1.0 Introduction

1.1 Environmental Impact Assessment (EIA) is a statutory requirement for most

developmental and industrial activities in our country. This is to ensure that

development and environment protection go hand-in-hand. To achieve this objective,

it is crucial that quality of EIAs being carried out are of a high order so that possible

impacts on environment of such activities can be assessed and mitigative

measures could be adopted. However, the present situation is far from satisfactory,

since the EIAs being developed, more often than not, do not measure upto the

required quality.

Some of the reasons for EIAs not being of required quality are:

- Improper / inadequate scoping for the EIA

- Consultants not having adequate understanding for developing EIAs

- Poor quality of inputs to EIAs

- Mostly “copy-cut-paste” jobs

- No checks on the competence of EIA Consultants

- No liability of EIA consultants

- Very few in-house reports

In the new Environmental Clearance Notification of Ministry of Environment

& Forests (MOEF), many new aspects have been addressed, particularly scoping for

the EIA (which is now done by the Ministry or State Level Authority vide the MOEF

notification dated September 14, 2006), checklist for environmental impacts,

guidelines for EIA report's structure etc. Once a proper scoping is developed then the

EIA is expected to address the main issues concerning that project.

Quality Council of India (QCI), the national accreditation body, was established as

an autonomous non-profit organization jointly by the Government of India and the

Indian Industry represented by the three premier industry associations,

Associated Chamber of Commerce and Industry of India (ASSOCHAM),

Confederation of Indian Industry (CII) and Federation of Indian Chambers of

Commerce and Industry (FICCI).

National Accreditation Board for Education & Training (NABET), a constituent

board of Quality Council of India, has launched the scheme for accreditation of EIA

consultant organizations. The accreditation under this scheme is based on the

resources available with the organization including technical expertise of consultant,

resource persons, their educational background as well as experience and expertise.

The objective of this scheme is to meaningfully contribute towards improving the

quality of EIAs.

1.2 EIAs are essentially multi disciplinary activities where inputs are required from

specialists having knowledge of the industry for which EIAs are to be carried out as

well as in functional areas like air pollution control, water pollution control, noise

and vibration, ecology and bio-diversity, land use, ground water, surface water and

hydrology, socio economic aspects, risks and hazard management etc.

The key person in developing an EIA is the EIA Coordinator who should have broad

knowledge about the project, as well as the functional areas which are likely to be

affected by the activities related to the project in its construction, operation and the

closure phases. The functional area experts are expected to assess the impacts

from the proposed development / industrial activities in their respective areas of

expertise and then feed the same to the EIA Coordinator. The EIA Coordinator

would then be able to correlate the projected impacts and develop an overall

environment impact assessment and environment management plan (EMP).

Projects for which EIAs are required to be done can be broadly categorized under the

following heads as given in the new EIA Notification:

- Mining, extraction of natural resources, power generation

- Primary processing

- Materials production

- Materials processing

- Manufacturing fabrication

- Services sector

- Physical Infrastructure including Environmental Services

- Building/ Construction Projects/ Area Development Projects and Townships

1.3 Keeping the above requirements in view, the present EIA accreditation scheme have

been developed by NABET. This document covers:

i) Guidelines to the applicants for accreditation on requisite skills and

knowledge, educational background and experience in the respective areas of

functional area experts.

ii) Eligibility of applicants for accreditation

iii) Assessment procedure followed by NABET

iv) Application details

The scheme will also help clients (for identifying proper EIA Consultants) who

would like to carry out EIA studies as part of due diligence process or for assessing

the impacts of their activities on the environment, not necessarily required by statutes.

Assessment Process (in brief, details given later)

Assessment process for an EIA Consultant Organization would cover the following:

* Desk top review of documents pertaining to background of the organization,

manpower, equipment, experience, etc in the requisite formats given in this

format

* On site verification of office infrastructure, laboratories, facilities & interview

of the EIA coordinator/s and some of the functional area experts

NABET reserves the right to visit the site un-announced, if it deems necessary.

The consultant organization shall develop and maintain documented procedures for

effective administration of the consultancy projects in line with requirements stated in

Clause 3.7 of this document.

Accreditation under this scheme is available without restriction to all applicants who satisfy

the accreditation requirements.

QCI - NABET reserves all rights to amend its accreditation scheme, procedures and fees

etc. as it may deem fit. Applicants are requested to refer to the updated scheme on QCI

website (www.qcin.org) before applying for their accreditation.

All information provided by the applicants can be verified and shared with the stakeholders

including MOEF at any stage during or after the assessment process. NABET reserves the

right to utilize the information provided by the applicants for legal, research, for sharing

with other IPC (International Personnel Certification Association) members or for any other

purpose as may be deemed fit by NABET. However, the identity of the accredited EIA

Consultant Organizations would be masked for sensitive information related to business

whenever it is called for/ appropriate. In case an applicant wants the information to be kept

confidential, a communication must be sent to NABET citing reasons for the same.

