The Office for ResearchispleasedtopresenttheFiscalYear(FY)2010AnnualReport.Thisreportincludes statistical information for the units within the Office for Research: Sponsored Programs, ContractandGrantAccounting,ResearchCompliance,TechnologyTransfer,AlabamaInnovationandMentoringofEntrepreneurs(AIME)andtheCentralAnalyticalFacility(CAF),andpresentsinformationontheactivityofUniversitycenters.
The Office for Research would like to thank all the principal investigators and project directors and theirstaffsfortheireffortsinpreparingapplicationsforfundingconsideration,forsubmittingsuchapplicationsandforreceivingawardsfromextramuralfundingsources.

Office for ResearchMajor Accomplishments – Fiscal Year 2010
Office for Sponsored Programs
• Forthethirdconsecutiveyear,SponsoredResearch,Instruction,andPublicServiceawardsreachedarecordfortheinstitution.Theseawardstotaled$78.9million,anincreaseof3%overthepreviousyearanda5-yearincreaseof46%overFY2005.
• SponsoredResearchawardstotaled$46.4millioninFY2010,anincreaseof20%overFY2009andarecordfortheinstitution.
• SponsoredResearch,InstructionandPublicServiceexpendituresincreasedby6%overFY2009toarecordfortheinstitutionof$65.8millioninFY2010.SponsoredResearchexpendituresincreasedby12%overthepreviousyear.
• Contractandgrantsubmissionsincreasedforthethirdconsecutiveyear,upslightlyfromFY2009to687inFY2010.Thisisthehighestnumberofsubmissionsduringthepast5years.
• ExpendituresattributabletoUACentershaveremainedrelativelysteadyduringthepastfouryearsoverwhichtheyhavebeenmeasured.BothAwardsandSubmissionshaveincreasedoverallduringthattimebutAwardswereabitlowerinFY2010thaninFY2009.
• Significant funding was added to the Research Grants Committee program during FY 2010 resulting inanincreaseof40%inthenumberofawardsanda77%increaseinthetotalfundingawarded.ThenumberofsubmissionswasalsohigherinFY2010,withanincreaseof12%overFY2009.
• ThethirdUniversity-wideUndergraduateResearchConferencegrewintheparticipationofbothundergraduatestudentsandtheirfacultymentors.Thenumbershavesteadilygrownsincethecompetitionwasopentoallundergraduatestudentsin2008.In2010,participationofstudentsgivingoralorposterpresentationsincreasedby18%.
Office for Research Compliance
• TheORCprocessedmorethan2000requestsduring2010.
• The office provided additional “hands-on” IRB training sessions for first time applicants for research involvinghumansubjects.
• The second IRB retreat for medical and non-medical IRB members was held to foster scientific and social interactions among faculty, staff and community members affiliated with the IRB.
• Extensivetrainingwasprovidedtostaff,facultyandboardmembersforeachprogrammanagedbytheORC.Thetrainingshavebeenintheformofseminarsandwebinarsaswellason-linetraining.
• Insummer2010,amemorandumofunderstandingwasnegotiatedwithTuscaloosaVAMedicalCenter(VAMC)sothatproposalsfromUniversityinvestigatorsconductedcompletelyatVAMCcouldbe reviewed only by VAMC’s IRB (with notification to the University IRB).
• PostApprovalMonitoringofprojectsincreasedfromFY09toFY10by92%toatotalof140

