Stratford, Ontario leverages its smart metering conservation network to provide ultra high-speed wireless broadband connectivity throughout the city.

SITUATIONFacing new energy conservation regulations, the city of Stratford decided to initiate a smart metering program that could do double duty. Earlyin2010,theProvinceofOntarioenacteditsGreenEnergyandGreenEconomyAct,settingspecificgoalsforenergyconservationinmunicipalitieslikeStratford.Thecityitselfhaditsowngoalofprovidingbroadbandaccessforitsresidentsandbusinesscommunities,andstimulatingeconomicdevelopmentthroughitsSmartCityinitiative.Stratfordofficialssoughtasafe,secure,cost-effective,high-performancenetworkthatwouldsupportasmartmeteringprogramandatthesametimehelpenhancecommunity-widecommunications.

SOLUTIONA citywide municipal services network based on Motorola’s 802.11n mesh wide area network (MWAN) technology that supports both smart metering and high-speed mobile Internet access.Tomeetthisdualobjective,RhyzomeNetworks,anentityownedbythecitybutoperatingindependently,andFestivalHydro,Stratford’selectricutility,optedforacitywidewirelessnetworkusingthelatestbroadbandtechnology

fromMotorola.ThesystemconsistsofwirelessmeshinfrastructureusingMotorola’sAP7181802.11noutdoormeshaccesspointsandtheMotorolaGPONAXS1800systemtotransmitencryptedsmartmeterdataandbackhaulittotheRhyzomefiberopticnetwork.Thesystemalsomakestheentirecityahigh-speedwirelessbroadbandhotspot,enablingresidents,businessesandvisitorstoenjoyinstantInternetaccessfromvirtuallyanywhereinStratford.

RESULTThe citywide wireless network is enabling Stratford to meet provincial energy conservation goals while bridging the digital divide.Withdeploymentcompletedin2010,Stratfordisreapingthebenefitsofitsdual-purposenetworkstrategy.Itssmartmeteringinitiativeisinfullswing,helpingthecityanditscustomersreducebothelectricityconsumptionandutilitybills.Atthesametime,thenetworkoffersultrahigh-speedInternetaccesstoeveryresidentandbusiness.Stratfordhasadoptedamanagedservicemodelthatoffersaccessvialocalcarriersthatrentcapacityonthewirelessnetwork,providingthecitywithanadditionalrevenuestream.Stratfordisalsousingthemeshinfrastructuretoprovidemobileaccessforpublicworksandmunicipalemployees.

AN ADVANCED DEGREE OF CONNECTIVITY CREATES A SMARTER CITYStratfordisacitywithamission.LocatedinsouthernOntarioProvincejustsouthwestofToronto,thecityhas32,000residents.Throughitsnew“SmartCity”program,Stratfordispreparingforthefutureofthecityanditscitizensbytakingmaximumadvantageofhigh-speedtechnology.“PromotingenergyconservationandstimulatingeconomicgrowtharetopprioritiesforStratfordandarekeycomponentsofourSmartCityinitiative,”saysStratfordMayorDanMathieson.CrucialprogramstakeholdersincludeRhyzomeNetworks,awhollyownedentityofthecityandFestivalHydro,Stratford’selectricutility.

PROVINCIAL MANDATETheSmartCityprogram’srootsareintheGreenEnergyandGreenEconomyActintroducedinMay2009bytheOntarioMinistryofEnergyandInfrastructure.“[TheAct]setsspecificdemandreductionandconservationgoalsonelectricalutilitycompanieslikeFestivalHydro,TheCityofStratford’sownedutility,”explainsBillZehr,President,FestivalHydro.Butenergyconservationwasonlypartofthecity’sinitiative.Astheyplannedfordeploymentofasmartmeteringnetworktomeetthemandatedenergyconservationobjectives,cityofficialslookedforwaystoleveragethenetworktoincreaseinclusivenessandstimulateeconomicgrowthbymakinghigh-speedconnectivityavailablefortheentirecommunity.“Ourentirecommunitywillhaveaccesstoallthecityservices,libraryservicesandlocalevents.Weareimprovingtheinclusivenessofourcommunity,”saysPaulWest,businessdevelopmentmanager,RhyzomeNetworks.