NABET reserves the right to take decision in this regard.

support of the application.

NABET Assessor A NABET Assessor is the person designated by NABET to review the

relevant documentation submitted by the applicant and to verify the

competence of the applicant at his premises including interviewing the

key persons, for accreditation in line with the NABET requirements.

Definitions of some related terms:

Experience

EIA Coordinator � To work as an independent EIA coordinator for particular sector/s, s/he

should have a minimum experience of 7 years. Out of these 7 years, 2 years should preferably

be in the stated sector/s in operations/maintenance/projects, the balance could be in EIA

preparation either assisting the EIA coordinator or as a Functional Area Expert or in base line

data generation and analysis.

Functional Area Experts � To work as an independent Functional Area Expert, s/he should

have minimum 3 years of experience. Out of these 3 years, minimum 1 year should be in the

stated functional area/s, balance could be in consultancy/teaching and the like in the stated

area/s of expertise.

Exposure

EIA Coordinator � Should have been involved in preparation of at least 3 EIA s of the

sector/ s or should have been involved in environmental auditing/ monitoring for minimum 2

– 3 assignments in the sector/ s.

Training

Functional Area Experts � The duration of the training should be minimum 3 days and

conducted/organized by Universities, Research Institutes, Professional Bodies, Industry

Associations or other recognized organizations.

For all the above, documentary evidences are required to be provided

3.0 Requirements

3.1 Eligibility

Only organizations will be considered for accreditation.

These can be government, public sector or private organizations which could be proprietary

firms, partnership firms or companies (Pvt. & Public Limited), bodies registered under

Society Acts, under Section 25 of Companies Act, Research Institutes and the like.

Universities including IITs, CSIR labs, other labs and/or research based organizations

conducting EIA studies can also apply for accreditation.

3.2 Skills and Knowledge of Experts

As mentioned earlier, EIA is a multi-disciplinary activity where the central figure is the EIA

coordinator who has the domain knowledge of sector/s of the project/s for which the EIA is to

be developed and the environmental aspects related to the project. The EIA Coordinator can

then seek inputs from various functional area experts, analyze and collate the inputs to

develop the impact assessment and a management plan. Hence, to ensure that a Consultant

Organization has the basic human resource infra-structure in place to support EIA activities, it

is required that it has at least one EIA Coordinator and 3/5 key Functional Area Experts (Ref.

Section 3.2.2) in full time employment with the organization. Additional human resource

required as EIA Coordinators or Functional Area Experts to cover all sectors applied for, may

be empanelled with the organization. For empanelled coordinators/experts, a declaration of

association with the organization is to be submitted as per Annexure V of this document. A

documented procedure should be available with the Consultant Organization for selection and

appointment of empanelled EIA Coordinators and Functional Area Experts.

It is, however, preferable that the Consultant Organization should have enough in-house

resources to deploy one EIA coordinator for maximum five sectors, so that an appropriate and

detailed EIA analysis can be done. As regards Functional Area Experts (FAE), since by

definition, these are areas of specialized expertise, a person can be FAE of maximum four

areas of expertise.

A person may be the EIA Coordinator for any number of sectors (vide Annexure III A)

(though preferably not more than five) provided s/he fulfils the requirements of the scheme

mentioned in Section 3.2.1 below in respect of educational qualification and

experience/exposure for the sector/s for which accreditation have been sought.

3.2.1 EIA Coordinators

3.2.1.1 Minimum educational background and training

a) Bachelor/ Masters/ Ph.D. Degree in Engineering or Masters/ Ph.D. degree

in Science or Humanities in any of the subjects mentioned below

Engineering - Chemical, Civil, Mining, Electrical or Environmental

or allied Engineering, Architecture (Architecture or

Town and Country Planning)

Sciences - Environmental Sciences, Physics, Chemistry, Botany,

Zoology, Geology, Geography, Forestry or Agricultural

Sciences

Humanities - Economics, Sociology, Law or Management

b) Specific Training (Preferable)

Training on analysis and integration of inputs from various functional

experts and developing Environmental Impact Assessment reports.

3.2.1.2 Experience/ Exposure

A person must have minimum 7 years working experience related to EIA

preparation to function as an independent EIA Coordinator.

For the sector/s for which s/he wants to work as an independent EIA

coordinator, the experience/exposure for the specific sectors will be

governed by the requirements mentioned in Section 3.2 above. S/he should

have an overall knowledge of the concerned sector/s and a clear

understanding of environmental and socio-economic aspects related to

those sectors.

S/he should be thoroughly aware of national and global environmental

concerns and familiar with all environmental regulations, the EIA

Notification and its Amendments and public consultation procedures.