monitoredprojects.
• Excluding modifications, a total of 787 protocols were reviewed in FY 10, an increase of 13% comparedtothenumberreviewedinFY09and60%greaterthantheFY06total.
Office for Technology Transfer
• OTTexecutedtwonewoption/licenseagreementsinFY2010.
• Of the 20 semi-finalist teams in the 2009/2010 Alabama Launchpad Business Plan Competition, four submitted plans based on OTT-managed technologies. A fifth team’s plan, submitted by AIME, was based on an external technology. Two UA teams were subsequently selected for the finals.
• PheroGreen,LLC,aBamaTechnologyIncubatorcompany,placedthirdinthe2010AlabamaLaunchpadcompetition.
• FreezePruf®,aplantcryoprotectantdevelopedattheUniversityandthatwasintroducedtotheconsumer market in FY 2009, is presently undergoing field test trials to determine if it is a viable product for the commercial growers’ market.
• SponsoredresearchagreementsbasedonUA-ownedtechnologies,combinedwithSBIRandSTTRgrants,generatedover$500,000forUAinFY2010.
Alabama Innovation and Mentoring of Entrepreneurs
• Development work conducted through AIME resulted in the filing of two patents.
• AIMEoutreachandvisibilitycontinuedtobroadentoentitiesoutsideofthestateofAlabamawiththeAIMEDirectoractingasCo-ChairfortheAmericanChemicalSocietyDivisionofBusinessandDevelopmentandasEditorforitsnewsletter.
• StudentEntrepreneurshipandInnovationteamsproducedtwenty-threebusinessmodelsforUniversityinventors.
• Eightstudent-basedAIMEteamswereamongthirty-fourteamsfromacrossthestatethatparticipatedintheAlabamaLaunchpadBusinessPlancompetition.TwooftheAIMEteamsadvanced to the finals, with one of these teams winning third place.
• SixstudentteamsfromAIMEparticipatedinthe2010ElevatorPitchCompetition,hostedbytheCulverhouseCollegeofCommerceandBusinessAdministration,andoneoftheteamswonsecondplace.
• AIMEhosteditsinaguralAIMEDay,inwhichalloftheAIME-sponsoredactivitieswereshowcasedinprototypedevelopmentorincubatorsupportandgavebusinessplanpresentationstoapanelofjudges.
Central Analytical Facility
• TheuniquecapabilitiesoftheCAF’sLEAPhaveattractedscientistsfromtheUniversityofFlorida,theUniversityofMichiganandtheMassachusettsInstituteofTechnologytovisittheUniversitytousetheLEAPintheirresearch.
• WithsupportfromtheCollegeofEngineeringtheCAFhaspurchasedtheNanoMegasASTAR

System.ThisisanupgradefortheTecnaiF20transmissionelectronmicroscopethataddselectronback scattered detection.
• The53rdInternationalFieldEmissionSymposiumwillbeheldinTuscaloosaonthecampusofTheUniversityofAlabamainMay2012.
• TheCAFhasimplementedtheCAFInstrumentationExpertprogramtorecognizethoserare,highlyaccomplished instrument users. The first two CAF Instrumentation Experts will be announced in earlyDecember.
• TheCAFinstalled3Dserialsectioning–EBSD(textureanalysis)platformcapabilityontheFEIQuanta3DFIB.Thecuttingedgecapabilityallowstheuserstoprovidequantitativeanalysisofgrainboundarycharacter.Thisattachment,alongwiththeUniversity’satomprobetomographycapabilityandTEMtomographycapabilityallowsCAFuserstheopportunitytocharacterizeamaterialin3Dfromangstroms(atoms)tohundredsofmicronsorsixordersofmagnitudeinlengthscale.
• AgraduatestudentuseroftheinstrumentsintheCAFwasawardedtheMicroscopySocietyofAmerica’sMSAPresidentialStudentAward.

Research Compliance
The Office for Research Compliance (ORC) provides support and training for faculty members, researchers, students and staff in regulatory requirements for scientific research. ORC is responsible forthedevelopmentandimplementationofUniversitypoliciesrelatedtouseofanimalsinresearchtraininganddemonstration(InstitutionalAnimalCareandUseCommittee),humansubjectsinresearch(Institutional Review Board), conflicts of interest, misconduct in science, export control, Responsible ConductofResearch(RCR)andotherregulatorycomplianceprograms.
Highlights – 2010
Processedmorethan2000requestsduring2010.Provided additional “hands-on” IRB training sessions for first time applicants for research involvinghumansubjects.ThesessionsprovideageneraloverviewofthestepsforsubmittinganIRBapplication,whattoexpectduringthereviewprocess,postapprovalexpectationsandtipstoeasetheoverallreviewprocess.Hosted the second IRB retreat for medical and non-medical IRB members to foster scientific and social interactions among faculty, staff and community members affiliated with the IRB.Providedextensivetrainingtostaff,facultyandboardmembersforeachprogrammanagedby theORC.The trainingshavebeen in the formofseminarsandwebinarsaswellason-line training. This training has allowed the ORC to operate more efficient processes and bettermanageprogramswhilemaintainingcontinuedcompliancewithUniversityandfederalregulations.Negotiatedinsummer2010amemorandumofunderstandwithTuscaloosaVAMedicalCenter(VAMC)sothatproposalsfromUniversityinvestigatorsconductedcompletelyatVAMCcouldbe reviewed only by VAMC’s IRB (with notification to the University IRB). ContinuedimplementationandmanagementoftheRCRplantoprovideappropriatetrainingandoversightintheresponsibleandethicalconductofresearchtoundergraduates,graduatestudents,andpostdoctoralresearcherssupportedbyNSForNIHfunding.
Institutional Review Board for the Protection of Human Subjects in ResearchInaccordancewithUniversityofAlabamapolicygoverningtheuseofhumansubjectsinresearch,asdescribedintheFederal-wideAssurance(FWA)maintainedwiththeU.S.DepartmentofHealthandHuman Services (DHHS), Office for Human Research Protections (OHRP), all human subjects research conductedbyorundertheauspicesofTheUniversityofAlabamaisperformedinaccordancewithTitle45oftheCodeofFederalRegulations,Part46(45CFR46).Inaddition,theactionsofTheUniversityofAlabamaconformtoallapplicablefederal,stateandlocallawsandregulations.Institutionalpolicyrequiresthatallresearch involvinghuman subjects (as defined in 45 CFR 46) that is conducted by anyone affiliated with The University of Alabama (i.e., all faculty, staff, undergraduate and graduate students, postdoctoral fellows)must be reviewed and approved by the Institutional ReviewBoardfor the Protection of Human Subjects in Research (IRB) prior to such studies being undertaken. This policy applies to any work whether new, ongoing, or proposed for funding, whether conducted at the Universityorelsewhere.