INNOVATIVE LEADERSHIP PLUS BREAKTHROUGH WIRELESS TECHNOLOGYTheCityofStratfordneededanetworkthatwasnotonlyhighlyreliable,butofferedlongtermcapacitytosupporttheadditionalapplicationstheywantedtodeployinthefuture.Thecitywasawarethatthenew802.11nstandard,whichgreatlyenhancesWiFitechnologyperformance,hadrecentlybecomeavailableforuseinoutdoornetworks.StratfordchoseMotorola’soutdoor802.11nmeshwideareanetworkthatprovidesthecarrier-classreliabilityneededtosupportcurrentinitiativeswhileofferingthebandwidthandcapacitytointroducenewapplicationsinthefuture.“Meshwasimportanttousebecausewedidn’twanttohavetofiber-connecteverything,”saysWest,“We’reexcitedtobeworkingwithMotorolabecausetheyprovideatechnologysolutionthatwillnotonlyaddresstheeconomicviabilityofthecity,butwillalsoaddressconcernsaroundenergyconservation.”

BENEFITS OF SMART METERINGOncethenetworkwaschosen,Stratfordbeganbydeployingapilotsmartmeterprojectinonesectionofthecity.“Smart”or“intelligent”metersareinstalledinresidencesandbusinessestoautomaticallycollectandtransmitenergyconsumptiondatainrealtime.This

informationisusedtoprovidemoreaccurateforecastingandbillingandtolethouseholdsandcompaniesknowexactlyhowtheyconsumeenergy.Customerscanadjusttheirschedulestotakeadvantageofoff-peak,lowerrateperiodsduringthedayandnight.Thisnotonlyhelpsreducebills,ithelpspromoteenergyconservationandreducesthepotentialofpowerproblemssuchasbrownoutsduringpeakusagehours.

MESH ENABLED METERING FOR REAL-TIME DATA InStratford,meterswerereadonceamonthmanually.Inthetestproject,smartmeterswereplacedin200homessupportedbyatestmeshnetworkof40accesspoints.Duringthetrialperiod,FestivalHydroremotelyaccessedthesmartmetersinthisareaonadailybasis.Thishelpeddemonstratehowcustomerswouldbeabletolearnhowtoreducetheirelectricityusagebyviewingtheirconsumptionlevelsdaily,andcalculatinghowmuchtheycouldsavebysimplyalteringtheirusagepatterns.

Bymid2010,thetrialwassuccessfullycompleted,andthecitybeganfulldeploymentofthewirelesssmartmeteringprogram,installingmetersfor18,000businessandresidentialcustomers.Thecityisnowabletoretrievehourlytime-of-usedatafromitselectricitymeterswithouthavingtodigandrunwirestoeachandeveryhomeandbusiness.Everyday,smartmetersbeamencrypteddatatowirelesscollectionpointsmountedonutilitypolesthroughoutthecity,tapintotheundergroundfibergridanddeliverthedatatoFestivalHydro.

WIRELESS BROADBAND FOR RESIDENTS AND BUSINESSES Atthesametime,thecityexpandeditsmeshcommunica-tionsnetworktocovertheentirecityandsurroundingareas.Thehigh-speedwirelessnetworkconsistsof300MotorolaAP7181outdooraccesspointsinthecity,and100additionalaccesspointsservingsixsmallerruralcommunities.TheAP7181isasignificantbreakthroughinprovidingenhanceddataspeedsandcapacityintheoutdoorspace.“Aboutoneineverysixaccesspointshasfiberconnectivitywhichhelpsprovidefabulousthroughput,”saysWest.Thesolution

usestheMotorolaGPONAXS1800fiberEthernetsystemtoprovidehigh-bandwidthbackhaulfromthemeshradiostothefibernetwork.TheGPONsystemalsoprovidesoptical-to-electricalmediaconversion.Theresultisanetworkthatprovidesupto300Mbpsdatarates,andservesmorethan40,000peopleoveranareaofeightsquaremilesor21squarekilometers.“Thefiberopticgridisfoundationalasdatainfrastructureforlocalindustryandbusiness,”saysMayorMathieson,“andthewirelessinitiativebringsbroadbandconnectivityliterallyoutintotheopentoserveStratfordresidentsandbusinesses.”

WIRELESS BROADBAND STIMULATES ECONOMIC GROWTHAlthoughsmartmeteringisacrucialsolutionforenergyconservation,itisnotabandwidth-intensiveapplication.ExplainsWest,“Intermsofnetworkcapacity,youcanthinkofsmartmeteringasacoupleofcarsonasuperhighway.Wehaveplentyofroomformoretraffic.”Asaresult,thecityisputtingtheadditionalcapacitytogooduseasitexpandsthenetworktocreateacitywidehotspotandprovidehigh-speedInternetconnectivityforallresidentsandbusinesses.Thesamenetworkthatishelpingtoconserveenergyishelpingstimulateeconomicgrowthbyworkingtoattractnewresidentsandnewbusinessdevelopment.Signsarealreadypositive.StratfordhasrecentlybeenselectedbyCanada’slargestbanktobeadatacentersite,andthecountry’sleadingtechnologyschool,UniversityofWaterloo,haschosenthecityasthesiteforasatellitecampus.

