Lorraine A. Paskett Biography
Lorraine Paskett has more than 25 years in the energy, water and environmental sectors with 15 years of focused experience in the energy sector. Ms. Paskett graduated from McGeorge School of Law in 1995 and has been a member of the California State Bar since December 1995. She served as an assistant public defender in Sacramento County, focusing on the juvenile justice and dependency systems. Ms. Paskett worked in state government and served at senior staff advisor to the Assembly Speaker Willie L. Brown, Jr., focusing on public education and immigration issues. She later served as policy director for the Assembly Majority Leader Kevin Shelley, managing all of the offices legislation and worked to pass the first marine life management act in California, protecting California’s coastline and beaches.
In the past 15 years, Ms. Paskett served as a director for a California investor-owned utility (Pacific Gas and Electric; 2000-2007) leading a team through the California energy crisis, sponsoring a suite of initiatives including energy market reform, climate change policy, renewable energy market development, and corporate tax reforms. She later served as a vice president for a large international solar corporation (First Solar; 2008-2010) developing the business, market and environmental and energy regulatory compliance plans for California and the West Coast. She supported strategic growth initiatives for the company through market development efforts with key market channel partners and mergers and acquisitions within the solar market. She supported generation site development, commercial power sales negotiations, and market assessment and planning.
Ms. Paskett later served as a senior executive for the largest U.S municipal utility (Los Angeles Department of Water and Power: 2007-2008 & 2010-2012) leading a comprehensive approach for sustainable utility practices. The focus of her service included revamping utility programs to support accelerated adoption of alternative vehiclefuel sources in Southern California, overseeing electric system transmission permitting, new wind and solar electric generation project permitting, and managing greenhouse gas emissions programs across the utility operations. She also oversaw customer energy efficiency and water conservation programs, from low-income assistance programs to commercial and industrial site retrofits. In her tenure at the municipal utility, she also oversaw all corporate environmental affairs, including managing air quality, water quality and hazardous waste monitoring and compliance, initiating a framework for a US Fish and Wildlife eagle conservation plans, and supporting the longterm coal energy reduction strategy. Ms. Paskett oversaw all utility external affairs including community relations, local, state and federal legislative affairs, organizational (internal and crisis) communications, external communications, co-managed the utility rates cases, and served on the executive strategic planning and budget committees.
Currently, Ms. Paskett owns and manages Cambridge LCF Group, Lavette Properties and Paskett Winery. Cambridge LCF Group works with conventional and emerging energy companies, focusing on climate change policies, new energy technologies and new markets. energy companies understand the energy markets, access financing and pursue other critical new business matters. Paskett Winery is located in Lodi, CA. Lavette Properties is located in Lodi, CA.
She also works pro bono to assist start up green
Ms. Paskett is a first generation Mexican-American. Ms. Paskett was born and raised in northern San Joaquin Valley in a small agricultural community, Lodi. Ms. Paskett resides in La Canada Flintridge with her 10- year old son and husband, Dario J. Frommer. She splits her time between La Canada and Lodi, CA where she manages her additional community and business interests.
