A RESOLUTION ALLOWING THE IMPLEMENTATION OF THE ONLINE
VOTING SYSTEM FOR THE 2011-2012 SPECIAL ELECTIONS OF THE
UNIVERSITY OF ST. LA SALLE STUDENT GOVERNMENT

WHEREAS, Chapter I, Section 2 of the USLS-SG Omnibus Election Code of 2011 states that,
The University of St. La Salle Student Government recognizes and guarantees the exercise of
the right of suffrage by allbona fide students of the University of St. La Salle.
WHEREAS, Article III, Section 1 of the USLS-SO Constitution states that, The commissions,
which shall be independent, are the Commission on Elections, Commission on Audit, and theCommission on Justice.
WHEREAS, Chapter XIV, Section 3 of the USLS-SG Omnibus Election Code of 2011 statesthat, The Commission shall decide all questions affecting elections, including determination of
the numbers and location of polling places.
WHEREAS, The Commission cannot accommodate all voters if they stick to the old automated
election system due to shortage in resources and manpower.
WHEREAS, The Online Voting system is a response to voters who complained during the
previous general elections fornot being able to vote for their candidates because of lackingpolling places and their laziness to proceed to the official polling places assigned by the
Commission
WHEREAS, The Online Voting system is an opportunity to increase the Voters Turnouts and
make Elections accessible to more students compared to the previous automated election system.
WHEREAS, The Online Voting system promotes voter responsibility and accountability by
granting voters the choice to be free from the influence of others and to protect their personalusernames and passwords.
WHEREAS, The Commission has coordinated with the ITC and already prepared an efficientand glitch-free automated election program that is embedded within the Universitys official
website.
WHEREAS, The change in the election system is for the purpose ofprogress. To rejectsuchchange means to become an architect of decay. The only human institution which rejects
progress is the cemetery.

NOW, IN VIEW OF THE FOREGOING;
BE IT RESOLVED, AS IT IS HEREBY RESOLVED that the Commission shall pushthrough with the Online Automated Election voting system for the upcoming Special Elections.
RESOLVED FURTHER, that the Commission, with the aid of other offices, will advertise anddisseminate information about the online automated election voting system to inform the voters
of the new and improved electoral process.
RESOLVED FURTHER, that the Chairperson of the Commission on Elections shall make
necessary amendments to the USLS-SG Omnibus Election Code of 2011 to ensure the
applicability of the Online Voting system for the succeeding elections to come.
RESOLVED FINALLY, that the Senate Secretary will be responsible to distribute copies of
this resolution to the following offices: Office of the Brother President, Vice President for
Academic Affairs, Vice President for Administration, Dean of Student Affairs, College Deans,
Student Activities Coordinator, Executive Department, Judiciary Department, University StudentGovernment Constitutional Commissions, The Spectrum, and College Councils.
This Resolution shall take effect immediately after its approval.
UNANIMOUSLY ADOPTED and PROMULGATED on this 30th day of June, 2011 by the
Student Senate of the University of Saint La Salle.