3.2.2 Functional Area Experts

The expertise in some of the key functional areas is an integral part of all

EIAs. Hence, the following FAEs should be available in-house (full time

employment) -

a) Air Pollution Control

b) Water Pollution Control

c) Solid Waste and Hazardous Waste Management

For Sectors having pronounced impacts on ecology and socio economy like

Mining, River valley projects, Thermal Power plants, Primary

metallurgical industries, Major petrochemical complexes, Major airport

projects and Pipelines and Transportation projects & the like (through eco-

sensitive areas) the Ecology & Bio diversity and the Socio Economy

experts should be available in-house.

These experts should meet the qualifications and experience specified in

this document. There should be formal agreement between the organization

and empanelled experts. Documentary evidence of such association,

coming into effect within 30 days prior to the date of application, should be

submitted.

In case of utilization of such external expertise, the empanelled experts

should submit a signed statement mentioning the number of organizations

they are associated with for similar work and that they are not members of

state or central EIA Expert Committees or Authorities (Annexure V).

The qualifications, skills and knowledge of the experts in different

functional areas to be utilized by the EIA Consultant Organization for

EIA studies have been specified hereunder. Minimum experience

required of a person to work as an independent Functional Area Expert is

mentioned in Section 3.3.

3.2.2.1 Land Use

(i) Minimum Educational Qualification

a) University Degree in

• Physical Planning, Architecture

• Civil Engineering or Geo informatics or remote sensing or

Environmental Economics

• Master Degree in Geography, Remote sensing

b) Training (Preferable)

Specialized training in site description, preparation of land use map,

cartography and Spatial Planning (GIS and other computer application,

Remote sensing, etc.)

(ii) Specific Experience - In any one or more of the following areas

a) Generation and analysis of data related to land use pattern

b) Developing land use map of urban, semi-urban, rural and mixed areas

using GIS

c) GIS based land use analysis and development

d) Integration of land use related data/ information for assessing

environmental impacts of developmental projects

3.2.2.2 Air Pollution Prevention, Monitoring & Control

(i) Minimum Educational Qualification

a) University degree (Graduation/ Post Graduation/ Doctorate/ Equivalent)

in any of the following

• Engineering - Environmental, Chemical, Mechanical, Civil

• Environmental Sciences

• Physics or Chemistry

b) Training (Preferable)

Specialized course/ training in air pollution measurement, prevention,

monitoring, air pollution or control equipment.

(ii) Experience in Air Pollution Monitoring: At least in any one or more of

the following

a) Meteorology - measurement of wind speed, wind direction, relative

humidity, wet & dry bulb temperature, rainfall etc.

b) Air quality monitoring, suspended particulate matters, respirable

particulate matters, SO2, NOx, CO, hydrocarbons & other relevant

parameters including VOCs

c) Measurement of ambient air quality

d) Stack monitoring - Particulate matter, SO2, NOx, & other relevant

parameters

e) Handling and use of air pollution measuring equipment/ instruments like

High volume air samplers, RPM measurement, Stack monitoring kit,

Personal samplers.

f) Assessment of Green House Gas Emissions

g) Knowledge of international treaties related to emissions.

(iii) Experience in Air Pollution Prevention & Control: At least in any one or

more of the following

a) Reduction in process emissions at source design and installation of

air pollution control equipment

b) Reduction in fugitive emissions

c) Design and installation of emission control systems involving

• Identifying & assessing quantum of emission

• Identifying the most suitable control device e.g. condensers, spray

systems, scrubbers, cyclones, ESPs, bag filters etc.

• Design of air pollution control systems and their efficiencies

• Interlocking control systems with production plants

d) Cost estimates for control systems

3.2.2.3 Meteorology, Air Quality Modeling & Prediction

(i) Minimum Educational Qualification

a) University degree in (Graduation/ Post-Graduation/ Doctorate/

Equivalent) in any of the following

• Physics/ Chemistry/ Mathematics/ Statistics

• Environmental Engineering

• Environmental Sciences

b) Training (Preferable)

Specialized course/ training on air quality modeling, air pollution

meteorology, atmospheric sciences & impact prediction

(ii) Experience in air quality simulations: In any one or more of the following

using primary or secondary meteorological data

a) Application of air quality models and simulation, selection of air

quality monitoring sites and designing of air quality monitoring

network, prediction of GLC and plotting of GLC isopleths determining

worst case scenario involving

• Source to receptor - point source, area source, line source models

• Receptor to source models

• Industrial Source Complex Model or any other advanced version of

the same model

• Models used should meet the requirements of CPCB guidelines

3.2.2.4 Water Pollution Prevention, Control & Prediction of Impacts

(i) Minimum Educational Qualification

a) University degree (Graduation/ Post Graduation/ Doctorate or

Equivalent) in any of the following:

• Engineering - Environmental, Chemical, Civil

• Masters degree in Environmental Sciences

• Physics, Chemistry, Biology, Biochemistry, or Toxicology,

Biotechnology

b) Training (Preferable)

