Welcome to the Power Quality Symposium (PQS) 2010! Poor power quality can dramatically increase the cost of doing business which may be counted in hundreds of billion dollars
worldwide. For many businesses, the cost of poor power quality is higher than the electricity bill. The results are lost

Thus, Power Quality Symposium 2010 is held to bring together power quality experts to discuss the most recent and

Issues in Malaysia A panel discussion on Power Quality Issues in Malaysia will

industries, utilities and the regulator. Participants will be

SPEAKERS’ PROFILE
Ir. Dr. Lock Kai Sang BSc PhD FAAET FIES FIEE FICS FSIArb CEng ACPE PEng(S)
Dr. Lock is a well-recognized specialist in power quality, reliability and safety. He is founder
and Principal Consultant of PQR Technologies Pte Ltd in Singapore. Dr. Lock is a registered
Professional Engineer in Singapore; a Fellow of the Institution of Electrical Engineers, UK; a
past President and a Fellow of the Institution of Engineers, Singapore; as well as a Senior
Member of the IEEE. He was also a Board Member of the Professional Engineers Board,
Singapore, and the Chairman of the Singapore Standards Council. Dr. Lock also is the co-
author of a book named Grounds for Grounding: A Circuit-to-System Handbook published by
Wiley-IEEE Press early this year.
Prof. Dr. Neville Watson BE(Hons), PhD, CPEng, SMIEEE, MIPENZ
Prof. Dr. Neville R. Watson is currently a Professor and Director of Undergraduate Studies at
the University of Canterbury, New Zealand. He has published many technical papers in
refereed international journals as well as co-author many books regarding power system,
harmonics and power electronics. 'Power System Harmonics' is among the widely published
books authored by Prof. Dr. Neville Watson. His interests include power quality and steady-
state and dynamic analysis of ac/dc power systems. He received the B. E (Hons.) and PhD.
Degrees in electrical engineering from the University of Canterbury, New Zealand. He is
working on a government project to develop Power Quality guidelines for New Zealand.

Ir. Rocky H. T. Wong B.Eng(Hons), P. Eng., FIEM
Ir. Rocky H.T. Wong graduated as an electrical engineer from the University of Malaya in 1965
and served some 16 years with the National Electricity Board (NEB) before resigning to
venture into the Private Sector as a Consulting Engineer in 1980. Ir. Rocky H.T. Wong has been
the President or the Chairman of the following organizations: NEB Senior Officers Association;
Association of Consulting Engineers Malaysia; Malaysian Bureau of Consultants; Federation of
ASEAN Consulting Engineers, FIDIC Asia-Pacific Grouping of Engineering Consultants. He is the
current Head Commissioner of AFEO’s ASEAN Engineers Register (AER) and a founding Fellow
of the ASEAN Academy of Engineering & Technology (AAET).

SPEAKERS’ PROFILE
Prof. Dr. Khalid Mohamed Nor B.Eng PhD, SMIEEE
Prof. Khalid obtained a First Class Honours degree in Electrical Engineering in 1977 and later
obtained a Ph.D from the University of Manchester in 1981. He has been a Professor since
1992. Prof Khalid has authored 6 books and over 150 technical papers and he has received
nearly 5 million ringgit of research grants. Recently he has been appointed as the Chief
Consultant of the Power Quality Baseline for Peninsular Malaysia project, a multi-million
ringgit project for two years starting from 2010. He was a member of a consultant team that
has undertaken three projects related to the review of TNB networks and the SESCO Grid.
Prof. Khalid has actively participated in many industrial advisory activities and is currently the
Chairman of the Technical Committee of the Malaysian Standards on Electric Power Quality.
Mr. Victor Wong B.Eng, MIEEE
Mr Victor Wong is the General Manager (Transmission) of Sarawak Energy Bhd/Syarikat
SESCO Bhd where he oversees the grid system operation and the operation and maintenance
of the Sarawak State transmission system. Part of his duties include the oversight of the
power quality issues relating to large power users connected at transmission level and
sensitive-load users at the Samajaya Free Industrial Park. He started the PQ monitoring
program in SESCO in 1997 and was actively involved in PQ improvement initiatives.

Ir. Mohd Fuad bin Faisal B.Sc, MSc, P.Eng
Ir. Mohd Fuad bin Faisal is the Senior Technical Expert (Power Quality & Energy Efficiency) in
the Engineering Department, Distribution Division TNB. He graduated from Case Western
Reserve University, Cleveland, Ohio with BSc in Electrical Engineering (Power Systems) in
1990. He obtained his MSc (By research in Reactive Power & Harmonic Analysis) in 2001 from
UiTM, Shah Alam and currently pursuing his Phd program in Power Quality Diagnostics in
Universiti Kebangsaan Malaysia (UKM). He is also a member of the IEEE, CIRED-Malaysia,
Asean workgroup on reliability and power quality (WG7), ASIA-Pacific Power Quality
workgroups & Asia Power Quality Initiative (APQI Asia).

Mr. Omar Mohd Badar B.Eng, B.Sc
Mr. Omar Mohd Badar has been in the electronics manufacturing industry sector for 21
years. He is currently an engineering manager in Texas Instruments, a semiconductor and
RFID manufacturer in Free Trade Zone, Ulu Klang. He received his degree in Electrical
Engineering and Computer Engineering from University of Evansville, Indiana in 1988 and
1989 respectively. Since early 90s, he has been involved with local research activity with TNB
and UM relating to power quality improvement and mitigation in the semiconductor
manufacturing industry. He has also been a member of Technical Committee of the
Malaysian Standards on Electric Power Quality since 2006 representing FMM (Federation of
Malaysian Manufacturer). He co-authored four papers in IEEE journal (Malaysian chapter) in
power quality and vision system research. He holds a US patent on vision system technology.
Tn. Hj. Abdul Aziz bin Abdul Rahman B.Eng
Tn. Hj. Abdul Aziz is the Senior Analyst in Electrical of Supply Regulatory Department of
Energy Commission. He has good experiences in renewable energy, electrical safety issues
and drafting National Standard. Tn. Hj. Abdul Aziz has involved in power quality monitoring
issues since 2007. He is actively participating in National Standard Technical Committee on
Power Quality, National Standard Technical Committee on Energy Storage, Transformation
and Metering. He is also an alternate member of National Standard Technical Committee on
High Voltage Switch Gear and Assembly Gear.
Ir. Pantaleon Su Lai Ting B.Eng, P.Eng
Ir. Pantaleon Su Lai Ting is the Custodian Engineer (Distribution) in Research and Technology
Division, PETRONAS. He graduated from University of Malaya in 1986 and has more than
twenty years’ experience in the oil and gas industry. His working experience includes
engineering, maintenance, technical services and projects. He is currently leading PETRONAS
working group on Power Quality. His areas of interest include power quality, condition
monitoring, system studies, control and protection.
