• Rapid survey
• Situational analysis
• Formative research
• Market scan/assessment
• Customer satisfaction survey
• Involvement in research
Change Agents we worked with to improve WASH enabling environment
• Government, at various levels – key decision makers and ‘do-ers’
• Private sector – particularly small-scale enterprises
• Local CSOs/non-government agencies – especially to support gender and social inclusion
Some key approaches/strategies usedGovernment• Identifying and utilising government policy and strategy requirements and processes• Mapping government planning and budgeting processes• Training and coaching sub-national government WASH teams • Filling key human resources and systems gaps • Engaging traditional leaders and authorities
Small enterprises• Undertaking product development and trials• Establishing and training sanitation associations and artisans• Facilitating quality assurance• Providing business advice and connections to credit facilities
Assessing our contribution to strengthening the WASH enabling environment
• Part of project M&E: - government commitment/replication, - businesses that continue, etc.
• MERP visit/review
• Evaluations
• Change Agent Assessment Tool Credit: Civil Society WASH Fund Change Agent Assessment Tool
What Impact?
• Government replication - especially Indonesia and Pakistan
• Private sector providers selling sanitation products and services - 187 at end of projects
• Assessment of Change Agent performance sustainability – average CAAT scores of between 12.1-14.4/15 across countries
• Evaluations – outcomes relating to government and private sector Change Agents
Plan did not work as a donor or contractor, but strengthened the government capacities – especially around project management, monitoring and evaluation, and advocacy at the Provincial levels – Plan’s support focused on system strengthening rather than creating parallel structures through NGOs. This is the key reason that PATS [Pakistan Approach to Total Sanitation] is being scaled up in the Province.

The information about the five pillars of STBM and the local entrepreneur who sells cheaper klosets [toilet pan] helps poor people to buy a toilet…the quality is the same as the shop, but the price is cheaper

the implementation of national sanitation policies improved the enabling environment for larger scale and more sustainable sanitation outcomes.
• Important to understand the broader government planning and decision making cycles
• Clear roles and responsibilities and understanding of motivations and barriers for Government, private sector, CSOs allows targeted support
Key lessons learnt• Building capacity for social mobilisation
at community-level is essential to create and support demand for sanitation at scale
• An integrated approach to programming to generate and respond to demand is necessary.
• Increasing access to sustainable sources of finance for poor and marginalised households is critical