Specialized course/ training on water pollution & control technologies

(ii) Specific experience: In any one or more of the following areas

a) Water quality monitoring

b) Water use auditing, water balance, water budgeting, water conservation,

and developing schemes for cascading use (recycle, reuse) of water

c) Identification, characterization and segregation of effluent streams and

designing or erection of effluent treatment systems for physico

chemical and biological treatment.

d) Water quality modeling for prediction of impacts of effluent discharge

to receiving water bodies

3.2.2.5 Ecology and Biodiversity

(i) Minimum Educational Qualification

a) University Post graduation degree/ doctorate in any of the following

disciplines from recognized Universities

• Zoology

• Botany

• Forestry

• Environmental Sciences

• Subjects of Natural Science viz, micro-biology, bio-technology,

bio-chemistry.

b) Training (Preferable)

Training on Ecosystem analysis and evaluation, Landscape ecology,

Impact Assessment on ecology/ biodiversity from various industrial,

infrastructural and other developmental work projects

(ii) Specific Experience/ Skills: In any one or more of the following

a) Basic knowledge of application of taxonomy in resource inventory

(flora and fauna) of the project area

b) Conducting ecological/ wildlife surveys and preparation of status

reports for endangered species of animals and plants and experience of

providing guidance and support for conservation of species and habitats

c) Adequate knowledge of EIA Legislation process in India

d) Understanding of policies, guidelines and legislations related to ecology

biodiversity conservation

e) Specialized training in the field of impact assessment and ecological

monitoring will be an added advantage

f) Contribution to EIA documentation

3.2.2.6 Noise / Vibration

(i) Minimum Educational Qualification

a) University degree in any of the following

• Engineering - Environmental, Mechanical, Electrical, Civil

• Sciences - Post Graduate Degree in Physics, Statistics or

Environmental Sciences covering noise/ vibration measurement,

prediction & control.

(ii) Specific Experience: In any one or more of the following areas

a) Working in an acoustics laboratory of repute involving data collection

using noise/ vibration monitoring equipment & data processing

analysis.

b) Prediction of noise/vibration isopleths levels using relevant pollution

models in residential, sensitive (hospitals, educational institutions,

religious places etc.), commercial and industrial areas and noise

due to community activities, urban traffic, highway traffic,

railroad, aviation, commercial & industrial activities.

c) Control of noise from mining operations, vehicular noise, airport noise,

industrial noise, noise emanating from community activities, indoor

noise, highways, railways, design and optimization of noise/vibration

attenuation devices.

3.2.2.7 Socio-Economic aspect

(i) Minimum Educational Qualification

a) University graduation in sociology or economics with post graduation/

doctorate degree in any of the following subjects

• Rural Development & Management – rural economics

• Economic Sociology

b) Training (Preferable)

Training on Social Impact Assessment of development projects in Rural/

Urban areas.

(ii) Specific experience: In any one or more of the following

a) Design and develop format/ questionnaire for base line survey, social

changes arising out of development projects and assessment of data so

collected.

b) Evaluation of socio economic status evaluation of both tribal and non

tribal areas

c) Demonstrated capacity to interact and develop rapport at community

level will be an added advantage

3.2.2.8 Hydrology, Ground Water & Water Conservation

(i) Minimum Educational Qualification

a) University Degree in

• Hydrology, Civil Engineering or Geology

• Post Graduation degree in Geology, Geophysics, Hydrology,

Surface Hydrology, Geohydrology, Water resources system.

b) Training (Preferable)

Specialized training/ course on impacts on ground water & hydrology,

water conservation, water recycling and rain water harvesting from

development projects

(ii) Specific Experience: In any one or more of the following

a) Analysis of surface hydrological data pertaining to flow fluctuation,

estimation of flows at 10, 50 and 90 percentile levels; setting up and

interpretation of gauging station readings, designing of ground water

table measurement and monitoring network. Computation of ground

water recharge, flow rate and direction.

b) Plotting of ground water contours

c) Analysis and description of aquifer characteristics e.g. permeability,

transmissivity, storage coefficient etc., estimation of groundwater

potential and recharge phenomenon, determination of impact of

withdrawal of groundwater

d) Preparation of water budget for an area

3.2.2.9 Geology & Soil

(i) Minimum Educational Qualification

a) University degree (Graduation, Post Graduation, Doctorate or

equivalent) in Geology, Agricultural Sciences or Geophysics

b) Specialized training/course (Preferable) on soil science & geology from

different types of development projects

(ii) Specific Experience: In any one or more of the following

a) Geology and Geomorphological analysis/ description

b) Stratigraphy

c) Lithology

d) Seismic Analysis

e) Analysis and characteristics of Soils

f) Land use capability assessment

g) Construction of Geological and Soil Maps

h) Soil Sampling and Analysis

i) Productivity potential of soils

j) Impact study on soils (e.g. due to leachate phenomena and air

pollutant fallout)

bio-chemistry and the like.

b) Training (Preferable)

Training on waste identification, waste inventorization and treatment and

disposal of waste

(ii) Specific Experience/ Skills: In any one or more of the following –

a) Identification and management of wastes as per Hazardous Waste

Rules 2008 and subsequent amendments as well as per multi-lateral

environmental agreements such as Basal Convention

b) In industry and business involved in recycling, re-use and recovery

activities

c) Experience in managing high volume low impact waste such as Fly-

ash, Phospo Gypsum, Red Mud, Lime Sludge and the like.

d) Experience in neutralization/ stabilization/ treatment/ disposal of

hazardous wastes

e) Experience in managing dumpsites and engineered landfills.

