Briefings (PPTs in Annex pages):
I. EU GSP+ project on FOA CB - To provide data and information on the project document, Ms
Verna Viajar, project manager, presented the salient points of the currentlLO EU GSP+ project
on FOA CB as operated under Country Program Outcomes: pHL 129 (Improved social dialogue,tripartism and better application of basic rights on freedom of association and the right to
collective bargaining); pHL801 (Strengthened institutional capacity of employers'
Co-participantsActive interaction; collaborative; be ontime; attentive;
Accountability; mutual respect;Participative;Open-mindedcommitted
organisations); and pHL802 (Strengthened institutional capacity of workers' organisation). The
impacts of the FOA CB project are also linked under Sustainable Development Goals: #8(Promote sustained, inclusive and sustainable economic growth, full and productive
employment and decent work for all); Goal8.8 (Protect labour rights and promote safe andsecure working environments); #1.6 (Promote peaceful and inclusive societies for sustainable
development, provide access to justice for all and build effective, accountable and inclusiveinstitutions at all levels; #16.3 (Promote the rule of law at the national and international levels
and ensure equal access to justice for all); and #16.10 (Protect fundamental freedoms, inaccordance with national legislation and international agreements).
Among the major comments on the project were the exclusion of the public sector in the2. Direct Contacts Mission (DCM) - Ms Diane Respall presented the summary of the DCM
recommendations comprising of three them atic areas: (a) civilliberties and trade union rights- combatting impunity and prevention; (b) pending legislative issues recommended by CEACR;and (c) promotion of a climate conducive to freedom of association.
3. EU GSP+ mechanism implications for labour - Josua Mata, Secretary-General of Sentro, gave
the briefing via audio since he cannotjoin the workshop physically. The EU GSP+ mechanismcontain required conditions/qualifications for a country to be declared a beneficiary andmonitoring mechanisms in the implementation of the GSP+ scheme. According to 10sua,despite the technical aspects of the scheme, the granting of beneficiary status to countries isalso a political decision. Labour need to be able to see the points of leverage on this scheme
to push for effective implementation of labour standards down to the workplace. Other infoon EU GSp+ can be found: htt : ec. euro a. eu trade jin ort-and-ex ort-rules Im ort-into-
