Purpose
The purpose of this paper is to report on the progress of district minor works
(DMW) projects in the Southern District.

Construction works commenced in September 2011 and to be
completed in phases from 2012 to 2014. As at 31 October 2012,
approximately 30% of site works have been completed.
Construction of the viewing deck and the renovation of the
footbridge near Aberdeen Centre were underway and would be
completed by end 2012 / early 2013. Construction of the
performance stage, information kiosk, cruise landing shelter and
toilet etc. commenced in May 2012 and would be ready for use by
the public by the end of 2012 / early 2013.

2. Beautification of area near bus stop at Repulse Bay

The design drawings were completed in October 2010 and submitted to HyD and TD for
comments in the same month. The reply from HyD was received on 3 November 2010,
mentioning that they would not take up the maintenance responsibility of the taxi stop
cover, railings and the pavement after completion of the works. The reply from TD was
received on 24 December 2010, mentioning that the bus companies would not take up the
maintenance responsibility of the bus stop poles after completion of the works. In
addition, TD mentioned that traffic flow would be improved, including rearrangement of
the existing bus stop locations, increasing the width of the existing pedestrian traffic light
crossing and realignment of the road curb at the taxi stop. TD informed that the works
period of the traffic improvement works would need to accommodate the slope works
nearby. The Secretariat would continue to liaise with TD on the situation. The
beautification works at the location could only commence after TD’s completion of
works and the excavation suspension period.
At the same time, the consultant has revised the design drawings of our beautification
project based on comments of DMW WG meeting on 27 June 2011 as well as TD’s
design received in early 2012 and submitted it for ACABAS’ comments. The revised
design was supported by DMW WG on 7 May 2012 and DFMC approved additional
funding rendering the total project cost to $2,984,000 at the meeting on 24 May 2012.
The consultant is preparing the detailed design.
3. Setting up of an SDC logo and a permanent festive
lighting site at the triangular lawn area near the
Hong Kong Academy of Medicine

The works contract was signed in June 2012. Site works commenced in July 2012 and
are expected to be completed by the end of 2012.

4. Widening of footpath to Stanley Main Beach from
Stanley Link Road (near Hoi Fung Path)

Works Section
As it is not suitable to close the footpath for works during the swimming season, works
would be carried out in 2 phases. The 1st phase included widening works on the land
resumed by LandsD. The 2nd phase included improvement to the whole footpath and
railings. Site works for the 1st phase were completed in early June 2011. Stanley
Sub-office had completed the local consultation regarding the design of the works in the
2nd phase. Tender for works of the 2nd phase was invited in August 2012. It is
expected that works would commence in late-December 2012.
5. Improvement works to the Cover at Minibus Stops
in Wah Kwai Estate

The works contract was signed on 5 July 2012. Site works commenced in late July
2012 and are targeted to be completed within November 2012, taking into account of
the extension of time due to inclement weather.
6. Improvement to steel staircase at Lee Chi Road,
Ap Lei Chau

Term Consultant
The second-round ground investigation works were completed in early July 2012. The
consultant presented the preliminary design, rough cost estimates and the feasibility
report during the Working Group meeting on 3 September 2012. Funding application
would be submitted in November 2012’s meeting.
7. Improvement to drainage channel near no. 657

8. Construction of a rain shelter near the access to Ap
Lei Chau Service Reservoir Playground

Works Section
DFMC approved funding in the meeting on 21 July 2011. As the site location is
adjacent to a slope, the Geotechnical Engineering Office of CEDD expressed reservation
to the chosen site and suggested a nearby location now under the purview of WSD for
the construction of the rain shelter. Works Section has carried out site inspection to
the revised location in July 2012. Trial pit works for the revised location have been
carried out in mid-September 2012 and the results of the site investigation would be
used to ascertain the feasibility of proposed installation works, finalize the project
design and arrange tender invitation after local consultation.
9. Improvement to paving and construction of
sitting-out area along the footpath linking Mount
Davis Road and Victoria Road

Site investigation works were completed in March 2012. Works Section has submitted
project design in September 2012. Local consultation is in progress.
10. Installation of panels at Aberdeen Bus Terminus
(route nos. 70 & 107) and South Horizons PTI
(route no. 171)

Site works commenced in August 2012. The works at South Horizon PTI was
completed in October 2012. Regarding the works at Aberdeen Bus Terminus, the bus
company informed that the shelters were owned by the bus company’s advertising
agent. Installing panels onto the shelters might involve issues on insurance and
liability. Also, the bus company expressed that there were plans to install advertising
panels at the locations concerned and requested the suspension of this project, so the
works at Aberdeen Bus Terminus has already been cancelled.

11. Construction of rain shelter near the minibus stop
at Pok Fu Lam Road near Queen Mary Hospital

Site works commenced in late March 2012. However, the electricity company
informed us in mid-April that the foundation of the rain shelter would encroach upon
several 275kV electric cables, which would affect their emergency repair works.
According to the result of earlier trial pits works, the proposed location is the only
location with enough underground space to construct the foundation of the rain shelter.
Consequently, the current construction contract has to be cancelled. Following up
with the SDC Member of the constituency’s suggestion, the Secretariat would liaise
with the Works Section to work on the designs of rain shelters without underground
foundation and to be submitted for Members’ consideration upon completion of
preliminary feasibility study, design and cost estimates.

at Cyberport Road opposite to the Hong Kong
Animal Management Centre

DFMC approved funding through a circulation of paper in early September 2011.
The Secretariat consulted the Member of the constituency in May 2012 on the design

16. Provision of tourist signage at Hung Shing Street,
Ap Lei Chau, and the intersection of Chengtu
Road and Wu Nam Street in Aberdeen

DFMC approved funding through circulation of paper in early September 2011. The
Secretariat is consulting the Tourism Commission and the Hong Kong Tourism Board
regarding the tourist signages. Works Section would arrange trial pit works based on
the comments received and would, based on the results of the site investigation, finalize
the project design, prepare drawings and arrange tender invitation after local
consultation. With reference to the cashflow positions and estimated works duration,
the Secretariat would liaise with the Works Section to arrange invitation of quotations
and signing of contract etc, so that there would be adequate cash to settle the payments

Wai Village, Wong Chuk Hang

was completed. Trial pit works were carried out in early September 2012. The
results showed that there are sufficient spaces for the proposed rain shelter installation
works at both bounds and the findings of the investigation would be used to finalize the
project design, prepare drawings for tender invitation. Tender will be invited in
mid-November 2012.
19. Reconstruction of mailboxes for Tung Ah Village,
Lan Nai Wan Village and To Tei Wan Village
along Shek O Road

20. Improvement to footpaths and drainage channels
in San Wai Village, Wong Chuk Hang

DFMC approved funding through circulation of paper in early September 2011. Works
Section has submitted project design and estimate in June 2012 and local consultation
was completed in July 2012. Phase I trial pit works were carried out in early
September 2012 and the remaining phase were completed in early October 2012. The
results showed that the proposed drainage improvement works could be carried out.
The findings of the investigation would be used to finalize the project design, prepare
drawings for tender invitation. It is expected that tender could be invited in
mid-December 2012.
21. Improvement to drainage channels near Shek O
Road Sitting Out Area

Section has submitted project design and estimate in June 2012 and local consultation
was completed in July 2012. Tenders had been invited in late August 2012. Works

prefer the landmark to be constructed near their school entrance. On the other hand, the
Secretariat was informed that the Chinese Christian Cemetery in Pokfulam would not
construct “Xu Dishan Plain” on ground level of their new columbarium, and needed to
search another location for the landmark.