MANAGED SERVICES MODEL Tomanagethenetwork,thecityofStratforddecidedtoadoptamanagedservicesstructure.RhyzomeNetworksandFestivalHydroarethenetworkmanagers,workingdirectlywithcertainlocalinstitutionsandwithareacarriersandserviceproviders.“Wehavedirectclientrelationshipswithafewcustomers,”saysWest.“Theseincludethecityitselfandourcityhospitalwithwhichwehaveastrongpartnership.Inadditiontofiberconnectivityforthehospital,wewanttoprovidedoctorswithfullmobileconnectivityoverthemeshenabledwirelessbroadbandnetworkthroughoutthecitytohelpimprovecommunicationsandprovidefaster,betterpatientcare.”

Whataboutotherpotentialcustomers?”Allotherdirectrelationshipsarewithcarrierswholeasefibercapacityfromus,andwillalsoleaseourwirelessbroadbandcapacity.”Throughthemodel,thecityisabletomakehigh-speedconnectivityavailabletovirtuallyallresidentsandbusinesses.Atthesametime,themodelenablesthecitytouseitsexcessnetworkcapacitytoprovidesignificantnewrevenuestreamsforthecity.RhyzomeNetworksismanagingtheentirewirelessinfrastructureusingtheMotorolaWirelessManager,acomprehensivenetworkmanagementsystemthatoffersadvancedvisualizationofallnetworkelementsforenhancedtroubleshootingandperformancemanagement.

KEEPING MUNICIPAL EMPLOYEES CONNECTEDStratfordisalsoworkingwithRhyzomeNetworkstoleveragethemeshinfrastructureformobileaccessbypublicworksandothermunicipalemployees.Thecityhasapproximately400employees.Communicationsformobileworkersarenowachievedthroughtheuseof150Motorolatwo-wayradiosandanother150smartphones.Astrategicplanwasdevelopedtoidentifythemanyapplicationsthatcouldrunonthenetwork.“Currently,RhyzomeNetworksisintheprocessofmigratingmunicipalcellularusersovertowirelessbroadbandhandsetsforconnectivitywithinthecity,”saysWest.“We’realsoexploringtheabilitytoprovideradio-linkcapabilitiesthroughtheMotorolaTEAMplatformtothePBX.”Theresultofthismigrationtowirelessbroadbandwillbeasignificantreductioninrecurringcosts.

Thecityisalsoexploringotherwaysofusingwirelessbroadbandtoaidinoperationalefficiency.“WehaveacoupleofpilotprogramswithGPSonsomecityequipmentsuchasplows,”saysRonRoy,managerofinformationtechnologyfortheCityofStratford.“GPStrackingletsusknowhowtheplowsarerunning.”Thecellularsolutionthecityusestodaycomeswithamonthlycostandisunderreview.“AWiFisolutionwouldbesignificantlymorecosteffectiveforthecity,”notesRoy.

MOTOROLA PROVIDES CONNECTIVITYFOR CANADA 3.0 CONFERENCETheCityofStratfordalsotaskedMotorolawithprovidingconnectivityforCanada3.0,apremierITconferenceheldontheUniversityofWaterloocampus.Theconferenceattractedmorethan2,000attendeesfromtheworldsofbusiness,highereducationandgovernment,includingCanada’sPremier.Theinstallationincluded23AP5131indooraccesspointsandredundantRFS6000connectedtoafiberbackboneaswellasAP7181unitsoutside.Theresultwasthedeploymentofarobust,cutting-edgenetworkattheconference,helpingtofurthersolidifyStratford’sleadershippositioninthetechnologyofgovern-ment,businessandcommunity.SaysRhyzomeNetwork’sPaulWest,“Attendeeswereabletoemail,blog,network,tweet,upload,download…everythingtheyneedhigh-speedInternetaccesstodo.”

A STRONG PUBLIC / PRIVATE PARTNERSHIP MODEL TheCityofStratford,RhyzomeNetworksandFestivalHydrohaveformedastrongpartnershipwithMotorolatobringthecityintotheforefrontofCanada’senergyconservationprogramsandbroadbandtechnologyinitiatives.Workingtogether,theteamhascreatedapowerfulandpracticalsolutionthatprovidesforreal-timeoversightandmanagementoftheentiresystemtoachievemaximumuptime,consistentlyhighperformance,increasedemployeeproductivityandenhancedcustomersatisfaction.