Note: All the Functional Area Experts should have in-depth knowledge and understanding of the

relevant Acts & Rules pertaining to their areas of expertise.

3.3 Work Experience of Functional Area Experts

Different EIAs will require inputs from diverse Functional Area Experts depending on

the type and magnitude of the projects and depth /extent of anticipated

environmental impacts. To help EIA Consultant organization select functional area

experts, the following guidelines are recommended:

3.3.1 Functional Area Expert

Expertise level and duration of experience of Functional Area Experts for

developing various categories of EIA would depend on magnitude,

complexity and anticipated environmental impacts of the project for which

the EIA is to be developed.

For relatively smaller projects with limited environmental impacts, s/he

should have minimum 3 years of experience, to work as an independent

FAE. Out of these 3 years, minimum 1 year should be in the stated

functional area/s, balance could be in consultancy/teaching and the like in

the stated area/s of expertise. Till they get up to 3 years’ experience, fresh

graduates in various areas of functional expertise, may be associated with a

senior functional area expert of his/ her area of expertise, if they are

working with an EIA Consultant Organization.

For larger projects, however, the experts should have five years of

experience and for mega projects and for areas of predominant impact, the

Functional Area Expert should preferably have at least 7 years experience to

work as an independent FAE. e.g. – for river valley projects or major

mining projects in forest areas, the ecology and biodiversity experts should

have at least 7 years of experience to analyze and assess the impact of such

projects on various facets of the environment.

Till they get up to 3 years’ experience, graduates in various areas of

functional expertise, may be associated with a senior functional area expert

of his/ her area of expertise.

3.4 Scope of Accreditation

The applicant must clearly specify the sectors for which it is seeking accreditation

with NABET as per Annexure III- A.

The applicant must apply to NABET for seeking any amendment/ addition in the

scope of accreditation in the prescribed format (Annexure III and III-A). For

assessment pertaining to additional scope/s, NABET reserves the right to conduct

additional partial assessment/s, if the amendment is sought immediately (expenses to

be borne by the applicant) or to cover it during the next surveillance assessment, when

no additional charges will be levied apart from those required for Surveillance

Assessment.

3.5 Facilities

The consultant organization shall have commensurate infrastructure like office space,

equipment etc. to support the scope of services being provided by the organization. In

case the Organization carries out baseline environmental data generation in-house,

then it should have necessary laboratory facilities and field monitoring equipment and

trained staff (details should be mentioned as required in the application form as per

Annexure III B).

3.6 Collection of Data/ information

3.6.1 Primary Data

a) Baseline environmental monitoring – This activity can be carried out either

through in house laboratory and resources or through outside laboratories. In

either case, the laboratory should preferably be accredited to NABL or

should have GLP certification. In case NABL accreditation or GLP

certification is not available, details as per Annexure III B (Format for

appraisal of Laboratories for Environmental Monitoring) should be

furnished for assessment and acceptance by NABET. Additionally, the

consultant organizations may also mention whether the laboratory is

recognized by SPCB/ CPCB/ MOEF.

In case of considerable delay in the preparation of EIA after the base line

data collection, there should be a written procedure for validation of the data

collected earlier.

b) For other forms of data generation through questionnaire/ interview/ other

methodologies, a documented procedure should be attached with the

application mentioning how credibility, appropriateness and relevance

of such data are ensured.

3.6.2 Secondary Data

Wherever possible primary data should be generated and used. The

consultant organization should have a written procedure on the use of

secondary data giving rationale for the same.

The documented procedure should also address how to ensure credibility,

appropriateness & relevance of secondary data and procedure for ground

verification of secondary data. Minimum secondary data shall be used to

supplement the primary data and under no circumstances this shall be

used as a replacement to primary data.

3.6.3 Work Outsourced

In case the consultant wants to out source a part of the work requiring very

specialized expertise like biodiversity study, ground water studies, socio-

economic data generation etc. there should be a written procedure for the

same. The procedure should include stages to be followed for such out-

sourced works including, how to assess the capability of the agency and

assure the quality of work done by them.

3.7 Administration of EIA Consultant Organization

3.7.1 The Quality Management System should be based on ISO 9001:2008 standards. It is, however, not mandatory that the consultant organization

should be ISO9001: 2008 certified.

Quality Management System should address the requirements of ISO

9001: 2008 including the company’s Quality Policy, documentation of the

system, its implementation, management review and methodologies put in

place for continual improvement.

