, and supports to aid retention.
Delivery of specialized education, training, and/or support services that
lead to high school graduation and GED completion for reengaged youth,
in order to increase the number of graduates and completers.

System Goals: Continued
Providing innovative, trauma-informed, culturally-responsive, cross-sector
programming that meets youth where they are at; providing education,
training, coaching, and supports that meet each young person’s individual
needs, and supporting the identification and achievement of their
educational and career goals.
Building collaboration and connections between schools and educational
agencies, non-profits, community based organizations, social service
agencies, local government, and other youth serving entities, in order to
reduce disconnection and create opportunities and positive outcomes for
youth.

• Designed to support youth reengagement programs
• Grants funds up to $120,000
• Regional Reengagement Grant
• Designed to support coordinated regional reengagement efforts.
• Grant funds up to $320,000
• Key 2020 Reengagement Grant Information:
• Sort term grants, funding ends June 30, 2021
• Startup costs can be part of the grant proposal (up to 20% of grant funds)
• 2021-2023 reengagement funds are anticipated, application
process is still in development. • YDD is considering a process for how successful Regional
Reengagement Grants could be considered for renewal.
Grant Priorities
Population: Youth ages 14-21 who are disconnected (out-of-school) and
underserved (student groups overrepresented among high school non-
completers).
Responsiveness: Programs will offer culturally-specific and trauma-
informed outreach and services. Data collection and reports by programs
will assist to better identify the factors driving disconnection,
reengagement, and success.
Accountability: Reengagement programs will report on Key Performance
Metrics and individual program goals. Data will include outreach and
enrollment through credit attainment and completion.

Who does Reengagement Serve
Youth eligible for a Reengagement Program include:
(ROG 3.3.2, RRG 3.3.2)
• 14-21 year olds who are not in school and have
not completed a diploma or GED
• 14-21 year olds who are referred by a Federally-
Recognized Tribe or a tribal agency, a school
district or ESD, a Juvenile Court Judge, a County
Juvenile Department, OYA, or DHS
• 16-21 year olds who are behind in high school
credits

Reengagement Opportunity Grants (ROG)
• Open to any eligible entity in Oregon.
• YDD intends to award at least one Reengagement Opportunity Grant in
each priority region.
Regional Reengagement Grants (RRG)
• Open to eligible entities serving one of the eight priority regions around
Oregon.
All Reengagement Grants Require:
• Educational Services to be made available to program participants
• One or more Reengagement Partnerships within the designated Service Area.

RFAs are prioritized to serve communities where standing up or expanding
reengagement services may have the most significant impact, based on
completion data and existing service availability. (ROG 1.3, RRG 1.3)
Priority regions were identified based on the following criteria:
5-Year Cohort Non-Completer Rate – The percentage of youth in the 5-year
cohort who did not earn a diploma or GED (2017-18 and 2018-19 cohorts)
4-year Completer rates were also considered, as an indication of emerging
or persistent low completion rates in 2019-20

Reengagement Services
Reengagement Opportunity Grants:
