    About Virginia Beach Public UtilitiesVirginia Beach is a regional leader in Public Utilities. We built and operate the 76-mile Lake Gaston pipeline, which supplies up to 60 million gallons a day of fresh water to three cities (Virginia Beach, Norfolk and Chesapeake).

    Public Utilities includes a Business Division, Engineering Division, and Operations Division. Each division plays an important role in constructing and maintaining water and sewer infrastructure, assisting citizens in setting up and maintaining accounts, inspecting and monitoring the City’s water supply, and ensuring that a sufficient water supply is available to enhance and sustain the community.

    The Business Division is responsible for financial, human resources, and budget management functions of the department. The Engineering Division provides the engineering support for the efficient planning, review, expansion, modification, and coordination of the city’s water and sanitary sewer utility infrastructure. The Operations Division monitors, maintains, and ensures the efficient operation of the water and sanitary sewer system.

    General Candidate ProfileWe are looking for a leader with a demonstrated record of successfully managing a Public Utility division or department within municipal government.

    The successful candidate will have a thorough understanding of water and sewer infrastructure. He or she will ensure that the department’s goals are well-conceived, planned, implemented and evaluated, so timely and appropriate services are delivered. Experience overseeing departmental activities involving design, inspection, and construction of water and sewer projects ensuring conformity to federal, state, and local codes and standards is highly desirable.

    The Director of Public Utilities must have the demonstrated ability to effectively lead staff, oversee capital improvement budgets, conduct public meetings and maintain relationships with local, state, and federal officials. He or she should have a track record utilizing systems thinking, proactive decision making, perpetuating a positive community image, promoting open dialogue, facilitating productive relationships and partnerships, and demonstrating appropriate stewardship of public funds.

  • Preferred Qualifications Highly qualified candidates will have a master’s degree in engineering, public administration, business administration or a similar program, and 6 years management experience or higher-level education and experience equivalent to 12 years in comparable fields, including 5 years at the program management or administrator level.

    CompensationThe starting salary will be commensurate with experience, from $109,229 to $167,678 annually. The city offers an excellent benefits package, which includes health, dental and life insurance, retirement and savings plans, holidays, annual and sick leave.