The manual should address the specific requirements of QCI Scheme

including documented procedures for:

i. Ensuring updation of knowledge levels of full time employees

ii. Identifying, approving, monitoring performance, deploying and

ensuring updation of knowledge levels of empanelled experts

iii. Collection/ generation of primary data including methodologies for

ensuring accuracy, credibility, appropriateness and relevance of the

same

iv. Use of secondary data giving rationale for same and methodologies

for ensuring accuracy, credibility, appropriateness, relevance and

ground verification of the same

v. Work outsourced including methodologies for assessing capability/

performance and quality of the work

vi. Calibration of equipment and laboratory safety

vii. Complaints and Appeals

All information concerning EIA related work should be meticulously

documented, as defined in your QMS and meeting the requirements of the

QCI scheme.

3.7.2 Records

a) The organization shall maintain records to demonstrate conformance to

the NABET requirements

b) Records shall be maintained in English

c) Records may be in any medium – hard copy or soft copy.

d) These records shall be maintained for at least three years.

e) These records shall be made available to NABET on demand.

3.8 Complaints and Appeals

The EIA Consultant Organization shall have documented procedures for handling &

disposal of complaints within a reasonable time.

The documented procedure shall include provision for corrective and/or

preventive action to be taken, if required, as a result of any complaint or appeal.

The organization shall inform all clients of the right to make a complaint or an appeal

and shall provide written details of the process for doing so, on request.

The organization shall notify each complainant or appellant in writing of the result of

the complaint or appeal and of the right to appeal against the result to NABET.

The organization shall maintain records of all complaints and appeals, of their

resolution and the corrective and preventive actions taken.

3.9 Confidentiality

The organization shall have adequate arrangements consistent with applicable laws to

safeguard confidentiality of all information provided by its clients. These

arrangements shall be extended to include organizations or individuals acting on its

behalf and its representatives.

Except as required, information about an organization shall not be disclosed to a third

party without written consent of the organization.

3.10 Changes

The EIA consultant organization shall notify NABET of any major changes that it

makes in its quality manual, documents, experts, locations etc. Such intimation should

preferably be given as early as possible of affecting the changes, or at least once in 6

months after receiving initial accreditation or prior to Surveillance Assessment.

NABET reserves the right to carry out assessment of the impact of such changes on

accreditation if felt necessary. Expenses for this re-assessment shall be borne by the

organization.

3.11 Assessment of the organization

3.11.1 Language

All communication, documentation and records for NABET or those to be reviewed

by NABET, shall be in English.

3.11.2 Initial Assessment

3.11.2.1 Desktop review and Documentation assessment

NABET shall evaluate the following documents which shall be submitted along with

application for accreditation and the requisite application fee:

a) Details regarding the EIA Consultant Organization, experts to be

associated, experience and client list as per the application enclosed

with this document

b) Copy of one EIA carried out in preceding two years from the

date of application (EIA copy may be returned to the applicant, if so

desired, after processing of the application)

c) Quality Manual, addressing, among other things, all procedures

mentioned in this document

d) The criteria for selecting experts, procedures for assessing their

performance and keeping the knowledge levels updated for the expert

involved in developing the EIAs.

e) Office administration documents including promotional material.

After the evaluation, NABET will inform the organization of the non-

conformities and/or observations, if any.

NABET reserves the right to visit the site un-announced, if it deems necessary.

The organization shall be required to close all observations and non-conformities

before the next stage of assessment.

An assessment fee will be charged for the documentation assessment.

An additional full or partial evaluation may be done by NABET to verify the

compliance.

For any further verification of closure action of observations and non-conformities

requiring more than four hours, additional one man day fee would be charged. The

decision of NABET would be binding on the applicant in such cases. However,

NABET on it’s part will try to keep this as low as possible.

3.11.3 Office Assessment & Interview

Following review and acceptance of the detailed documentation and other

procedures, NABET shall undertake at least one full assessment of office, support

structure and the reports prepared by the organization.

The site assessment shall include interview of at least one EIA coordinator and the

above experts. The interviewees may include full time employees or empanelled

resources. NABET will inform in advance the Coordinators/Experts that its

Assessors would like to meet during the site assessment. During interview, relevant

documentary evidences of educational qualifications and experience are to be

provided.

Any changes in the accredited consultant organization especially pertaining to

the core areas of expertise should be immediately informed in writing to

NABET mentioning all relevant details in the prescribed format (Annexure –

IV). As mentioned above, the intimation to NABET should be given as early as

possible or at least on 6 monthly basis, that is with in 6 months of accreditation

given and again (if applicable) at the time of surveillance audit. NABET

reserves the right to conduct additional partial assessment or to cover it during

the next surveillance assessment.

In case the organization has multiple locations, then a partial assessment of few

selected locations may be conducted by NABET. The choice of locations shall be at

the discretion of NABET assessment team.

