Letter from the Board President
Greetings from the Board and welcome to the 2010 OTCA Annual
Meeting.
The Old Town Commercial Association (OTCA) achieved great success in
2010, considering the financial strain non-profit and community
organizations faced due to the economic crisis from previous years.
Significant improvements were created through forging new local
partnerships, empowering community stakeholders, and enabling
volunteers to effectively work with the OTCA while striving to meet our
overall vision for the community. We are pleased to report that over the
last year, the OTCA has implemented numerous changes in effort to
become a more sustainable organization that continues to facilitate thecontinued growth and revitalization of our vibrant Old Town District.

Mission Statement
To facilitate the continued growth and revitalization of Lansings vibrant Old
Town district through economic development, community empowerment and
the celebration of culture and creativity.
Vision Statement
Old Town continues to serve as the cultural and creative center of Lansing. Old
Town carries on as a destination for thriving galleries, specialty retail shops,
creative businesses, restaurants and public art. Every storefront is restored to its
historic splendor and occupied with a high density of restaurants, retail shops,
and destination businesses, fully utilizing the existing infrastructure to the
highest and best use and making Old Town a destination for families and
individuals of all ages.
Historic homes surrounding the area are restored to their original splendor and
every loft is filled with resident-volunteers. Street lights adorned with banners
and planters abundant with flowers line the streets, all of which are maintained
by the neighborhood stakeholders. Old Towns vibrant nightlife highlights the
regions premiere festivals and community events, which volunteers help to
plan and staff. Old Town continues to be a safe and engaging community.

Past, Present & Future
In the mid-19
th
century, Lansings commercial district was a thriving stretch of stables, mills and general storeson Grand River Avenue. In later years, the Capitol building was constructed and downtown Lansing shifted to
Washington and Michigan Avenues. The Old Town area remained a vibrant neighborhood until the early 1960s
when the boom of automobiles, highways and suburbs expanded and people left the cities. The Old Town area
gained a high-crime reputation, but had actually become a ghost town.
In the late 1970s and early 1980s, a handful of artists, entrepreneurs and pioneers acquired several buildings
and opened art galleries, studios, residences and businesses. 1984 brought the North Lansing Arts Association
(NLAA) to conduct art events and small music festivals. In 1992, NLAA established the Otherwise Gallery, which
became a focal point for community gatherings. NLAA changed its name to the Old Town Business and Arts
Development Association (OTBADA), started calling the area Old Town, and began projects to revitalize the
area. In 1994, OTBADA put on its first music festival, Old Town Oktoberfest a rock and roll festival, thenLansing JazzFest the following year and later BluesFest.
In 1996, OTBADA applied for a grant from the National Trust for Historic Preservation and in 1997, Old Town was
selected as one of six national sites to participate in National Trusts Neighborhood Main Street Initiative
demonstration project. This included collaboration between two national organizations active in community
revitalization and rehabilitation: LISC and the National Main Street Center. The Old Town Main Street program
was designed to encourage the economic redevelopment of the neighborhood business district by utilizing the
skills and experience of both organizations.
The Old Town Commercial Association (OTCA) was formed to manage this grant money and focus specifically on
developing the area. The OTCA received 5013 status in 1997 and continues its mission: to facilitate the
socioeconomic development of Lansings Old Town area through the promotion of historic preservation,
business recruitment and community outreach. Membership dues, grants and donations help the association in
its efforts to bring new life to the area. Residents and visitors attend festivals and gallery walks, shop in the many
boutiques and visit art fairs and community forums
Although the OTCA has accomplished many of its goals, the organizations mission is never complete. The OTCA
continues its goal to improve Old Towns aesthetics through streetscape, design guidelines. The organization
also continues to actively recruit new businesses and partner with OTBADA on new projects.
Today, many organization including OTCA, OTBADA, the City of Lansing and the EDC are working to improve OldTowns future. The Grand River Bridge was rebuilt and streetscaping continues. Historic streetlights and
repaired sidewalks remain a priority. More than 20 new businesses decided to call Old Town home in 2007.
Through collaborations, the OTCA actively recruits new businesses such as a destination restaurant and
microbrewery. New residents in our condos and lofts foster building rehabilitation and work to make Old Town
a destination and a diverse and creative community where people want to live, work and play.

Draw thousands to the area with a diverse offering of special events and
festivals
Host grand openings and ribbon cuttings for new business
Facilitate group advertising opportunities
Market and brand our unique neighborhood with banners, flower and
advertising Create directories, maps and kiosks featuring member businesses
Advocacy
Work with city officials to maintain roads, improve sidewalks and install
historic street lighting
Seek out funding to bring new and exciting features to the area, including
bike racks, playground equipment, sculptures, murals, creative signs and more.
Communication
Publish Old Town News and the Business Beat
Host free monthly Wake Up Old Town Networking events Serve as an information resource center for businesses, residents and visitors.
Education
Provide internship opportunities
Provide historic walking tours
Facilitate visitation and educational programs with local schools
