WELCOME TO 2013This is a “local year” which means
we have hundreds of elections throughout the county in the various
towns and cities.
Training guidelines:
1. Get water / coffee any time2. Use restrooms any time3. There will be breaks4. Ask questions any time5. Be respectful of others6. We have a short amount of time, please keep discussion on point.
Please remember that you will be paid for training
after the elections. If you fail to fulfill an election
obligation you will neither receive payment for training, nor will you
receive payment for that election.
2013 Election Dates:
Primary – Tuesday, September 10th
General – Tuesday, November 5th

Some may not receive assignments for an election. This does not mean
you have been taken out of the Inspector pool, and it does not mean
we no longer need you.

General Poll Site Topics
ABSENTEE BALLOTSDo not accept them at poll sites.
BOE counts absentees a week after the election.
If it says “ABSENTEE VOTER” in the poll book, you may still allow the voter to vote on the machine.
AFFIDAVIT BALLOTSGive a voter an affidavit ballot whenever:
… they are not in the poll book
(… FIRST CHECK TO MAKE SURE THEY ARE AT THE RIGHT TABLE OR POLLING PLACE. USE THE STREET GUIDE OR CALL THE BOE.)
… they are not enrolled in the party for which they wish to vote in a Primary
… it appears they are not registered but they insist on voting. It’s a good way to avoid a confrontation
AFFIDAVIT BALLOTS (CONT.)NEVER TO BE VOTED ON THE MACHINE!!
Be sure the affidavit envelope is properly filled out.
Make a note of the stub number in the orange (challenge) sheets.
Check “AFFIDAVIT” on the ballot stub.
Put completed affidavit envelopes in the GREEN BAG.
The Board of Elections will make a determination later as to whether or not the ballot
in the affidavit envelope should count. Make notes on
the back of the affidavit envelope to explain details of the affidavit voter’s situation to the staff at the B.O.E. This
will help us make a more informed decision.
CANCELLED (SPOILED) BALLOTS
It’s trash that you have to save!

WHAT IF A VOTER SPOILS THREE
BALLOTS?This can be frustrating. Please calmly work with the voter.
Do not dismiss them or tell them “too bad!”
A spoiled ballot still has a lot of voter intent on it. It can be put in the tip-out. It doesn’t necessarily have to be cancelled.
Call the BOE if you need authorization for a fourth ballot.
Ask if the voter needs assistance.
BE AWARE OF VOTERS LEAVING WITHOUT VOTING!
If a voter checks in but never casts a ballot (whether in the machine or by affidavit), then
our ballot count will be affected. If a voter leaves
without voting, please make a note of it in the poll book
by their name.
EMERGENCY PROCEDURES (TIP-
OUT)When the voting machine stops
working
When you are not set up for voters in the morning
When a voter has an otherwise-spoiled ballot, but you want their votes to count the best they can.
The emergency tip-out is a great thing to resort to
when you are caught in a pinch.
1. Get in a bipartisan team.
2. Announce that you will be opening the emergency tip out.
3. Remove the blue seal and save it on the open/close polls paperwork.
4. Tip out the ballot holder.
5. Use as needed, for as long as needed. (Call the BOE if there is a machine failure.)
6. When it is no longer needed tip it back in and reseal it, making note of the new seal number on your paperwork.
Media in the polling place
GOLDEN RULE: Allow media “reasonable access” while protecting voter privacy and keeping order and fairness in the polling place.
I. Privacy – Do not allow photos of ballots or voters filling out ballots. Do not allow photos of ballots being cast.
II. Order – Do not allow media to interfere with the progress of voters or Inspectors throughout the poll site.
III. Fairness – Do not allow press interviews to be held within the 100’ radius.
Poll watchersPoll watchers must be passive.
They must have a certificate from:*Candidate*Party Chairman
There should be no long conversations with voters. (Normal small talk like “Hello, how are you?” is OK.)
If there is trouble (electioneering) call the BOE immediately.
They may approach the Inspectors when no voters are present to ask for verbal information.

HERE’S A TIP TO KEEP IN MIND:
When you are left scratching your head about something think about these questions:
1. Is it something an affidavit ballot will remedy?
2. Is it something the emergency tip-out will remedy?
3. Is it something a call to the BOE will remedy?