The EIA consultant organization shall be informed of the findings and non-

conformities, if any.

In case any corrective action is required, the organization shall make the necessary

corrections and improvements, and submit the appropriate documents within a

defined time schedule to NABET.

An assessment fee shall be charged for the office assessment and interviews based

on the scope (sectors) for which accreditation is sought – vide Section 5 for details

of Fee Structure.

An additional full or partial evaluation may be done by NABET to verify the

compliance.

For any further verification of closure action of observation and non-conformities

requiring more than four hours either at NABET office or on site of the applicant,

one additional man day fee would be charged. The decision of NABET would be

binding on the applicant in such cases.

The NABET Accreditation Committee shall take decision on accreditation for the

organization, depending on the assessment report.

The annual accreditation fee shall be payable by the organization on receipt of

information from NABET. Subsequently for every year, the organization will have

to clear the fee for surveillance assessment and pay the requisite fee for renewal of

accreditation. Details are mentioned in Section 5.

A certificate will be issued on receipt of fees as mentioned in Section 5.0.

NABET reserves all rights to amend its accreditation scheme, procedures and fees

etc. as it may deem fit. Applicants are requested to refer to the updated scheme on

QCI web site (www.qcin.org) before applying for their accreditation.

All information provided by the applicants can be verified and shared with the

stakeholders including MOEF at any stage during or after the assessment process.

NABET reserves the right to utilize the information provided by the applicant for

legal, research, for sharing with other IPC (International Personnel Certification

Association) members for any other purpose as may be deemed fit by NABET.

However, the identity of the accredited EIA consultant organizations would be

masked whenever it is called and appropriate. In case an applicant wants the

information to be kept confidential, a communication must be sent to NABET in

writing, citing reasons for the same. NABET reserves the right to take a decision in

this regard.

3.11.4 Surveillance and Re-assessment

(i) Surveillance Assessment

To assess an organization's continuing conformance to NABET scheme

and the effective implementation of the procedures, NABET shall conduct

an annual surveillance for administrative procedures, practices and records.

NABET reserves the right to carry out more frequent or longer

surveillance as necessary in case of complaints/concerns against the

organization. Cost for the same shall be borne by the consultant

organization.

NABET may also conduct surprise surveillance.

(ii) Re-assessment

NABET shall carry out reassessment after every 3 years. The scope of

such assessment will be same as that for the Initial Assessment including

document review, interviews, assessment of facilities, office procedures

and documentation to verify the compliance with the NABET scheme.

Fees applicable will be same as that for Initial Assessment

The organization shall apply in the requisite application form for the

reassessment enclosing the necessary papers and the fee.

3.12 Suspension or Cancellation

NABET may suspend or cancel an approval because of any of the following, but not

be limited to:

a) non compliance or violation of the NABET requirements and deviation

from facts as stated in application form and enclosures

b) providing insufficient or incorrect information including the

3.15 Category of Accreditation

organization structure and employees (full time/ empanelled) to NABET

c) improper use of NABET Accreditation mark

d) major changes in EIA coordinators/ Experts for accredited sectors

without NABET approval

e) failure to report any major legal (mandatory compliance) changes

f) any other condition deemed appropriate by NABET

g) non payment of fees.

The decision for suspension or cancellation shall be taken by the NABET

Accreditation Committee.

3.13 Appeals

An appeal against NABET can be made in writing to the Board Chairman. An Appeal

Committee will be constituted out of the Board Members to resolve the issue

In case of non-acceptance of the decision of the Appeals Committee by the

applicant, the appeal can be made to the Secretary General, QCI, who will then

appoint an arbitrator for the purpose. The arbitration shall be held in the city of

Delhi and shall be in accordance with the Arbitration and Conciliation Act 1996.

A TYPICAL PROCESSING CYCLE OF APPLICATION IS GIVEN IN ANNEXURE II.

3.14 Application Form

Application Form should be complete in all respects. An incomplete Application Form

will result in delay of processing of application. Before sending the applications please

ensure that all the desired enclosures as per Annexure VI (Checklist for Enclosures)

are enclosed.

The work involved in developing an EIA depends on the complexities of the projects

in terms of its’ environmental impacts, the size of the project and site specificities. The

resources required would also vary according to the type and the size of the project. As

regards quality of the EIAs, it would primarily depend on the quality of human

resource involved both in terms of their qualification and experience. Hence, to cater to

the needs of the project proponents for assessing the capabilities and resources

available with the prospective consultant, the Accreditation for the EIA Consultant

Organizations will be given in two Categories as explained under -

Category A

These EIA Consultant Organizations would be entitled to carry out EIAs for all

Category A projects as defined in the EIA Notification of MOEF dated September,

2006 and its subsequent Amendments. The applicant will have to meet each of the

following requirements, (apart from those mentioned elsewhere in this document e.g.