The Association for the Assessment and Accreditation of Laboratory Animal Care - International(AAALAC)grantedTheUniversityofAlabamaFullAccreditationin1980andconductedthemostrecentre-accreditationsitevisitinNovember2008.AAALACaccreditationisacceptedasevidenceofprogramexcellenceanddemonstratesthataninstitutionisinfullcompliancewithallFederalanimalwelfarepoliciesandregulations.AccreditationbyAAALACistheonlyaccreditationrecognizedbythePublicHealthServiceevidencingcompliancewiththePHS Policy on the Humane Care and Use of Laboratory Animals.WithinthepastyeartheIACUChasreviewedandapproved39protocols.Therewerenoprotocolssuspendedbecauseofnon-compliance.
Financial Conflict of Interest The ORC is responsible for obtaining financial conflict of interest disclosures for all faculty members engagedinfundedresearch.Universitypoliciesmandatethatallprincipalinvestigators,co-principalinvestigators,andanyotherpersonattheinstitutionwhoisresponsibleforthedesign,conduct,orreporting of funded research is required to disclose all significant financial interests that would reasonably appear to be affected by the research. When a potential hazard is recognized, the ORC will work closely with the faculty member and other responsible parties to ensure an adequate conflict of interest managementplanisdevelopedwiththebestinterestoftheinvestigatorandtheUniversityinmind.
Export ControlTheORCisresponsibleforensuringfederalexportcontrolregulationsarefollowedbyfacultymembersconducting research. It isUniversity of Alabamapolicy that, absent extraordinary circumstances,teaching,research,andservicewillbeaccomplishedopenlyandwithoutprohibitionsorrestrictionsonthepublicationanddisseminationoftheresultsofacademicandresearchactivities.Therefore,itisthepolicyofTheUniversityofAlabamatopursueitsmissioninteaching,research,andserviceina manner that is consistent with the applicable export control regulations while making reasonable efforts to maximize the situations in which the University may claim the benefit of the public domain forfundamentalresearchexemptionstotheregulations.
Cuba Travel AuthorizationsTheUniversityofAlabamaORCmaintainsalicensefromtheUnitedStatesDepartmentoftheTreasury,Office of Foreign Assets Control, which allows students enrolled in undergraduate or graduate degree programsandfull-timepermanentemployeestoengageintravel-relatedtransactionsinvolvingCuba.TheORCisresponsibleforreviewingeachCubarelatedtravelrequestanddeterminingiftherequestconformswiththetravelregulationsassetforthin31CFR515.560(c).BetweentheperiodofOctober2009toSeptember2010,30CubatravelrequestswerereviewedandapprovedbyORC.
Scientific MisconductORCprovidessupporttotheUniversityintheefforttopromoteethicalconductofresearch.UniversitypoliciesandproceduresareconsistentwithPHSpolicesonresearchmisconductunder42CFRPart46.Over the past year there was one allegation of scientific misconduct at The University of Alabama.

Office for Technology Transfer
The mission of the Office for Technology Transfer (OTT) is to effectively protect, manage and deploy the intellectual property assets of The University of Alabama. OTT is primarily responsible forcommercializingthepatentedinnovationsgeneratedbyUniversityfaculty,staffandstudents,eitherthroughlicensestoindustryorviatheformationofspin-offcompaniesbasedonUniversitytechnologies.The office also works in collaboration with the Office for Sponsored Programs, faculty and staff to secureexternalfundingforresearchanddevelopmentactivitiesassociatedwithUniversity-patentedinventions. Through its support of and participation in Alabama Launchpad, the state’s premierbusinessplancompetition,OTTandtheUniversitycontributetoeconomicgrowthinthestate.
Over thepast fouryears, theUniversityhasbegun to realizea returnon investment (ROI) in itstechnologytransferenterprise. ThisROI isadirect resultof theadministration’songoingsupportof OTT, the commitment of University researchers to think about innovation, and OTT’s pledge to position the office at the forefront of technology commercialization and establish best practices for the new, evolving technology transfer model. The model focuses on making the best business decisions possible for theUniversity andpositioning our innovations for commercial viability. For example,wehaveadoptedpracticestoleverageourintellectualpropertyinamannerthatencourageslong-term strategic partnerships with industry partners and other stakeholders. OTT is also recruiting an ExternalAdvisoryBoardtoassist in implementinganacceleratorfundforproof-of-conceptfundingandprototypedevelopment,therebyaddingvaluetoourearly-stageinnovationsformoreeffectivedeploymentintothecommercialsector.

