The UAB Civitan-Sparks Clinics continue the commitment to provide excellentinterdisciplinary services to children with developmental disorders and their families,despite tough economic times that have developed both university- and community-wide.Our mission continues to involve three key principles: clinical services, training, andresearch. I am pleased to highlight our staff, clinics, and programs that we provide.
Clinically, several of our services are both unique and innovative. The ADHD SummerTreatment Program, directed by Dr. Bart Hodgens, provides summer services for childrenwith disruptive behavior disorders. This program has been recognized in the U.S. News andWorld Report. The Sparks Dental Clinic, under the direction of Drs. John Thornton andJanice Jackson, provides more dental services to adults with special needs than anywhereelse in Alabama. Another unique program is our Neuromotor Research Group which is ledby Dr. Stephanie Deluca. Also known as ACQUIREc Therapy (constraint-induced therapy),this intensive program helps children with upper extremity weaknesses. Our Autism teamcontinues to provide not only thorough and extensive diagnostic evaluations, but alsoschool consultations and social skills groups.
We continue our dedication to train graduate students, medical students, andresidents. As Director of Training, Dr. Fred Biasini has worked tirelessly in makingCivitan-Sparks Clinics an excellent training experience in various disciplines includingpsychology, audiology, physical therapy, occupational therapy, speech-language pathology,nutrition, and social work. Our Sparks Pediatrics clinic, led by Developmental PediatricianDr. Snehal Khatri, is an integral training site for pediatric residents and medical students.
Understanding the importance of research and increasing knowledge in the field ofdevelopmental disabilities, we continue to be a sponsor of the Simpson-Ramsey Lectureeach spring. The Simpson-Ramsey Lecture is a day-long lecture series that hosts expertsin neurodevelopmental disorders research and occurs in conjunction with the GlenwoodEndowed Lecture.
As we continue to flourish and improve our services, the goal for the UAB Civitan-Sparks Clinics is to be a leader at the state and national levels in the field of developmentaldisabilities. Our commitment remains strong.

History of Civitan-Sparks Clinics

In 1966, the Chauncey Sparks Center for Developmental and Learning Disorders was founded to supportservices for persons with mental retardation and to train professional personnel in the field of mentalretardation. Specifically, the Center's objectives were to establish a clinical facility which offered a full arrayof services to persons with mental retardation, for the purposes of: (1) providing an interdisciplinary settingfor various academic and clinical experiences; (2) offering highly technical training which "merges skills ofseveral disciplines to train interdisciplinary specialists in retardation not currently available;" and (3) to test,in a practical setting, the validity and efficiency of various techniques and patterns of diagnosis, care,treatment, education, and rehabilitation. There was a strong commitment to the social and behavioralsciences (including sociology and anthropology) and a clear appreciation for nursing, social work, dentistry,foods and nutrition, and education. Pediatrics, psychiatry, pediatric neurology, medical genetics, radiology,and virology were included from the medical school. Finally, the prevalence of "cultural-familial retardation"in this region of the country was recognized in the first University Center for Excellence in DevelopmentalDisabilities (UCEDD) application, along with a commitment to meet the needs of unserved and underservedpoverty level and minority families.
As one of the charter programs, the Alabama University Center for Excellence in Developmental Disabilitieshas been able to contribute to a remarkable expansion in the knowledge base; an evolution in philosophy andvalues; the discovery of highly effective treatment and prevention strategies; the emergence of a newcommunity-based service delivery system for social, health, and educational programs; and enhancement ofthe service delivery systems through pre- and in-service preparation of professionals (many of whom havebecome leaders in the state and country) and direct care personnel to meet the needs of persons withdevelopmental disabilities and their families.
Over the years, the UAB Civitan-Sparks Clinics has increasingly formed alliances with local and state serviceproviders and advocacy groups. Many of our trainees have assumed important positions of leadership withinthe state and country, and the once novel "interdisciplinary approach" to diagnosis and treatment has becomethe accepted standard for comprehensive and effective service delivery.
The UAB Department of Psychiatry assumed oversight of the Civitan-Sparks Clinics on July 15, 2008 and namedDr. LaTamia White-Green as Director. Dr. White-Green is an Assistant Professor in the UAB Department ofPsychiatry and Behavioral Neurobiology, and her clinical and research interests include autism and otherdevelopmental disorders. She is certified by the American Board of Psychiatry and Neurology in generalpsychiatry and child and adolescent psychiatry. The Civitan-Sparks Clinics are directed by Dr. White-Greenand managed by a senior management team composed of Dr. White-Green, Fred Biasini, PhD, David Allen, JD,Kevin Speed, MAcc, and Jack Huffstutler. The team focuses on enhancing the clinical and researchopportunities while maintaining and growing the educational and collaborative care models that make theclinics unique.