qualification and experience of EIA Coordinator/s and FAEs for the Sectors applied

for etc) –

1. One EIA Coordinator for maximum 5 sectors

2. One FAE representing maximum for 4 areas of expertise

3. At least one EIA Coordinator as full-time employee

4. At least 3/5 FAEs as full-time employees (vide section item 3.2 above)

5. The applicant shall be considered for accreditation for those sectors only for

which EIA Coordinator/s fulfils the requirements of Qualification and

Interview (e.g. if an EIA Consultant Organization has applied for 15 sectors

showing 3 EIA Coordinators and while two of them meet all requirements and

one meets the requirements of two sectors, then the organization shall be

considered for 10 + 2 i.e. 12 sectors only)

6. The assessment will be carried out in two parts –

i. Desktop Assessment - Stated capability of the organization based on the

documents submitted with the application

ii. Site Assessment and Interview of Experts and assessment of laboratory/

office facilities and compliance to procedures to verify the details given

in application.

The assessment will be done on a gradation basis with a total of 100 points – 25

for desktop assessment, 50 for interview/ site assessment and 25 based on

assessment of Accreditation Committee as detailed in Annexure VII.

The applicants who score 60% or above independently for desktop assessment

and for interview of experts/ site assessment (detailed in Annexure VII) would

be recommended for classification as Category A to the Accreditation

Committee.

7. The Accreditation Committee based on its assessment and judgement would

take the final decision on the accreditation of the consultant. The Accreditation

Committee may allocate suitable weightage of marks out of 25, as it may deem

appropriate.

Category B

1. The applicants who score 40 % & above but below 60 % independently in

documentation assessment and interview/ site assessment would be

recommended for being classified as Category B – i.e. eligible for carrying out

EIAs for projects defined under Category B in MOEF Notification dated

September 2006. Accreditation Committee based on its assessment will take

final decision on accreditation of such consultants.

The consultants who fail to score 40 % marks independently in desktop assessment

and interview/ site assessment, would not be recommended for accreditation to the

Accreditation Committee. The condition for categorization should be fulfilled as

specified above, in addition to scheme requirements.

The consultants who fail to get Category A classification or any Category of

accreditation, will be informed by NABET of the areas in which they need to improve

to get accreditation. Such consultants may re-apply to QCI once they feel confident of

having fulfilled necessary requirements.

Decision of the Accreditation Committee NABET will be final in this respect.

It may please be noted that initially the EIA Consultant Organizations are being

classified under two categories. – A & B. However, going forward, it is proposed to

further classify the consultants in more detail to afford the project proponents to select

the right consultant with right degree of expertise, experience, systems and facilities.

The accredited consultants are, therefore, advised to keep the QCI – NABET informed

of EIA projects carried out by them, No. of EIAs approved by the Govt.,

improvements in their organization and other relevant information, on yearly basis.

Clients wishing to carry out an EIA for reasons not covered by the MOEF Notification

dated Sep 14, 2006 and its’ subsequent amendments, may select any EIA Consultant

Organization.

4.0 Code of Conduct for Consultant Organizations

All consultants are obliged to improve the standing of the consultancy profession by

rigorously observing the Code of Conduct. Failure to do so may result in suspension or

withdrawal of accreditation.

The Consultant Organization undertakes:

a. To act professionally, accurately and in unbiased manner. Be truthful, accurate

and fair to the assigned work, without any fear or favour.

b. To judiciously use information provided by or acquired from the client

in developing the EIA and maintain confidentiality of information

received/acquired in connection with the assignment.

c. To avoid and / or declare any conflict of interest that may affect the work to be

carried out.

d. Not to accept any favor from the clients, or their representatives.

e. Not to act in a manner detrimental to the reputation of any of the stakeholders

including NABET and the client.

f. To co-operate fully in any formal enquiry procedure of NABET as per appeals

procedure.

• For Reassessment after 3 years, all procedures and fees as in the Initial Assessment

will be applicable.

General Information on Payment of Fee for Accreditation

1. The fee is to be paid by a Demand Draft payable at Delhi or a local Cheque of

Delhi in favour of “Quality Council of India”.

2. Only the Application fee is to be sent along with the application. Applications not

accompanied by the application fee will not be considered.

3. The Annual fee for the first year is to be sent only after the receipt of confirmation

from NABET of the applicant having been approved for accreditation. Certificate

will be sent after receipt of full fees and expenses at NABET.

4. Annual fee, in terms of completed EIAs, is to be paid on six monthly basis.

‘Completed EIAs’ will mean EIA reports, in final form, submitted to the client.

Yearly renewal of accreditation will be given only on payment of all dues to

NABET.

5. The fees are not refundable.

III. Decision of Accreditation Committee : 25 marks

For being recommended for Category A, an applicant has to score minimum 60% marks

independently in I and II above.

Applicants scoring 40 % and above but below 60% independently in I and II above will be

recommended for accreditation in Category B.

The applicants scoring less than 40% marks in I and II above will not be considered for

accreditation.