AIME works for the University by:

This year’s development work at AIME has also resulted in two filed patents. The visibility of AIME has continued to broaden to entities outside of the stateofAlabamawiththeAIMEDirectoractingasCo-ChairfortheAmericanChemicalSocietydivisionofBusinessandDevelopmentandasEditorofitsnewsletter.StudentEntrepreneurshipandInnovationteamsproducedtwenty-threebusinessmodelsforUniversityinventors.ThesereportsassisttheUniversityIntellectualPropertyCommitteeandouroutsidelegalcounselinthecosteffectiveprotectionofUniversityintellectualproperty.Eightstudent-basedAIMEteamswereamongthirty-fourteamsfromacrossthestatethatparticipatedintheAlabamaLaunchpadBusinessPlancompetition.TwooftheAIMEteamsadvancedto the finals, with one of these teams winning third place. Central Analytical Facility
TheCentralAnalyticalFacility(CAF) isauser-facultyenablingandfacilitating,collaborative,multi-investigator,multi-campus,regionalfacilityinvolvingmajorresearchinstrumentation.Itsmissionisserviceinsupportoftheteaching,researchandservicemissionsofTheUniversityofAlabama.Thestate-of-the-art instrumentation isused in formal classes to teach studentsmodern techniques inmaterialscharacterization.Graduatestudentsearnadvanceddegreeswhilebeingeducatedasexpertson this instrumentation. The facility supports the research mission of the University by providingunique,cutting-edgecapabilities.ItsupportstheservicemissionoftheUniversitybyprovidingsisterinstitution, industrial and government laboratories access to the instruments. During fiscal year 2010, thenumber of trainedusers increased to 234. TheUniversityCAF is a beaconofmajor researchinstrumentationfortheStateofAlabamaandfortheSoutheastregion.

TheuniquecapabilitiesoftheCAF’sLEAPhaveattractedscientistsfromtheUniversityofFlorida,theUniversityofMichiganandtheMassachusettsInstituteofTechnologytovisittheUniversitytousetheLEAPintheirresearch.WithsupportfromtheUniversity’sCollegeofEngineering,theCAFhaspurchasedtheNanoMegasASTAR System. This is an upgrade for the Tecnai F20 transmission electron microscope thatadds electron back scattered detection. This provides scientists the means to determine crystal orientationandphasemappingfornanocrystals.RichMartensandGregThompsonattendedthe52ndInternationalFieldEmissionSymposiuminSydney,Australia.Theymadeapresentationtotheprogramcommitteeandwereawardedthe53rdIFES.ItwillbeheldinTuscaloosaonthecampusofTheUniversityofAlabamainMay2012.TheCAFhasimplementedtheCAFInstrumentationExpertprogramtorecognizethoserare,highlyaccomplished instrument users. The first two CAF Instrumentation Experts will be announced in earlyDecember.TheCAFinstalled3Dserialsectioning–EBSD(textureanalysis)platformcapabilityonourFEIQuanta3DFIB.ThisupgradewasfundedbyacombinationofaNASAgrantwithinvestigatorsGregory Thompson and Mark Weaver (Department of Metallurgical and Materials Engineering) and somestartupfundingfromAlbertoPerez-Huerta(DepartmentofGeologicalSciences).Thecuttingedgecapabilityallowstheuserstoprovidequantitativeanalysisofgrainboundarycharacter,suchasmis-orientation,whichhelpsdevelopmicrostructuremodelsthatcanleadtomeanstoengineergrainboundarycharacterfor improvedproperties,suchasmechanicalstrength.The3Dabilityalsorevealsthetruemorphologyofthematerial’smicrostructure,whichisofteninferredfrom2Dimages.Thisattachment,alongwithouratomprobetomographycapabilityandTEMtomographycapability allows CAF users the opportunity to characterize a material in 3D from angstroms(atoms)tohundredsofmicronsorsixordersofmagnitudeinlengthscale.KarenTorresHenry, a graduate student user of the instruments in theCAFwasawarded theMicroscopySocietyofAmerica’sMSAPresidentialStudentAward.
